This further responds to your February 12, 2016 request seeking information pertaining to unidentified flying objects or unidentified aerial phenomena or any similar term describing the topic. Reference is also made to our February 29, 2016letter.

As advised in our letter, three investigative reports responsive to your request were located. The processing of those reports has been completed. Our review of these documents reveals that they contain personal identifiers (such as names and social security numbers) of third parties, the release ofwhich would constitute an unwarranted invasion of personal privacy. Accordingly, we must partially deny your request and withhold this information pursuant to the Freedom of Information Act (FOIA) provisions 5 U.S.C. § 552(b)(6) and (b)(7)(C). All releasable information is provided to you at enclosure (1). We have also provided an enclosure explaining the various exemptions of the FOIA.

As the official responsible for the partial denial of your request, I am advising you of your right to appeal this determination. Your appeal must be postmarked within 60 calendar days from the date of this letter and should be addressed to the Secretary of the Navy's designee: Office of the Judge Advocate General, (Code 14), 1322 Patterson Avenue, S.E., Suite 3000, Washington Navy Yard, D.C. 20374-5066. Explanation of FOIA/P A Exemptions

Subsections of Title 5, United States Code, Section 552

(A) specifically authorized under criteria established by an Executive order to be kept secret in the interest of national defense or foreign policy and (B) are in fact properly classified to such Executive order; related solely to the internal personnel rules and practices of an agency; specifically exempted from disclosure by statute (other than section 552b of this title), provided that such statute( A) requires that the matters be withheld from the public in such a manner as to leave no discretion on issue, or (B) establishes particular criteria for withholding or refers to particular types of matters to be withheld; trade secrets and commercial or fmancial information obtained from a person and privileged or confidential; inter-agency or intra-agency memorandums or letters which would not be available by law to a party other than an agency in litigation with the agency; personnel and medical files and similar files the disclosure of which would constitute a clearly unwarranted invasion of personal privacy; records or information compiled for law enforcement purposes, but only to the extent that the production of such law enforcement records or information (A) could be reasonably be expected to interfere with enforcement proceedings, (B) would deprive a person of a right to a fair trial or an impartial adjudication, (C) could be reasonably expected to constitute an unwarranted invasion of personal privacy, (D) could reasonably be expected to disclose the identity of confidential source, including a State, local, or foreign agency or authority or any private institution which furnished information on a confidential basis, and, in the case of record or information compiled by a criminal law enforcement authority in the course of a criminal investigation, or by an agency conducting a lawful national security intelligence investigation, information furnished by a confidential source, (E) would disclose techniques and procedures for law enforcement investigations or prosecutions, or would disclose guidelines for law enforcement investigations or prosecutions if such disclosure could reasonably be expected to risk circumvention of the law, or (F) could reasonably be expected to endanger the life or physical safety of any individual; contained in or related to examination, operating, or condition reports prepared by, on behalf of, or for the use of an agency responsible for the regulation or supervision of fmancial institutions; or geological and geophysical information and data, including maps, concerning wells.

was wraped in several layers of black tape for protection t added only the last layer of tape. on

wednessday august 13 at apr ox 1200 c:ame over to my hous~ located across the street from mcrd~ ·witch is mil.housing) to $ee the work done at this point and asses the situation, wile Nas flying the craft infroot of my houseit was :c)bove head. when the wind took contrt>Land

power was lost it m:alfunctioned and was lost ln the direction Of mcrd , I th~an commed the streets

lookin.g for the quad after not finding i.t I assumed it.had landed on the base but did not go to get it

because of 1 had lost my military dependent 10 1 week prior and I did<nQt know where to go, lin no wav' did I ever intended to do anythlng but fly this ctaft.for rec. perposes and was not filming anything

because the camera was only taped on and not working because it was nottinnished. the re-ason so

much time had passed be.tore I daimed the craft was I was in fear of t he problems ~ navy MA

whould face and the grief she would put on me because we had already had problems ln the house.

After several days had passed I informed 1f the misshap she then took t he proper steps to

locate the craft but am unsure of who w<fs tontacted.she then informed me that ntis would like to

speek with me

told me about the incident when I got home on Tuesday the 19u.. I assume he didn't want to bother me with the information of losing this expensive toy and that is why he did not tell me about it

when it happened. On Wednesday the 20~~>, I called MCRD Desk Se.rgeant to find out if it had gone on the

base. The Desk Sergeant took my name, phone number and address and told me someone will get in

contact with me. A while later, who I know to be an NCIS agent, had called me back to set up an in.t~iew. ! ha~ call right aftet I got. off the phone with

.he quad copter Looks rectangular, black!n ~lo r, with fouT propeller anns. lt bad a camera lens and a

- rnis is a hobby picked up last Oe~ber beCause f had bought him a mini RC (remote control}

helicopter "for him to fly. He did not intentionally fly the quad copter overMCRD base.
