The Don Mariano Marcos Memorial State University(DMMMSU)was created through P.D. 1778 and hadbeen envisaged to elevate the standard of living of thepeople in the community it serves. In its four mainfunctions - instruction, research, extension andproduction – extension is the university’s arm inreaching out to people so that the university can helpeducate its stakeholders. It gears research outputs tohelp in the livelihood projects or programs that willlead towards the transformation of human resourcesinto productive self-reliant citizens and responsibleleaders who will be spurs in developing thecommunity, the region and the country as a whole.

The main goal of this livelihood program is to enable the Pantawid Pamilya Pilipino members to attain financial independence through self-help, the mobilization of local capacities and optimum utilization of external resources that the communities can gain access to.

Specific Objectives

1. To develop the entrepreneurial capabilities of the people and improve their knowledge and appreciation on the value of money and household financial management in general;2. To develop livelihood activities which the people can effectively manage themselves, and which can augment incomes and provide employment in the area;3. To equip the participants with attitudes, knowledge and skillsthat will qualify them to various industries.4. To reduce the people’s dependence on usurious lending activities in meeting household expenses;5. To help increase productivity of rural folks through investments in various livelihood activities that will mobilize savings and provide an effective mechanism for its safe-keeping and utilization of their funds;

• All of the clients are Four P’s members living in La Union and was selected based on the criteria of DSWD. They are aging from16-49 years old, mostly women and married.

• Based the from evaluation given, from 4 to 1, where 4 is the highest and 1 is the lowest. The project was given a rate of 3.6 which means excellent or “napakahusay”. The clients believed that project delivery was very good; they are accommodated well and given sufficient facilities and materials in the conduct of the training.

• Trainers/resource speaker are also rated outstanding in the delivery of their respective lectures and demonstrations, a clear manifestation that they latch their audience attention up to the end of the sessions.

• The trainees also believed that location and the space provided is sufficient for the various activities conducted.

• Pamphlets and handouts distributed during the training was also rated excellent, probably because it was written in tagalog and Ilocano versions were trainees can easily understand.

• In the comments and suggestions, the trainees stated that they learn a lot from the training which includes salting, drying and innovation of preparing Soft boned Smoke Bangus (milkfish) with no artificial ingredients. Since milkfish and Gigi is very common and not so expensive in Agoo, La Union as compared other fish available, using this fish will give them opportunity to earn more. Thus, will help uplift their standard of living later on.

• It was also suggested during the training that clients participated needs to have a starter kit in order for them to start their livelihood activities. Hence, DMMMSU and DSWD awarded them with group starter kits during their commencement exercises.

MONITORING

Four months after the implementation of theproject, DMMMSU representatives visited thegroup of trainees who already formed theirassociations. Two ladies’ associations wasformed; 1. Cupang Harvesters in Sto Tomas LaUnion and 2. SDCF Makers SLP Association, Ta-ay, Rosario, La Union.

REMARKS OF THE CLIENTS

These two associations believed that the income that was derived from the livelihood project especificallydried fish and soft boned smoke bangus conducted helped them augment their needs in the family. It also expands their social linkages and improved self-esteem. They were even invited to attend in Food Congress in Vigan to showcase their products.

They believed that through the livelihood projects and support of the government their life would be better in the near future and inequality will be diminished.

Reasons for not continuing their livelihood activities

Some of the participants visited were also interviewed to know their whereabouts and discern their reasons why they have not continued their livelihood activities. Some of the participants disclosed that they really act on the activities and earned some amount of money but because of hectic schedules they failed to do it regularly. However they are still doing it for household consumptions which lessen their expenses and able to utilized better food for the family. And they said that they will make ways to continue and share what they have learned from DMMMSU.

PROBLEMS ENCOUTERED BY THE ASSOCIATIONS

• Lack of capital

• Inability to prepare some documents needed to avail loans like business plan

• Insufficient materials to increase productivity

• Bookkeeping and auditing

• Registering their association to make it legal

With the various problems encountered by theassociation, DMMMSU CAS group plans tocontinuously support and assist theseassociations through other programs/projectslike providing seminars on Business planpreparation, bookkeeping and buildingcooperatives, and look for assistance from NGOand private institutions who will invest in thethese association.

CONCLUSION

The government wide anti-poverty and livelihood interventions projects is needed to assist people and to achieve the goals established by the government itself.

Operative and effective partnerships of various agencies for Sustainable Livelihood Program can considerably improve the efficiency of the program/projects as well as lessen the burden on the program implementers.

And, lastly proper monitoring is necessary to identify the needs and situations of the clients for future plans and activities.
