THE NATIONAL MOVEMENT TOWARD AUNIFORM UNIT

A National Planning Conference wa.. convenedIn Washington, D.C., in 1968 to determine interestamong a number of associations in the possibilitiesof a uniform unit to measure non-credit continuingeducation activities. Nese organ /al ions wereknown previously to have expressed an interest inone aspect or another ofidentifyingspeasuring, andrceogniling persistent effort in continuing edu-cation. The interest and sense of urgency for a con-certed national movement in these matters as ex-pressed at the planning, conference resulted in thecreation of a National Task Force to determine thefeasibility of a uniform unit of measurement, todevelop proposed criteria, standards and opera-tional procedures, and to field test the application ofthe continuing education unit. The Task Forcerecommendations, released in 1970, have resulted inmany organi/ations cooperating in the use of thecontinuing education unit system.

The Continuing Education Council, Purdue Uni-versity, at its meeting, on 22 February 1973, en-dorsed the concept of the Continuing Educatioi*Unit (CEU) as defined by the National Task Forceand approved its use with selected continuing edu-cation offerings at Purdue University.

Use of the CEUis designed to give recognition ona national basis to' persons continuing theireducation and keeping up-to-date in their chosenfield by participating in Purdue sponsored non-credit programs.

2. To provide a uniform system for accumulat-ing quantitative data on pa tieipation in con-tinuing education activities.

3. To permit the accumulation, updating, andtransfer of the continuing education record ofan individual participant.

4. To encourage long-range educational goalsand lifelong learning as a process of contin-uing education while maintaining a profes-sional career in a chosen field.

5. To nut ke the pursuit of knowledge more at-tractive as a way of personal and professionaldevelopment,

'Vile Continuing Education Unit is intended toserve all interests in continuing education, whetherpublic or private, and whether individual, instruc-tional. institutional, organi/ationai, governmentalor societal.

THE CONTINUING EDUCATION UNITThe Continuing Education Unit (CEU) will be

used for the measurement, recording, reporting, ac-cumulation. transfer, and recognition of participa-tion by adults in programs which seldom in the pasthave been recorded in a systematic way or with anysense of permanence, significance or transfer-ability. The unit will be applied with equal facility toprofessional continuing education, vocationalretraining, and adult liberal education as well as'other programs in adult arid continuing education.

'this unit repiesents a sufficiently small amountof participation in continuing education so that itwill he possible for an individual to accumulate asubstantial number of such units over limitedperiods of time. 'Hie CEU has the further Avail' neof being computed simply for all formats and dura-tions of continuing education programmingwherever contact hours or their equivalent can hedetermined. Partial units may he recorded as calledfor by taking advantage of the deci mal not ure of thesystem of measurement. Example: a 35 hour activitywould provide 3.5 CH's.

The CEU is applicable to the appropriate learn-ing experiences of adults at all levels from posts:condary to post doctoral; for all classes of adult

AWARDING AND GRANTING OF UNITSThe determination of the number of continuing

education units to he granted and awarded for apa r ic u la r educational experience is the ITS ponsi-hility of the Dean of Continuing rducation, or hisdesignee. based upon the recommendations of theProgram Director and or Instructor responsiblefor the format and content of the learning activity;the academic department head; and the academicdean.

-the number of units will he determined by con-sidering the number of contact hours in a formallearning situation and evaluating any other exper-.iences connected with the program. Reasonable al-lowances may he made for activities such as re-quired reports, laboratory assignments, field trips.and supervised study.

The following suggestions for the possible appli-cation of the Ctill for Purdue University sponsoredprograms. are offered as illustrations, but shouldnot be considered as limitations in the use of theunit.

1. Non-credit intensive courses, seminars orworkshops in technical and professional areas(i.e., f engineers. lawyers. doctors, teachers,etc.).

2. In-service training programs on new techni-ques or in technical areas.

3. Programs to be used in partial fulfillment ofcertificate or licensing requirements.

4. Programs. offered in cooperation with tech-nical or industrial societies through the Uni-versity. designed to upgrade members in oc-cupation or technical areas.

5. Liberal education courses or workshops forthe general public.

6. Paraprofessional or subprofessional trainingprograms.

7. Vocational training programs.

The following types of programs will not beawarded Continuing Education units.

1. Any program carrying academic credit.

2, Programs leading to high school equivalencycertificates or diplomas.

3. Orientation programs.

4, Short duration programs only casuallyrelated to any specific upgrading purpose orgoal.

The following questions must be answered in theaffirmative before consideration can be given toawarding units.

I. Does the program meet the requirements ofbeing an "organized continuing education ex-perience?"

2. Does the program have qualified instructionand direction to assure that the educationalobjectives will be fulfilled?

3. Will a record of the units awarded be of valueto the participants?

ADMINISTRATION AND RECORD- KEEPING1 he administration of this program will be done

by the Division of Conferences and ContinuationServices, Continuing Education Administration,and the records will be kept in the Calendar Office.

Purdue University awards Continuing EducationUnits (CIRI's) to individuals who have successfullycompleted selected non-credit continuing educationprograms offered by the University.

Use of the CEU is designed to give recognition ona national basis to persons continuing theireducation and keeping up-to-date in their chosenfield by participating in Purdue sponsored non-credit programs.

ONE CONTINUING EDUCATION UNIT ISDEFINED AS: TEN CONTACT HOURS OFPARTICIPATION IN AN ORGANIZEDCONTINUING EDUCATION EXPERIENCEUNDER RESPONSIBLE SPONSORSHIP,CAPABLE DIRECTION, AND QUALIFIEDINSTRUCTION.

The Division of Conferences and ContinuationServices, Continuing Education Administration,administers the program and maintains records ofCEU's earned by individuals. Upon request theDivision will furnish the participant, or hisdesignee, a " Continuing Education Unit IndividualRecord for Non-Credit Activity." This is a listing ofall units earned at Purdue University and isavailable for $1,00.

Activity directors and/or instructors ofeducational activities sponsored by PurdueUniversity and approved for CEU's wilt askparticipants to complete a "Participant InformationForm for Granting Continuing Education Units"during the program,

The ContinuinK Bdueation Unit (CEU) will be used forthe measurement, recording, reporting, accumulation, transferand recognitten of participation by adults in programs whichseldom in the pant have been recorded in a systematic way orwith any sense of permanence, significance or transferability.The unit will be applied with equal facility to professionalcontinuing education, vocational retraining, and adult liberaleducation as well as all other programs in adult and continuingeducation.

ONE CONTINUING EDUCATION UNIT IS DEFINED AS TEN CON-TACT HOURS OP PARTICIPATION IN AN ORGANIZED CONTINUING EDUCATIONEXPERIENCE UNDER RESPONSII3I,P SPONSORSHIP, CAPABLE DIRECTION ANDQUALIFIED INSTRUCTION.

This unit represents a sufficiently small amount ofparticipation in continuing education so that it will be possiblefor an individual to accumulate a substantial number of suchunits over limited periods of time. Awarding and Graritiz.n of Units

The determination of the rrpoor of continuing educationunits to be granted and awarded for a particular educationalexperience is the responsibility of t -he Dean of ContinuingEducation, or his designee, based upon the recommendation ofthe Program Director and/or Instructor responsible for theformat and content of the learning activity.

The number of units will be determined by consideringthe number of contact hours in a formal learning situation andevaluating any other experiences connected with the program.Reasonable allowances may be made for activities such as requiredreports, laboratory assignments, field trips, and supervised study.

PROCEDURES

The forms to be used in the administration of thisprogram are as follows:

CEA Form 200 -- "Application for Assignment ofContinuing-Education Units forNon-Credit Activity"

CEA Form 201 -- "Participant Information Form forGranting Continuing Education Units"

CEA Form 202 -- "Continuing Education Unit IndividualRecord for Non-Credit Activity"

Sample copies of these forms are attached to this policy/pro-cedure and will be kept with other forms in the files in StewartCenter 124.

Use of CEA Form 200

1. When the Conference or Special Classes Coordinatorhas his initial meeting with the activity director(conference chairman or instructor) rcgarding anon-credit continuing education program which mayqualify for the assignment of CEUs, the coordinatorwill provide that person wIth infopmational materialsabout the Continuing Education Unit. If it appearsthat the program may qualify, the coordinator willalso provide the activity director with copies ofCEA Form 200 to be completed and returned as speci-fied on the form.

2. When a copy is returned to the coordinator, fr)will type in the Project Number (from Form 36),retain a duplicate copy, and forward the originalcopy to the appropriate Associate Director.

3. The Associate Director will review the form andforward it to the Associate Dean for ContinuingEducation with his recommendations.

4. The Associate Dean for Continuing Education willthen forward the form to the Dean of ContinuingEducation with his recommendation.

5. After the Dean of Continuing Education or hisdesignee reviews the form he will either approveor disapprove the assignment of CEU's to theActivity.

A. If approved, he will enter the numberof CEU's assigned, sign and return .theform to the Coordinator via the AssociateDean. The Coordinator will file a-Xeroxcopy of the form in the project folder andsend the original to tho Calendar OfficeCoordinator who will filo it numericallyby project number.

b. If disapproved, he will attach a briefmemorandum explaining the reasons for hisdisapproval co this information may betransmitted via the Assobiate Dean andthe Coordinator to the instructor whosubmitted the form. Disapproved appli-cations will be filed by the Coordinatorin the p'oject folder.

Use of CEA Form 201

The Continuing EduCation Unit, as'a uniform nationally acceptedunit, holds promise of reducing the confusion and fragmentationin arriving at a,suitable means of recognizing and rewardingindividual effort in the pursuit of continuing education.

The proposal follows the guidelines of The National Task Forceand is very similar to existing' programs that have been imple-mented by other institutions.

Definition ofThe Continuing Education Unit

The continuing education unit is defined as followS:

TEN CONTACT HOURS OF PARTICIPATION IN AN ORGANIZED CONTIN-UING EDUCATION EXPERIENCE UNDER RESPONSIBLE SPONSORSHIP,CAPABLE DIRECTION, AND QUALIFIED INSTRUCTION.

Continuing education under this definition includes all institutional andorganizational learning experiences in organized formats that impart noncrediteducatiOn to post-secondary level learners. These properties of continuingeducation may be applied equally under the proposed system regardless of theteaching-learning fermat, program duration, source of sponsorship) subjectmatter, level, audience, or purpose.

.Awarding and Granting of Units

The determination of the number of Continuing Education Units to be awardedfor a particular continuing education experience is the responsibility of theDean. of Continuing Education, or his deSignee, and the Committee for ContinuingEducation Units, based on the recommendation of the program director immediatelyresponsible for the learning activity.

The number of units will be determined by considering the number of contacthours in a formal learning situation and evaluating any other experiences con-nected with the program. Reasonable allowances may be made for activities suchas required reports, laboratory assignments, field trips, and supervised study.

A normal one-week short course usually approximates 30 contact hours ofparticipation and would normally be awarded 3.0 c.e. units. A two-day programseldom involves more than 10 to 12 contact hours and thus would be awarded nomore than 1.0 to 1.2 c.e. units whenever the program warrants considerationfor recording on the participant's permanent record. A ten-session eveningclass, meeting for two hours per session, would involve twenty hours of in-struction and equate to 2.0 units.

The following questions must be answered in the affirmative before consid-eration can be given to awardiriiUnits:

1. Does the program meet the requirement of being an "organizedcontinuing education experience"?

2. Does the program have qualified instruction and direction toassure that the educational objectives will be fulfilled?

.3. Will a record of the units awarded be of value to the partic-ipants?

The following suggestions for the possible applications of the ContinuingEducation Unit are offered as guidance and to servo as illUStrations:

1. Continuing edUCAtion intensive courses in:techniCal and pro-fessional areas (i.e., for engineers, lawyers, doctors,teachers, etc.).

2. In-service training programs to improve competence in newtechniques or technical areas.

3. Courses or classes which may be used in partial fulfillmentof certificate or licensing requirements.

4. Programs, sponsored by technical or industrial societiesthrough universities which are designed to upgrade the per-formance of members in occupational or technical areas.

S. Liberal education programsfor the general public.:

6. Paraprofessional or subprofessional training programs.

7. Vocational training programs, either in-service or in pre-paration for job-entry positions.

The following examples suggest the types of programswhich ordinarily4ou1d not be awarded Continuing Education Units:

1. Any program carrying academic credit, either secondary orcollegiate.

2. Programs leading to high school equivalence certificate ordiplomas.

3. Organizational orientation training programs.

4. Short duration programs only casually related to any spe-cific upgrading purpose or goal.

The Director of Independent Study Division will serve as the admin.istrative officer responsible for maintaining the necessary records asso-ciated with the recording of the Continuing Education Unit.

With the recommendation from the appropriate academicdepartment the form will be forwarded to the Dean of Con-tinuing Education or his designee for.appropriate'reviewand approval or disapproval_of the assignment of CEU's

to the activity.

records will be available on a permanent basis for the purpose of being re-

ing to establish the credence of CPU's claimed by individuals. (See Appendix).

1. Form CEU 2, in duplicate, will be distributed to partic-ipants at their initial meeting for completion of theappropriate sections and returned to the instructor.

2. At the conclusion of the activity the instructor willcertify as to the successful completion of the activityand the recommendation to award CEO's. One copy of CEU

2 will be given to the student for his records and onecopy will be forwarded to records for the student's

permanent file.

This unit represents a sufficiently small amount of participa-tion in continuing education so that it will be possible for inindividual to accumulate a substantial number of such units overlimited periods of time. The CEU has the further advantage ofbeing computed simply for all formats and durations-of continuingeducation programming wherever contact hours or their equivalentcan be determined. Partial units may be recorded as-called-for bytaking advantage of the decimal nature of the system of measurement.

The CEU is applicable to the appropriate learning experiencesof adults at all levels from post secondary to post doctorals'forall classes 'of adult learners, whether vocational, technical,

_ professional, managerial, or adults bent on personal4Mprovement;and in all formats of teachingond learning known to the field ofeducation.

AWARDING UNITS

The following criteria and standards should be met in offeringcontinuing education units to individual participants in:continuingeducation activities:

1, The program director should request and receive theapproval of the appropriate administrative officerin his institution to award a specified number ofcontinuing education units for a program prior to thetime it is offered.

2. Upon completion of the learning experience, theprogram director should certify that the program hasbeen completed in a satisfactory manner by eachindividual for whom units are approved, and reportthe appropriate information for each participantearning the same to be placed on record with thesponsoring institution or organization.By virtue of awarding continuing education units, thesponsoring institution or organization also acceptsresponsibility for establishing and maintaining apermanent record of all such units awarded. Recordsare to be available on a permanent basis, whether byindividual or by continuing education activity, andsuch records may be expected to be queried from timeto time by the so-called "user sector" of continuingeducation. The information to be recorded includes:

RATIONALE FOR THE UNIT

Several possible variations of the CEU were considered beforerecommending the concept of this unit of measurement. The ten-hourunit relates reasonably well to several formats and durations-ofcontinuing education presently in common usage, All others can betranslated into such units with a minimum of confusion. The ten-hour unit also permits the ,use of the decimal system for partialunits if needed.

In suggesting the use of the CEU, there is no attempt beingmade to change or standardize the methods offormat of continuingeducation activities. Variety is one of its major strengths.

This unit represents a sufficiently small aMounic,f-partioipationin continuing education so that-it will bepossi$le for an individualto accumulate a substantial number ovdr,limitdd periods-of'time.The comparatively rapid pane of accumulAttoh of units shtitild provideessential--individualincentives and d-mOtiVation for purposes of ful-filling-one's continuing edUc4iion obligation-thrbOhout-a careerthat spans several dedades.

DEFINITION OF THE CONTINUING EDUCATION UNIT CEU

One CEU equals ten class contact hours in an organized continuingeducation experience under responsible sponsorship and capable direction.Units will be awarded in whole units or fractions of a unit; 25 class con-tact hours would provide 2.5 CEU's.

AWARDING ,CEU's

The Division of Continuing Education, University of New Hampshire,will award the continuing education unit to participants in a non-creditprogram of ten or more class contact hours, offered through, or in coopera-tion with, the Divisionof Continuing Education,

Non-credit activities for which CEU's will be awarded include allcourses and/or conferences, workshops, seminars, and institutes which focuson a single body of knowledge from either an academic discipline or vOca,tional/professional area of study. CEU's will ordinarily not be awardedfor a series-of lectures or topics which Are not drawn from a single fieldof knowledge. -

Each existing or newly added short course and/or conference, workom'shop, seminar, intitute will be evaluated to determine-if the program meetsthe above requirements. The final decision for awarding,of CEU's will bemade by the Director or the AssoCiate Director upon recommendation from theProgram or Conference Director or Coordinator;

The number of CEO's to be awarded for each course or conference,workihop,:seminari institute will bepubliShed in edvance-in the Division's'catalogs-and brochUres.

TRANSCRIPTS OF CEU's

Since the Division of Continuing Education, UNH, performs regis-trar functions for all non-credit activities; a transcript for continuingeducation units will be furnished by the Director of the Division uponwritten or oral requests from any non-credit participant who has earnedCEU's through the Division.

NATIONAL DATA BANK

At such time that a national data bank for CEU's is available,the Division will amend the above policies and'proceduros to provide fordepositing CEU data into a national system.

EFFECTIVE DATE

The awarding of CEUPg became effective in October, 1970. Enroll-ment in any /proved continuing education activity taken after the aboVedate will yield 'CEU's.

GUIDELINES FOR THE CONTINUING EDUCATION UNIT

The University of North Dakota, through the Division ofContinuing Education, adopts the recommendations of theNational Task Force on a Uniform Unit of Measuremat for Nonetedit Continuing Education Programs, end willapply Continuing Education Units to educational programs approvefl for such recognition under the contained guide-lines and administrative requirements.

DEFINMON:The Continuing Education Unit will be awarded on the basis of ten contact hours of participation In an organ.bed continuing education experience under responsible sponsorship, capable direction, and qualified instruction.

OPERATIONAL GUIDELINES tThe Continuing Education Unit Is a noncredit mechanism that will provide for the measurement, recording,transfer and recognition of educational participation by adults. _The Continuing Education Unit will not betransferable or translatable to academic credit (undergraduate or graduate).

4To be eligible for application of the Continuing Education Unit programming may involve professional or

eerier development, occupational or technical improvement or upgrading, or general liberal education foradults. It Is perceived that the Continuing Education Unit will be most meaningful for the emerging pro.(visional, career, or occupational classifications that now require or will require licensing, certification, orcredendaling. The Continuing Education Unit is not appropriate for typical conferences, conventions, meet.trigs, and singlesession types of institutes. Consideration of the unit should be based upon the following:

I. Programs that represent long-range educational goals or agencies and institutions.

2. Programs that promote a concept of lifelong learning for career or personal growth and each in-

dividual's development at a rate consistent wit!: his interests and responsibilities.

3. Programs that may be developed upon previous or subsequent educational experiences provided

by a variety of resources.

SUMMARY!

The Division of Continuing Education of the University of North Dakota has the opportunity, through theapplication of the Continuing Education Unit, to establish a meaningful record of educational programmingfor adults that heretofore 64, not had the benefit of standardization. It is not possible to clearly identifythe types of progeamMing that will be clIgible for Continuing Education Unit application except In terms ofbroad guidelines, It should be noted, however, that Continuing Education Unit designation through theDivision of Continuing Education of the University of North Dakota will have to establish its own recordof purpose and quality over a period of use, as have other measuring units ofeducational attainment.
