Question 1 . Provide a status update regarding the proposed Dungloe sewerage scheme upgrading works under the Water Services investment programme 2010-201 2.
Response to question 1
Dungloe/Glenties WWTPs are being progressed as one OB0 contract. The scheme is listed as "contracts to start" on the current Water Services Investment programme. Approval of the contract documents was received from the Department of the Environment at the beginning of 201 1 . Tender notices are to be advertised in the near future. A contractor should be appointed by 201 2 with a construction period o f approximately 24 months.

Ql(i) - Drawing DGWLA/C2(ii) o f the Drawing Schedule shows the location of the proposed Dungloe WWTW and DGWLA/C2(vi) gives its co-ordinates.
Ql(ii) - Drawing DGWLA/C2(iii) shows the indicative layout of the WWTW, however, as the project is being procured under a Design, Build and Operate form o f contract it will be the successful contractor that designs the plant to meet the performance specification. I attach below a table that sets out the final effluent standards as set out in the tender documents. Please note that the tender documents only require the contractor to build a plant to satisfy stage 1 loadings and effluent quality, but also show how his design could be modified to allow stage 2 requirements to be met.

I t is the Council's intention to undertake the following works:

2. The proposed pumping station No.3 located on the Carnmore road is omitted from the entire scheme.
Reason: I n the interests of proper planning and orderly development
3.a The final discharge shall be as far seaward in the main channel as possible with the discharge pipe buried.
3.b All pumping stations should be provided with:
(i) standby pumping (ii) dedicated auto-start generator (iii) adequate alarm system (iv) over flow screening
Reason: To prevent pollution.
No surface water from site shall be permitted to discharge to public road and applicant shall take steps to ensure that no public road water discharges onto site.
4.
Reason: To prevent flooding.
5. Screen planting, consisting of tree and shrub species indigenous to hedgerow systems in the area, shall be established on all site boundaries (treatment plant & pumping station) within the first planting season following construction of all buildings.
Reason: I n the interests of visual and residential amenity.
6.a Electrical and telephone services shall be underground.
6.b Any bulk fuel storage tank shall be screened from public view by means of timber picketing.
Reason: To preserve the amenities of the area.
7. Prior to commencement of development, permanent visibility splays of 70 metres shall be provided in each direction at a point 2.4 metres back from road edge at location of vehicular entrance onto the public road, Visibility in the vertical plane shall be measured from a driver's eye- height of 1.05 metres and 2 metres positioned at the setback distance in the direct access to an object height of between 0.26 metres and 1.05 metres. Vision Splays to be calculated and presented as per Figure 1, bevelopment Guidelines and Technical Standards, County Donegal bevelopment Plan 2006 - 2012 in accordance with Table 4, bevelopment Guidelines and Technical Standards.

NATURE OF THE PROPOSED DWELOPMENT
An improved sewerage scheme is to be constructed for the town of Dungloe, which will provide collection and full secondary treatment of wastewater for the town for the present and future populations. There is an existing sewerage network in the town and this will be refurbished where necessary and extended tp service additional developments.

1. INTRODUCTION
An improved sewerage scheme is proposed for the town of Dungloe in Co.
Donegal to provide collection and treatment of wastewater in the town for the
present and future populations, There Is an existlng sewerage network in the
town and this will be refurblshed where necessary and extended to servlce
additional developments.
At present there 1s a septic tank providing primary treatment to the wastewater
generated in Dungloe. A new treatment plant is requlred to cater for the present
and future population. The proposed wastewater treatment works in Dungloe wlll
Improve the treatment of the town's wastewater by:
(a) Provldlng a wastewater treatment works with a design population
equlvalent of 2,400 to cater for flows and loads from the present and
projected populations In the town.
(b) Refurblshment of the sewerage network where requlred and extending the
network to service new developments,
(c) Connecting outlying devefopments to the sewerage network to reduce the
environmental impacts of discharges from septic tanks. "

3. OUTLINE DESCRIPTION O F THE WORKS
The Works consist of the following elements:- . A proposed Wastewater Treatment Works at Meenmore Townland,
Dungloe, Co. Donegal,
a An outfall pipeline to carry treated effluent from the Wastewater
Treatment Works to the Dungloe River upstream of the existing weir at
Meenmore Townland, Dungloe, Co. Donegal,
Pumplng Station No. 1 - (Main Transfer Pumplng Station and Detention
Tank) at the Old Carpark, Dungloe Townland, Dungloe, Co. Donegal,
Pumping Statfon No. 2 - (Secondary Pumping Station) at Meenmore Rd,,
Meenmore Townland, Dungloe, Co. Donegal/
Pumping Station No, 3 - (Secondary Pumping Station) at Carnrnore Rd,
Dungloe Townland, Dungloe, Co. Donegal.

The Dungloe Wastewater Treatment Works may be procured as a design, bulld
and operate contract. The sewerage network will be procured under separate
traditional contracts.
There Is mixed residential and commercial development proposed at the location
of the existing septic tank and so a new location for the proposed works was
identified. The proposed wastewater treatment works is to be constructed on a new site north of the town, see Drawing No. 20295/PC/Ol. The new treatment
works may be procured under a deslgn/bulld/operate method of procurement.
The design population equivalent for the plant will be 2,400 p e . and lndicatlve
plant layout, sections and elevations are shown on Drawing No. 20295/PC/03.
The Treatment Works will be required to meet the effluent quailty standards as
set out In the Urban Wastewater Treatment Regulations, 2001 and in all current
regulations governing dlscharges to freshwaters.

I t is proposed to discharge the treated effluent from the treatment works to the
Dungloe River, which flows into Dungloe Bay. The following are the effluent
standards to be adopted for the treatment works In Dungloe:
BOD not greater than 25 mg/litre
= SS not greater than 35 mg/iitre
Ammonia-N not greater than 10 mg/litre . Total phosphorous not greater than 2.0 mg/litre

4. IMPACT OF THE SCHEME
me design population of the proposed treatment works Is 2,400 p.e. This is less
than the threshold set out In the First Schedule of the 1989 EIA Regulations.
Envlronmental studies have been carried out to assess what mitigation measures
will be requlred for the scheme. An EIS Scoplng Report was produced and it was
decided that a full EIS would not be required
Under the EC (EIA) Amendment Regulations SI 93 of 1999, the planning authorlty
must consider whether the development In an environmentally sensitive area
such as SAC or cSAC would be likely to have a slgnlflcant effect on the
environment,
In order to determine the likely impact of the development, a number of studies
concernlng local habitats, flora and fauna have been carried out. These included
ecological assessments of the Impact of the proposed development on the key
habitats and species in the locality.
At the location of the treatment works, landscaping will be carrled out wlth
suitable plantlng ensurlng that the works merge harrnonlously with the
surrounding area. Small clusters of trees and shrubs will be planted around the
sites to enhance the overall visual appearance. Fast growing trees and shrubs
wlll be provided around the perimeter of the sites. Thls wlll have the effect of
reducing tlwvlslbllity of the works from all directions.
All bulldlngs on the treatment works site wlll be restrlcted to a maximum helght
of 7.0 metres above the existing ground level as shown on Drawing No.
20295/PC/03. All tanks and other process structures shall be buried or partially
buried so that no more than 7.0 metres projects above the finished ground level.
The hardstanding on the site will have a bitumen macadam surface and be kerbed
to form roadways and turning areas.
The main features of the proposed scheme are the provlslon of rellable collection
and treatment facilities for the existing and future resldentlal and comrnerclal
developments in the town of Dungloe which shall enhance the environmental
well-being of the area.
