CALL MEETING TO ORDER The regular meeting of the KCAG Technical Advisory Committee was called to order by Terri King, at 1:34 p.m. on Wednesday, February 12, 2020 in the Conference Room, 339 West “D” Street, Suite B, Lemoore, California. B. MINUTES It was moved and seconded (Santillan / Champion) to approve the Minutes of January 8, 2020. The motion carried with McAlister abstaining.

TRANSPORTATION:

A. FY 2020-21 Transportation Development Act Estimates

Teresa Nickell stated that the State Controller provides the estimate of State Transit Assistance (STA) funds to be allocated to Kings County during the next fiscal year and based on the current State budget, there will be $1,392,287 in STA funds allocated to Kings County in FY 2020-21. The Kings County Auditor has provided an estimate of $4,400,000 in FY 2020-21 Local Transportation Funds (LTF). KCAG will send out Transportation Development Act (TDA) claim forms by March 1, 2020, that need to be returned to KCAG by April 1, 2020. Each claimant is required to hold a public hearing and have both an adopted resolution and required environmental documents.

Terri King added that the Streets and Roads allocation will be less this year, since last year the allocations were overpaid due to incorrect figures provided to KCAG.

B. FFY 2020 FTA Section 5311 Regional Program of Projects Teresa Nickell stated that Federal Transit Act (FTA) Section 5311 funds are available to public and private non-profit transportation providers in rural areas for capital, operating, and administrative expenses. Caltrans announced that an apportionment of $498,439 in Federal Fiscal Year 2020 FTA Section 5311 funds would be available to Kings County, which includes carryover funds from the Kings County Area Public Transit Agency (KCAPTA) in the amount of $104,694. KCAPTA will be submitting an application for its share in operating assistance to fund the Kings Area Rural Transit (KART) rural area routes in the amount of $269,794 and $104,694 for capital bus purchase. The City of Corcoran submitted an application to help fund their demand response transit services provided by Corcoran Area Transit (CAT) in the amount of $123,951. A public hearing has been noticed for the February 26, 2020 KCAG Transportation Policy Committee meeting to receive testimony before a final Regional Program of Projects for FTA Section 5311 funds is approved. It was moved and seconded (McAlister / Santillan) to recommend that the Transportation Policy Committee conduct the public hearing to consider any testimony and to approve the FFY 2020 FTA Section 5311 Regional Program of Projects, which includes for KCAPTA $269,794 in operating assistance and $104,694 for capital purchase, and for the City of Corcoran $123,951 for operating assistance, with the adoption of Resolution No. 20-01. The motion carried unanimously.

C. Draft Kings County Electric Vehicle Readiness Plan Christopher Xiong outlined how in an effort to prepare the Kings County region for the statewide shift toward electric vehicles (EVs), KCAG has developed the Kings County Electric Vehicle Readiness Plan (EVRP). KCAG worked with consultants AECOM and Energeia to prepare the EVRP with the purpose of informing local agencies, organizations, and other partners in EV charging infrastructure best practices, funding opportunities, and coordinating implementation. The Plan also assists in supporting KCAG’s Regional Transportation Plan / Sustainable Communities Strategy (RTP/SCS) to help us meet Senate Bill (SB 375) mandated GHG reduction goals set by the state. The development of the plan was initiated in June 2019, with an Advisory Committee established to provide guidance and inform the entire process and a Stakeholder Committee was established for broader groups of entities with interest in the development of the EVRP. Two public workshops were held as part of the public outreach efforts to obtain feedback and inform residents of the Plan. The administrative draft of the EVRP will be provided to the Advisory Committee to solicit initial feedback and comments, which are to be incorporated before the release of the public draft later this month. KCAG Staff recommends that the KCAG Technical Advisory Committee review the Draft Kings County Electric Vehicle Readiness Plan once released and provide comments by February 19, 2020.

D. Transit Development Plan – Consultant Selection Teresa Nickell reported that KCAG staff developed and distributed a Request for Proposal (RFP) to known and interested consulting firms for the update to the 2015 Kings County Transit Development Plan (TDP). The 2020 TDP will cover FY 2019/20 to FY 2023/24, and will include the evaluation of current transit providers’ operations, identify and resolve service issues with alternative solutions, and provide recommended strategies to improve public transit. A financial plan and marketing plan update will be created for each operator. Additional requirements by the California Air Resources Board (CARB) for innovative clean air solutions through the conversion of bus fleets to zero emission will be

addressed for each operator’s service plan. The Social Services Action Plan and Social Services Transportation Inventory will be updated with recommendations for improved coordination of public transit services and current inventories of public transportation providers, private non-profit, for-profit organizations, program-related services, and school transportation providers. With a budget of $150,000 for the cost of the project, one proposal with a total cost of $148,357 was received from LSC Transportation Consultants, Inc. The Proposal Review Committee determined that the consulting firm of LSC Transportation Consultants, Inc. is qualified in accomplishing the goals of the update and was responsible for developing the prior TDP of 2015. The final Transit Development Plan will be completed by January 2021. It was asked if the Public Outreach will be bi-lingual, and if KCAG Staff has previously worked with LSC Transportation Consultants, Inc. The reply was affirmative. It was moved and seconded (Santillan / McAlister) to recommend that the KCAG Transportation Policy Committee approve the selection of LSC Transportation Consultants, Inc. to prepare the update to the Transit Development Plan and authorize the Executive Director to enter into a contract for their services at a cost of $148,357. The motion carried unanimously.

E. Draft FY 2020-21 Overall Work Program and Budget Terri King provided a copy of the Draft Overall Work Program (OWP) to those present for review and comment. The agenda packet contains financial summary tables of the work elements and budget. The overall cost is estimated to be approximately $2,108,000 and a summary of the OWP elements and budget was provided. It was recommended that the each jurisdiction review and comment on draft FY 2020-21 OWP. It was requested that Caltrans wait until after the KCAG Transportation Policy Committee reviews and accepts the FY 2020-21 OWP before distributing for review and comment any supplied draft copies. It was moved and seconded (McAlister/Santillan) to recommend that the KCAG Transportation Policy Committee review and approve the release of the draft FY 2020-21 OWP for review and comment. The motion carried unanimously.

REGIONAL PLANNING:

A. 2020 San Joaquin Valley Voice Sacramento Trip

Terri King stated that the 2020 Valley Voice Sacramento legislative trip is scheduled for Wednesday, March 11th, with a reception for our state legislators on Tuesday, March 10th from 5:30 p.m. to 7:30 p.m. Commissioner Doug Verboon will be participating with KCAG staff for this regional collaboration. The agenda packet contains a draft agenda for the meetings with legislators and agency representatives that will take place. She noted that the California High Speed Rail Authority has released their 2020 Business Plan, so the option to meet with their staff was selected. The KCAG Transportation Policy Committee was presented with a Letter of Support for the Valley’s Initial Operating Segment for the high speed rail system. However, the Committee decided not to submit the Letter of Support at this time. Terri King asked Kevin McAlister about the County’s legislative platform agenda item at the Kings County Board of Supervisors meeting. He stated that he was asked to speak about a temporary increase ($0.15) in the national gas tax, but it appears that a temporary increase will not be supported by the Kings County Board of Supervisors in the platform due to the State’s actions on SB 1 fund guarantees. She asked about including

transportation in the request for lowering voter thresholds for sales tax increases. He mentioned that it was to be considered for any capital projects. He also mentioned that becoming a self-help county was briefly discussed at the Board of Supervisors meeting and that pots of money are only available to self-help counties. Terri King reported that KCAG placed a Transportation Sales Tax Measures discussion on the agenda for the next City/County Coordination meeting.

MISCELLANEOUS

Terri King encouraged those present to review the newly released 2020 High Speed Rail Business Plan. She stated that on Friday from 1-4 p.m. there will be a Local Partnership Program workshop webinar regarding new guidelines for jurisdictions with transportation impact fees; reported that the Housing and Community Development announced the Local Early Action Planning (LEAP) Grants are available and that KCAG will receive about $168,000 for Regional Grants; and that the Air Resources Board has a new Clean Mobility Options Voucher Pilot Program to conduct pilot projects such as Mio Carshare for use in other regions. Joel Gandarilla reminded this committee that Statement of Economic Interest Form 700 are due in April 2020. Christopher Xiong stated that regarding the Electric Vehicle Readiness Plan (EVRP), staff is seeking comments specifically on the locations a jurisdiction would like to see a charging station and that these locations could be included in the final plan. Regarding the Pavement Management System the decision tree and unit costs are being finalized for Avenal and Lemoore. The draft report for Hanford is complete and waiting on comments from Hanford. The County report is moving forward, but more information is needed. Yunsheng Luo stated that staff has been preparing the amendments to the Federal Transportation Improvement Program (FTIP). The bicycle and pedestrian projects for Corcoran has been approved to be obligated. A summary of the amendments was provided and Staff will notify jurisdictions as those amendments are approved by the federal agencies. Staff will release a call for projects for Congestion Mitigation and Air Quality (CMAQ) funds for FY 2020-21. Staff is beginning the development of the FY 2021 FTIP. Staff attended an FTIP workshop where Performance Management was discussed, specifically PM 2 pavement and bridge conditions. Caltrans believes that the best progress evidence is to see the prior 12 months financial expenditure separated into categories. Staff will reach out to Caltrans to better understand this process. The Regional Corridor Needs study kick-off meeting is scheduled for later today. Teresa Nickell reported that public outreach for the Corcoran Fixed Route Study was rescheduled for February 20 and 21, 2020. Fernando Santillan said the Avenal is working on their Community Center construction project and that the San Joaquin Street reconstruction is scheduled to start soon. Amanda Champion stated that Lemoore is moving forward on the Police Dispatch project and should be completed in the next few months. Lemoore is working on finalizing their budget for next year’s projects. Lisa Dock reported that the 13th Ave. and Grangeville Blvd. traffic signal is going out for notice of completion. The Hanford Armona Rd. and Irwin St. traffic signal is suspended until March 2020. There is a CDBG project downtown for ramp and pedestrian safety, and a project for lights and police cameras at Scott St. and Redington St.

Kevin McAllister said that the County is working on reimbursement agreements and the Hanford Station location with the High Speed Rail Authority. HSIP project design is starting, including the roundabout at 22nd Ave. and Grangeville Blvd. The County Juvenile Facility will be renovated. Valerie Bega stated that the City of Corcoran Transit Study project will be conducting their public outreach next week. Scott Lau said Caltrans is working with the High Speed Rail project regarding traffic entry to SR 43 from Hanford Armona Road. There is no additional information regarding the shared electric vehicle charging stations at Caltrans maintenance yard in Lemoore. Jaime Holloway stated the KCAPTA is soliciting comments for unmet transit needs.

TRANSPORTATION:

A. FY 2020-21 Transportation Development Act Summary

Teresa Nickell reported that KCAG has been provided an estimate of Local Transportation Fund (LTF) and State Transit Assistance (STA) money to be available for apportionment and allocation during the next fiscal year. The estimate of FY 2020-21 LTF for KCAG member agencies is $4,400,000 and STA is $1,392,287. The claims and other required documentation have been sent to the claimants, and must be returned to KCAG by April 1st. KCAPTA held one unmet transit needs public hearing in February and will continue in March 2020. KCAG will hear unmet transit needs testimony at public hearings on April 22nd and May 27th, 2020. A breakdown of the FY 2020-21 LTF and STA apportionments and allocations is included as information. Lisa Dock asked for an explanation of the document sent to the jurisdictions. The reply was that Hanford has an Article 8 claim only, because they are not a transit operator, and Article 3 covers pedestrian and bicycle facilities, which historically have not been claimed.

The next apportionment of LTF goes to KCAG for administration costs, and then KART receives their share based on their formula. A summary of each jurisdiction’s share was provided. Remaining amounts can go to streets and roads. Revised claim forms will be sent after the population updates are available. The claim forms are sent to each City Manager and public hearings are required as part of the application process.

B. FY 2019-20 Low Carbon Transit Operations Program Project List Teresa Nickell stated that the Low Carbon Transit Operations Program (LCTOP) is available through the California Air Resource Board’s Cap-and-Trade Program and are appropriated each year to provide operating and capital assistance for transit agencies to reduce greenhouse gas emissions (GHGs) and serve disadvantaged communities. Funds in this account are appropriated annually in accordance with Public Utilities Code (PUC) formula distributions of 50% allocated to local transit operators based on fare-box revenue and 50% based on population. KCAPTA’s FY 2019-20 LCTOP apportionment is a total of $252,206 and the City of Corcoran’s FY 19-20 LCTOP apportionment is a total of $41,558. A summary of the proposed projects is in the agenda packet.

C. 2020 Statewide Local Streets and Roads Needs Assessment Survey Christopher Xiong stated that in 2009, the California State Association of Counties (CSAC) and the League of California Cities (League) raised funds to develop the first Statewide Local Streets and Roads Needs Assessment reports. These reports have continued to be prepared every two years and the annual cost to continue this program is shared by each of the regions based on the calculation used for each region’s formula share of the Regional Surface Transportation Program (RSTP) fund apportionment. KCAG and its member agencies contributed to the total cost to develop the last four biennial reports. In summary, the 2018 report was utilized in efforts to appropriate new transportation revenues through SB 1 and to support opposition to repealing SB 1. This report helps inform the public about the needs for our roads. The staff report included a copy of letter received from League of California Cities, whereby the agencies are being encouraged to respond to the online survey at the above link by April 17th in order to provide data regarding technical data on pavement, bridges, safety, regulatory, and traffic needs; and revenue and expenditure projections.

MISCELLANEOUS

Joel Gandarilla stated that Yunsheng Luo, KCAG Regional Planner, has resigned and that Form 700's are due by April 1, 2020. Teresa Nickell announced that the Corcoran Fixed Route Transit Study outreach is ongoing and that the next Project Advisory Committee meeting will be April 7, 2020, in Corcoran, with two workshops scheduled. Staff will hold the Transit Development Plan kick-off meeting with LSC Consultants next Tuesday. Mary Madrid stated that Audit Reports are due at the end of this month, but that the City of Corcoran is waiting on the final report pending the final City Financial Report. Christopher Xiong stated that meetings for the Electrical Vehicle Readiness Plan were held last week and that the plan is to release the public draft for review and comment by March 12, 2020.

The American Fact Finder website will be closing March 31, 2020, and replaced with Data.census.gov website. Lorena Mendibles stated that Caltrans is waiting for their grant program to release SB1 grant awards. In the past Kings County did not apply due to the carryover amount, however, this year Kings County may be eligible to apply. Lisa Dock reported that the Hanford Armona Road and Irwin Street signal light is on hold pending better weather; the 9th Avenue and Lacey Blvd., and 12th Ave. and Hume signal have been submitted for P.E.; and the Lacey Blvd. pedestrian project has been submitted for PS&E. Hanford is seeking to buy an all America made vehicle to avoid the Buy America Waiver process. The EDA grant project for the sewer trunk line from the wastewater treatment plant to across SR 198 along 9th Avenue will be awarded on March 17, 2020. The EDA grant allows for a 150 day construction. Amanda Champion said that Lemoore is planning multiple projects, such as new sidewalks, new dispatch center that is ongoing, two water well site projects are ongoing, and a charge point station.
