LEAN is a concept centered on the idea of increasing
efficiency by preserving only the “value” while eliminatingwasteful, “non-value added” steps.
This is achieved by using empirical methods, such as valuestream mapping, to decide what really matters and what doesnot; rather than uncritically accepting pre-existing ideas and processes.

CT Mobile Inspection ToolCollect data in the field with an electronic inspection form
Benefits Time Savings – No trip to the file room to try and
figure out the current status of the USTs registered at the facility or the past compliance issues. No submission/filing of inspection reports.
Paperless Operation – No copies of old registration forms or paper checklists and no paper copies of inspection reports.
Improved Data Quality – Inspectors can fix erroneous data in the field.

Other UST program accomplishments:
The CT-UST program has developed a new on-line registration form and retired
the previous 25 year old carbon-copy registration form.
The UST program has developed outreach initiatives and also was selected to
showcase their LEAN efforts at the 2010 NEIWPCC National Tank conference.
During the end of 2010, the UST program completed over 500 inspections.
(August 8th thru December 6th…..less than 4 months).
The CT-UST program was invited to provide training on the LEAN initiative to
the Rhode Island DEM and the Washington D.C. DDOE. The events were made
possible due to full funding by the ASTSWMO via their “Peer-Match” program.
The CT-UST program is on target to complete ALL of the (3 yr) federally
regulated sites an entire year early.

Site DiagramBuild and maintain a graphical representation of the site
Benefits Saves Time
Streamlines inspection navigation
Helps the inspector quickly understand what is at the site and what has changed since the last inspection
Improves Data Quality A snapshot of site diagram is saved with the inspection and
can be referenced by other programs
Diagram can help the facility owner or contractor understand which tank/pipe/dispenser is being referenced in an enforcement letter.
