On behalf of the University of California and the O�ce of Diversity and Engagement, I welcome you to UC’s annual College Access and Preparation (CAP) Forum!

This year’s theme is Diverse Strengths, Shared Vision: Drawing on our Collective Knowledge to Help Students Succeed. We are all part of the university’s web of academic preparation and support programs for students from �rst generation, low-income and educationally disadvantaged backgrounds. We have a common purpose, but sometimes the intense, localized nature of our work makes it di�cult to reach out and collaborate in meaningful ways.

How can we leverage and share the formidable resources of the university — the expertise of our faculty and sta� colleagues, of one another — in the service of making public higher education accessible to the generations ahead? Over the next two days, you have protected space and time, and access to the experts — each other. I encourage you to capitalize upon this opportunity: Introduce yourselves, ask questions, listen and share freely.

This year’s sessions are designed to speak to your needs and interests, and I am con�dent that you will discover new information and ideas to bring home and put into practice. Sessions include an overview of the new Personal Insight Questions on the UC application and discussion of strategies for preparing our participants to answer them well; working e�ectively within the Prop 209 guidelines; cost sharing and co-funding models, and much more.

Our keynote speakers are both at the vanguard of advancing educational equity and I am thrilled to have them with us. Thomas A. Saenz is the President and General Counsel of MALDEF, where he leads the civil rights organization’s �ve o�ces in pursuing litigation, policy advocacy and community education to promote the civil rights of Latinos living in the United States.

Ryan Smith is the Executive Director of The Education Trust-West, a research and advocacy organization focused on educational justice and the high academic achievement of all California students, particularly those of color and living in poverty.

For me, a highlight of the CAP Forum each year is presenting the Winston Doby Impact Award to two deserving professionals. This time, it is a bittersweet honor, as both awards are being given posthumously in memory of two luminaries in our �eld, Michele Dyke and Juan Lara. Family members will be with us to receive their awards.

I hope this year’s CAP Forum is inspiring and revitalizing for all of you. Thank you for being part of it and for all the great work you do on behalf of California students.

Dr. Winston Doby Impact Award

The Dr. Winston Doby Impact Award was created

in honor of Winston Doby, Ph.D., who devoted

more than 40 years to the University of California.

He was an un¢agging advocate for social justice

and access to higher education for all students.

Dr. Doby credited his lifelong commitment to

others to his mother, who provided his life’s

credo: “You pass this way but once. If there is

any kindness you can show, any goodness you

can do, do it now. For you shall not pass this

way again.”

This session gives an overview of the innovative UC Santa Barbara – Smithsonian Scholars Program, a capstone project of the Regional Alliance of HSI’s of Santa Barbara and Ventura Counties and the internationally recognized Smithsonian Institution. This unique partnership will demonstrate how a new and effective strategy can aid transfer students in their transition to UC, as well as encourage them to seek out research experiences both locally through the UC research network and nationally at the Smithsonian. This session will engage participants in a data-supported exploration of how California’s African-American and Chicano/Latino students move through the public education pipeline, including a discussion of the academic characteristics associated with lower rates of UC application, admission and enrollment. By drawing together data from multiple sources including the California Department of Education, the College Board, and the UC Data Warehouse, we identify subgroups of underrepresented minority students most likely to benefit from specific forms of intervention, along with projected enrollment gains.Tiburon Room

UC plays a critical public service role that can be bolstered by coordinated efforts between Admissions and outreach programs. General Session: Policy and Trends in Higher Education Access Hans Johnson, Ph.D, Center Director and Senior Fellow, Public Policy Institute of California Higher Education Center

If current trends in demand for skilled workers and educational attainment of the state’s population continue, California will face a large skills gap by 2030 – it will be 1.1 million workers with bachelor’s degrees short of economic demand. A majority of California’s future college-age population will come from groups that have been traditionally underrepresented in higher education. If California is to fill the future workforce gap, public higher education access must be expanded for low-income, first-generation and underrepresented minority students now. Dr. Johnson, a noted higher education researcher, will highlight barriers to access as well as opportunities to throw open the doors to higher education.Grand Ballroom

Using the Center-Wide Information System (CWIS) to Improve Student Programs and AdvisingMike Jenkins, Programmer/System Analyst, Center for Educational Partnerships (CEP), UC IrvineAmanda Valbuena, Director, Research and Evaluation, CEP, UC Irvine

CWIS is a homegrown data system that is a powerful resource for program coordinators, high school counselors and advisors. Participants will learn how to use the newly expanded system. CWIS provides users with the ability to track and evaluate course-taking patterns; view and correct transcripts enabling immediate feedback to the student on academic progress; provide “on-track” summaries; assist with academic advisement; and update a 4-year planner to reflect course changes needed to meet “a-g” requirements. CWIS is developing into a student information system with a robust and flexible “a-g” evaluation tool, a successful data warehouse for student participation data, and a reporting tool for program directors.Sausalito Room

Learn about the “real” landscape of UC admissions, including some do’s and don’ts to consider when advising prospective freshman and transfer applicants. Presenters will provide a synopsis of how application volume and enrollment goals play into the selection process, and an overview of common missteps students make during the admissions process, from application to enrollment. Presenters will also provide tips on how to support applicants throughout the process. Grand Ballroom

UC Santa Barbara/Early Academic Outreach Program (EAOP) Cost Sharing and Co-Funding Fiscal ModelRosa Martinez, Assistant Director, EAOP, UC Santa Barbara Britt Ortiz, Director, EAOP, UC Santa Barbara

Participants will gain insight into how and why UC Santa Barbara EAOP started cost sharing practices, how it has grown to include all EAOP partnership schools and districts, and how the model has yielded salary savings and is expected to generate revenues totaling $370,000 in 2015-16. Discussion will include an overview of annual service agreements; contract development over time; the role data sharing practices play in justifying agreements with districts; and how LCFF and LCAP have become critical to sustaining and expanding the model. Presenters will explore the ways in which recent UC/UCSB taxes, fees, and decentralized benefits for income accounts are currently being discussed and negotiated, and the challenges they pose to the long term sustainability of this fiscal model. This session will showcase a unique approach that combines intensive cohort services with school-wide College Going Initiatives (CGI) to promote whole-school academic preparation and college readiness. Participants will learn how the model is supported by a fulltime EAOP college site coordinator and a part-time EAOP academic services coordinator on a daily, weekly, monthly and annual basis. The model has generated consistent and significant whole-school changes in enrollment rates to California public higher education for each graduating class, whenever and wherever implemented (11 schools and counting), regardless of high school size or community demographics.Sausalito Room

In its first year, the free Official SAT Practice program has been used by more than 1 million students, four times the total population of students who use commercial test prep classes. The College Board and Khan Academy created this unique tool to give every student a customized practice experience, powered by diagnostic quizzes and their official test results. The session will highlight partnerships between schools and community-based organizations that improve access to this online tool among students on the wrong side of the technology divide. UC enrolls a greater percentage of Pell Grant recipients than any other similarly competitive university in the nation. Yet, many high school students and their families tell us that they cannot afford to attend UC. This session will help you to address these concerns by providing both a high-level explanation of UC’s Education Financing Model and a summary of outcomes for students from lower-income families once they enroll at UC. Exporting More Than Backlash After 21 Years: How Has California Performed as a Model of Post-Racial Education Equity?

The University of California Regents passed Resolution SP-1 barring race-conscious admissions in July 1995, and California voters enacted Proposition 209 in November 1996. Proposition 209 proponents then “exported” the initiative to other states. Indeed, as recently as six years ago Arizona enacted a copycat version of the California initiative. Only two years ago, the United States Supreme Court upheld the Michigan version of Proposition 209, rejecting the same legal theory initially used against Proposition 209 itself. Today, the Supreme Court is once more considering the permissible parameters of race-conscious admissions nationwide in Fisher v. University of Texas. Saenz will discuss whether the state of California, with its ever-increasing diversity, has appropriately modeled post-a�rmative-action education equity policies and practices in the past 21 years, and what might be done in the future to create better models in California for the rest of the nation. He will discuss California’s responsibility to “export” more than just the Proposition 209 prohibition to other states.

Thomas is the President and General Counsel of MALDEF, where he leads the civil rights organization’s �ve o�ces in pursuing litigation, policy advocacy, and community education to promote the civil rights of Latinos living in the United States. Saenz re-joined MALDEF in August 2009, after spending four years on Los Angeles Mayor Antonio Villaraigosa’s executive team as Counsel to the Mayor. He previously spent 12 years at MALDEF practicing civil rights law as a sta� attorney, regional counsel and vice president of litigation. He served as MALDEF’s lead counsel in numerous cases in the areas of education, employment, immigrants’ rights and voting rights. Saenz graduated from Yale College and Yale Law School, and he clerked for two federal judges before initially joining MALDEF in 1993.

Choosing Equity: Closing Opportunity and Achievement Gaps in this Generation

Ryan Smith will discuss the data on opportunity and achievement gaps in California and the choices we can collectively make to destroy these gaps once and for all.

Ryan is currently the Executive Director of The Education Trust – West, a research and advocacy organization focused on educational justice and the high academic achievement of all California students, particularly those of color and living in poverty. His previous roles include serving as the Director of Education Programs and Policy for the United Way of Greater Los Angeles, the Senior Director of Family and Community Engagement for Partnership for LA Schools, and coordinating Communities for Los Angeles Student Success (CLASS), a Los Angeles-based coalition of civil rights, education and community advocacy groups dedicated to closing the opportunity and achievement gaps for students-of-color and students living in poverty. Ryan is a current Annie E. Casey Foundation Children and Family Fellow and doctoral candidate in Education at UCLA. He has authored more than a dozen editorials and opinion pieces published in the Los Angeles Times, the San Francisco Chronicle, the Sacramento Bee, EdSource, and others.

Hans Johnson Ph.D. is Center Director and Senior Fellow, Public Policy Institute of California Higher Education Center, a private, nonpro�t organization dedicated to improving public policy in California through independent, objective and nonpartisan research. Johnson’s research examines interactions between population change and public policies and includes work on the determinants and consequences of population growth, international and domestic migration, higher education and housing. He holds a master’s degree in Biostatistics and a Ph.D. in Demography, both from UC Berkeley.

Vice Provost Yvette Gullatt provides vision, direction, leadership and oversight of strategies and approaches for the UC system that advance access, diversity and inclusion for students and faculty. Yvette joined UCOP in 1999 and has held a variety of systemwide roles during her tenure, including Vice Provost for Education Partnerships and Director for Student Academic Preparation and Educational Partnerships (SAPEP). Before joining the O�ce of the President, Yvette worked at UC Berkeley in a variety of student a�airs positions, including Director of the Early Academic Outreach Program (EAOP). She serves on a number of boards and committees aimed at improving the academic pipeline for educationally disadvantaged, low income, �rst generation and underrepresented students. She consults with organizations in California and throughout the nation on academic pipeline issues and strategies. She holds B.A., M.A. and Ph.D. degrees in English from UC Berkeley.
