Paul Steen is an experienced delay analyst and construction project planner, hisareas of expertise include forensic delay analysis, planning / scheduling, criticalpath method (CPM), claims analysis, construction contracts and disputeresolution.
Paul has provided delay analysis and programming advice for numerous highprofile projects including high rise real estate developments, major airports, largerail projects, water treatment plants, port/marine projects and Oil and Gasprojects within the United Kingdom, the United States of America, Asia, Africaand the Middle East. Paul is a Member of the Chartered Institute of Arbitratorsand an Incorporate Member of the Chartered Institute of Building.
Paul started his career as a planner/scheduler working for the Main Contractorand developed effective project controls skills working on a mixture of residentialand commercial buildings. In 2012 Paul completed his second master’s degree inConstruction Law at King’s College in London, having graduated in the top 10% ofstudents in his first MSc in Construction Project management.

Project: Asian Mega Real Estate Developments Multiple $ billions February 2015– June 2015 (Arbitration)
Paul assisted the construction, programming and estimating Expert in assessingthe feasibility of achieving the contractual time lines in two Asian mega real estatedevelopments. Paul was responsible for the analysis and research regarding theconstruction planning, construction quantity estimates, labour estimate,construction equipment and logistical planning element of the dispute.
Project: Rail Dispute Africa $1 billion October 2014 – February 2015 (Arbitration)
Paul assisted the delay expert in producing an independent report for Arbitralproceedings which focused on the assessment of how the contract was intended tobe applied from a programming perspective. Paul undertook Critical Path Method(CPM) research and analysis with a particular focus on planned time contingencyand programming float.

Paul developed a fact driven as plannedv as built windows delay analysis approach which was supported by a full reviewof contemporaneous data.
Project: High Rise Commercial Development KSA – $2 billion March 2013 – May2014 (Claims)
Paul lead the response to a series of time impact analysis extension of time claims,undertaking an independent assessment of time related issues and contractualentitlement on a development with over 30 high rise commercial buildings. Pauldeveloped a fact driven as planned v as built windows delay analysis approachwhich was supported by a full review of contemporaneous data.

Paul was part of a team providing arbitration support on a major claim in excessof AED 1 billion, responding to an Extension of Time Claim from the MainContractor. Paul undertook an in depth analysis of Airport Systems and theimpact of Contractor Delay/Client variations of the Operational readiness of theAirport. Paul also performed a detailed review of the notice provisions and the
Contractor’s entitlement to alleviation of Liquidated Damages arising under anInternational Federation of Consulting Engineers (FIDIC) contractor.

Project: Medical Centre - £11m, London UK October 2010 – January 2011(Adjudication)
Acting on behalf of the Main Contractor Paul assisted with an IndependentExtension of Time Claim, using the backward pass method of analysis with an asbuilt critical path established. The construction works involved the refurbishmentof an existing seven storey concrete-framed building and a two-storey mewshouse to the rear. Assisted in undertaking a full review of all contemporaneousrecords enabling an accurate retrospective critical path to be developed.
Project: Airport, Infrastructure Projects, £300m, London UK May 2010 –September 2011 (Non dispute - advisory)
Paul produced an integrated procurement plan in P6 Projects in accordance withthe NEC Option 3 Contract. Working alongside Commercial Managers for over 40different Airport Infrastructure Projects, across Airfields, Landside, Security andMinor Projects, Paul dissected the procurement activities into a logic linked P6programme. The programme was cost loaded, and used to produce Earned ValueAnalysis Reports.

US$350M Wastewater treatment upgrade project, New York, USA September2009 – May 2010 (Litigation)
Paul assisted the delay expert acting in defence of an $80m claim for a NYCagency, the project entails the construction of several new structures, as well asrestoration of exterior and interior surfaces on existing buildings that wereconstructed in the 1930s to house wastewater treatment operation. The Projectprogramme consisted of 15,000 activities and over 100 monthly updates. Toenable an accurate and impartial analysis Paul developed an as built critical pathusing a float map/window analysis methodology. Large quantities of data wasmanaged and extracted from the P3 files using P3 Ra, Claim digger and Pivottables. Float Map analysis was validated using primary on site records,accompanied with an in depth narrative.
Project: Liquefied Natural Gas (LNG) Pipeline - £15m, Hampshire, UK - January2009 – September 2009 (Claims / Adjudication preparation)
Paul was part of a team preparing an independent extension of time claim torepresent both a prospective analysis, as the Contract (NEC3) intended and an asbuilt critical path analysis to determine both delay and disruption of the works.Paul undertaking a full review of all contemporaneous records, construction of asbuilt, determination of critical paths and time impact analysis.
Project: Commercial, Residential and Retail Complex - £112m, Qatar - January2009 – September 2009 (Claims)
Paul was part of a team preparing an extension of time claim for a Contractor inthe Middle East, on a major real estate development, using both time impact
analysis and as built critical path analysis to provide both a contract compliantand rational “common sense” view of the delays incurred.
Project: Marine Structure - £4m, Channel Islands - January 2009 – September2009 (Claims)
Paul was part of a team undertaking an as-built independent report forsubmission with the Contractor Clause 66 decision. Independent verification ofthe Clause 14 programme, planned intent and constructability of the works. Paulundertook a full review of all contemporaneous records, construction of as built,determination of critical paths and time impact analysis.
