Conducts safety inspections of district work sites to compily with KDOT SOM's and Federal safety & health regulations

and provide assistance to ensure worker safety. Areas of review will include KDOT contractors and employee safety on

construction projects, maintenance work zones, laboratories, equipment maintenance shops, rest areas, District paint booths.

equipment, and all District facilities and buildings. Has the authority to shut down operations in life-threatening situations.

Monitors the effectiveness and provide district input into the development of all KDOT (district and agency wide) safety

programs. Makes recommendations to the KDOT Safety Coordinator for necessary program changes to agency wide plans.

Promotes and facilitates KDOT environmental compliance and guidance with local, state, and federal regulations

concerning; above and underground storage tanks, wash bay sludge pits, paint waste accumulation to determine proper

handling and disposal of hazardous or sub hazardous waste. Writes permits for Special Waste Disposal and Hazardous

Waste Generation Forms. Compile, analyze, and interpret the analytical results to determine compliance with local, state

and federal waste regulations (RCRA guidelines). Coordinates all decisions with professional staff in central office.

Perform lead, air and water sampling. Collect samples and analyze results for hazardous waste disposal.

Prepares, conducts and/or monitors workplace safety, health, equipment, environmental training/education and/or weekly

safety meetings for district employees. Schedule and provide annual, biannual or as required KDOT SOM's and Federal

Safety & Health training with employees from the district/area/subarea offices. Tasks are accomplished by exercising

sound judgment and technical expertise. Review EO Senior Program outlines for dis/approval.

Identify and provide technical assistance in the identification and removal of hazardous conditions and substances for

KDOT employees. Conducts special assignments and aids in the recognition, evaluation and control of those environmental

stresses in the workplace, such as: (a) Chemical - liquid, dust, fume, mist, vapor, or gas; (b) Physical extremes of

temperature (c) Mechanical or moving equipment hazards. Review and update the MSDS's in KDOT facilities and annual

review of job duty hazards and makes recommendations to the KDOT Safety Coordinator for necessary program changes.

Provides guidance in establishing and enhancing Accident Prevention Programs. (KSA 75-5740). Duties will include:

Review of personal injury and preventable vehicular/equipment damamge reports. Determines cause and recommends

preventative measurers. Conveys findings in a written report and discuss with supervisory personnel at regular intervals.

Keeps OSHA 300 logs and associated accident logs up to date. Serves as a member of the District Accident Review

Committee and perform the duties of the District RADEF Officer. Serves on various other committees as a workplace

safety representative.

Financial duties to include: tracking employee PPE expenditures and training expenses. Negotiates competative bid pricing

with vendors for: training videos, PPE, environmental services, safety related equipment and other training supplies.

Attends training sessions, seminars and conferences to maintain certifications and improve expertise due to changing

technology and changes in rules and regulations.

Serves as voluntary CDL holder and operates snow plow trucks (Class B CDL required) to fill in at various locations as

needed.

Must be capable of performing the essential physical functions detailed in Section 28.

This position will be in constant contact with KDOT management and employees. It will require occasional contact with highway contractors, Kansas

Department of Human Resources, Environmental Governmental Agencies, vendors of personal protective equipment and environmental service providers.

PART III -- Education, Experience and Physical Requirements

26. REQUIRED CLASS SKILLS (see class specifications)

Minimum Requirements: Two year’s work experience in occupational safety programs. Education may be substituted for experience as determined relevant by the agency.

27. SPECIAL REQUIREMENTS
