Settlement Audit Introduction As part of the preparation of the Doncaster Local Plan, it is necessary to form a settlement hierarchy on which the development strategy will be based i.e. the location of housing, employment sites and other development. This Settlement Audit forms an important part of the basis for establishing the Hierarchy; its purpose is to set out the key services that each settlement has and then simply rank them in order of the number of key services each has. The Settlement Hierarchy will also be informed by the Local Plan Issues and Options consultation, and through other evidence including population, the availability of potential development land (the Call for Sites and the Housing and Economic Land Availability Assessment (HELAA), physical constraints to development and developments and infrastructure in the pipeline. It should be noted that the information used for the Audit was the best available at the time (December 2014) and that services and facilities will change over time. This version of the Settlement Audit is an update from the one published in December 2015. Following the scoring process a number of anomalies were identified and this update corrects those. More information is included in the results section. National Planning Policy Framework The National Planning Policy Guidance (NPPF) sets out three dimensions to sustainable development: economic, social and environmental. It also highlights the need for plans to reflect local circumstances. This Settlement Audit reflects the three dimensions through the data that it collects and then combines them in order to assess the settlements. This then reflects paragraph 8 of the NPPF which states: “These roles should not be undertaken in isolation, because they are mutually dependent……….The planning system should play an active role in guiding development to sustainable solutions”. Paragraph 10 goes on to say that “Plans and decisions need to take local circumstances into account, so that they respond to the different opportunities for achieving sustainable development in different areas.” The NPPF also states core planning principles, some of these are important to the writing and preparation of a Settlement Audit and then finally a hierarchy. The key principles are:
Take account of the different roles and character of different areas;
Promoting the vitality of our main urban areas;
Actively manage patterns of growth to make the fullest possible use of public transport, walking and cycling;
Focus significant development in locations which are or can be made sustainable;
Define a network and hierarchy of centres that is resilient to anticipated future economic changes;
Supporting a prosperous rural economy;
Deliver the social, recreational and cultural facilities and services the community needs.

Borough Strategy The Doncaster Borough Strategy provides the ‘big picture’ of the borough’s challenges, ambitions and how priorities will be delivered. It was developed following community consultation by the Doncaster Together Partnership (now called Team Doncaster Strategic Partnership). The partnership organisations are from the public, private, voluntary and community sectors. The Refresh of the Borough Strategy (2014) sets out Doncaster’s vision which includes aspects which again are reflected in the need for a Settlement Audit (which will lead to a Settlement Hierarchy). The relevant points are:
A strong local economy;
Progressive healthy, safe and vibrant communities;
All residents will be able to achieve their full potential in employment, education, care and life chances.
Data collection and Scoring
The data collection for the Settlement Audit has been undertaken using corporate data (Community Profile Areas) and by Local Plan officers using desk top survey work. This section explains what information was collected and the methods used. This information is in the public domain – see web link below. Local Plan officers worked with other officers within the Council and other organisations, namely the Public Health Intelligence Unit (for the Community Profile Area data) and the South Yorkshire Passenger Transport Executive. Community Profile Areas Since publicly accessible data is collected and recorded using ‘Community Profile Areas’ these were used for the basis of the Audit. These boundaries were developed by Team Doncaster a number of years ago for data collection and analysis. They intend to reflect where people say that they actually live. Doncaster borough is very diverse in terms of areas of deprivation and need and the electoral wards which are very large do not reflect that. Areas which have high deprivation or high levels of needs are often lost as they are often subsumed into areas of greater affluence. The profile areas are also intended to be more homogeneous than electoral wards. Local plan settlement boundaries will out of necessity have to be different but this will not invalidate the use of community profile area boundaries for settlement audit data. There are 88 Community Profile Areas and they are used by Doncaster Council as well as its partners (Team Doncaster) (http://www.teamdoncaster.org.uk/) to inform an understanding of communities across the borough. Each profile contains information which describes what a community is like, including its population, educational attainment, crime levels and health issues. Only a small amount of relevant information has been used for the Settlement Audit, however more data for each profile area can be found at: http://www.teamdoncaster.org.uk/Doncaster_Data_Observatory/Profiles/Profiles.asp Facilities and Services It was agreed that the following 12 key facilities are desirable in a settlement in order to make it sustainable. Due regard was also given to the three dimensions of sustainable development as stated in the NPPF i.e. economic, social and environmental. The facilities and their link to sustainable development are listed below:

Public open space (formal and informal) – environmental It was decided not to include employment sites within the data collection. This was because people tend to travel to jobs across community profile areas. In order for it to be sensible data collection it would also be necessary to see what type of jobs are in each employment area and this would have required very detailed work. For each one of these facilities, straightforward data collection was undertaken using local knowledge, information contained within the Community Profile Area data, the 2013 Green Space Audit (as produced by the Council) as well as bus network data from the South Yorkshire Passenger Transport Executive (SYPTE). Services/facilities such as hairdressers, salons, vets and so forth were not considered necessary for a sustainable settlement and therefore were not individually collected. Also many of these types of services are found within shopping parades and so forth and are therefore included in a separate criterion. It was decided not to undertake data collection regarding Post Offices. This was for two reasons. Firstly, post offices are often located within shops in shopping parades, and shopping parades are considered as a separate criterion. Secondly, because Post Office services are often undertaken by other means i.e.in shops and on the internet, and therefore are not considered as important or necessary as they once were. Once agreed the facilities listed above where placed in to two categories: Primary Services; and Secondary Services. Primary services are those which are considered to be very important for an area to have in order for it to be sustainable and even to be a desirable place to live. Secondary services are those which are important but not as important. For example it is important to have easy access to a doctor, particularly for more vulnerable groups, however less so for a dentist, where people are more likely to expect to have to travel. The breakdown for Primary and Secondary services/facilities is as follows:

The list above shows that shopping data was collected twice – i.e. within Primary services/facilities and secondary services/facilities. The difference between the two is as follows:
1. Primary services/facilities (defined as ‘town centre’) = based on Doncaster town centre; district centres (Adwick, Armthorpe, Askern, Bawtry, Conisbrough, Tickhill); and local centres (Woodfield Plantation, Rossington, Carcroft, Skellow, Bentley, Hatfield, Dunscroft, Intake, Balby, Moorends, Edlington, Stainforth, Edenthorpe, Denaby Main).
2. Secondary services/facilities (defined as ‘shopping’) = based on neighbourhood shopping parades and (large) supermarkets using officer local knowledge.
Regarding the informal and formal open space data this was taken from the Green Space Audit which was adopted July 2013 (using population data from 2011 census). The Audit provides information on the location, coverage and provision of green space in the borough and specifically lists all the greenspace in the borough based on community profile areas. It then goes on to quantify the amount of open space in relation to population size and highlights whether an area is deficient or sufficient. Therefore for the Settlement Audit an area deficient in openspace is given a score of 0 and an area which has sufficient is given a score of ‘1’. It was considered that public transport is central to the function of a settlement therefore data on the bus network was collected using data from SYPTE. Within the Primary Services/facilities section the Core Bus Network data was used. It is defined as being a stretch of highway where there is a combined frequency of equal to or more than six buses per hour. This reflects the Department of Transport’s assumptions that an attractive bus service has a frequency level which requires minimal travel planning. Therefore the above Core Bus Network information was considered to be relevant for the primary services/facilities section. However it was also thought that a less frequent bus service is also beneficial to settlements and should be considered appropriate for the secondary services/facilities section. The SYPTE data does not break the bus network down any further than six buses per hour, so a decision was made by officers on how this should be done. It was decided that is would be sensible to have four visits at three bus stops which equate to one visit every quarter of an hour or two visits every half an hour. SYPTE data was used by officers to calculate this breakdown. N.b if a settlement scored a point for the Core Bus Network (primary service) it did not score a further point in the secondary bus network as this would be double counting as well as being unnecessary. Combining Community Profile Areas When land-use planning for the borough, it makes sense to use defined settlement boundaries i.e. village boundaries and as well as what people recognise as being the continuous built up area of Doncaster what is often termed the ‘Main Urban Area’. In a number of cases the Community Profile Areas reflect settlement boundaries, however in some areas this is not the case. Therefore some profiles were joined with others and are listed below:

a. Main Urban Area In order to make the community profile areas reflect the Main Urban Area the following profiles were merged: Bentley, Balby, Belle Vue, Bennetthorpe, Bessacarr, Cantley, Clay Lane, Cusworth, Edenthorpe, Hexthorpe, Hyde Park, Intake, Kirk Sandall, Lakeside, Lower Wheatley, Scawthorpe, Scawsby, town centre, Town Moor, Woodfield Plantation, Wheatley Park, Wheatley Hills, York Road, Warmsworth. b. Other settlements The other community profile areas which were merged are listed below together with the reason:

Scoring System Once the data collection criteria had been agreed and profile areas merged, a simple scoring approach was taken using a ‘1’ for yes (the facility/service exists) or ‘0’ (the facility/service does not exist).
Results This section shows how the settlements score and therefore which order they come in in terms of how sustainable they are. It is based on combined profile areas as discussed in the sections above. The Main Urban Area is discussed separately. Following the scoring process, a number of anomalies where identified which have been amended through the report. These occurred as the community profile areas in some cases have no relation to a settlement and what is located there. The following areas have amended scores from the previous Audit published in December 2015:
Adwick and Woodlands – gains a point for a secondary shopping score;
Branton – gains a point for a secondary shopping score;
Campsall – gains a point as a Campsmount School is located more closely to Campsall rather than Norton and gains a point for a secondary shopping score;
Edlington – gains a score for the leisure centre as it is clearly within the settlement although is contained within Old Edlington community profile area;
Mexborough – gains a score for having a train station as it is clearly within the settlement although shown with Old Denaby community profile area;
Norton – loses a point as Campsmount School is more closely located to Campsall rather than Norton (although showing within the Norton community profile area) and gains a point for secondary shopping score;

Old Denaby – loses two points as it should not score a point for primary services ‘town centre’ retail and as well as not having a train station (this is located within Mexborough);
Old Edlington – loses a point as the Leisure Centre is within Edlington rather than Old Edlington; and
A further (small) amount of retail scores have been updated within the Main Urban Area
Table 1 below shows the combined Community Profile Areas in the order in which they score when based solely on the Primary services/facilities.

Table 2 shows the settlements (minus the Main Urban Area) in the order they come in when scored against primary services/facilities and secondary services/facilities therefore providing an overall score/order. The detailed scores are shown in Appendix 1 and the forms showing scores and maps are shown in Appendix 3. N.b. It can be seen that the settlement order for the primary services/facilities only is very similar to the combined scores for both primary and secondary services/facilities and makes little difference to ranking. Therefore the scores are combined. The table below shows the profile areas within the Main Urban Area. Many of the areas score poorly in terms of services and facilities. However this does not pose an issue as

the profile areas are close to Doncaster town centre with excellent public transport services so close to not only town centre services/facilities but also those within neighbouring profile areas. Appendix 2 shows the boundary of the Main Urban Area as reflected by the Community Profile Areas. It should be noted that the boundary will be different to how the Main Urban Area would look in planning terms. For example the Main Urban Area boundary for the Local Plan would omit countryside and Green Belt areas and instead reflect the built up area boundary (including any new development allocations). For example the Cusworth community profile area includes Green Lane which is not part of the Main Urban Area as it is not a contiguous area as it is separated by and washed over by Green Belt.
Conclusion
The combined primary and secondary services score for each settlement set out in Table 2 will form an important component in determining the settlement hierarchy along with population, development potential and constraints, developments in the pipeline and so on.
