TV Incumbency Full Access: Can TV be moved out faster?

TV Incumbency Rules Protect incumbent analog and new digital TV receivers in the 746-806
MHz band until broadcast transition ends
Deadline is December 31, 2006 to end analog broadcastsBy market exceptions may be granted by FCC, such as:
• Less than 85% of households are served by digital TV services (over-the-air, cable, satellite, etc.)
• At least 1of 4 national TV network affiliates are not broadcasting digital
Licenses within 120 km of Canada and Mexico are subject to future agreements with those countriesCanada has allotted DTV to ALL full service, low power, and authorized
(but not on-the-air) analog TV stationsmany Canadian allotments in 60-69 MHz rangevery few analog or digital TV stations in Mexico in 60-69 MHz range

Revised LMR to TV Separation Parametersa) Will use reduced Base ERP and HAAT thatare typical of systems installed at 800 MHz(< 250 Watts ERP and < 250 feet HAAT).
b) Will recommend restricting Control Station ERP to < 50 watts and HAAT to < 100 ft AGL (< 100 ft DHAAT toward TV station).
c) TV to LMR separation distance from Tables in 90.309 assumes typical 55 mile radius TV Grade B contour (e.g., 100 miles).
d) Will use best estimate of “actual Grade B” contour plus the distance from Grade B to LMR site (e.g., 55 + 45 = 100 miles). This reduces separation when Grade B contour is < 55 miles.
e) Rules provide extra protection to TV/DTV sites with HAAT > 350 meters. Will add this to d) above.
f) Will assume omni-directional (circular) coverage.Directional coverage may further reduce separation.
g) Will assume talk-around mode required. 80 miles or Actual Grade B + 25 miles
