The Incident Command System (ICS) is a structured system to manage all emergencies. It is used to assist hospital operations during a time of crisis.

The ICS provides a means of organizing and using staff, resources and communications.

Introduction to the ICS

The DMC has adopted an Incident Command System to manage all emergency situations that may occur in our hospitals and facilities.

Because the Incident Command System is used by police and fire departments, it provides us with a common management system for communicating with response agencies.

A Brief History of the ICS

In the 1980's local, State and Federal agencies worked together to develop a common organizational system that fire protection agencies could use in response to a very large event, as well as smaller day-to-day events. This process, known as Firescope, is utilized by most fire departments.

The DMC ICS incorporates many elements of Firescope.

When Is ICS Used?

Incident Command can be applied in a wide variety of emergency and non-emergency situations such as: Tornados Mass casualty incidents, such as a plane crash Fire Bomb threats HAZMAT spills Acts of domestic terrorism

It can also be used in large planned events, like the Detroit Auto Show.

Job Action Sheets are a checklist of tasks that the assigned person will perform. This makes it easy for anyone to assume that role and perform the necessary duties.

These sheets are found in the Emergency Command Center.

Crosswalk Job Titles

Job titles in ICS are matched, or cross-walked, to the most similar position in the hospital.

Staff assume a position in the ICS

that is similar to their usual job.

These sheets are found in the Emergency Command Center.

For example, the position of Facility Unit Leader could be filled by the DMC position of Site Manager, Facility Services. The Incident Commander may be filled by the Hospital President, if available.
