What is COST ?
European COoperation in the field of Scientific and Technical researchCOST
3
Conference on the Future of Energy in Enlarged Europe , Warsaw 10,2004
COST Characteristics
• Networking & Co-ordination
• Pan-European• “Non-competitive” (pre-
normative; environmental and cross-border problems; public utility)
• National Financing of Researchers – national responsibility
• Bottom-up / Flexibility• “A la carte” participation• “Integration”• Complementarity• Exploratory • Commission involvement

COST 529: Efficient Lighting for the 21st Century
• more than 30 billion electrical lamps operate worldwide every day consuming more than 2,300 billion kWh/year
• It is 10-15% of the global energy production worldwide
• annual greenhouse gas (CO2) due to this energy is estimated
to be over 1,000 million metric tons.
• estimation shows lighting will increase by a factor of 3

COST 529: Plant Life Extension (PLE)
• The intermittent availability of electricity from the new, renewable technologies such as wind, wave, tidal and photovoltaic systems will displace fossil plants from base-load electricity supply forcing the plants to cycle more often, hence reducing their lives and reliability, availability, maintainability and operability (RAMO).
• The key plant components which will be affected are boilers, gas/steam turbines, heat recovery steam generators (HRSGs), etc. and it is these which is primarily addressed in the Action

COST 529: Plant Life Extension (PLE)
• The key challenges to the research community and industry which have to be addressed are:
• Condition / health monitoring
• Degradation of materials properties
• Developing materials / microstructural models for life time assessment (including repair)
• Improved predictive life assessment tools and validation
