2017 SPI Distinguished Career:
Dr. JOHN HOWARD
Dr. John Howard, director of the National Institute for Occupational Safety and Health is the
Administrator of the World Trade Center Health Program in the U.S. Department of
Health and Human Services. Now in its 7th year, the WTC Health program provides medical
monitoring and expert health care to over 78,000 responders and survivors.
Dr. Howard was first appointed NIOSH Director in 2002 during
the George W. Bush Administration and served in that position
until 2008. In 2009, Dr. Howard worked as a consultant with the
US-Afghanistan Health Initiative. In September of 2009, Dr. How-
ard was again appointed NIOSH Director in the Barak Obama Ad-
ministration, and was reappointed in 2015. Prior to his appoint-
ments as NIOSH Director and WTC Health Program Administra-
tor, Dr. Howard served as Chief of the Division of Occupational
Safety and Health in the State of California’s Labor and Workforce
Development Agency from 1991 through 2002.
Dr. Howard earned a Doctor of Medicine from Loyola University
of Chicago; a Master of Public Health from the Harvard University
School of Public Health; a Doctor of Law from the University of
California at Los Angeles; a Master of Law in Administrative Law
and Economic Regulation and a Master of Business Administration
in Healthcare Management, both from The George Washington
University in Washington, D.C.. Dr. Howard is board-certified in
internal medicine and occupational medicine. He is admitted to
the practice of medicine and law in the State of California and in
the District of Columbia, and he is a member U.S. Supreme Court
bar. He has written numerous articles on occupational health law and policy.
In the last year, we’ve seen an increase in the number of people applying to WTC Health program,” said Dr. John
Howard in a video address posted on YouTube on June 30, 2017. He asked first responders and survivors
not yet in the WTC Health Program to visit www.cdc.gov/wtc to learn about eligibility and how to apply.

2017 SPI Liaison Award:
MITCHELL R. WEISS
Born, raised and educated in Williamsburg in Brooklyn, Mitchell R.
Weiss has devoted his life to working for the needs of people in his com-
munity. Known as “Mitch” by investigators from the public and private
sector and citizens from all walks of life in the great state of New York,
Weiss serves as a Clergy/Community Liaison for the First Deputy Police
Commissioner and Chief of the Department of the NYPD. Upon joining
SPI in 2015, he told SPIONLINE that his daily events consists of “meeting
different community and religious leaders around the city: “As once said to
me by a former Police official, without these three steps (Police, Community,
Clergy) no concept will work. These are the three powerful groups of any city.”
Weiss started his career in health care, working for Blue Cross and Blue
Shield in the implementation of New York State’s uninsured programs in
Harlem. He went on to do consulting on governmental and political affairs
for the child care agency Little Flower Children Services. A de-
vout Catholic, he became the Director of Development for the
Church of Our Lady of Mount Carmel in Williamsburg. Celebrat-
ing the Italian-American community is his passion: “Many years ago,
I was given permission by Commissioner Ray Kelly to promote the good
name of Lt. Det. Giuseppe (Joe) Petrosino, the only NYPD officer ever
killed in the line of duty on foreign soil in 1909, while working on a Ma-
fia case,” he told SPIONLINE.
Lt. Det. Petrosino was the first Italian-American detective in the
City of New York, and considered to be the NYPD’s “secret
weapon” in taking down organized crime in New York City and
Palermo. In 2011, Mitchell Weiss was part of a delegation of select
New York law enforcement officials and then-councilmember Pe-
ter F. Vallone Jr., chair of the Public Safety Committee, who trav-
eled to Sicily and went to the site where Lt. Det. Petrosino was
killed. They met with anti-Mafia prosecutors, members of the Pa-
lermo Council and local Italian law enforcement officials. Leonardo
DiCaprio is slated to play the heroic detective in a biopic produced
by Paramount Studios. Mitchell Weiss is a long-time member of
the Lt. Det. Joe Petrosino Association in America. In 2010, he re-ceived the title of Cavalieri from Italy’s then-President Giorgio Na-politano. Mitchell R. Weiss is also a board member of the American Academy of Professional Law Enforcement
(AAPLE) and very involved in numerous organizations in the field of Law Enforcement, or with respect to
cultural diversity, race relations, health care as well as committees for the disabled.

US ARMY Capt. (Ret.) FLORENT GROBERG The French-born Capt. Florent Groberg was a criminal justice major before joining the U.S.
Army in 2008. In 2012, while serving in Afghanistan, Groberg’s heroic actions saved the lives
of several soldiers. In 2015, he was awarded the Congressional Medal of Honor by President
Barack Obama, the United States of America's highest personal military decoration.
"Flo" Groberg was born in Poissy,
France, on May 8, 1983. He became
a naturalized U.S. citizen in 2001,
attended the University of Mary-
land, College Park (UMD), and
competed in varsity track and cross
country. Groberg entered the Army
in July 2008 and, the following year,
deployed to Afghanistan as part of
Task Force Lethal, with responsibil-ity for the Pech River Valley in Af-
ghanistan's Kunar Province.
Promoted to captain in July 2012,
Groberg experienced “the worst
day” on August 8 of that year, when he tackled a suicide bomber who detonated his device, sending
Groberg flying 15 to 20 feet away. Groberg’s heroic actions saved the lives of nearly two dozen soldiers
and officials. But a second suicide bomber, who was hidden behind a small structure, instantly detonated
his device, too; according to the Army, he detonated prematurely because of Groberg's actions to stop
the first bomber. Three U.S. military personnel and a U.S. Foreign Service Officer from the U.S. Agency
for International Development were killed, and several others were injured.
As a result of his actions, Groberg sustained the
loss of 45 to 50 percent of his left calf muscle
with significant nerve damage, a blown eardrum,
and a mild traumatic brain injury. He spent his
recovery at Walter Reed National Military Med-
ical Center from August 2012 through May
2015, and was medically retired from Company
B Warriors, Warrior Transition Battalion, as a
captain, in July 2015. Groberg told NPR that he
was only reacting to the situation, and that he struggles with why he survived that day and oth-
ers did not: “We all fought those demons of, why
not me? In the end, you know, it's combat. And -
right - all we can do now is honor those guys and
their families.”

Following the attacks of 9/11, Emy took
a break from music to serve her coun-
try. Now a Veteran and seasoned sing-

A digital forensic expert, Rowland will tell how data
from digital device can become "digital evidence".
What can be obtained by law enforcement and in-

SPI: A UNIQUE AND AUSPICIOUS GROUP SPI welcomes professional investigators of all stripes from the private and public sectors.
Members are bound by a common passion to learn in a fast-paced and ever-changing industry
while enjoying the camaraderie of an organization with a deep and rich history.
The Society of Professional Investiga-
tors of New York was hatched in
1955, when a group of 10 men met
and decided to create an organization
dedicated to networking among local
law enforcement professionals. These
investigators had begun their careers
during World War II at the Office of
Strategic Services/Office of Strategic
Intelligence (OSS/OSI), the precursor
to the CIA. The group was officially incorporated in July 1956.
In the early days of SPI, the organization
handed out just one prize, “The SPI Award for Outstanding Law Enforcement Achievement,” during its annual
dinners, which were held at Riccardo’s in Astoria, Queens. The 1959 SPI Gala, for instance, honored former
U.S. attorney for the Southern District of New York Arthur H.
Christie, then famous for having prosecuted mafia boss Frank
Costello for tax evasion. In 1960, SPI gave its award to the en-
tire NYPD, “for its handling of security problems at the U.N. General
Assembly meeting”—the year of Nikita Khrushchev's infamous
shoe-banging incident. Gradually, SPI opened itself to the private
sector. At SPI’s 2016 gala, Person Of The Year recipient
Bridget Brennan, Special Narcotics Prosecutor for the city of
New York, praised “SPI’s public/private partnership,” which is key
to get through a crisis., such as the current heroin epidemic.
Today, SPI members are licensed private investigators and Cer-
tified Fraud Examiners, investigative counsels, NYPD detectives,
Postal Inspectors, investigators for city and federal agencies, for
utility companies and business advisory firms… SPI also incor-
porates professions unheard of in 1956, such as DNA special-
ists, Computer Forensic Investigators, Forensic Odontologists,
Forensic Accountants, and so on.
Each year our annual dinner attracts the top law enforcement
officials and forensic experts in the nation. Our newsletter is
distributed to more than 1,500 professionals, and we continue
to keep the annual dues at a very affordable $75 per year. Visit

Although the requirements for full and associate
membership remain the same, the application fee,
($115) and yearly dues (currently $75) are waived
