MESSAGE FROM THE PRESIDENT
SOTA Membership, This year marks the 20th Anniversary of the Special Operations Training Association of the Upper Midwest (SOTA). We have been working hard to prepare a training conference that would live up to such an occasion. We are excited to present a packed day of hands-on training and live-fire courses on Sunday. This is followed by several breakout and general session courses which are sure to give us all lessons learned from around the country. I am especially excited as the Board honors the founders whose vision of this association we carry on. I truly believe that SOTA has never been stronger than it is today due to the collaboration between emergency responders from throughout the state as well those in the business whom attend as vendors. This is the one gathering during the year in which tactical operators, crisis negotiators and tactical medics all come together for the common goal of getting better at what we love. Thank you to all those that have given their time and expertise to make this the best SOTA Conference to date. CHALLENGE COIN
The Challenge Coin is commemorating the 20th anniversary of the association. A challenge coin bears an organization’s insignia and is carried by the organization’s members. Traditionally, they are given to prove membership when challenged and to enhance morale. In practice, challenge coins are normally presented by unit commanders in recognition of special achievement by a member of the unit. They are also exchanged in recognition of visits to an organization.

Sgt. Luke Sherman, NTOA Midwest Representative & Tulsa Police Dept.This session will cover overall training and planning considerations for SWAT teams in general. Hiring, selection and retention of team members. Multi-jurisdictional considerations as well as tabletop training related to warrant service, HRT and barricade events. In addition, current legal issues surrounding warrantless vs warrant required incidents and suicidal subject intervention will be discussed.

The briefing includes; officer/patrol response, command and control and decision making under stress. Includes actual video depicting the SWAT deployment and shooting.

Keynote Greg Herbert & Maurico Hurtado San Bernardino County Sheriff’s Incident ReviewCaptain Greg Herbert – San Bernardino Sheriff’s Tactical Commander and Detective Maurico HurtadoIn February 2013, former Los Angeles police officer Christopher Dorner targeted law enforcement officers and their families in a rampage that culminated with Dorner’s suicide during a stand-off with law enforcement at a cabin in the San Bernardino Mountains. On Tuesday, March 31, Capt. Greg Herbert and Detective Maurico Hurtado of the San Bernardino County Sheriff’s Department will recount the event and lessons learned.
Conference will end at approximately 2 p.m.

This year the annual meeting and board nominations will take place on Monday, March 30 after lunch. We currently have the following board openings. Positions are for a period of three years. The position of secretary should be willing to advance to Treasurer, Vice President and President.
Board positions open include:
• Area A (Northeast)
• Area B (Northwest)
• Area E-1 Metro
• Secretary* (*Positions move up through the executive committee, eventually to Serve as President).
If you are interested in serving on the board or have any questions prior to making a commitment, please contact a board member at the registration desk. Thank you for your consideration.
The board meets approximately 7-9 times per year at board member’s agencies. Responsibilities include determining training during the year, coordinating conference and overseeing the general business of the association, with the assistance of the business manager.

Tactical Debriefing on K9 deployments Presenter: Brad Smith
Brad Smith will cover several SWAT and K9 tactical deployments across the country. As tough as tactical debriefs can be, they are intended to improve future performance for everyone. It’s never easy reviewing these tactical debriefings because there is never a perfect deployment. It is only through our team work and relentless dedication to our tactical disciplines that we survive deadly encounters.
This is why tactical debriefings are so valuable because you get all the benefits of being there without any risk. It’s as close to being there without actually going through the incident. I believe, we in law enforcement have an obligation to study these types of incidents. We owe it to ourselves, for our own professional development.
Douglas County Incident Debrief Presenters: Dustin Alexander and Jason Peterson
In Feb of 2014, a Douglas County Deputy responded to a report of a suspicious vehicle. After locating the vehicle and making contact with the occupants, the Deputy returned to the suspect vehicle where he was ambushed and shot by a male suspect. The deputy was able to return fire and move to cover. The suspects subsequently fled into the nearby wooded area and a large Law Enforcement response involving 3 local SWAT teams and over a 100 police officers ensued.
Tactical officers eventually located a male and female suspect deceased in an apparent Murder – Suicide. Debrief will cover initial response, Officer Involved Shooting and tactical response.
Armed Barricade Incident McLeod County/MN State Patrol/Hutchinson tactical Incident Presenters: Al Liepold (McLeod County) and Dan Johnson (North Memorial/MSP) September 1, 2012
Suspect threatened several people with a long gun at a rural farm place south of Hutchinson. Three people were able to flee the farm place and called authorities. One victim barricaded herself in the farm house, but was trapped there by the suspect who roamed outside. Deputies responded and were confronted by the suspect with the long gun. He fled into a barn. Intel revealed the suspect was high on meth, paranoid, and had been “fortifying” the area for protection. The victim was ultimately rescued by tactical officers from the house. The suspect eventually shot himself. Assisting agencies included MSP SWAT team, MSP Air support, East Metro SWAT, Bloomington Bomb Squad, Wright County SWAT, Carver County K9 and Allina Ambulance.

1- “Drugs on the street”- what drugs are out there, how are they being used and how is it effecting first responding officers, ems providers and how is it effectively treated.
2- “Rural Trauma”- how is our care effecting mortality rates with trauma patients when we are caring for them more long term in rural medicine.
ATF Special Response Team Presenter: ATF Special Agent Pete Vukovich. Brief history of the program, with a summary of capabilities and equipment, and debrief of several recent incidents
Robbinsdale/Hennepin County Incident Debrief Presenters: Mike Jerdee and Dennis Jahnke
On April 8, 2010, The Hennepin County Sheriff’s Office Emergency Services Unit conducted a high risk warrant in Robbinsdale. During the execution of the warrant, the subject of the warrant began firing an AK-47 rifle and a 45 caliber handgun from the basement, through the walls, floor and stairs. The incident came to a peaceful resolution after two hours with no Sheriff’s Office personnel, suspect or public injured. The Sheriff’s Office personnel will discuss the pre-warrant intelligence, deployment and lesson learned from this incident.
Integrating Robotics into your SWAT capabilities Presenter: Dan Murphy /ICOR Technology
Are you thinking of adding robotics to your SWAT team’s capabilities? Want to learn more? This course of instruction is for you. Covering all aspects of robotics integration for your team including: available platforms, costs, maintenance, training, selection or personnel, deployment issues, who has what in the state, things to know and ask before purchase and Minnesota Specific Grant information. Attendees will be given a copy of the presentation including Minnesota Grant information.
Dan Murphy is a retired Bloomington Bomb Technician who has worked with robotics for 24 years. Dan worked with the Technical Support Working Group (TSWG) in Washington DC and worked on a project developing affordable quality robotics for bomb squads. Dan Was the Region 3 Director of the International Association of Bomb Technicians and Investigators (IABTI) for 6 years and currently serves on the IABTI’s Board of Advisor. Dan is still in the Robotics industry.
