Douglas Fraser General United States Air Force (Retired)

Former Commander

U.S. Southern Command

General Douglas Fraser retired from the U.S. Air Force in January 2013 after a 37 year career. Since retiring, General Fraser works as a global security consultant with several U.S. defense companies. In addition, he participates in security policy discussions with retired Chinese defense officials through a Yale University sponsored U.S.-China Track II Dialogue forum.

His last assignment in the U.S. armed forces was as the Commander, U.S. Southern Command, responsible for U.S. military operations in Central and South America and the Caribbean. In this capacity, General Fraser was responsible for leading Department of Defense relief efforts following the 2010 Haiti earthquake. Prior to commanding U.S. Southern Command, he served as the Deputy Commander, U.S. Pacific Command from 2008-2009.

General Fraser commanded operational flying units across the U.S. Air Force at the squadron, group, and wing levels. As a general officer, in addition to US Southern Command, he commanded the US Air Force Space Warfare Center and four different organizations in Alaska -- Alaskan Command, the Alaskan North American Defense Region, Joint Task Force Alaska, and Eleventh Air Force.

General Fraser’s staff assignments include two tours in the Pentagon, first in the Headquarters US Air Force and then for the Office of the Assistant Secretary of Defense for Strategy, Resources and Requirements and for the Air Force Chief of Staff. He also served as the Executive Assistant to the Commander, U.S. Pacific Command in Hawaii.

He holds a bachelors degree in Political Science from the US Air Force Academy and a master degree in Political Science from Auburn University. Prior to joining the Air Force, he lived in Bogota, Colombia, graduating from high school at Colegio Nueva Granada in 1971. He is also a graduate of the USAF Weapons School, Squadron Officer School, Air Command and Staff College, and the National War College.

He is a command pilot with more than 3,300 flying hours, primarily in all variants of the F-15 and the F-16.

Andrew B. Davis

Major General Andrew B. Davis, U.S. Marine Corps (Retired), assumed the duties of senior director of Capstone, Pinnacle and Keystone courses on 19 October 2015. General Davis retired from the Marine Corps in October 2008 after a 38-year military career as an infantry officer including tours in three wars: Vietnam, Desert Storm and the global war on terrorism. He has combined careers as a as a Marine officer, journalist, media executive, educator and professional association CEO. Most recently, he retired from a three-year tour as executive director of the Reserve Officers Association of the United States, the congressionally-chartered policy advocate for all uniformed services of the United States.

Davis commanded Marines at all levels from rifle platoon to infantry battalion to combatant command component force. He was the director of Marine Corps Public Affairs at the Pentagon from 2001 to 2003. There, he led the development of the embedding program for frontline journalists in the Afghanistan and Iraq conflicts. Davis subsequently commanded U.S. Marine Corps Forces Europe and Africa from 2005 to 2007, and then the Marine Corps Mobilization Command until his retirement.

His personal decorations include the Navy Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Meritorious Service Medal, and the Navy-Marine Corps Commendation Medal.

In his civilian profession, Davis worked in the newspaper industry as reporter, editor, publisher, and educator. Davis began his career in journalism as an award-winning reporter and editor for Copley Newspapers. Then, for 10 years, he was group publisher and newspaper operations vice president of a 41-newspaper group based in the suburbs of Chicago, vice president of The Sun-Times Company and president of Chicago Sun-Times Features, Inc. He launched Performance Media, a custom-publishing division he conceived and developed into a multi-million dollar venture. Davis joined the Media Management Center at Northwestern University as Director of Innovation and Business Development and became a clinical professor of media management at the Medill School of Journalism which conducted mid-career development programs at Northwestern’s Kellogg School of Management. He authored a prescriptive manual for new product development in media companies and consulted internationally on innovation. He was a presenter annually at the Scandinavian International Management Institute Leaders Course in Copenhagen.

Davis served as president and executive director of the American Press Institute from 2003 to 2011. At API, he conceived the Newspaper Next project, which pioneered concepts for new business models for traditional media. He was a frequent presenter on innovation and the media industry at the Eisenhower Industrial College of the Armed Forces of the National Defense University. He holds a Bachelors of Arts cum laude in English Literature from Princeton University, a Master’s degree with distinction in Journalism from Northwestern University’s Medill School, and is a graduate of the U.S. Army War College.

Billy Hargrove

Billy Hargrove is a native of Louisiana and enlisted into the Marine Corps in December 1984. After completing recruit training at MCRD San Diego, California, Billy attended administrative clerk course at Camp Del Mar California, his first ten years of duty stations included: Rifle Range Detachment, MCB Camp Lejeune, NC, 24th MEU, MCB, Camp Lejeune, NC, 2d Recon Battalion, Onslow Beach, Jacksonville, NC, 4th MAW, New Orleans, LA, Marine Corps Recruiting Station Baltimore, MD. In July 1994, Billy attended DI school, graduated and served as a Drill Instructor, and Senior Drill Instructor for MCRD Parris Island, SC, 2d Bn Company G. Billy was promoted to SSgt during his tenure at PISC. Once successfully completing his DI tour, in 1996, Billy was transferred to Recruiting Station Orlando, Florida to serve as the Assistant Operations chief.

In 1999, Billy received orders to 2d MAW, MCAS, New River, NC (HMM266) to serve as an Administrative chief and during his tenure, Billy was promoted to Gunnery Sergeant. After completing his tour at MCAS New River, Billy was transferred to MISSO, Kansas City, MO where he served as a MCTFS System Analyst.

In 2001, Billy was transferred to Marine Corps Base, Marine Corps Service Support School, Camp Johnson, NC to serve as a Personnel Administrative Instructor, and the SNCO of the Basic Administrative Instructor section. While serving with MCSSS, Billy was selected to the rank of 1stSgt in 2004 and was immediately transferred to 2/2, Company F, 2d Marine Division, Camp Lejeune, NC. Shortly after joining 2/2, Billy deployed to Iraq in support of OPERATION IRAQI FREEDOM. After a successful tour with 2/2, Billy was transferred to Jacksonville, Florida to serve as the I&I Staff 1stSgt of 4th AAVBn, Company B-.

After 22 years of honorable and faithful service and receiving numerous medals and awards, Billy retired from the Marine Corps. After retiring, Billy completed his Bachelor of Business Administration from Strayer University, Master of Business from American InterContinental University, and his Doctorate of Business Administration from Walden University. Billy is a published author of the “DBA Success Guide” and is currently working on his second book “Now that I have earned my DBA, what next?”. Billy has one son (William Haze Hargrove) who recently enlisted into the Navy.

Command Chief Master Sergeant Jack Johnson, Jr. is the Command Senior Enlisted Leader (CSEL), Supreme Allied Commander Transformation, Norfolk, Virginia. The Supreme Allied Commander Transformation is one of two strategic headquarters under the NATO Command Structure and is the sole Command in North America. At the strategic level, ACT is responsible for contributing to preserving the peace, security and territorial integrity of 28 Alliance member countries by leading strategic command level transformation of NATO military structures, forces, capabilities and doctrine in order to improve the military effectiveness of the Alliance. Specifically, Chief Johnson oversees a core group of Senior Enlisted Advisors from the NATO nations in support of the development, training and education of NATO and Partner for Peace leaders in partnership with the Allied Command Operations CSEL, who resides in Mons, Belgium. Chief Johnson entered the United States Air Force on October 25, 1984 and is a native of Hampton Virginia. His primary specialties have been as an intelligence superintendent, first sergeant, and command chief. He has had an extensive and diverse range of assignments at the squadron, group, wing, numbered air force, agency, center, joint, combatant command, Headquarters, Air Staff, and Headquarters, Secretariat levels. CHIEF MASTER SERGEANT JOSÉ A. BARRAZA

Chief Master Sergeant José A. Barraza is the Command Chief Master Sergeant, 386th Air Expeditionary Wing, Southwest Asia. The wing is comprised of 1,900 active duty, Air National Guard, and Air Force Reserve Airmen. As the principal advisor to the commander on all enlisted issues, he is responsible for the deliberate development of all assigned enlisted personnel. His mentorship provides oversight and recommendations regarding readiness, health, welfare, and quality of life for the enlisted force. Chief Barraza grew up in San Pedro, Calif., and entered the Air Force in July 1989. Throughout his career, he’s served in various positions within the jet engine career field. He’s also served as an assistant first sergeant and in a myriad of roles within the Air Force Senior Noncommissioned Officer Academy. His assignments include bases in California, Nevada, Alabama, and Alaska. RANDY J. BELL

Command Master Chief Randy J. Bell is a native of Brockton, Mass. He enlisted in the United States Navy in March

2000.

He has served in the Forward Deployed Navy Force onboard USS Vincennes (CG 49), forward deployed to Yokosuka,

Japan; USS Tortuga (LSD 46), USS Defender (MCM-2), and USS Chief (MCM 14), all forward deployed to Sasebo,

Japan.

His overseas and U.S. shore assignments were Commander Navy Region Hawaii Security Department, Pearl Harbor,

Hawaii; Joint Detention Operations Group, Guantanamo Bay, Cuba; and Navy Recruiting District Dallas.

Electronic Attack Squadron ONE FOUR ONE Command Master Chief Blockton is a native of St. Louis, MO. He graduated from Maplewood-Richmond Heights High School in 1990 and immediately entered the U.S. Navy. Master Chief Blockton received recruit training and Seaman Apprenticeship training in Great Lakes, Ill. His first duty assignment was aboard USS BAINBRIDGE (CGN 25) where he qualified Enlisted Surface Warfare Specialist as a mere Seaman Apprentice. Follow on assignments include Personnelman “A” School at NTTC Meridian, Miss.; USS SAN JACINTO (CG 56) homeported in Norfolk; Attack Squadron THREE FOUR (VA-34) at NAS Oceana, where he qualified Enlisted Aviation Warfare Specialist; PSD LANTFLT at Norfolk; STRKFITRON THREE FOUR at NAS Oceana, where he served as the Personnel Officer; NAVCRUITDIST Miami, Fla., where he served the Command Enlisted Processing Division Supervisor; USS HARRY S. CHIEF MASTER SERGEANT ALAN G. BOLING

Chief Master Sergeant Alan G. Boling is the Command Chief Master Sergeant for the 60th Air Mobility Wing, Travis Air Force Base, California. He is the primary advisor to the commander on matters concerning the morale, welfare, health and discipline of more than 5,100 enlisted men and women. The wing is responsible for conducting operations and support activities associated with the worldwide air mobility mission. The wing’s assigned aircraft include the C-5, KC-10 and C-17. These airframes participate in air, land and aerial refueling taskings, responding to Joint Chiefs of Staff-directed combat operations, and support U.S. State Department-sponsored humanitarian relief efforts worldwide. Chief Boling was raised near Concordia, Kansas, and entered the service in 1989. Following Basic Military Training he attended the Communications Computer Systems Operators Course at Keesler AFB, Mississippi. His first assignment was under Strategic Air Command and later US Strategic Command where he worked as a World Wide Military Command and Control Systems operator at Offutt AFB, Nebraska. Chief Boling was reassigned to Yokota Air Base, Japan, as an Automatic Digital Network Switching Center Supervisor. This assignment was followed by two special duties, the first as an instructor for the 333rd Training Squadron, Keesler AFB, Mississippi, then as the J3 Chief of Automation for Headquarters Alaskan Command. From Elmendorf he joined the Flying Tigers of the 23rd Wing at Moody AFB, Georgia, and served two tours with the 332nd Air Expeditionary Wing, Balad AB, Iraq, followed by an assignment to Kunsan AB, Korea, with the 8th Fighter Wing, Wolf Pack. He was reassigned to Elmendorf and held positions as the Communication Squadron and Mission Support Group Superintendent. He then served as Headquarters Commandant, US Strategic Command, Offutt AFB, Nebraska. WARRANT OFFICER OF THE NAVAL SERVICE

Warrant Officer 1 Steve Cass RN

WO1 Cass is an Air Engineering Technician with over 27 years service which includes numerous front line tours with Sea King and Merlin Squadrons. Entering the RN as an Air Engineering Mechanic Second Class in 1986 he spent much of his early career serving with 820 Sqn onboard HMS Ark Royal and RFA vessels during operational service east of the Suez. He was selected for Apprentice Qualifying Course which commenced in 1991 and gained his certificate of competence to supervise aircraft maintenance in 1994. Whilst serving on the Merlin Intensive Flying Trials Unit in 2000 WO Cass was called upon to assist the Marine Salvage and Accident Investigation Units with the post crash management of a Merlin that ditched into the Kyle of Lochalsh. Promoted from CPO to WO2 in 2005 he became the Senior Maintenance Rating on 700M Operational Evaluation Unit and was involved with numerous trials embarked and ashore for the Merlin MK1 Development Programme. Deployments on a variety of RFA ships for several NATO and UK ASW exercises as well as HMS Ocean for APT(N) followed prior to the Squadron disbanding in 2008. As the Senior Maintenance Instructor at the Merlin Training Facility he oversaw the delivery of technical training to over 1000 students per annum and this busy appointment culminated with promotion to WO1 in 2009. He spent 5 months as the Explosive Storage Area Manager and was also responsible for the Station Aircraft Weighing Team and Non Destructive Testing Section in support of all aircraft types based at Culdrose. In October 2009 he worked for two years from Augusta Westlands Yeovil as the Structural Integrity Engineering Authority for Merlin MK1, 3 and 3A. This demanding role saw his Safety and Airworthiness Letter of Authority used to provide technical support and policy direction, particularly regarding vibration, corrosion and structural integrity, to RN and RAF Squadrons and Flights operating in Afghanistan and elsewhere around the globe. Returning to Culdrose in 2011 in an Executive role he spent two hugely enjoyable years as Base Warrant Officer and President of the WO and SR Mess. Following completion of the Higher WO Staff Course at JSCSC Shrivenham in December 2012 he was interviewed by the Fleet Commander and Second Sea Lord, and finally by the First Sea Lord to gain selection for the prestigious position of Warrant Officer of the Naval Service which formally commenced in December 2013. WO1 Cass is a proud Cornishman who is married to Alison who is an equally proud Yorkshire woman. They have three daughters aged 20, 16 and 9. When ‘off watch’ he enjoys walking their energetic spaniel, pilot gig rowing and working with local schools to support children of Service personnel who are deployed.

Responsibilities As the primus inter pares of the Naval Services’ (NS) senior Warrant Officers, the WONS primary responsibility is to act as a conduit between the non-commissioned ranks and NS senior officers. WONS ensures that senior officer intent is understood and that comprehensive, honest feedback is provided upwards. In order to facilitate this role, WONS sits in attendance at the Navy Board as an observer, which also sends a strong message to the NS and the wider Defence, national and international community, that the opinions and concerns of the Ratings Corps and Other Ranks are listened to and valued by the most senior officers in our Service. Additionally, WONS provides the NS with a powerful voice that is able to represent Ratings and Other Ranks on a number of other highly influential bodies and, alongside the Army RSM and the Chief of the Air Staff’s Warrant Officer (CASWO), has regular face –to-face access to some of the most senior Defence leaders, including CDS and CDP.

Chief Petty Officer First Class (CPO1) Malcolm Conlon, MMM, CD

CPO1 Conlon was originally born in England and came to Canada in 1968. Before life in the military he grew up in Grimsby, Ontario and in 1983 under the Youth Temporary Employment Program joined the Canadian Armed Forces as a Boatswain. After completing recruit and basic training he spent his first year in the service on the East coast, serving onboard Her Majesty’s Canadian Ship (HMCS) PORTE St LOUIS and HMCS PRESERVER.

In 1984 he was posted to HMCS TERRA NOVA on the West coast and on 22 July 1984 signed on into the Regular Forces. In 1988 he was posted to HMCS PROVIDER and had the pleasure of being one of the first foreign ships to visit Vladivostok USSR in 37 years. Shortly after joining HMCS PROVIDER he was promoted to Master Seaman and in 1993 was promoted to Petty Officer Second Class (PO2).

After being promoted to PO2 he was posted for the first time to Canadian Forces Fleet School (CFFSE) Seamanship Division where he taught variety of courses as well as assisted in making new training videos. After a short stint onboard HMCS REGINA (1996 -1997), he was posted to HMCS VANCOUVER and promoted to Petty Officer First Class. In 2001 he was promoted to Chief Petty Officer Second Class and stayed on as the Chief Boatswain’s Mate until September of that year.

In September of 2001 CPO1 Conlon came back to CFFSE Seamanship Division as the Regulating Chief Petty Officer. In 2003 he was posted to HMCS WINNIPEG as the Chief Boatswain’s Mate and in 2005 deployed to the Persian Gulf.

In 2006 his next shore posting took him to the Naval Officer Training Centre as Chief Boatswain’s Mate where on 4 June 2007 he was promoted to CPO1 and was subsequently posted back to CFFSE Seamanship Division as the Divisional Chief Petty Officer. On 1 April 2008 he was appointed as the Coxswain of HMCS REGINA. On completion of his tour as Coxswain he attended the yearlong French course during which time he was invested with the Order of Military Merit. Upon completion of second language training he was posted AJAG Pacific as the Liaison Chief.

On 18 June 2014 he was appointed to his current positions as Fleet Chief Atlantic.

Chief Master Sergeant Charles “Chuck” W. Frizzell

CMSgt Charles “Chuck” W. Frizzell is the Superintendent 374th Medical Group, Yokota Air Base, Japan. He serves as the primary advisor to the Medical Group Commander in leadership, management, and operations of over 500 staff. He oversees the morale, welfare, and proper utilization of 275 enlisted personnel. CMSgt Frizzell teams with five Squadron Commanders and their Superintendents to provide and arrange for a full scope of preventive, dental, and clinical health services for over 11,000 beneficiaries. He also provides oversight and medical staffing support for Expeditionary Medical Support and Joint Task Force Full Accounting POW/MIA Search and Recovery Missions.

CMSgt Frizzell entered the Air Force in February 1992. He graduated from the Biomedical Equipment Technician (BMET) training course at Sheppard Air Force Base, Texas in January 1993. His background includes various duties in Biomedical Equipment Maintenance and Medical Logistics at the unit and major command levels. Throughout his career, he has filled a myriad of roles including additional-duty First Sergeant, Squadron Superintendent, Joint Task Force-Civil Support CBRNE Consequence Management Response Force (CCMRF) Expeditionary Medical Support (EMEDS) Superintendent, and Air Force Liaison. His assignments include bases in Colorado, California, Virginia and Texas. The chief also served overseas in the Republic of Korea and the United Kingdom, and deployed on multiple occasions to Germany and Southwest Asia in support of Operations ENDURING FREEDOM, IRAQI FREEDOM, and NEW DAWN.

Prior to serving in his current position, he served as the 382d Training Squadron Superintendent and Air Force Service Lead for the Department of Defense’s Medical Education and Training Campus (METC) BMET Training Program at Joint Base San Antonio – Fort Sam Houston, Texas. CSM Hamilton entered active duty with the US Army on 25 July 1986 at Fort Knox, Kentucky as an Armored Crewman. CSM Hamilton spent nearly 16 years in the Active Army, serving as a crewmember on the M60A3, M1, M1A1, and M1A2 Abrams Main Battle Tanks. CSM Hamilton held key duty positions in the armor branch, including Tank Commander, Section Sergeant, Master Gunner, Platoon Sergeant, Master Gunner Instructor, and Security Assistance Team Advisor. His duty assignments include: 1st BN 72nd Armor, 2nd Infantry Division, Camp Casey Korea; 1st BN 77th Armor, and 2nd BN 77th Armor, 4th Infantry

Division, Fort Carson CO; 1st Squadron 7th Cavalry, and 2nd BN 8th Cavalry, 1st Cavalry Division, Fort Hood, TX; the US Army Armor Center and School, Fort Knox, KY; US Army Gunnery Advisor to the Royal Saudi Land Forces in Tabuk, Kingdom of Saudi Arabia; and 3rd Squadron, 3rd Armored Cavalry Regiment, Fort Carson, CO. CHIEF MASTER SERGEANT MARK A HARRIS

CMSgt Mark A. Harris presently serves as Command Chief Master Sergeant of the Tennessee Air National Guard. As State Command Chief he serves as the senior advisor to the Assistant Adjutant General for Air on quality-of-life issues and concerns for the 3000 plus enlisted members of the Tennessee Air National Guard. His responsibilities also include providing advice and counsel to the Wing and Unit Commanders and Wing Command Chief Master Sergeants on the concerns of the enlisted force. He formally served as the Command Chief master Sergeant 118th Wing, Nashville TN.

CMSgt Harris was born in Nashville, Tennessee, and attended Volunteer State Community College prior to enlisting in the Tennessee Air National Guard at Berry Field ANGB in 1988. He was initially assigned as C-130 Crew Chief until selected as a Flight Engineer in 1990. While a traditional Guardsman, he was employed as a heating and air conditioning technician and later as a police officer. In 2001, he became a full-time Guardsman. During the C-130 schoolhouse operations, he served as Formal Training Unit (FTU) Flight Engineer Course Manager and additionally as Flight Engineer technician supervisor. As the Operations Group transitioned from the C-130 to the MQ-9 Reaper, he assumed the role of Group Chief and cross-trained to sensor operator while establishing the foundation and developing personnel for Reaper Operations. In November 2013, Chief Harris was selected as the Wing Command Chief. CHIEF MASTER SERGEANT BRIAN P. KRUZELNICK

Chief Master Sergeant Brian P. Kruzelnick is the Command Chief Master Sergeant, 460th Space Wing, Buckley Air Force Base, Colorado. He is the principle advisor to the installation commander on all matters affecting the welfare, readiness, morale, training, professional development, and proper utilization of 2,000 wing personnel, and supports 89 mission partners comprised of 13,000 total force members from the Army, Navy, Air Force, Marines, Coast Guard, coalition partners, and their family members. He provides enlisted leadership to the installation, as they deliver global infrared surveillance, tracking, and missile warning to protect homeland and expeditionary warfighters.

Chief Kruzelnick is a native of Passaic, NJ, and entered the United States Air Force in April 1994. He has held numerous leadership positions for the execution of mobility operations while assigned to total force, bilateral, and joint service environments. Additionally, he performed as an Air Advisor in Afghanistan to establish the structure and foundation for Afghan Air Force Maintenance Operations. During his career, he has deployed to support Deny Flight, Deliberate Force, Joint Endeavour, Southern Watch, Allied Force, Enduring Freedom, Iraqi Freedom, and Joint Task Force Horn of Africa.

Prior to assuming his current position, Chief Kruzelnick served as the 515th Air Mobility Operations Group Superintendent at Yokota Air Base, Japan, supporting command channel, JCS-directed contingency, humanitarian relief, and joint/combined exercise missions for US Forces, Japan and Korea, as well as US component commanders.

CHIEF MASTER SERGEANT JAMES W. LOPER

Chief Master Sgt. James W. Loper is the Command Chief Master Sergeant, 916th Air Refueling Wing, Seymour Johnson Air Force Base, N. C. He is the principal enlisted advisor to the commander, 916th Air Refueling Wing and is responsible for assessing factors influencing the mission readiness, utilization, morale, and quality of life of more than 1200 enlisted airmen. Other responsibilities include coordinating with staff agencies, providing assistance, guidance, and expertise to three group and 14 commanders, and senior enlisted leaders on matters of administration and implementation of wing policies. He observes all facets of the work, social, and living environments affecting enlisted personnel, recommends courses of action and oversees implementation. Additionally, the chief meets regularly with various committees, professional, and private organizations as specified and directed by the commander. Chief Loper began his military career in 1995 as a graduate of Air Force Basic Military Training. He spent four years on active duty as an Air Combat Command command post controller, including one deployment to Central Command, before joining the Air Force Reserve in 1999. Chief Loper has served tours of duty in Qatar for Operation Northern Watch, as well as two deployments to the European theater for Operation Joint Forge. CHIEF MASTER SERGEANT SCOTT W. LUMPKIN

Chief Master Sergeant Scott W. Lumpkin serves as Chief, Air Force Enlisted Force Development, Pentagon, Washington, D.C. In this capacity, Chief Lumpkin leads and coordinates efforts to address Secretary of the Air Force, Chief of Staff of the Air Force and Chief Master Sergeant of the Air Force concerns regarding enlisted leadership and development. He oversees enlisted force development initiatives affecting 263,000 enlisted Airmen and is responsible for establishing plans, programs and practices by leading the formulation and implementation of long range strategic initiatives. He also participates in developing Air Force-wide structure adjustment recommendations and associated policy and process revisions, and organizes think-tank forums in support of enlisted force development which include representatives from the Air Staff, Air Force Personnel Command, Major Commands and Air University. Chief Lumpkin is from Vista, California and entered the Air Force in 1989 as a Korean Cryptologic Linguist Specialist. His background includes numerous leadership roles at the squadron, wing, numbered air force and headquarters levels. His stateside assignments include bases in California, Maryland, Texas, and Washington D.C. COMMAND MASTER CHIEF JOINT INTERAGENCY TASK FORCE SOUTH

Master Chief Shawn Marchinek assumed the duties of the Command Master Chief for Joint Interagency Task Force (JIATF) South, Key West, Florida, July 7, 2015. As the Senior Enlisted Advisor to the Director and staff of JIATF South, he advises on workforce policies, is the senior enlisted mentor, and acts as the sounding board for select administrative actions and initiatives relative to the day to day operations with the joint command structure. Prior to his current assignment, Master Chief served as the Command Master Chief for Coast Guard Sector Puget Sound in Seattle, Washington. Master Chief Marchinek enlisted in the U.S. Coast Guard on February 10th, 1992. Following basic training at Coast Guard Training Center Cape May, New Jersey, he reported to Coast Guard Polar Ice-Breaker USCGC POLAR SEA (WAGB 11) in Seattle, Washington. Two years later, he transferred to USCGC CUTTYHUNK (WPB 1322) Port Angeles, Washington. In June 1995, he attended Coast Guard Telecommunications Specialist Class ‘A’ school in Petaluma, California. He subsequently served aboard USCGC ACTIVE (WMEC 618) Port Angeles, Washington. In addition, Master Chief Marchinek completed shore assignments at Communications Area Master Station Pacific (CAMSPAC) Point Reyes, California; USCG Group Port Angeles, Washington; USCG District Thirteen, Seattle, Washington; and USCG Vessel Traffic Center Valdez, Alaska and deployed with USCG Port Security Unit 313 to Pusan, Korea in support of Operation Foal Eagle 2000. In June 2009, Master Chief Marchinek was invited to join the faculty of the Navy’s Senior Enlisted Academy in Newport, Rhode Island, as the first Coast Guard Faculty Advisor. Master Chief Marchinek holds an Associates of Arts degree in Business Administration from Coastline Community College and Bachelors of Science in Public Administration from Roger Williams University. He is a graduate of the Coast Guard CPO Academy, Class 116; Coast Guard Command Master Chief Course; and Army Sergeants Major Academy, Class 59. His decorations include the Meritorious Service Medal, two Coast Guard Commendation Medal (with ‘O’ Device), Navy and Marine Corps Commendation Medal, Coast Guard Achievement Medal, two Coast Guard Commandant’s Letter of Commendation (with ‘O’ Device) and various unit and service awards. He also earned the Cutterman and Boat Force Operations Insignias. Master Chief Marchinek is originally from Kettle Falls, Washington and is married to the former Teresa Torres of Port Angeles, Washington and they have four children; Tristian, Andrew, Hayden, and Sophia.

Chief Master Sergeant Eric D. Neilsen is the J3 Operations Directorate Senior Enlisted Advisor, United States Africa Command, Stuttgart, Germany. A native of West Covina, California, Command Master Chief Petty Officer Laura Nunley enlisted as a young mother and wife in May 1994. After completing Recruit Training in Orlando, FL, she reported to Navy and Marine Corps Intelligence Training Center in Dam Neck, VA for Intelligence Specialist “A” School. Her first duty station was Atlantic Intelligence Center (AIC) in Norfolk, VA. Master Chief Nunley’s other assignments have included Mobile Integrated Command Facility Europe (MICFAC EUR)/Tactical Support Center (TSC) Sigonnella, Italy, Naval Strike and Air Warfare Command (NSAWC) Fallon, NV, USS BELLEAU WOOD (LHA-3), USS BONHOMME RICHARD (LHD-6) San Diego, CA, Commander Patrol and Reconnaissance Wing TWO (COMPATRECONWING TWO) Kaneohe, HI, USS THEODORE ROOSEVELT (CVN-71), and United States Sergeants Major Academy (USASMA) FT. Bliss, TX. While assigned to COMPATRECONWING TWO, Command Master Chief Nunley completed an eight month Individual Augmentation to Camp Abu Naji in Al Amarah, Iraq. CMDCM(SW/AW/EXW) James W. Osborne Master Chief Osborne is a native of Charlotte, N.C., and graduated from C.E. Ellison High School in Killeen, Tx. In 1987, he enlisted in the Navy and reported to basic training at Recruit Training Command in San Diego. Graduating from basic training and Damage Control (DC) “A” school he reported to his first assignment aboard the USS Constellation (CV 64) home-ported in San Diego. He was selected to Operation “Deep Freeze” and transferred to Naval Support Forces, Antarctica. Master Chief Osborne completed his Wintered-Over Tour from 1992-1993 at McMurdo Station, Antarctica. He then reported to Afloat Training Group, Pacific in San Diego. MCPO Osborne’s next tour was Pre-Commissioning Unit, PCU Ross/USS Ross (DDG 71) where he served as Repair Division’s LCPO. Master Chief Osborne was then selected to serve the President of the United States as the Assistant Readiness and Electronic Security Officer at Naval Support Forces, Thurmont (Camp David). His next assignment was the USS Bonhomme Richard (LHD 6) as Repair Division’s LCPO. Master Chief Osborne report to Allied Joint Forces Command, Brunssum, Netherlands as the Deputy Fire Chief, where he ran a multi-national, multi-forces Fire Department for NATO and was the Senior Enlisted Leader for the Navy Element. While assigned, he deployed three times in support of ISAF and SACEUR Missions to Kandahar and Kabul, Afghanistan. He then volunteered for a GSA billet to the Horn of Africa as the Emergency Management Officer at Camp Lemonier, Djibouti, Africa. He returned to the fleet aboard the USS Germantown (LSD 42) as the Ships’ 3M Coordinator. Master Chief Osborne served as the Command Master Chief of Navy Recruiting District Portland and aboard USS New Orleans (LPD-18). Coast Guard Director of Operational Logistics Command Master Chief

Master Chief Mario L. Padilla assumed duties as

Command Master Chief for the Director of Operational

Logistics (DOL) on June 9th, 2014. His primary

responsibility is to advice the Director on issues and

initiatives pertaining to all Coast Guard members and

families assigned to Bases within the DOL. Most recently

Master Chief Padilla served as Command Master Chief for

the Surface Forces Logistics Center in Baltimore, MD.

Originally from Brooklyn, New York, Master Chief Padilla

was raised in Caguas, Puerto Rico. He enlisted in the

United States Coast Guard in 1991 and graduated

Storekeeper “A” school in 1993. His previous assignments

include Career Development Advisor, Personnel Support

Services Unit Miami, FL; SECTOR Baltimore, MD; Integrated Support Command Miami, FL; CGC

Command Master Chief Harlan B.

Patawaran is a native of San Fernando,

Pampanga, Republic of the Philippines.

He enlisted in the Navy on March 15,

1991 at Subic Bay, Naval Base. Upon

completion of boot camp at Recruit

Training Center, San Diego, he attended

HM “A” School at Naval School of Health

Sciences (NSHS). Upon graduation, he was

assigned to Naval Hospital Corpus

Christi, Texas from October 1991 until

March 1993. After his successful tour,

he proceeded to HM “C-school” Operating

Team Nine onboard USS Boxer LHD-4 from

January 1997 to January 1999 and deployed Western Pacific in 1997 and RIMPAC

In January 1999, he transferred to Naval Hospital Camp Pendleton and

assigned as the Leading Petty Officer for the Main Operating Room and Sterile

Processing Department.

In 2002, he reported to Field Medical Service School enroute to 1st Marine

Division. He reported to 3rd Battalion 1st Marines as the Leading Petty

Officer for Operation Iraqi Freedom I in 2003. He transferred to 1st Marine

Regiment, Regimental Aid Station in September 2003 and later redeployed in

February 2004 for Operation Iraqi Freedom II under Regimental Combat Team-1

in Fallujah, Al Anbar Province. Upon return from OIF II in September 2004, he

proceeded to 5th Battalion, 11th Marines Artillery until his transfer.

In August 2005, he proceeded to Naval Medical Center San Diego and held

numerous positions as Senior Enlisted Leader, Navy Medicine West Retention

Coordinator, Command Career Counselor, Asst. Plans Operations Medical

Intelligence (POMI) and Manpower Chief. In 2008, he was augmented to support

Cobra Gold 2008 in Korat, Thailand as the Senior Enlisted Leader for the

Joint Medical Cell leading Sailors, Soldiers and Airmen.

In March 2009, he transferred to Expeditionary Combat Readiness Center FWD

Afghanistan and deployed to Afghanistan later that year as the Senior

Enlisted Advisor for all Embedded Training Teams in Afghanistan Regional

Security Integration Command-West and Senior Enlisted Leader for Joint

Medical Operation Cell leading Sailors, Soldiers and Airmen in Herat,

Afghanistan.

In March 2010, he reported to 1st Marine Logistics Group as Senior Enlisted

Leader for Combat Logistics Regiment-1 and Acting Command Master Chief.

In July 2010, he transferred to Field Medical Training Battalion West as

the Command Master Chief.

In February 2014, he was selected to the Command Master Chief Program

(9580) and assumed duties as the Command Master Chief for 1st Marine

Logistics Group.

Command Master Chief Patawaran’s qualifications include the Enlisted Fleet

Chief Master Sergeant Joseph D. Pritchard is the Command Chief of the 80th Flying Training Wing, Sheppard Air Force Base, Texas. Mr. Glenn “Rocky” Proska has worked on some of the most severe recent disasters including the Deepwater Horizon Oil Spill (2010), Hurricane Irene (2011), Superstorm Sandy (2012), the Colorado Flash Flooding (2013), the Joplin EF-5 Tornado (2013), and Ebola Support (2014). Mr. Proska’s career with the Federal Emergency Management Agency (FEMA) includes assignments within the Response Directorate, specifically, the FEMA Exercise Branch, the National Watch Center (NWC) and the National Response Coordination Center (NRCC). Mr. Proska joined the FEMA team in September of 2007.

Rocky was assigned by the Director of the Operations Division to establish new protocol and standardization of the NWC. He is responsible for maintaining national situational awareness of the agency’s operational status and monitoring emerging incidents or potential incidents with possible operational consequences.

Prior to his work in FEMA, Rocky was an Incident Management Officer assigned to the Department of Homeland Security (DHS) National Operations Center (NOC). In this role, he served as a key component of the Office of Operations Coordination, providing DHS with an immediate incident management capability to ensure integration of threat-monitoring & strategic cross-directorate operational response activities. During this time, he served as a member of the Continuity of Operations and Emergency Relocation Groups.

Mr. Proska has honorably served over 20 years in the United States Air Force, spending time in all three components (Active Duty, Reserves, and the Air National Guard) as a Command and Control Craftsman and a C-130 Loadmaster. His military service highlights include: five tours of duty in the Middle East, approximately two years of cumulative time, fighting in the recent U.S. led wars in Iraq and Afghanistan. He has participated in over 110 combat missions accumulating over 550 combat hours.

Massachusetts National Guard

CSM Ramos Rivera was appointed as the 7th State Command Sergeant Major of the Massachusetts National Guard on 13 December 2013. He is a native of Aguas Buenas, Puerto Rico. He enlisted in the Massachusetts Army National Guard on December 1986, as an AH-1 attack helicopter weapons systems repairer. He attended Basic Training at Ft Dix, NJ, advanced individual training at Ft Eustis, VA, and has completed all levels of the Noncommissioned Officer Education System to include the Sergeants Major Academy. Some of his other military courses include the Air National Guard Chief’s Executive Course, Harvard University’s Leadership in Homeland Security Course, the Force Management Course, and the US Army War College Executive Leader’s Course.

CSM Ramos Rivera holds an Associate in Business Administration from Quincy College, a Bachelor of Science in Liberal Studies (Summa Cum Laude) from Excelsior College, and is currently pursuing a Master of Arts in Executive Leadership from Liberty University. He is currently on leave of absence from the United States Drug Enforcement Administration in Boston, MA. He and his wife, Luz, live in Douglas, MA. Robert Root has served with the Federal Emergency Management Agency since April, 2009. His roles

have included Deputy Planning Section Chief in the National Response Coordination Center during the

Haiti Earthquake, and a Team Lead during Super Storm Sandy Response Field Operations.

Previously, Robert worked in the private sector as a manager with Sprint Telecommunications, Inc. in

Overland Park, KS and SPS Payment Systems, in Layton, UT. Prior to working in the business world he

served on active duty with the U.S. Navy as a submarine torpedoman and EOD diver. He deployed with

the 332nd Air Expeditionary Force for Operation Iraqi Freedom, and retired with 25 years’ service from

the North Dakota Air National Guard.

Robert currently lives in Manassas, VA with his family and remains a strong supporter of the Kansas

University Jayhawks basketball team.

FORCM(IDW/SW/AW) Toby A. Ruiz Force Master Chief Navy Information Dominance Forces Though a native of Montebello, California, Master Chief Ruiz calls Monte Vista, Colorado home. He enlisted in the Navy in March 1991, reported to basic training at RTC Great Lakes, Illinois and completed Signalman “A” School at NTC Orlando, Florida. After serving two tours as a collateral-duty Command Career Counselor in 2000 and 2003, he became a rated Navy Counselor in March 2004, following the disestablishment of the Signalman rate. His sea duty assignments include USS FORD (FFG 54), plankowner of USS HARPERS FERRY (LSD 49), USS HIGGINS (DDG 76), USS BENFOLD (DDG 65), and VAQ-135, embarked onboard USS NIMITZ (CVN 68). His shore assignments include instructor duty at Naval Leader Training Unit (NLTU) Coronado, California; Command Career Counselor and Non-Prior Service Accession Course (NPSAC) program manager at Naval & Marine Corps Reserve Center (NMCRC) Houston, Texas; and Regional Career Counselor at Naval Computer and Telecommunications Area Master Station (NCTAMS) Pacific, Honolulu, Hawaii. Master Chief Ruiz was selected for the Command Senior Chief program in January 2008 and is a graduate of the Navy’s Senior Enlisted Academy (Gray Group, Class 139) and Command Master Chief / Chief of the Boat Course (Class 48). CHIEF MASTER SERGEANT RANDY J. SCANLAN Chief Master Sergeant Randy J. Scanlan is the Command Chief Master Sergeant, 27th Special Operations Wing, Cannon Air Force Base, New Mexico. In this position, he serves as the principal enlisted advisor to the Commander on all issues affecting the health, morale, welfare, professional development and effective utilization of more than 5,900 personnel directly supporting the AC-130H, AC-130W, MC-130J, CV-22, C-146, U-28, MQ-1 and MQ-9 Remotely Piloted Aircraft in addition to tenant intelligence and Special Tactics squadrons.

Chief Scanlan grew up in Milwaukee, WI and entered the Air Force in May 1989. He spent his first nine years as an Aircraft Armament Systems Technician then retrained into the Aerial Gunner career field in 1998 serving aboard the AC-130H and AC-130U aircraft. Additionally, he served as the AF Functional Manager for the Career Assistance Advisor and First Term Airmen Center AFSCs. In 2012, he was qualified as a MQ-1B Remotely Piloted Aircraft Sensor Operator. He has logged more than 2,300 hours, including 980 combat hours. He has been deployed in support of numerous contingency and direct action combat operations in Africa, Afghanistan, Iraq, Southwest Asia and the Pacific and European regions.

Prior to assuming his current position, he served as the Superintendent of the 27 Special Operations Group, Cannon AFB, NM.

Chief Warrant Officer (CWO) Mike Scarcella, MMM, CD

Chief Warrant Officer Mike Scarcella enrolled in the Canadian Forces as a Weapons Technician - Air in 1981. Upon completion of recruit and trades training at CFSATE Borden he was posted to 434 Tactical Fighter Squadron, Cold Lake where he was employed on the CF5 Freedom Fighters.

Requiring room in Cold Lake to bring in the CF18’s he, along with the squadron, moved to Bagotville, Quebec in 1982 to replace the aging Voodoos. During his tenure in Bagotville he worked in both 1st and 2nd line maintenance. As the CF18 program advanced, they needed room in Bagotville, so in 1985 he, along with the squadron again moved, this time to Chatham, New Brunswick. In preparation for the phase out of the CF5’s he was posted to 421 Squadron Baden, Germany in 1987 where he was employed on the CF18 Hornets. After a year and a promotion to Master Corporal he was repatriated back to Canada and employed on the CH124 Sea Kings in Shearwater, Nova Scotia. As do all who venture to Shearwater, he was eventually attached to a ship, sailing on both HMCS Athabascan and HMCS Fraser. Promoted to Sergeant in 1994 he was posted to Canadian Forces School of Aerospace Technology and Engineering, in Borden as a Qualification Level 3 Course Director in charge of both the Weapons and Electrical Training.

Upon promotion to Warrant Officer in 2000, he was posted to ACPDTC Borden, now the Air Command Academy, as the Hornet Flight Warrant Officer administering the new Primary Leadership Qualification. In 2003 he was promoted to Master Warrant Officer and posted to the Directorate of Military Careers in Ottawa where he managed both the Aviation Sergeants and all the Non- Destructive Testing technician files. In July 2006, Master Warrant Officer Scarcella was posted to 19 Air Maintenance Squadron, Comox where he assumed the position of Squadron Warrant Officer. Promoted to his current rank, on 1 Dec 2006, he was subsequently posted to 407 Long Range Patrol Squadron, Comox as the Squadron Chief Warrant Officer. During this tour he also completed a 6-month deployment as the Theatre Support Element Chief Warrant Officer at Camp Mirage. In the summer of 2010 he was appointed as the 17 Wing Chief Warrant Officer. CWO Scarcella was appointed to his current position of 1 Canadian Air Division/Canadian NORAD Region Chief Warrant Officer in July of 2013.

DONALD C. SCHRADER III

Master Chief Schrader, a native of Youngstown, Ohio, enlisted in the United

States Navy in October 1992. He attended basic training at Recruit Training

Command, Great Lakes, Illinois. After recruit training, he attended Hospital

Corpsman A-school, in which he later graduated with distinction.

Upon graduating A-School in May 1993, he continued his training at Field

Medical Service School, Camp Lejeune, North Carolina.

In July 1993, Master Chief Schrader reported to Naval Hospital Pensacola,

Florida as a general duty corpsman.

In April 1996, Master Chief Schrader graduated with Honors as a Physical

Therapy Technician, from the United States Army’s, Medical Department Center

and School in San Antonio Texas. Master Chief Schrader went on to serve as a

physical therapy technician, and a number of his billet assignments were

independent duty roles.

Master Chief Schrader’s assignments include Leading Chief Petty Officer of

the ship’s Military Medical Department aboard the USS KITTY HAWK (CV-63).

While assigned to the USS KITTY HAWK (CV-63), Master Chief Schrader earned

his Enlisted Surface Warfare and Aviation Warfare designations. Other

assignments include, Senior Enlisted Leader, Navy Personnel Command,

Transients, Patients, Prisoners, and Holdees section (PERS-4013, TTP&H);

Senior Enlisted Leader, Charlie Company, Bravo Forward Surgical Company, and

Headquarters and Service Company for 3d Medical Battalion. He subsequently

fleet-up to serve as the Command Master Chief of 3d Medical Battalion.

In February 2013, Master Chief Schrader was accepted to the Command Master

Chief (CMDCM) program, earning the Navy Enlisted Classification (NEC) 9580.

After which, he immediately slated for a Command tour. In April 2013, he

reported as Command Master Chief of 3d Marine Logistics Group.

Master Chief Schrader is currently assigned as Command Master Chief of 3d

Marine Logistics Group, under the leadership of Brigadier General Tracy King.

Master Chief Schrader holds an Associate of Science degree as a Physical

Therapist’s Assistant; a Bachelor of Science degree in Health Care

Management; and is pursuing a Master’s of Professional Studies in Homeland

Security (Public Health Administration) from Penn State University.

His decorations include the Meritorious Service Medal, Navy and Marine Corps

Commendation Medal (six awards), Navy and Marine Corps Achievement Medal

(four awards), Joint Meritorious Unit, Meritorious Unit Commendation Medal,

Humanitarian Service Medal, and the Military Outstanding Volunteer Service

Medal. Master Chief Schrader is a graduate of the Naval War College, Senior

Enlisted Academy (Class 146) and Command Master Chief course (13020).

Command Master Chief Schrader is married to his “high school sweetheart”, the

former Kristine Pezzuto-Weimer of Youngstown, Ohio, and has two children, Ian

and Tresa.

CHIEF MASTER SERGEANT PHILIP D. SMITH

Chief Master Sergeant Philip D. Smith is the ninth State Command Chief Master Sergeant for the Ohio Air National Guard and works directly for the Ohio Adjutant General. Chief Smith is responsible for matters influencing the health, morale and welfare of assigned enlisted personnel and their families. The Ohio National Guard consists of over 17,000 Soldiers and Airmen. The Ohio Air National Guard consists of approximately 4,700 Airmen, including three flying wings, one intelligence and surveillance wing and six support units that serve our communities, state and nation for homeland defense and federal mission. Chief Smith is a native of Perrysburg, Ohio. In October 1993, he enlisted in the Air National Guard as part of the 555th Air Force Band/Air National Guard Band of the Great Lakes, located at the 180th Fighter Wing Swanton, Ohio and continued to serve in the band until February 2012. While assigned, Chief Master Sergeant Smith served as Unit Training Manager, Unit Deployment Manager, Unit Resource Advisor and Band Superintendent. On a national level, he was selected and served on a Tiger Team in 2011 that revised Air Force Instruction 35-110, United State Air Force Band Program. In February 2012 he became the 180th Fighter Wing’s Human Resource Advisor, where he advised and assisted Air National Guard senior leadership on strategic initiatives that directly affect organizational culture as well as the development and effective utilization of all Airmen in the Air National Guard. In August 2013, Chief Smith served as an instructor for the Human Resource Advisor Orientation Course at the National Guard Readiness Center. He served in the position of the Ohio Lead Human Resource Advisor and was a participating member of the Joint Inclusion and Diversity Executive Council and a member facilitator of the Education and Training Sub Committee. Chief Master Sergeant Smith retired from Perrysburg Junior High School, where he was the orchestra teacher. Professional awards include the 1994 Perrysburg Education Association Teacher of the Year and 2003 Perrysburg Schools Foundation Junior High Teacher of the Year. CHIEF MASTER SERGEANT THOMAS STILES Chief Master Sergeant Stiles is the Superintendent, 5th Medical Group, 5th Bomb Wing, Minot Air Force Base, North Dakota. Command Master Chief Terrell graduated from

Kingfisher High School in 1988 and is a native

of Kingfisher, Oklahoma. He joined the Navy

and attended Recruit Training Command at San

Diego, California in April 1989. After

graduation, he reported to Construction

Electrician “A” School training in Port

Hueneme, CA. His duty assignments consist of

Construction Battalion Unit FOUR TWENTY TWO at

Naval Station Anacostia, Washington, DC (1989-

1991). Selected for Mobile Utilities Support

Equipment (MUSE) Program, he attended the Prime

Power Production Specialist Course at Fort

Belvoir, VA (1991-1992) and then transferred to

Naval Energy and Environmental Support Activity at Port Hueneme, CA

(1992-1995). He was then assigned to White House Communications

Agency (WHCA) where he provided a no-break electrical

infrastructure to provide uninterrupted communications to the

President, his staff, Secret Service, and WHCA anywhere in the

world (1995-1999). His next assignment was with Naval Mobile

Construction Battalion FOURTEEN out of Jacksonville, FL (2000-2002)

and then Naval Mobile Construction Battalion FOUR. During

Operation Iraqi Freedom, he served as the Convoy Commander for 1st

MEF, MEG, Task Force Charlie/Mike. He returned to Iraq with NMCB

FOUR as AD5 for a second tour based out of Camp Fallujah and

Forward Operating Base Kalsu, Iraq (2002-2005). He was assigned to

Mobile Utilities Support Equipment Division at Naval Facilities

Expeditionary Logistics Center, Port Hueneme, CA (2005-2008). He

deployed for one year as a GSA-IA to Camp Lemonier Djibouti, Africa

in 2008. He was selected for Command Master Chief in 2009 and was

the Command Master Chief at Naval Construction Training Center,

Port Hueneme, CA (2009-2011) and Naval Mobile Construction

Battalion FIVE (2011-2013).

Master Chief Terrell is Seabee Combat Warfare Specialist and

Fleet Marine Force qualified. His personal awards include the

Defense Meritorious Service Medal, Meritorious Service Medal, Joint

Service Achievement Medal (2), Navy Commendation Medal (5) and Navy

Achievement Medal (3). Selected as DoN Active Duty 2009 DoD

African American History Month Awardee. He is a graduate of the

Navy Senior Enlisted Academy (Class 144) and CMC/COB Course (Class

059). He has a Bachelors of Science Degree in Management from

National Louis University and a Masters Degree in Administrative

Leadership from University of Oklahoma.

Hawaii Army National Guard Command Sergeant Major Dana W. Wingad was born in Arcadia, California on May 10, 1972. He enlisted in the United States Army on October 16, 1992 as an Airborne Anti-Armor Infantryman. He completed Basic Training and Advanced Individual Training at Fort Benning, Georgia and was awarded the MOS 11 Hotel (Heavy Anti-Armor Weapons Infantryman). On December 21, 1995, he joined the Hawaii Army National Guard (HIARNG) and was working as a civilian for the Maui Police Department. In 2003, he began working full time as an Active Guard Reserve Soldier for the HIARNG.
