1. Introduction 1.1 Background

Jacobs was commissioned by Aldi Stores Ltd to prepare a Transport Assessment (TA) in support of a planning application for the development of an Aldi store on Oxgangs Road North, Edinburgh.

The TA takes account of both national and local transport planning policy with an assessment of the accessibility of the site by non-car modes including walking, cycling and public transport. The TA also provides the framework for a staff Travel Plan, which has been designed to encourage travel by sustainable modes. The TA also assesses the operational impact of traffic associated with the proposed Aldi on the surrounding road network.

The scope of this TA and all technical parameters were agreed in writing with the City of Edinburgh Council (CEC), a copy of the scoping correspondence is provided in Appendix A.

1.2 Aldi Stores Ltd – Trading Philosophy

The following provides a brief description of Aldi and their trading characteristics and how they differ from larger supermarket operators.

Although predominantly a convenience retail store, Aldi also provides a limited range of comparison goods. These goods vary from week to week and include special prices on items such as computers, homeware and electrical goods.

The total range of products sold in Aldi is limited to 1,350 items in comparison to other grocery stores and superstores which are likely to stock between 2,500 and 20,000 product lines. Aldi do not sell lottery tickets, cigarettes, newspapers, nor do Aldi offer butchery, fishmonger, greengrocery services or other concessions as are frequently found in larger stores. As a result, Aldi do not compete directly with specialist food shops, newsagents or durable goods outlets.

Aldi are modest scale supermarkets fulfilling a neighbourhood shopping role as well as attracting town centre customers. Aldi’s customers generally use other shops and stores as well as Aldi in order to fulfil their grocery shopping needs. Aldi is, therefore, complementary to the existing pattern of trading in existing shopping and local centres.

1.3 Report Structure

Chapter 2 of this report describes the development proposals for the site. Chapter 3 reviews the current national and local transport policy context against which the planning application will be assessed, while Chapter 4 presents a review of existing transport links. Chapter 5 sets out a framework for a travel plan for the site, while Chapter 6 describes the mode share assessment and predicted trip generation associated with the development proposals. Chapter 7 provides an assessment of the operational impact of traffic associated with the proposed Aldi on the surrounding road network. A summary and the conclusions of the TA are presented in Chapter 8.

2. Development Proposals 2.1 Aldi Development Location

The proposed Aldi development is located on Oxgangs Road North, to the south of Edinburgh City Centre and is bound by the Oxgangs Road North to the west, Oxgangs Library to the north, Oxgangs Path to the south and is immediately adjacent to the Oxgangs Broadway local centre. The development proposals are for a new 1,418m2 GFA Aldi with 87 associated parking spaces.

2.2 Indicative Layout

The location of the proposed Aldi store within the context of the local neighbourhood, existing neighbourhood centre and road network is provided in Figure 2.1, with an indicative layout of the overall development provided by Projekt Architects in Appendix B.

It is proposed that vehicular access to the development will be via the existing library access on Oxgangs Road North. The site will be developed to form a shared car park for both the Aldi store and Oxgangs Library.

2.3 Parking

It is proposed that a total of 87 parking spaces will be provided within the car park, 75 of which will be for the new foodstore, which includes 4 disabled spaces and 8 parent and child spaces. The remaining 12 spaces will be for the use of Oxgangs Library and reflects the library’s existing provision. 10 cycle spaces will also be provided within the development. The proposed Aldi parking provision has been assessed against the parking guidance as set out within the CEC parking standards. Table 2.1 provides a summary of the CEC parking provision guidance for the development.

While the proposed Aldi parking provision is slightly greater than the provision set out within the CEC guidance, it is within national standards as set out within Scottish Planning Policy (SPP). The overall proposed parking levels are required in order to minimise the potential for overspill parking onto surrounding residential streets. Overspill parking was an issue raised by local residents during the public consultation which took place as part of the pre-application process. It is felt that the proposed provision will address this issue from occurring while still providing a parking provision in line with SPP.

It is also very likely that the car park will be used for shared trips between the Aldi store and the existing shops within the adjacent local centre of which the store will form a natural extension, therefore the duration of stay may be slightly longer than a trip made solely to the Aldi store.

In order to manage car parking within the Aldi development and to make sure it is not abused by long stay activity, a parking management policy and a parking restriction between 90 minutes to 2 hours will be in operation. This parking management policy is common practice at Aldi stores throughout the country.

2.4 Servicing As with all Aldi developments, the Oxgangs Road North store will typically be served by one HGV delivery per day. The delivery vehicle will utilise the proposed service yard located to the southeast of the store, as shown in Appendix B. A swept path analyses for the delivery vehicle was undertaken and is presented in Figures 2.2 and 2.3.

3. Policy Context 3.1 Introduction

In order to demonstrate that the development of the Aldi complies with current national and local transport planning policy, a review of the following documents was undertaken:

Scottish Planning Policy (SPP);

Planning Advice Note (PAN) 75 – Planning for Transport;

Transport Assessment Guidance;

SESplan Strategic Development Plan;

Edinburgh City Local Plan;

Edinburgh Local Transport Strategy;

Transport 2030 Vision; and

Emerging Edinburgh Local Development Plan.

A summary of each of the documents is provided in Appendix C, with an assessment of how the development relates to the relevant policies provided below.

3.2 Assessment of Aldi Development

Development of the Aldi store complies well with the relevant criteria set out within SPP as it is located near existing public transport facilities and takes account of the capacity of existing infrastructure. The Aldi development provides opportunities for direct links to be provided for pedestrians and cyclists from the Aldi to existing infrastructure. Furthermore, the development aims to prioritise sustainable travel where possible complying with the criteria set out in Paragraph 287 of SPP in relation to the promotion of sustainable modes of transport.

The Aldi development also complies with walking distances to bus stop facilities set out within both SPP and PAN 75 as all of the Aldi development will be within 400 metres of a bus stop. The developer will promote the use of Travel Plans where appropriate, to encourage travel to the Aldi by more sustainable modes in line with the requirements of Paragraph 42 of PAN 75.

The TA has been prepared in accordance with the Transport Scotland’s document ‘Transport Assessment Guidance. In particular, the guidance on walking and cycling journey times has been followed during the preparation of this TA.

The Aldi development complies with the Edinburgh City Local Plan as it promotes social inclusion through providing employment and shopping facilities in an easily accessible location in relation to the surrounding residential area. The Aldi development also complies with the SESplan Strategic Development Plan, Local Transport Strategy, Transport 2030 Vision and Emerging Local Development Plan as it supports sustainable access by being located within a short walking distance to existing public transport facilities and also by promoting sustainable travel options to the Aldi development through its Staff Travel Plan.

4. Accessibility Review 4.1 Introduction

A baseline accessibility assessment was undertaken to establish existing transport provision relevant to the Aldi development. The assessment considers travel by all relevant modes of transport and provides details of available infrastructure and service provision.

The site is located on Oxgangs Road North, to the south of Edinburgh City Centre and benefits from easy access to existing walking, cycling and public transport networks, providing good access to the proposed Aldi development for surrounding residential areas. The following paragraphs describe the existing walking, cycling and public transport provision and existing road network in the vicinity of the proposed store.

4.2 Walking

An audit of the existing pedestrian facilities in the vicinity of the site was undertaken during a site visit in June 2014. To the immediate west of the site, there are good quality footways provided on both sides of the carriageway on Oxgangs Road North which benefit from adequate street lighting. Oxgangs Road North provides a link to the site from the surrounding residential areas to the north, south and west, as well as from nearby public transport facilities.

There is an existing signalised pedestrian controlled crossing located to the immediate west of the site on Oxgangs Road North. This can be seen as a major benefit as it provides a safe crossing for pedestrians wishing to access the development from residential areas to the west or gain access to northbound bus services operating on Oxgangs Road North.

To the east and north of the site, there are existing pedestrian linkages to Oxgangs Brae and also Oxgangs Broadway, providing a direct walking route to the site from adjacent residential and retail facilities. Oxgangs Broadway, which provides existing local retail opportunities, is provided with footways on both sides of the carriageway leading to the central pedestrianised zone. There are also existing drop kerb crossings located along existing pedestrian desire lines.

A walk time of 20 minutes (1.6 kilometres) is specified within national policy as a reasonable journey time to local amenities, with a walk time of 5 minutes (400 metres) specified as a reasonable walk time to the nearest bus stop and rail services respectively. The site complies with these journey times as there are a number of residential areas within a reasonable walking journey time of the site, with the nearest bus stops to the site located within a minutes’ walk of the site on Oxgangs Road North. The proposed Aldi site layout will be well integrated into the adjoining pedestrian network and is well placed to encourage both staff and customer travel on foot.

Figure 4.1 highlights the pedestrian catchments for the proposed store. A walk time of 20 minutes (1.6 kilometres) is specified within national policy as a reasonable journey time. There are a number of residential areas within a short walk of the proposed Aldi development with the nearest bus stops located on Oxgangs Road North adjacent to the site. These all fall within the guidance set out within national planning policy.

4.3 Cycling

The Aldi development is well located to encourage trips by bicycle. Figure 4.2 highlights the catchment within an approximate 30 minute cycle (8 kilometres) of the development, which is identified within Transport Scotland’s document ‘Transport Assessment Guidance’ as a reasonable cycle time for a local trip. Figure 4.2 shows that the majority of Edinburgh City Centre and large settlements to the south including Bilston, Loanhead and Bonnyrigg can be reached within a 30 minute cycle from the Aldi.

To further encourage cycling to the proposed Aldi, especially by staff, the Travel Plan will set out a number of initiatives to encourage and improve cycling facilities by the introduction of secure lockers and changing facilities for staff. This is discussed in greater detail in Chapter 6.

4.4 Public transport access

4.4.1 Bus provision

The nearest bus stops to the site are located within one minutes’ walk (60 metres) to the north and south of the site on Oxgangs Road North, for services operating in each direction. The close proximity of these bus stops meets the criteria set out within national transport planning guidance as mentioned in Chapter 3.

The site is currently served by approximately 20 buses per hour in each direction during the weekday morning and evening peak periods, with upwards of 15 services every hour in each direction throughout the day on weekdays and on Saturdays.

The main operator in the vicinity of the site is Lothian Buses, with regular services between the site and Edinburgh City Centre, The Jewel, Silverknowes, The Gyle, Colinton and Hillend. Details of existing bus services operating in the vicinity of the site is provided in Appendix D.

4.5 Access by road

4.5.1 Oxgangs Road North

The Aldi development is ideally located to provide vehicular access to both the local and strategic road networks such as the A7 and the A720 city bypass. Main vehicle access to the Aldi development will be achieved via Oxgangs Road North. Oxgangs Road North also provides access to a number of residential areas and other local roads.

Oxgangs Road North, as it passes the site is subject to a 30mph speed limit and the carriageway is approximately 10.5 metres wide. To the south, Oxgangs Road North provides access to the A720 city bypass via a grade separated junction and to the north it provides access towards the city centre.

5. Travel Plan Framework 5.1 Introduction

Once in operation, it will be important to ensure that the Aldi development is accessible by a choice of travel modes. This Travel Plan (TP) framework has been prepared to set out the measures which will be adopted by Aldi to ensure such choice is available to staff and customers.

In line with national and local policy objectives to reduce the reliance on private car travel, Aldi is committed to providing travel choices for their staff and customers. In relation to staff travel, Aldi works to a general framework which includes the following statements of intent:

The current emphasis of Government transport policy is not anti-car. Rather, it is aimed at promoting the more appropriate use of cars and to encourage the use of alternative travel modes to the private car and to encourage the use of alternative travel modes;

Aldi operates in an environment where the car will continue to play a significant role in people’s travel choices;

However, their aim is to be recognised as an employer which is mindful of its duty to the environment and which contributes meaningfully to meeting national and local traffic reduction and air quality targets.

5.2 General approach

This TP framework has been developed to address the potential travel needs at the new Aldi, with the aim of reducing the reliance upon the private car and to promote alternative means of travel. The TP includes the following measures which will be adopted at the new Aldi in Oxgangs:

Six months after opening, a Travel Survey of employees will be undertaken and the information collected used to set targets and specific objective in relation to staff travel patterns specific to the new Aldi;

A Travel Plan Co-ordinator (TPC) will be identified who will promote the use of alternative modes of travel. The TPC will increase staff awareness of the available alternative modes of transport and provide details of the environmental, social and commercial benefits to be gained;

A monitoring programme on the basis of bi-annual travel surveys to monitor the success or otherwise of particular measures, to establish the use of sustainable transport modes and to provide the opportunity for comment by staff and customers in relation to improvements to accessibility by modes other than the private car;

Safe and secure cycle parking facilities will be provided at the main entrance to the Aldi for both staff and customers; and

As part of their ongoing commitment to travel plan measures the Company will also provide the following incentives to staff choosing to walk or cycle to work:

- Changing facilities with lockers for the storage of clothes; and

- A cycle user group will be set up.

The role of the TPC will include the following:

Co-ordinate the staff travel survey and the analysis of the results;

Provide public transport information to staff, this will include information on public transport services operating along Oxgangs Road North and other local roads;

Establish and coordinate links with public transport operators in Edinburgh in order to maintain up to date information for both staff and the general public;

Collate staff details and locations to aid in the potential for car-sharing opportunities and relate specific employees to bus, cycle and pedestrian routes;

Examine and process comments and suggestions from staff and customers in relation to improving access to the development by alternative modes; and

Publicise public transport information for customers and increase awareness of the availability of alternative modes of travel.

6. Mode Share Assessment and Travel Demands 6.1 Trip generation

In order to establish the level of traffic likely to be generated as a result of the proposed Aldi store, relevant trip rates from the TRICS 7.1.1 database were used. The trip rates and corresponding trip generation are shown in Table 6.1 and Table 6.2 respectively, with the relevant TRICS output data provided in Appendix E. As agreed during the scoping exercise, only the weekday evening and Saturday peak hours are considered within the TA.

6.2 Pass-by trips

An adjustment was made to the trip generation to take account of trips which would already be travelling along Oxgangs Road North and would divert into the site (pass-by trips). This has become accepted practice, particularly in the case of retail developments, that a proportion of the trips to a new development will be existing trips already on the road network. During the weekday evening peak 30% of the trips to the Aldi store have been classed as pass-by, with the corresponding value of 10% for a Saturday as shown in Table 6.3.

6.3 Person Trips

In order to estimate the number of trips by all modes, reference was made to the 2012 Scottish Household Travel Diary Survey (SHS). This document provides a modal split for all shopping trips. 6.4 Trip Distribution

The trip distribution for traffic travelling to and from the site was based upon the predicted store catchment calculated as part of the Retail Assessment, undertaken by GVA James Barr planning consultants. The trip distribution for the Aldi store derived from the catchment is illustrated in Figure 6.1 with the resulting trip generation illustrated in Figures 6.2 and 6.3 in Appendix F.

7. Traffic Impact Study 7.1 General Approach

This chapter describes the methodology used to assess the impact of the traffic generated by the Aldi development on the local road network. Based upon the guidance within the Transport Scotland’s document ‘Transport Assessment Guidance’, for the purposes of assessing the traffic impact of the development, it is predicted that the opening year of the Aldi will be 2015.

7.2 Scope of assessment

The following junctions were included within the initial scope of assessment:

Oxgangs Road North / Oxgangs Bank priority junction; Oxgangs Road North / Oxgangs Farm Avenue / Oxgangs Library priority junction; Oxgangs Road North / Oxgangs Path priority junction; and Oxgangs Road North / B701 Redford Road priority junction.

7.3 Base Traffic Flows

New classified traffic surveys were commissioned by Jacobs and undertaken by MHC Traffic Ltd on Thursday 12th (between 1600 and 1900) and Saturday 14th June 2014 (between 1200 and 1700) at the above junctions. The following network peak hours were identified from the traffic count surveys:

Evening Peak - 1615 to 1715; and

Saturday Peak - 1200 to 1300.

The 2014 base traffic flows for the weekday evening and Saturday peak hours is provided in Figure 7.1 and 7.2 in Appendix F.

7.4 Traffic Growth

NRTF low growth factors were applied to the observed traffic flows at junctions on the local road network within the scope of assessment below. The growth factors used are given in Table 7.1.

7.5 Committed development

CEC confirmed during scoping discussions that there were no committed developments to be included within the traffic impact assessment for the Aldi development.

7.6 Assessment scenarios

In order to assess the operation of the road network in relation to the proposals, the traffic impact was tested for a future year of 2015. The scenarios considered within the traffic impact assessment for the evening and Saturday peak periods were:

2015 base traffic flows; and

2015 base + development traffic flows.

The projected 2015 flow scenarios are Figure 7.3 to 7.6 provided in Appendix F.

7.7 Assessment methodology

Analysis of the performance of the priority junctions was undertaken using the Transport Research Laboratory software Visual PICADY 5. The results of the analysis are presented in terms of maximum Ratio of Flow to Capacity (RFC) with the corresponding vehicle queues. The priority junctions are predicted to operate within ‘reserve capacity’ if the RFC estimated to be below 0.850.

A site visit was undertaken and all appropriate parameters were measured at all of the junctions to ensure accuracy in setting up the junction models.

7.8 Junction assessment results

This section presents the results of the junction capacity analysis. Summary result tables are provided in Appendix G.

All junctions assessed as part of the traffic impact assessment are predicted to operate satisfactorily in the opening year of the development both with and without the addition of development traffic as shown in Tables G.1 to G.8 in Appendix G. The results of the analysis of the junctions indicate that there is sufficient capacity to accommodate traffic associated with the proposed Aldi.

8. Summary and Conclusions 8.1 Summary

Jacobs was commissioned by Aldi Stores Ltd to undertake a Transport Assessment in support of an application for a proposed Aldi at Oxgangs Road North, Edinburgh. The development proposals are for the construction of a new 1,418m2 GFA Aldi store.

The scope of the Transport Assessment was agreed in writing with the City of Edinburgh Council. The development proposals were reviewed in the context of current local and national transport planning policy.

An accessibility review was undertaken to assess opportunities for travel to the Aldi by all relevant transport modes and review the surrounding walking, cycling and public transport provision.

The predicted trip generation for the proposed development was established through reference to the TRICS database. It is predicted that the development will generate a maximum of 140 and 170 new two-way vehicle trips during the evening and Saturday peak respectively.

The impact of the development traffic on the surrounding local road network was analysed using industry standard modelling packages.

8.2 Conclusions

The Aldi development is very well located in relation to existing public transport and walking routes, and complies with the guidance set out within current national and local policy.

The close proximity of the existing bus stops on Oxgangs Road North and the implementation of a staff Travel Plan will reduce the reliance on the private car travel.

The traffic impact assessment demonstrates that the traffic associated with the development will have a minimal impact on the operation of the surrounding road network.

Jacobs was appointed by Aldi Stores Ltd to scope and agree the parameters of a Transport Assessment (TA) in support of an application for Planning Permission in Principle for a new store on Oxgangs Road North, Edinburgh.

Following your discussions to date with my colleague Graeme Kelly, I am writing to you to confirm the development proposals and to confirm the technical parameters and methodology to be taken forward within the TA as agreed during a scoping meeting on 21st May 2014. The following sections set out the proposed scope of works associated with the preparation of the TA.

Development proposals

The site is located to the east of Oxgangs Road North. I enclose a copy of the latest proposed site plan provided by Projekt Architects for your information and comment.

The development proposals include a 1,418m2 GFA food store with an expected year of opening of 2015. It is proposed that vehicular access to the development will be via the existing Oxgangs Road North / Oxgangs Library priority junction as shown on the attached layout.

Access by Sustainable Modes

Opportunities for access to the site by public transport, walking and cycling will be investigated within the TA. A staff Travel Plan framework for the store will also be included within the TA.

Trip Generation

To establish the potential number of vehicle trips generated during the peak periods for the proposed development, reference was made to the TRICS 7.1.1 database. Vehicle trip rates have been extracted from the TRICS database for food stores, with the resulting trip rates and trip generation presented in Tables 1 and 2.

An estimate of trips by all relevant modes of transport will be undertaken within the TA.

In order to take account of trips which would divert into the food store as they pass-by on Oxgangs Road North, it is considered that 30% of trips generated by the food store will be pass-by trips already on the network in the weekday evening peak period and 10% on a Saturday.

Scottish Planning Policy

The purpose of the Scottish Planning Policy (SPP) is to set out national planning policies which reflect Scottish Ministers’ priorities for operation of the planning system and for the development and use of land. The SPP promotes consistency in the application of policy across Scotland whilst allowing sufficient flexibility to reflect local circumstances. It directly relates to:

The preparation of development plans;

The design of development, from initial concept through to delivery; and

The determination of planning applications and appeals.

SPP shares a single vision for the planning system in Scotland:

“We live in a Scotland with a growing, low-carbon economy with progressively narrowing disparities in well-being and opportunity. It is growth that can be achieved whilst reducing emissions and which respects the quality of environment, place and life which makes our country so special. It is growth which increases solidarity – reducing inequalities between our regions. We live in sustainable, well-designed places and homes which meet our needs. We enjoy excellent transport and digital connections, internally and with the rest of the world.”

The following four planning outcomes explain how planning should support this vision:

A successful, sustainable place – supporting sustainable economic growth and regeneration, and the creation of well-designed, sustainable places;

A low carbon place – reducing our carbon emissions and adapting to climate change;

A natural, resilient place – helping to protect and enhance our natural and cultural assets, and facilitating their sustainable use; and

A more connected place – supporting better transport and digital connectivity.

SPP stresses the importance of sustainable and active travel for a more connected place, which is one of the four main planning outcomes. Paragraph 270 of SPP state that the planning system should support patterns of development which:

Optimise the use of existing infrastructure;

Reduce the need to travel;

Provide safe and convenient opportunities for walking and cycling for both active travel and recreation, and facilitate travel by public transport;

Enable the integration of transport modes; and

Facilitate freight movement by rail or water.

Paragraph 271 states that development plans and development management decisions should take account of the implications of development proposals on traffic, patterns of travel and road safety, while Paragraph 287 states that planning permission should not be granted for significant travel-generating uses at locations which would increase reliance on the car and where:

Direct links to local facilities via walking and cycling networks are not available or cannot be made available;

Access to local facilities via public transport networks would involve walking more than 400 metres; or

The Transport Assessment does not identify satisfactory ways of meeting sustainable transport requirements.

Planning Advice Note (PAN) 75 – Planning for Transport

Planning Advice Note (PAN) 75 accompanies SPP and acts as a good practice guide on measures that planning authorities, developers and others should carry out in their policy development, proposal assessment and project delivery.

Paragraph 24 states that:

“development plan policy should encourage development of significant travel generating proposals at locations which are key nodes on the public transport network”, and “locations should encourage modal shift of people and freight by providing good linkages to rail, walking and cycling networks”.

PAN 75 provides guidance on accessibility thresholds and walking distances as follows:

Walking distances from new developments should be no greater than 400 metres to bus stops and 800 metres to rail stations; and

The maximum acceptable walking distance to local facilities is 1,600 metres.

Transport Assessment Guidance

This document takes cognisance of SPP and PAN 75 and aims to provide a good practice guide for the TA of new development and redevelopment. The document provides a general guide to TA’s along with some detailed information on the criteria which should be considered. In particular Section 5.21 and 5.22 state:

Journey times of 20-30 minutes are appropriate for walking and 30-40 minutes for cycling;

Public transport journey times can be calculated by a combination of analysis of timetables and maps. This should be complemented by observation of walking times to actual (or potential) bus stops. A 30 minute door to door travel time is an appropriate choice of time-band by public transport although it may also be helpful to consider a 45 minute door to door travel time; and

For developments of national or regional importance, public transport journey times of 1 hour may be appropriate.

The above guidelines have been followed during the preparation of this TA.

SESplan Strategic Development Plan

As part of the Scottish Government’s reform of the planning system, the Edinburgh and South East Scotland Strategic Development Plan Authority (SESplan) was designated by Scottish Ministers on the 25th June 2008. It comprises City of Edinburgh, East Lothian, Fife, Midlothian, Scottish Borders and West Lothian Councils. The role of SESplan is to prepare and maintain and up to date Strategic Development Plan (SDP) for the Edinburgh and South East Scotland area.

The SDP will replace the existing Edinburgh and Lothians Structure Plan, the Fife Structure Plan and the Scottish Borders Structure Plan. The SDP will provide steer for the future development and growth across the Edinburgh City regions from 2012 to 2032.

A development plan scheme (DPS) has been prepared by SESplan which sets out the programme for preparing and reviewing the SDP. The end of May 2010 saw the beginning of public consultation of the Main Issues Report (MIR), with the publication of a formal response to the comments on the MIR in autumn 2010.

The proposed SDP was published in February 2011, which saw the beginning of the formal objection phase. Submission of the proposed SDP to Scottish Ministers, including SESplan response to formal objections was made in March 2012.

Edinburgh City Local Plan

The Finalised Edinburgh City Local Plan (ECLP) was approved by the Council on 22 March 2007. A number of modifications to the plan were published in 2008 following approval by the Council on 15 May 2008 and a Public Local Inquiry was held towards the end of 2008 to deal with objections to the local plan.

Reports considering the recommendations set out in the Report of Inquiry were approved by the Planning Committee on 3 September 2009 and 1 October 2009. These contained the Statement of Decisions, which record the decisions of the Council in relation to each of the reporters’ recommendations, and the proposed List of Modifications. The proposed modifications were on deposit for a six week period between 6 October 2009 and 17 November 2009. The ECLP was adopted in January 2010.

The plan replaces the South East Edinburgh Local Plan and it sets out the strategy for the development of the city including design principles for new development, transport, and policies for City Centre regeneration. The Plan provides support for wider strategies of the Council most notably the Local Transport Strategy.

In relation to new developments, the Plan identifies highway improvements, travel plans and contributions to public transport opportunities, including the tram, as important measures for providing benefits and mitigation. All significant travel generating developments need to be supported by a Transport Assessment.

The plan sets out the following objectives in relation to transport:

To minimise the distances people need to travel;

To maximise accessibility of communities to jobs and essential services;

To minimise the detrimental effects of traffic and parking on communities and the environment; and

To support the provision of necessary network infrastructure.

Edinburgh Local Transport Strategy 2007-2012 (LTS)

In relation to Development Planning the LTS states that development should be designed to accommodate the aims of the LTS, giving priority to sustainable transport and minimising the use of the private car.

The LTS states that the Council will seek the implementation of a Travel Plan where a development requires a Transport Assessment. The LTS sets out the following key objectives:

Use parking policy to help to maintain and improve the economic vitality of the city centre and traditional district and local shopping centres, relative to other centres;

Ensure that parking provision does not encourage commuter car travel, especially to the city centre, and relates to the ease of access by public transport, cycling and walking;

Minimise the negative impacts of parking on the streetscape, especially in environmentally sensitive areas, and on public and private space in new developments;

Improve road safety and reduce congestion and pollution;

Facilitate access and movement by mobility impaired people, pedestrians, cyclists, public transport and its users, and motorcyclists;

Protect and, where possible, enhance residents’ ability to park and load close to their homes;

Protect and where possible enhance the parking and loading needs of businesses, trades people, carers and visitors; and

Facilitate the operation and expansion of city car clubs.

Transport 2030 Vision, the City of Edinburgh Council The vision is “By 2030, Edinburgh’s transport system will be one of the greenest, healthiest and most accessible in northern Europe”. The nine supporting outcomes of this vision are:

The vision is aimed to be achieved by identifying achievable targets and indicators against progress for each of the nine supporting outcomes. The progress shall be reviewed annually and action shall be taken accordingly for the continually development.

Emerging Edinburgh Local Development Plan (LDP) The LDP sets out policies and proposals relating to the development and use of land in Edinburgh to determine future planning applications. It will also be used to inform decisions on investment opportunities and the provision of infrastructure and community facilities.

The Plan is divided into two main parts, Strategy and Proposals, and Policies. Part 1 – Strategy and Proposals sets out the what the LDP means for Edinburgh over the next 5-10 years, identifying the plan’s core aims and anticipated land use changes, the main development proposals and where they are expected to take place. The core aims are identified as follows:

Support growth of the city economy;

Help increase the number and improve the quality of new homes being built in Edinburgh;

Help ensure that the citizens of Edinburgh can get around easily by sustainable transport modes and can access jobs and services by these means;

Look after and improve our environment for future generations in a changing climate; and

Help create strong, sustainable communities, enabling all residents to enjoy a high quality of life.

Part 2 – Policies ensures that development helps to meet the core aims within the LDP, set out under eight sections:

Delivering the Strategy;

Design Principles for new Development;

Caring for the Environment;

Employment and Economic Development;

Housing and Community Facilities;

This section displays the trip rate results based on the selected set of surveys and the selected count type (shown just

above the table). It is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivals plus

departures). Within each of these main columns are three sub-columns. These display the number of survey days where

count data is included (per time period), the average value of the selected trip rate calculation parameter (per time

period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at the foot of

the table.

To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days

that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals

(whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated

time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated

calculation factor (shown just above the table and abbreviated here as FACT). So, the method is: COUNT/TRP*FACT. Trip

rates are then rounded to 3 decimal places.
