INTRODUCTION

For the past year, the staff of the Illinois Community College Board

has been working to develop and implement statewide and regional planning of

,instructional programs. After seeking input from Illinois public community

college administrators, presidents; and trustees, the ICCB staff submitted

to its Board a policy and related procedures and guidelines for statewide'

and regional.planning which were subsequently approved at the May 21, 1976

ICCB meeting. The objective of the statewide and regional planning concept

was to strengthen communication and cooperation among local institutions.

It was also an attempt to place greater programmatic decision-making at

the local level. However, the statewide and regional planning activities

were designed to be supportive to the previously approved cooperative

arrangements which existed between institutions. .

In the Fall of 1977 the Illinois public community colleges submitted

to the ICCB all intended programs to be implemented as a part of their

RAMP/CC document. These intended programs were identified along with

previously approved units of instruction and subsequently shared with com-

munity college administrators at seven statewide and regional planning

meetings. The meetings were held during October of 1976 at seven community

college campuses. All Illinois public community college districts were

grouped for initial planning and discussion purposes according to ICCTA

regions. At these meetings ICCB staff also shared with the local adminis-

trators the intended programs and intended program classifications for

every community college in the State. Other activities at these meetings

incLuded: stressing the concept-of programmatic planning at the local level;

reviewing the policy, procedures, and guidelines for statewide and regional

planning; encouraging the colleges to meet regionally on programmatic planning

and other issues; identifying the process for responding to intended programs;

distributing program request forms for all schools in that region and neigh-

boring regions; requesting responses from every institution about intended

programs which might have an effect upon its institutions; and recognizing

the process for program classification of currently approved programs and in-

tended programs as district, area, regional, and statewide offerings. Time

was set aside at the meetings for the institutions to express their position

on the programmatic intent and classifications of regional offerings and

others in the State as applicable. Any issues or disagreements between

colleges were identified and discussed, and those which could not be resolved

are to be discussed at subsequent meetings at the deans and presidents levels

until the issues regarding the proposed programs are resolved. If the

institutions still do not reach agreement regarding the approval of the

program, then ICCB staff will attempt to assist in the resolution of the

differences. A timetable which is included as a portion of the summary

sec,:ion was discussed at the Meetings.

The program approval status of proposed progvms to be implemented

Fall 1977 is intended to be reviewed at the Illinois Council of Community

College Administrators Conference to be held November 18 and 19, 1976. It

is expected at this meeting that a report will be made identifying those

community colleges which have responded in support of or with reservations

on intended 1.)ograms, their classifications, and the classifications of

currently approved programs. At that time, the staff will identify any

statewide concerns or implications.

This year's edition of the "Statewide Inventory of Current and Intended

Career Programs at Illinois Public Community Collegee" includes, for the first

ttme, the designation of programs classified as District, Area, Regional, or

Statewide programs. It should be pointed out that these designated program

classifications includel in this document are only the recommendation of

the colleges themselves'and have not been approved yet by either the Illinois

Community College Board or its staff. The Illinois Community College Board

staff plans to make its recommendations on the designated program classifica-

tions in the Spring of 1977 for review by the colleges and then submitted to

the Illinois Community College Board for approval.

The attached charts also iden4;ify cooperative programs reported to the

Illinois Community College Board office. It is hoped that other colleges who

currently have cooperative programs but have not reported them to the Illinois

Community College Board office will do so before the final report is issued

next Spring.

It is our hope that this process will stimulate the local community

colleges to recognize and consider the intent of neighboring institutions

in the State so that better plmaing and cooperation may exist throughout

the State of Illinois. Since the statewide and regional meetings were held,

a number of meetings have been held locally and institutions have added or

deleted programs as a result of these meetings. It is reasonable to assume

that not all conflicts will be resolved at the local level and that state

participation may be necessary. Some other considerations which were un-

resolved at the time of the regional meetings, such as bow to respond to

and approve the statewide program classification, will be discussed at the

Illinois Council of Community College Administrators Conference. It is

the feeling of the ICCB staff that the most desirable attribute of this

planning system would be the acceptance of local institutions to work

together as full partners with State officials to serve the needs of the

citizens of the state of Illinois.

APPROVED COOPERATIVE PROGRAMSAT ILLINOIS PUBLIC COMMUNITY COLLEGES

REPORTED TO THE ILLINOIS COMMUNITY COLLEGE BOARD

The following section contains those approved cooperative programs

at Illinois public community colleges whici. are a part of the official

Illinois public community college curriculum file in the Illinois Community

College Board offices. This list of cooperative agregments is not at all

inclusive since the Illinois Public Community College Act allows local

community college districts to engage in contractual agreements to provide

for instructional services. Since the control of such arrangements is at

the local level, the Illinois Community College Board or its staff is not

always aware of agreements. Only those institutions which have completed

an ICCB Form 20A and identified the cooperative agreement as inter-district

agreement with other community colleges of a given institution, agreement

with senior public institution, agreement with private institution, agree-

ment with proprietary institution, or interstate agreements are listed.

The reviewer of this list should realize that although other cooperative

agreements have been included in other ICCB studies, this list only includes

those which have been reported to the Illinois Community College Board.

SUMMARY

As a result of the seven Illinois Community College Board statewide

and regional planning meetings held throughout the State of Illinois for

programmatic planning in Illinois public community colleges for Fall 1977,

the following activities are anticipated to occur in the future.

1. Charts of current and intended programs wtth program classifications

will be prepared by ICCB staff members,and presented at the Illinois Council

of Community College Administrators Conference held in November of 1976.

2. Community college deans and administrators will hold regional

meetings to discuss current and intended programs and their classifications

as district, area, regional, or statewide programs. If necessary, deans and

presidents will hold as many meetings as necessary to resolve problems with

the proposed programs and program classifications. At this time, the ICCB

staff is aware of at least four meetings of the administrators which have

been held since the statewide meetings to discuss regional programmatic

planning. One region already meets monthly to discuss intended programs

and cooperative agreements which might be reached to serve the students

throughout the entire region.

3. Most Illinois public community colleges have submitted responses

to the Illinois Community College Board staff relating to intended program

requests of other institutions from their region. A summary of responses

has been compiled and will be shared at the Illinois Council of Community

College Administrators Conference in November so the deans may be aware of

the status of their intended programs. Many college officials have also

submitted Initial responses to proposed program classifications of other

institutions in their region to the LCCB office.

4. The ICCB will encourage program requests where tilsre is con-

currence among the regions and neighboring colleges. The ICCB staff will

direct Ult, requesting institution to submit an ICCB Form 20 for the ICCB

staff to cons': for a recommendation to tht. linois Comunity College

Board.

5. A list will be compiled and will be reported to the administra-

tors at the iliinois Council. of Community College Administrators Conference

held in Novanber for those programs in which there are unresolvable differences.

6. Where agreement cannot be reached and/or additional information

is required, later meetings or input of the deans and the presidents will

be requested to pinpoint or attempt to resolve any differences of opinion

with those program requests or their categorization. If these matters are

resolved at the local level, those programs previously in quescion will

usually be provided with encouragement. For those programs vhere there has

been no resolution, additional information may be required, meetings may be

scheduled, and if necessary, a decision may have to be made by the ICCB

staff based upon the criteria previously adopted by the Illinois Community

College Board.

7. For programs to be implmentei in the Fall of 1977, -.11 ICCB

Form 20's must be received in ICCB -;ffices no later than February 1, 1977,

so that the. ICCB staff and other relatec state agencies can revieiw them

prior to submission to the Illinois Community College Board with staff

recommendations.
