EXECUTIVE SUMMARY

M/s. Feedback Infra Pvt. Ltd. has been awarded the consultancy services as Independent Engineer of NH-7 from km 534+720 to km 556+840 of Hyderabad Bangalore Section of NH- 7 in Karnataka NHDP Phase VII on Design , Build, Finance, Operate and Transfer (DBFOT) Toll basis. The above contract has been signed for a period of thirty six months (Operation and Maintenance ).

The project back ground, project location, scope of project and other salient features of the project are given on the next pages.

OBJECTIVES OF THE CONSULTANCY SERVICES

a) Act independently & on behalf of NHAI to review all activities associated with operation & maintenance of the project highway to ensure compliance of requirement of Concession Agreement in order to have a sound project.

b) To inspect the site at least once in a month & make a report of the inspection stating the defects and deficiencies related to O&M requirements, maintenance manual, maintenance programme and safety requirements; and to submit a copy to the Authority and Concessionaire (Clause 19.2 of CA Article 19).

c) Independent Engineer shall require the Concessionaire to carry out tests at its own cost, to determine that such remedial measures have brought the project highway into compliance with the Maintenance Requirements and the procedure set forth in this Clause 19.4 shall be repeated until the project highway conforms to the Maintenance Requirements. In event the remedial measures are not completed by the concessionaire in conformity with the provisions of this Agreement, the Authority shall be entitled to recover Damages from the Concessionaire under and in accordance with the provisions of Clauses 17.8 (19.4.2 page 55 Article 19).

PROJECT BACKGROUND

The Government of India, Ministry of Shipping, Road Transport and Highways (MOSRT &H) is responsible for development and maintenance of National Highways in India. The National Highways Authority of India (NHAI) is the executive wing of the MOSRT &H.

The Scope of this project includes Up-gradation, Operation and Maintenance from km 534+720 to km 556+840 of Hyderabad- Bangalore section of NH-7 in the state of Karnataka to be executed on DBFOT(Toll) Basis under NHDP phase-VII (package No:NS-2/BOT/KNT-2).

In order to provide a better level of services to the vehicular traffic towards International Airport, it had been decided to upgrade the existing Six Lane section from km 534+720 to km 556+840 between Hyderabad-Bangalore on NH-7, in the state of Karnataka.

PROJECT LOCATION

National Highway No.7 connects Varanasi in the northern region to Kanyakumari in the south and is the longest National Highway of the country. The present project has a stretch of 22.12 km from km 534+720 to km 556+840 in the Hyderabad Bangalore section of NH-7. The Project Highway crosses Bangalore Urban Area from Udayagiri village and ends at Hebbal Flyover at km 556+840. The road is six lane divided facility with partially access controlled.

SCOPE OF THE PROJECT

Scope of the Project, defined under Article 2 of the Concession Agreement, is as follows:

a) Up gradation of the Project Highway on the Site set forth in Schedule-A and as specified in Schedule-B together with provision of Project Facilities as specified in Schedule-C, and in conformity with the Specifications and Standards set forth in Schedule-D of the Concession Agreement;

b) Operation and Maintenance of the Project Highway in accordance with the provisions of this Agreement; and

c) Performance and fulfilment of all other obligations of the Concessionaire in accordance with the provisions of Concession Agreement and matters incidental thereto or necessary for the performance of any or all of the obligations of the Concessionaire under this [Concession] Agreement.

To identify the maintenance requirements of the project highways under normal circumstances, The O & M team of the concessionaire has to perform inspection at a minimum frequency prescribed for various works. If some exigencies arise, the interval of inspection may be reduced.

OPERATION AND MAINTENANCE PROGRAMME

REQUIREMENT AND SCOPE OF OPERATION & MAINTENANCE

1 Road Maintenance: This includes routine maintenance, periodic maintenance, preventive maintenance and special repairs.

2 Traffic Management: This includes incident management, hazard response, road patrols and surveillance.

3 Safety Management: This includes accident prevention, Road user behavior, education, enforcement, data collection and analysis.

4 Facility Management: This includes periodic inspection, routine maintenance, rehabilitation etc.

5 Road Assets Management: This includes management of access, encroachment and ribbon development.

6 Other Maintenance Activities: This includes maintenance of traffic signs, highway lighting system, highway landscape, highway traffic management system, user fee collection plaza and other road furniture.

MAINTENANCE PROGRAM

The maintenance methodology and maintenance program will guide the O&M team to undertake the routine & periodic maintenance works of the project facility.

HTMS OBSERVATIONS

CCTV:

All the 11 cameras were functioning during inspection time.

1) CCTV cameras are still to be installed at 4 more already agreed locations. The locations are as follows:

km 540+565

km 549+500

km 552+000

km 554+770

2) The above is in line with the requirement to bring the total stretch (Target Length) of the Project Highway under monitoring/Surveillance by CCTV.

3) CCTV Camera at km 551.720 is installed on the Electric Pole. It needs to be installed on specially designed poll like all other CCTV cameras installed on the project highway.

VMS:

1) VMS is installed on the Gantry at both the agreed locations and are in operational state.

2) No Backup power supply provision has been made.

ATCC:

1) ATCC subsystem Chainage no. 538+950 found operational.

2) An ATCC subsystem at other location is not operational at Chainage no. 555+260. Installation of the Piezo sensors is in progress for classification of Vehicles.(Sub clause-4.18.7 of Six lane manual)

3) Power backup arrangement needs to be made by the Concessionaire.

ECB:

1) 23 ECBs have been installed at the respective locations. And 19 ECBs were found to be operational.

2) 3 ECBs installed at locations km 553+720, km 549+720 & km 551+720 are not safe as there boxes are protruding into the extreme lanes on the elevated stretch. The concessionaire requested to provide some protection to the devices and to the road users who would use the ECB in case of any emergency.

3) At location Km 545.720 on LHS provision for solar pane shall be made as to make ECB functional.

4) The railing is blocking the main carriageway users access to the ECBs at most of the locations.

5) The direction to use sticker is required to be pasted on the ECBs enabling the user to effectively use the service provided by the Concessionaire. (regional language also).

MET

1. Meteorological Data system found operational at chainge km 538.000.

TRANSMISSION MEDIUM:

1) There is a cut in the OFC near km 547+200 making all the HTMS equipment non- operational towards Bangalore side. Efforts to restore the link are in progress (Splicing).

2) At some places the OFC chamber lids are found damaged making the OFC cable vulnerable to further cuts and theft as it is lying in the open. This has direct impact on the reliability of the HTMS system as a whole as multiple no. of equipments become defunct.

CONTROL CENTER:

Control Center is operational. Concessionaire is requested to make the equipment status display more interactive by way of indicating the online current status of all the equipment of the HTMS on the project stretch.
