This year’s ceremonymarks the 60th year in which the Department has honored its outstandingemployees in this manner.
Our mission is to promote economic opportunity that fosters U.S. growth, jobs,and competitiveness in world markets. With one of the broadest and mostchallenging portfolios in government, we build for the Nation’s future. Commercepersonnel work to advance America’s trade, technology, business development,environmental prediction and protection, and statistical research and analysis.

The investigation identified adiversion network to acquire U.S.technology to support India'sunsafeguarded nuclear programs andlicense applications in which MTSknowingly omitted details of potentialnuclear end-use. The group preventedthe illegal export of $3,710,000 innuclear-related equipment, deniedexport privileges of 6 entities for80 years and prosecuted MTS, resultingin criminal and civil fines of $836,000.

His unselfishcommitment to directly assist impactedcommunities resulted in $8.2 millionin EDA assistance for economicrecovery of Mississippi’s Gulf coast,creating or saving 1,074 jobs andsupporting $180 million in privateinvestment. As a result, theMississippi's Gulf Coast long-termregional economic recovery wassupported.

Mr. Spearman is recognized for hisleadership in helping to design an on-line Revolving Loan Fund (RLF)performance management system forEDA. Not only did he take the lead inperforming this assignment, he did soin addition to his regular duties asprogram officer. The system designedby Mr. Spearman automaticallygenerates each required RLF Semi-Annual report accurately and reliably.The time savings is 7 hours forpreparation and 1.5 hours for actualdata entry per report. The new systemcontains 25 key data entries, contrastedto a previous number of 197 entries,29 of which were redundant.

It provides digital imagingof respondent questionnaires which arethen processed by a combination ofimaging algorithms, Optical CharacterRecognition, and automated datapresence keying. The system hassignificantly reduced the overall datacapture costs and the timeframe fromcheck-in to data analysis.

A total of 31 tornadoesoccurred during this period, includingan EF5 tornado that devastated the cityof Greensburg, Kansas. WFO DodgeCity issued a tornado warning forGreensburg 26 minutes before thetornado entered the south side of townand emphasized the danger in aTornado Emergency Message issued12 minutes before the tornado struckthe town. Every tornado whichoccurred during this period waspreceded by a warning with an averagelead time of 16.3 minutes.
