Reclassification of English learners Students Excluded from Testing Students may not be exempted from testing. Program Requirements and Test Description Senate Bill 638 (Alpert, Chapter 678/1999) and Senate Bill 80 (2007) require school districts to assess all English learners (ELs) in K-12 to determine each student‟s individual English proficiency level in Listening, Speaking, Reading, and Writing. The CELDT test assesses Listening, Speaking, Reading and Writing skills using performance-based and multiple-choice formats. Scores are reported by performance level for each domain and an overall score. Students are assessed upon entry into a California school, if they meet specific criteria. The assessment must be administered within 30 calendar days of enrollment. Students identified as ELs must be assessed annually until they are reclassified. ADMINISTRATION INSTRUCTIONS 2013-14 CELDT ANNUAL & INITIAL ASSESSMENT

These instructions must be used in conjunction with the California English Language Development Test 2013-14 Edition, District and Test Site Coordinator’s Manual, CELDT Examiner’s Manual, and District Policy.

2013-14 CELDT Training

See REF-6075, CELDT Training for Principals and Testing Coordinators, and Submission of Test Security Documents for 2013-14, dated July 10, 2013 for training requirements.

1. Principals will electronically submit CELDT Test Security Agreement and Affidavit forms through the Principal’s Portal.

2. CELDT coordinators will electronically submit CELDT Test Security Agreement and Affidavit forms through a Learning Zone class in addition to submitting signed copies with the first turn-in of the test materials to the testing center.

3. Principal‟s must identify the school‟s CELDT coordinator/designee in the Principal’s Portal and indicate when all teachers have completed the 2013-14 CELDT Online Training for Test Examiners.

4. Principals must use the Principal‟s Portal to monitor completion of CELDT program requirements.

5. Principals at schools that do not have access to the Principal‟s Portal will need to fax the security forms to the Student Testing Unit at (213) 241-8461.

Major Changes:

Administration

A new Oral Vocabulary item type, Oral Vocabulary is being field tested this year. These items are located in Form 3 for all grade-spans. The field test items are scored on a 0 to 2 scale rubric. Directions, scoring rubric, examiner “Say” statements, items, and sample responses are included in the Forms 2-6 Examiner‟s Manual.

The Examiner‟s Manual includes revised reprompting directions for the 4-Picture Narrative.

The EL program participation categories in the demographic pages of the answer book have been changed to match the CALPADS categories.

The instructional program and SIS program codes for EL services have changed to match the CALPADS categories. See Attachment G.

Directions have been added to the Examiner‟s Manuals to make sure that students clear their desks off and stow away all materials not needed for the test. These directions are at the beginning of each domain.

Students are not allowed to write any notes or thoughts on extra paper, scratch paper, or anywhere in the Test Book or Answer Book other than in the response sections.

All test examiners must be certified each year to administer and score the CELDT. Certification is obtained by completing the 2013-14 CELDT Online Training for Test Examiners, presented by the Multilingual and Multicultural Education Department. Refer to MEM-5795.1 for information regarding this training.

Materials

The Domain Raw Score Conversion tables found in the kindergarten and grade 1 (K-1) Examiner‟s Manuals for the Reading and Writing The K-1 Examiner‟s Manual does not contain the kindergarten and grade 1 Reading and Writing Domain Raw Score Conversion tables. Electronic copies will be available on the Student Testing and Assessment webpage under the Coordinator Support link.

Important Reminders:

Administration

CELDT 2012-13 Edition is obsolete and cannot be used. See REF-6063, Final Administration and Collection of Obsolete Materials, CELDT 2012-13 Edition, dated May 8, 2013, for instructions on returning the materials.

CELDT barcode labels will be produced only for students who have all the required information in SIS by the due dates listed in REF-6077.0, Updating SIS to Prepare for CELDT, 2013-14, dated July 11, 2013.

Test examiners who have administered the CELDT in the past are required to be retrained on all parts of the 2013-14 Edition.

Principals and coordinators are required to electronically submit Test Security Agreement and Test Security Affidavit forms. For information on the new procedures, see REF-6075.0. Please do not fax security forms to the testing centers.

Test examiners, proctors, scorers, or anyone who handles the CELDT materials must sign the Test Security Affidavit. See Attachment J.

Only trained qualified certificated staff members (with a teacher credential) are eligible to administer the CELDT.

Substitute teachers may administer or proctor the test only if they have signed the Test Security Affidavit and participated in the 2013-14 CELDT Online Training for Test Examiners training sponsored by the Multicultural and Multilingual Education Department.

Trained paraeducators are permitted to proctor and assist in the administration of CELDT (e.g., provide sharpen pencils, distribute test materials, observe students during testing), but are not permitted to administer the assessment to students.

Information displayed on bulletin boards, whiteboards, or charts that could be used by students to help answer test questions must be removed or covered.

All items must be administered within a domain in the order presented in the test.

The oral portions of the test should never be administered in a location where others are being tested or in an area where a student might overhear the test items before taking the test.

Test examiners are required to read the sections in the “Say” boxes in the Examiner‟s Manual exactly as stated.

Students enrolled on August 13th, taking the Initials, must be tested by September 12th. The turn-in date for these Initials is September 25th.

CELDT documents not submitted for scoring by the October deadline will be out of compliance with federal and state requirements and will not be included in the school‟s AMAO calculations and summary data.

Demographic pages must be completed by the testing coordinator or the test examiner, not by students.

Students must write only in the lines provided in the response boxes for the writing section. Pencil marks in the answer book margins or outside the writing section boxes will not be scored.

Test books with student marks cannot be reused.

Security

All CELDT materials must be kept secure at all times.

CELDT guidelines require coordinators to maintain a daily inventory of the test materials that are checked out and in each day.

Students must not be exposed to the test questions or content before the actual test.

Students may not use books, cellular phones, other electronic devices or other reference materials during testing.

Students must clear their desk and stow away all books, backpacks, cell phones, electronic devices, and all other materials not needed for testing.

A Testing Irregularities and Security Breach Form is provided in the District and Test Site Coordinator’s Manual. This form is used to report testing irregularities to the Student Testing Unit. See the District and Test Site Coordinator‟s Manual for this document.

Materials

The CELDT 2013-14 Edition will be used from July 1, 2013 through June 13, 2014. There are six test forms: Forms 1 – 6. Schools should receive only one test form in the original shipment.

In the Listening domain, K-1 and grade 2 students require pencils to respond to some test items, even though the test examiner marks the student‟s responses.

There are two Examiner‟s Manuals for each grade-span. One manual contains instructions for Form 1 and the other contains Forms 2-6.

Schools must use pre-ID barcode labels if provided by the District.

Rubber bands may not be used to bundle Answer Books when submitting documents to the Testing Center.

Schools will be charged for excessive ordering of test books.

Policy

No parent waivers are available for CELDT based on federal and state accountability requirements.

Schools should not wait for the barcode labels before beginning testing.

Test Books and Answer Books must be collected at the end of each testing day. See Attachment E for the document that requires the test examiner to sign out and sign in the test materials.

Schools are to generate monthly SIS rosters to identify students who have not tested with CELDT.

Each pupil‟s CELDT records shall be transferred to the requesting district/school within 20 calendar days. Schools are responsible for providing CELDT results of students that transferred.

Scoring

Initial tests must be scored locally before submitting tests to the Testing Center for official scoring by Educational Data Systems (EDS).

(Test Forms 2-6 only). b. Use the Local Scoring Tool (LST), a web-based application that

calculates the raw scores, scale scores, and performance levels for scoring the CELDT. The LST can be accessed from the Student Testing and Assessment Web page, by clicking on the Coordinator Support page.

c. Deadline to submit Initial Assessments with a barcode label is August 23rd at 4-Tracks B, C, D schools and September 25th at Single-Track and 4-Track A schools. See page 4 of this document for complete turn-in dates. See page 5 for monthly Initial and late Annual turn-in dates.

Schools are required to determine the interim language classification and enter the classification in the Student Information System (SIS) for Initial CELDT documents. Instructions can be found on pages 21-22 of this document.

Required Tests:

The CELDT has four domains: Listening, Speaking, Reading and Writing. Students in kindergarten through grade 12 are required to take the tests listed in Table 1. The table describes the testing component listed by domain and grade span.

The CELDT is an untimed test. For each domain of the test, allow an additional five minutes to read directions and administer the practice questions. The testing time for each domain varies, depending on the test form that is being administered. Additional time has been incorporated into Forms 2-6 to accommodate for the field test administration. See page 3 of the Examiner‟s Manual for the Average Testing Time In Minutes by Domain.

Students to be Tested with Annual Assessment:

ANNUAL ASSESSMENT ONLY

Continuing ELs are to be assessed with the Annual CELDT each year until they are reclassified.

All currently identified ELs enrolled in grades 1-12 and retained kindergarteners must be tested with the Annual CELDT. There are no provisions for parent exemptions.

Retained students are to be tested with the level of the test for their enrolled grade.

Annual CELDT results from other districts

Students with 2013-14 Annual CELDT results from other districts should not be tested again this year. Testing Coordinators should contact the previous school to determine if transferring students have been assessed with the 2013-14 CELDT. Send a copy of the CELDT result label or Student Performance Level Report to the School Information Branch, Beaudry Building, 16th Floor, Attention: CELDT Processing Center, or fax to (213) 241-8969.

The School Information Branch will enter the scores into the CELDT master file and download it into the school‟s SIS. Duplicate CELDT result labels are not available.

CELDT results indicating the student‟s proficiency in English should be recorded on the student‟s Annual CELDT Cumulative Record Card Insert. Print the school name and district name where the CELDT was administered and the student‟s English Performance Level. Initial and date the entry.

Special Education ELs are to be assessed with the Annual CELDT

Special Education ELs are required to take the CELDT. Accommodations and modifications must be provided as indicated in the student‟s IEP. No out-of-level testing is permitted with the CELDT. Students must be administered the level corresponding to their grade assignment.

See page 14 of this document for alternate assessments information.

Low and Non-Verbal Special Education Students

Low and non-verbal special education students who cannot respond to the CELDT questions must have an answer book returned as scorable materials. In Box 22 “Test Variations,” “Alternate Assessment” must be bubbled. Affix a barcode label or complete the demographic information if labels are not provided.

In order to be included in your state summary, all Annual Assessments must

be returned by the October 18th deadline for scoring during the Annual Assessment window. EL students who enter your school after the October deadline and were not administered the Annual Assessment must be given the test. Bubble Box 10 as an Annual Assessment and bring the document to the Testing Center for scoring. See “Critical Dates” on page 5. The Annual Assessment will be scored and results sent to the school. The late scored Annual Assessment will not be included in the school‟s AMAO calculations and summary data.

Students to be Tested with the Initial Assessment:

INITIAL ASSESSMENT ONLY

Newly enrolled students in grades K-12 are to be assessed with the CELDT if:

The response to any of the first three questions on the Home Language Survey (HLS) is a language other than English

ALL the conditions listed below are true:

1. Response to each of the first three questions on the HLS is English, and

2. Response to question number four is other than English, and 3. There is reasonable doubt as to the student‟s proficiency in

English. The following indicators may be used when determining reasonable doubt:

Parent/guardian need interpreters

Parent/guardian speak to their children in the primary language

Students initiate interaction with their parents/guardians in the primary language

Parent/guardian hesitates unduly in responding to the first three questions of the HLS

It is revealed that children, while their parent/guardian is at work, are under the care of persons who speak a language other than English

Students, after having been enrolled in the Mainstream English Program designed for students with fluent-English proficiency for a reasonable length of time (30 days or less), demonstrate a lack of comprehension regarding instruction and classroom/school routines.

If there is evidence of a significant non-English background (e.g., the pupil lived with non-English speaking grandmother for a substantial period of time) then the pupil must be administered the CELDT. Previously assessed ELs are not to be tested with the Initial CELDT.

New enrollees with CELDT results from other California public school districts should not be tested again for Initial Assessment. CELDT coordinators should contact the previous school to determine if transferring students have been assessed with the CELDT. Send a copy of the CELDT result label or Student Performance Level Report to the School Information Branch, Beaudry Building, 16th Floor, Attention: CELDT Processing Center, or fax to (213) 241-8969.

If Initial CELDT results from a previous school are available, the results indicating the student‟s proficiency in English should be recorded on the student‟s cumulative record in Section 4, LAU Information, in the space designated as “Oral English Proficiency Label.” Print the school name and district name where the CELDT was administered and the student‟s English proficiency level. Initial and date the entry.

Pre-ID barcode labels (will be provided for students enrolled in SIS for grades K-12 by the cut-off dates listed on page 4. Barcodes will be delivered separately from other materials.

If additional test materials are needed, complete the “Request for Additional CELDT Materials, 2013-14” (Attachment L) and fax it to the Student Testing Unit at (213) 241-8461.

Excessive materials orders charges may be incurred by schools that order additional materials, but do not test 90% of the total number of test books received. The charge will be $3.44 per book. Only the grades for which additional orders are submitted are subject to this calculation. Please order carefully to avoid these charges.

Tests to Administer:

Test Forms There are six test forms for the CELDT 2013-14 administration. Schools should receive only one test form in the original shipment. Form 1 does not contain field test items as do Forms 2-6. A limited number of schools in the District have been selected to participate in the field test by the state test vendor. If your school is selected to use Forms 2-6 and in subsequent orders we cannot provide that test form, you will receive another form. CELDT Book Levels The following materials are color coded:

Preparing for Test Administration:

All test examiners must be trained annually to administer and score the CELDT. Contact the Educational Service Center EL Program Staff for assistance with training. Review the Examiner’s Manuals for all tests and levels being administered.

The Examiner’s Manual is divided by test form. There is a Form 1 Examiner‟s Manual and a Forms 2-6 Examiner‟s Manual which includes the field test form instructions. Test examiners must locate the form they are using. It is recommended that the test examiner bookmark the sections they use.

Test examiners are responsible for assuring that testing rooms are appropriately prepared before the students arrive. 1. While no time limits have been set for any section of the test, the following

guidelines and time estimations are helpful in planning for a successful administration:

The Listening section should take approximately 15 minutes to complete.

The Speaking section should take approximately 10 minutes per one-on-one administration to complete, plus scoring time.

The Reading section should take approximately 50 minutes to complete.

The Writing section should take approximately one hour to complete.

2. Listening, Speaking, Reading and Writing sections in kindergarten:

Plan appropriate seating for a one-on-one administration.

Each section may be administered in 15-30 minutes. 3. Listening, Speaking, Reading and Writing sections in grade 1:

Plan appropriate seating for one-on-one administration for the Speaking section and small groups or individually for the Listening section.

For the Listening section, Teacher Talk and Extended Listening Comprehension may be administered individually or in small groups.

The Reading and Writing sections are administered individually. Each section may be administered in 15-30 minutes.

4. Listening, Speaking, Reading and Writing sections in grades 2-12:

Allow time between the sections for students to have a break.

The Listening section in grade 2 is administered individually, with the exception of Teacher Talk and Extended Listening Comprehension test, which may be administered individually or in small groups.

The Listening section in grades 3-12 is group administered.

The Speaking section is a one-on-one administration for all grade levels.

The Reading and Writing sections are group administered.

The Writing section may be administered in two sessions.

Accommodations and Modifications for Special Education Students

When accommodations and modifications are used for students as indicated in their IEPs, the students must be tested in a setting where the special accommodations or modifications can be provided. These accommodations and/or modifications should match what the students are receiving in daily instruction. At the completion of testing, the test examiner must bubble in Box 22, “Test Variations” when modifications or accommodations are used. The California Department of Education does not allow out-of-level testing for the CELDT. All levels measure the same constructs. Alternate Assessment for Special Education Students

For students with severe disabilities:

1. Attempt to administer all sections of the CELDT to determine classification and English language proficiency. Record a response for all items. There is a space to mark “no response” on the answer books, if necessary.

2. If the student has severe or profound cognitive challenges or is non-verbal, as identified on the student‟s IEP, he or she should be assessed using the Parent Interview, Teacher Checklist and Communication Observation Matrix (COM) to determine classification and English language proficiency. See Bulletin No. 3778.0, Policies and Procedures for Identifying Students with Disabilities as Low-Verbal/Non-Verbal and Potential English Learners (ELs) issued by the Division of Special Education, dated October 2, 2007.

3. If the student is assessed using the COM, bubble Box 22 “Alternate

Assessment.” The demographic pages on the CELDT Answer Book

must be completed and returned as a scorable document.

Testing Situations:

Every EL enrolled must have an answer book with his/her name on the barcode label or a blank document must be bubbled for the student. However, there are testing situations that may occur during the CELDT administration. The following gives information on how to handle partial tests and tests of students who move during or after testing.

If the school is unable to confirm with the previous school/district whether the new student took the current CELDT Edition, then the school must test the student.

If a student took a portion of the CELDT test and then moved, then the school must mark the test “Moved” and return with nonscorables in June.

If a student completes the CELDT test then moved, the school must submit the test for scoring.

If a student is not able to finish the Annual CELDT by the October 18th turn-in date, then the school must make every effort to finish testing the student and submit the test according to the turn-in dates on page 5 of this document. The student‟s report may show the test purpose as Annual Outside the Testing Window and may not be counted toward the school‟s AMAO.

If a student was absent or did not test during the Annual CELDT, then the school must test the student upon return to the school and submit the test according to the turn-in dates on page 5. The student‟s report may show the test purpose as Annual Outside the Testing Window and may not be counted toward the school‟s AMAO.

Submit only completed Answer Books for scoring.

Preparing Answer Books:

Barcode Labels

Schools will receive adhesive barcode labels for students in grades K-12 for whom complete data were available in the school SIS on or before the dates listed on Critical Dates pages of this document.

Each student in grades K-12 will have one barcode label. Each new group will begin on a new row with a header label. There are no separator pages or blank rows between groups. Each of the barcoded labels for students to be tested must be affixed horizontally in the top left hand box indicated on the answer books. Retain all unused labels until November 29, 2013. Destroy adhesive barcode labels for any students who are no longer enrolled in the school. Barcode labels will be delivered to the schools according to the schedule on pages 4 and 5 of these instructions. Schools should not wait for the labels before beginning testing. Write the name of the student in Box 1 (no coding is

necessary), the grade, and the birth date on the answer book for each student. When the barcode labels arrive, affix the labels to the answer books for each student. If a barcode label for a student is not received or the label contains incorrect information, the demographic information must be hand bubbled.

IT IS ESSENTIAL THAT TEACHERS VERIFY STUDENT NAMES ON BARCODE LABELS AND THAT STUDENTS RECEIVE THE CORRECT ANSWER BOOK. HAND-CODED INFORMATION WILL NOT OVERRIDE THE PRE-IDENTIFICATION DATA.

Completing Answer Books with Barcode Labels:

The answer books have numbered sections. Complete the following on answer books with barcodes for grades K-12. Only No. 2 pencils may be used for hand-coded information. The Elementary CELDT Coding Roster may be accessed on Screen 20, Special Reports Menu, Option 22 CELDT Coding Roster or Screen 7, Testing Menu, Option 6, Selection 2.

The Secondary CELDT Coding Roster is NT42. It will print the required

Testing Irregularities and Security Breaches

The CELDT coordinator is responsible for immediately notifying the principal and the Student Testing Unit of any security breaches or testing irregularities that occur before, during, or after testing. Testing irregularities relate to irregularities in the administration of the CELDT that are likely to impact the validity of the test results. The CELDT Program – Testing Irregularities include but are not limited to:

a. Cheating by students b. Failure to follow test administration directions c. Rushing students through the test or parts of the test d. Coaching students, including but not limited to:

• Discussing questions with the students before, during, or after testing

• Giving or providing any clues to the answer e. Administering the wrong grade span test to a student f. Writing on the Answer Book by an examiner or scorer and

therefore needing to transcribe the responses to a new Answer Book

g. Using mismatched test materials (such as a Form 1 Examiner‟s Manual and a Forms 2–6 Test and Answer Book)

The CELDT Program – Security Breaches include but are not limited to:

a. Sharing of the test items or other secure materials with anyone who has not signed the CELDT Test Security Affidavit

b. Sharing of test items or other secure materials with anyone who has not signed the CELDT Test Security Affidavit

c. Discussing the test content or using test materials outside training and administration

d. Allowing students to take the test out of the designated testing area

e. Allowing examiners or scorers to take the test home f. Untrained examiners administering the test g. Students using electronic devices such as cell phones during

testing If one or more of these or other incidents occur, the CELDT coordinator must adhere to the instructions below.

of the incident to report the testing irregularity or security breach.

2. Complete the CELDT Testing Irregularities and Security Breach Report Form found on page 37 of the CELDT District and Test Site Coordinator’s Manual. Include the corrective action section that must state the administrative procedural or policy changes that will be implemented within the school to avoid the same type of situation in the future.

3. Fax the form to the STU at (213) 241-8461 no later than 3 days from incident.

4. The STU will contact the CELDT coordinator or principal with instructions on how to handle the situation.

Scoring INITIAL CELDT Answer Books:

INITIAL ASSESSMENT ONLY

All Initial CELDT answer books must first be scored locally by trained qualified certificated staff members (teacher credential) to obtain information to use for program placement. This must be completed before submitting the Initial CELDT Answer Books to the Testing Center for official scoring by the state vendor, EDS. The Initial CELDT tests must be scored by completing the CELDT Student Score Sheet. Instructions for scoring can be found towards the back of the CELDT Examiner’s Manual in the Scoring Guide section. Two Forms of the Student Score Sheet are available for scoring: 1. For hand scoring using the printed version found in the Scoring Guide. 2. An online web-based application, provided by EDS, Local Scoring Tool. This information will assist in the appropriate student placement in the Master Plan Instructional Program while awaiting official CELDT results. To tabulate the CELDT score select one of two methods:

Local Scoring Tool (LST)

To hand score by completing the Student Score Sheet, follow these procedures: 1. The Examiner’s Manual provides instructions for scoring the Listening,

Speaking, Reading, and Writing sections of the test. 2. Photocopy one Student Score Sheet per student. 3. Use the Student Score Sheet to record each student‟s information. Refer

to the student answer book. Use the Examiner’s Manual to complete the Student Score Sheet and calculate the results.

4. Refer to Table 6 “Items to Omit When Calculating Raw Scores” in the Examiner’s Manual to determine which items do not contribute to a student‟s score (field test items in Forms 2-6). Do not count field test items in the raw score.

5. Use the chart on pages 21 and 22 to determine the student’s interim

language classification. 6. These results should be stored at the school site and used for program

placement until the official CELDT results are returned to the school. 7. File unofficial CELDT results in the student‟s Master Plan Folder until the

official results are received from the state vendor.

Local Scoring Tool (LST) LST runs on a PC or a MAC computer through the web browser, and has enhanced features for exporting and saving scored student records. The LST may be used in place of the Student Score Sheet found in the CELDT Examiner’s Manual. The Local Scoring Tool automatically calculates scale scores and domain performance levels from raw scores entered by the user. Each Student Score Sheet must be printed.

Determining Interim Language Classification and Entering Classification in SIS:

The “unofficial” results may be used for program placement and for determining the interim language classification until the “official” results are received at the school. It is important that interim language classification is entered in SIS for these probable ELs to be counted correctly on annual surveys.

Maintaining Records of Students Requiring Make-up Testing:

Only complete tests are to be submitted for scoring. Complete tests are those that have all required subtests administered.

Schools are expected to test all eligible students and are responsible for administering make-up tests. Attachment I may be used to maintain records.

Completing CELDT Test Summary:

The Test Summary is a document that the District requires schools to return along with the scorable materials. The Test Summary takes the place of the Group Identification Sheet (GIS). Schools will need to copy one summary report for each turn-in of test documents. See Attachment C. Complete the following information on the Test Summary.

The District will record all the Pre-ID Answer Books that are submitted to the Testing Center for scoring. However, schools will be required to submit a roster of students tested for only those students without a Pre-ID barcode label. The roster must be submitted with the CELDT Returned Testing Materials Verification, (Attachment A) paperwork. Schools may print a CELDT Coding Roster, Got CELDT Roster, or NT 42 program from SIS to identify those students. Schools are to record the test administration, student‟s name, grade, LAUSD ID number, and SSID number. A sample roster form is provided on Attachment D.

Daily Inventory Control Form

CELDT guidelines require CELDT coordinators to maintain a daily inventory of the test materials that are checked out and in each day. It is each test examiner‟s responsibility to pick up, check out, and check in all test materials from the school‟s CELDT coordinator. In addition, return all the test materials to the CELDT coordinator as soon as testing is completed for the day. A sample form is provided on Attachment E.

Packing Scorable Documents:

To ensure that the school‟s test reports provide the full range of information they are designed to provide, proper completion of these steps is essential. Failure to follow these directions may cause a delay in processing the school‟s test materials. Follow these procedures: 1. Separate the answer books by grade level. 2. Place answer books in the CELDT boxes in which the CELDT materials

arrived. Keep groups of answer books for the same grade together as you pack. Use as many boxes as necessary. Remove any previous markings or labels from the boxes.

3. Indicate the number of boxes used (e.g., “1 of 3,” “2 of 3,” “3 of 3”) on

each box containing materials from the school. 4. Place the completed Test Summary on top of the answer books in Box 1.

Prepare an envelope for the Testing Center that contains the following:

tracks. On the first date, turn in Initial CELDT scorable documents you have up to that point. The date with the three asterisks is the final date for that track/calendar. All Annual Assessments must be turned in to the school‟s assigned Testing Center by the final date. Annual CELDT turned in after October 18th will not be included in your summary scores. This may adversely affect the school‟s bilingual funding.

Handling Unused Materials:

After the Annual CELDT administration has been completed, unused materials are to be retained at the school for Initial Assessment. The materials are to be kept in a secure location. Obsolete Materials Pickup

At the end of the school year, the 2013-14 CELDT materials will be collected. Schools will be responsible for preparing and packaging the test materials for a final pickup. See page 5 for a calendar of dates. A memorandum providing further instructions will be released in May 2014.

California English Language Development Test (CELDT), 2013-14

Test Security Affidavit for Examiners and Proctors

I acknowledge that I will have access to the test for the purpose of administering the test. I understand that these materials are highly secure, and it is my professional responsibility to protect their security as follows:

1. I will not divulge the contents of the test to any other person through verbal, written, or any other means of communication.

2. I will not copy any part of the test or test materials unless necessary to administer the test. 3. I will keep the test secure until the test is actually distributed to pupils. 4. I will limit access to the test and test materials by examinees to the actual testing periods when

they are taking the tests. 5. I will collect and account for all materials following each period of testing and will not permit

pupils to remove test materials from the room where testing takes place. 6. I will not disclose the contents of, or the scoring keys to, the test instrument. 7. I will not review any test questions, passages, or other test items with pupils before or after

testing. 8. I will administer the test(s) in accordance with the directions for test administration set forth in

the contractor‟s manual for test administration. 9. I will return all test materials to the designated California English Language Development Test

site coordinator upon completion of the test. 10. I will not interfere with the independent work of any pupil taking the test, and I will not

compromise the security of the test by means including but not limited to:

A. Providing pupils with access to test questions prior to testing. B. Copying, reproducing, transmitting, distributing or using in any manner inconsistent with test

security all or any portion of any secure California English Language Development Test booklet or document.

C. Coaching pupils during testing or altering or interfering with the pupil‟s responses in any way D. Making answer keys available to pupils. E. Failing to follow security rules for distribution and return of secure tests as directed, or failing

to account for all secure test materials before, during, and after testing. F. Failing to follow test administration directions specified in test administration manuals. G. Participating in, directing, aiding, counseling, assisting in, or encouraging any of the acts

prohibited in this section.
