INTRODUCTION
The collection of racial/ethnic data on the school population of
New York State was inl.tiated in 1961 with a census of public elementary
schools. Since 1966 such information has been collected annually from all
public elementary sAd secondary schools and is now a part of the Department's
Basic Educational .E1.t.a System. The information is used within the Education
Department in providing a longitudinal record of school integration throughout
the State.
Table I presents the 1970-71 racial/ethnic distribution of public
school students for the State's "Big Six"* school districts (individually and
combined), for the rest of the State and for the State as a whole. Examination
of Table I shows, in part, that (1) excluding the "Big Six" cities, 5.1 percent
of the students enrolled in New York State's public elementary and secondary
schools are classified in the two major minority groupings--Negro and Spanish
Surnamed American; (2) within New York City, 60.2 percent of the students are
of a major minority group, and 38.3 percent are classified as "Other," i.e.,
neither Negro, Spanish Surnamed American, American Indian, nor Oriental;
(3) in four of the State's six largest cities, over 30 percent of the students
are classified as Negro.
Table 2 details the 1970-71 distribution of Negro and Spanish Surnamed
American students by location in the State. It can be seen that of all public
school Negro students in the State, 72.5 percent attend schools in New York
City while an additional 10.5 percent attend schools in the other five major
cities. Some 92 percent of the State's Spanish Surnamed American students
attend schools in New York City.
Table 3 shows a percent distribution of public school students, by
racial/ethnic origin, for the years 1966-67 through 1970-71. In the large
cities of the State, the major minority group population of the public sdhools
rose from 46.8 percent in 1966-67 to 56.4 percent in 1970-71. The increase was
most pronounced in New York City where Negro and Spanish Sur- aled AT_
representation in the public schc ,:entage points uver Lue 5-year
period. The next largest increase was in Rochester which showed an 8.8 percent-
age point rise.
Table 4 shows the number of schools and the number and percent of
minority students (Nea,ro and Spanish Surnamed American) in schools of differing
racial composition, .e., _he percent of minority students in the school.
Examination of table shows, in part, that; (1) there are 723 schools in
New York with no Negro or tpanish Surnamed American students; (2) there are
63 schools in which L1i sttdents are of a major minority group and that the
enrollment in these schools accounts for 7.3 percent of the State's total Negrc
and Spanish Surnamed American enrollment; (3) nearly three-quarters (74.5
percent...) of the Negro and Spanish Surnamed American students in New York Staten
public schools attend a school that can be classified as a minority school,
i.e., 50 percent or more of the students are Negro or Spanish Surnamed Americap
Table 5 shows the number of schools and the number and percent of
Negro students in schwas of differing racial composition. Examination of

table 5 shcws, in part, that (1) there are 975 schools in New York with noNegro students; (2) there are 16 schools which are all black and that theenrollment in these schools accounts for 2.0 percent of the State's totalNegro enrollment; (3) almost one-half (47.1 percent) of the Negro studentsin New York State's public schools attend a school that is predominantlyblack, i.e., 50 percent or more of the students are Negro.
Table 6 presents data similar to that of uable 5 for SpanishSurnamed American students. It may be seen that while there are no "allSpanish" schools in the State, 43.8 percent of the Spanish SurnamedAnierican students attend schools with enrollments that are predominantly(50 percent or more) of the same ethnic group.
Table 7 presents, in effect, the inverse of the data in Tables 5and 6 Ly showing similar information for students classified as "Other,"i.e., all students not classified as Negro, Spanish Surnamed American,American Indian, or Oriental. Of the 4,409 schools in New York State,545 (12.4 percent) have no students classified in the four minoritygroupings mentioned above.
Table 8 shows the distribution of public school staff by racial/ethnic origin. Examination of this table in comparison with table 1 showsthat, for the State as a whole, 24.6 percent of the students belong to oneof the two major minority groups while 5.0 percent of the staff fall inthese two c egories. Similarly, for the "Big Six" cities, 56.4 percentof the students are Negro or Spanish Surnamed American while 9.9 percent ofthe staff are so identified.
Table 9 showS a percent distribution of public school staff, byracial/ethnic origin, for the years 1966-67 through 1970-71. The percentof minority group staff rose from 8.7 to 9.9 in the large cities of theState between 1966-67 and 1970-71. For the total State, minority groupsincreased from 4.0 percent of public school staff in 1966-67 to 5.0 percentin 1970-71.
Appendix A distributes public school students by racial/ethnicorigin for each school district in the State. Appendix B distributespublic school staff by raciai/ethnic origin for each school_district inthe State.
