The Department of Homeland Security (DHS) encourages the maritime public to report information concerning suspicious activity to the local Federal Bureau of Investigation Joint Terrorism Task Force (JTTF) Office, http://www.fbi.gov/about-us/investigate/terrorism/terrorism_jttfs, or to other appropriate authorities. The U.S. Coast Guard reminds the maritime industry that they may also report information concerning suspicious activity to the www.AmericasWaterwayWatch.org, the National Response Center (NRC) 1-800-424-8802 or 1-877-24WATCH.

The U.S. Coast Guard is responsible for placing and maintaining all aids to navigation. Buoys are set to mark project depths taking into consideration the prevailing river stages and obstructions. Buoy positions on the Inland Electronic Navigation Chart (IENC) are approximate, and subject to change depending on prevailing river stages and obstructions. Buoys should always be given as wide a berth in passing as possible, consistent with the length and width of the vessel or tow and the width of the bend or crossing. Buoys should always be used with caution. They may be carried off position by high water, accumulation of drift, ice, or sunk by collision or other causes. In those circumstances buoy marks will remain on the IENC and indicate the last known position of the buoy. Presence of a buoy mark on the IENC does not necessarily mean a buoy will be physically on position. When buoys are missing they will be replaced as soon as possible.

At times, throughout our area or responsibility, multiple U.S. Government Agencies conduct GPS testing. These tests vary in duration, affected range from the test site and potential impact to the maritime user as they may affect systems that rely on GPS such as E-911, AIS and DSC. More information is available at the U.S. Coast Guard Navigation Center Website, https://www.navcen.uscg.gov. During these periods, GPS usersare encouraged to report any GPS outages that they may experience, to the Navigation Information Service (NIS) by calling (703) 313-5900 or byusing the NAVCEN Website to submit a GPS problem report.

Multiple L/D’s on the Arkansas River, have varying states of availability and operations. Closures of locks will occur as local conditions warrant. Mariners are encouraged to contact the respective lock masters, for additional information regarding L/D closures or restrictions.

Attached as enclosures to this LNM, are USACE Arkansas River Channel Status Reports.

**** Cancellation of NOAA Paper and Raster Nautical Charts ****The National Oceanic and Atmospheric Administration (NOAA) is undertaking a multi-year program to end production and maintenance of its suiteof over 1,000 traditional paper nautical charts and all associated raster chart products and services, including: Print-on-Demand (POD) paper nautical charts, Full-size chart PDF files, BookletChart™ PDF files, NOAA raster navigational charts (NOAA RNC®), the NOAA RNC tile service, and the online RNC viewer.Six months notice of the intent to cancel a specific chart is provided in a “Last Edition” notice. The final cancellation of a chart is made in a “Canceled” notice. Both types of notices will appear in LNM Section IV, “Chart Correction”. A comprehensive list of all canceled NOAA charts is available at: http://www.charts.noaa.gov/MCD/Dole.shtml.Traditional paper nautical chart production is ending to enable the creation and maintenance of larger scale, more up-to-date, higher quality coverage of NOAA’s electronic navigational chart (NOAA ENC®) product. This will significantly enhance the amount of charted detail available to

More information about NOAA’s program to sunset traditional paper charts is on the NOAA Coast Survey website at: https://nauticalcharts.noaa.gov/charts/farewell-to-traditional-nautical-charts.html.An online NOAA Custom Chart application at: https://devgis.charttools.noaa.gov/pod is available to create chart images from ENC data, which may then be printed. Notices to Mariners will not be issued for NOAA Custom Charts.

Due to the ongoing COVID-19 concerns, mariners are required to follow the below procedure for crew change out at all Arkansas River L/D’s in the USACE Little Rock and Tulsa Districts: Industry shall contact the lock 4-hours in advance of anticipated crew change. The number and namesof the crew will be provided along with delivery of supplies. No industry personnel shall be allowed inside USACE control houses or buildings duringcrew changes, except in the case of medical emergency. Crew changes will still be allowed on the lock wall but industry must go directly from the vehicle to the motor vessel. Industry personnel will be required to use their own facilities while navigating through the lock. The physical exchange of trip tickets from crew members to lock staff members will still not be allowed and must be communicated by some other means priorto transiting the lock. Questions or requests for additional information, concerning this notice, should be directed to USACE Little Rock District Office at (501) 324-5739 or at [email protected].

The COTP Lower Mississippi River has issued a Safety Advisory, due to higher than expected channel shoaling and sediment buildup. Mariners areadvised to transit these rivers with caution, due to the hazardous conditions associated with missing or off station aids to navigation. Fleet operators should regularly check their fleets and immediately report barge breakaways to the U.S. Coast Guard Sector Lower Mississippi River via VHF-FM Channel 16 or at (866) 777-2744, for further information or to report areas of concern.

The COTP Lower Mississippi has issued a high water Safety Advisory from Mile 439.0 to Mile 303.0, due to hazardous conditions associated with strong currents, severe outdrafts, missing/off station aids to navigation and diving buoys. The COTP in concurrence with the Lower Mississippi River Committee recommends the following limits for tows transiting between Mile 439.0 and Mile 303.0, when the Vicksburg, Mississippi Gauge reaches 36 feet.Down-bound tows: Towing vessels must have at least 240 h.p., per barge, with a maximum tow size of 36 barges. Towing vessels with less than 6,000 h.p., a maximum tow size of 25 loaded barges. Towing vessels with 6,001 h.p., to 7,200 h.p., a maximum tow size of 30 barges. Towing vessels with 7,201 h.p. to 8,400 h.p., a maximum tow size of 35 barges. Towing vessels with greater than 8,401 h.p., a maximum tow size of 36 barges.Refer to the Waterways Action Plan, for further details.All up-bound tows must maintain an average speed of 3.0 MPH, over the ground for 2 miles leading up to the Vicksburg Bridges. If a tow is unable to average a minimum speed of 3.0 MPH, it must arrange for an assist tug or reduce tow size through the bridges. Fleet operators shouldregularly check their fleets and immediately report barge breakaways to the U.S. Coast Guard. SECTION VII - GENERALThis section contains information of general concern to the Mariners. Mariners are advised to use caution while transiting these areas.

GenOn Power Midwest L.P., at the Cheswick Generating Station, has reported the installation of 7 Temporary Special Lighted Buoys located outside of the navigation channel between approximate Miles 15.5 and 14.7, Allegheny County, Cheswick, Pennsylvania. The 7 Temporary Special Lighted Buoys will be deployed seasonally to perform a scientific study until April 2022. Any questions or inquiries should be directed to: GenOn Power Midwest LP, P.O. Box 65, Cheswick, PA 15024 – Mr. William McGraw at (724) 275-1595 or navigation safety concerns should be directed to U.S. Coast Guard MSU Pittsburgh at (412) 221-0807, extension 227 or via email at: [email protected]. Mariners are advised to exercise caution in this vicinity and to completely avoid navigating outside of the navigable channel in the area.

Commencing 9:00 a.m. through 3:00 p.m., May 12-13, 2021, the Newt Graham L/D 18 in the vicinity of Mile 421.6, will be closed for repairs. Mariners can expect delays of up to 6-hours, while inspections are ongoing. All work is scheduled to be completed as scheduled, however, unforeseen issues could require additional time. Waterway users are asked to check with L/D 18, for the latest information. The Arkansas Department of Transportation (ADOT) has reported commencement of a bridge maintenance project on the Highway 430 Bridge on the Arkansas River, at Little Rock, AR. This bridge project will temporarily effect navigation in the Arkansas River between approximate Miles 127.0 and 126.0. ADOT has installed 36 Temporary Lighted Exclusion (KEEP OUT) Buoys, 16 Temporary Unlighted No Wake Buoys to mark the project area and 8 Temporary Unlighted Lateral Buoys to divert navigation away from potential navigation hazards resulting from the bridge maintenance project. The ADOT bridge maintenance project is expected to last until June 2022. I-430 BRIDGE; Due to road deck removal, a containment system will be installed and will not hang below low steel of the bridge. Majority of the bridge work will be done at night utilizing high power lighting. Work will continue until December 13, 2021. Mariners are advised to transit the bridge with caution.

Shoaling has been reported in the vicinity of the Colonel Charles D. Maynard L/D 5, in the vicinity of Mile 86.0. The USACE recommends mariners favor the long wall in the down-stream approach. Mariners may contact the USACE Little Rock District Office at (501) 324-5096 or via e-mail at [email protected]. Mariners are urged to transit the area with caution.

Continuing until mid-May 2021, Jemison Maritime L.L.C., is conducting bank stabilization operations in the vicinity of Mile 303.5, Moundville Bank. The contractors floating plant will consist of the M/V J.O. BRADFORD and a crane barge. The M/V J.O. BRADFORD will monitor VHF-FM Channel 16 or via phone at (601) 415-4947. Mariners are requested to notify the tug prior to passing and exercise caution in the area. Mariners may contact Mr. George Bosarge at (251) 518-8108 or Mr. Chad Brumelow at (205) 752-3571, BWT/Alabama-Coosa Project Management Office (CESAM-OP-BA), for additional information.

State Route 13 Bridge Replacement; Pier construction for the new bridge and pier demolition from the old bridge are ongoing simultaneously on both sides of the river. The floating workplant may at times be moored at the edge of the channel. A minimum 250 feet of horizontal clearance will be maintained at all times. The workplant will move upon request. Mariners may contact M/V FALCON via VHF-FM Channel 13 or 16, or telephone at (870) 377-1889, for more information.

A visible dead head has been reported in the vicinity of Mile 13.5, LDB, approximately 15 yards north of the sailing line, on April 28, 2021. Mariners are urged to exercise caution in the area.

Joliet Harbor Bridges; Due to ongoing bridge work, mariners are required to provide 1-hour advance notice, when requesting drawspan openings.

Continuing until further notice, the M/V LaSALLE is conducting dredge operations/strike removal between approximate Miles 215.7 and 215.3, RDB, Clark Island. Work will be conducted from 6:00 a.m. until 6:00 p.m., each day. The M/V LaSALLE will monitor VHF-FM Channel 14 or 82 and requests 30-minutes advance notice of passage. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made.

Pekin Railroad Drawbridge; Continuing until further notice, the bridge will be unattended and left in the open-to-navigation position. The bridge shall initiate the closing sequence for an approaching train by broadcasting the closure on VHF-FM Channel 16, 10-minutes prior to closure and immediately prior to closing. If no mariners respond to the broadcast, the operator of the bridge may begin the closing sequence. Shoaling has been reported in the vicinity of Mile 92.0. Mariners are urged to exercise caution in the area.

A sunken rock barge has been reported in the vicinity of Mile 898.0, RDB, outside the navigation channel. Two additional barges have been reported sinking in the vicinity of Mile 895.7 and 896.0. Mariners are urged to transit the area at their slowest safe speed to minimize wake while assessments are being made and exercise caution in the area.

Continuing until approximately May 31, 2021, the USACE Contract M/V KACIE LUHR and associated barges are conducting dike construction in the vicinity of Mile 770.0, LDB, Randolph Dike. Work will be conducted from 6:00 a.m. until 6:00 p.m., each day. Ongoing rolling channel closures may be required to facilitate this operation. Mariners are advised to transit as far off the LDB, between Miles 782.0 and 762.0, as is safe, not meet or pass and transit the area at their slowest safe speed to minimize their wake after passing arrangements with the M/V JAY GENE and M/V KACIE LUHR, have been made. The following limits are recommended while the M/V KACIE LUHR is working:For all down-bound tows: Transit during night time hours only and Check in with M/V JAY GENE at Mile 782.0, Driver Upper Light (LLNR-10120).For all up-bound tows: Transit during daylight hours or during night hours when the down-bound queue has been cleared, Transiting up-bound would not impede down-bound traffic in the vicinity and Check in with the M/V JAY GENE at Mile 762.0, Island 35 Light (LLNR-10180).The M/V KACIE LUHR will monitor VHF-FM Channel 13, 16 or 72 or at (573) 803-7931. The M/V JAY GENE will monitor VHF-FM Channel 13, 16 or 72 or at (618) 973-0419.

Shoaling has been reported in the vicinity of Mile 611.0. Mariners are urged to exercise caution in the area.

Continuing until approximately May 14, 2021, the USACE contract vessel M/V ERGONOT and associated barges are conducting revetment operations in the vicinity of Mile 512.2, RDB, Cracraft Revetment. Work will be conducted during daylight hours, each day. Mariners are requested to transit the area far off the RDB, as is safe, not meet or pass and transit at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made. The M/V ERGONOT will monitor VHF-FM Channel 13, 16 or 72 or at (601) 529-9437.

Continuing until approximately October 1, 2021, tows are to enter the lock wall at a DEAD SLOW speed, tows will be restricted to a length no more than 1,100 feet and will line up along the floating guidewall before proceeding into the lock’s chamber. Two line-handlers (with life vests) and bumpers are required when approaching and exiting the lock. Vessels must be moored by the bow and stern to the floating timber-heads. Commencing approximately May 18, 2021 and continuing until further notice, the Dustpan Dredge HURLEY will conduct dredging operations between approximate Miles 295.0 and 293.0, at the Shallow Draft Crossings. Upon completion, the dredge will work Deep Draft Crossings between Baton Rouge and New Orleans, LA. Work will be conducted 24-hours a day, 7-days a week. The Dredge HURLEY will monitor VHF-FM Channel 16 or67. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangementshave been made. Continuing until further notice, the M/V BRAND MARIE is conducting dredging operations in the vicinity of Mile 823.1. Work will be conducted from 7:00 a.m. until 6:00 p.m., Monday through Friday. The M/V BRAND MARIE will monitor VHF-FM Channel 12, 13 or 16 and requests 30-minutes advance notice of passage. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made.

Shoaling has been reported in the vicinity of Mile 784.4, LDB. Mariners are urged to exercise caution in the area.

Continuing until further notice, the M/V ANGELA K., is conducting dredging operations in the vicinity of Mile 754.2. Work will be conducted from 7:00 a.m. until 7:00 p.m., Monday through Friday. The M/V ANGELA K., will monitor VHF-FM Channel 12, 13 or 16 and requests 30-minutes advance notice of passage. Mariners are urged to transit the area at their slowest safe speed and proceed with caution after passing arrangements have been made.

An unprotected section of the lower guide wall at Lock 9, in the vicinity of Mile 647.9, has been reported. Mariners are advised to stay clear of the bullnose as it contains unprotected concrete and the potential for exposed steel. Tows transiting the lock should avoid landing or rubbing on the exposed section, which is primarily on the river side and tip of the bullnose. Mariners should be alert for and abide by instructions from the Lockmaster. Mariners may contact the lock at (608) 874-4311 or VHF-FM Channel 14, for additional information.

Shoaling has been reported in the vicinity of Mile 617.0, mid-channel. Mariners are urged to exercise caution in the area.

Shoaling has been reported in the vicinity of Mile 604.7, LDB. The navigation channel width has been reduced to approximately 240 feet. Mariners are urged to exercise caution in the area.

Dubuque Bridge; Installation of an access platform will occur daily, from 7:00 a.m. until 5:00 p.m., until May 17, 2021 and will reduce the vertical clearance to 56.0 feet. Mariners are requested to transit the bridge with caution.

The M/V ROCK ISLAND or the M/V DAVENPORT have completed dredging operations/strike removal between approximate Miles 560.7 and 560.5, Bellevue Slough.

Root River Upper Light (LLNR-13430), in the vicinity of Mile 693.3, is destroyed. Structure remains lie just under the waters surface and pose a navigation obstruction. Mariners are urged to exercise caution in the area.

The partially submerged and possibly off station buoy previously reported in the vicinity of Mile 660.6, has been recovered and reset.

A nun buoy that marks a wing dam in the vicinity of Mile 560.5, has been reported missing. Mariners are urged to exercise caution in the area.

Multiple buoys have been reported missing or not properly marking the navigation channel in the vicinity of Mile 560.0. Mariners are urged to exercise caution in the area.

Can buoys have been reported missing in the vicinity of Mile 491.8, Mile 491.5 and Mile 491.2. Mariners are urged to exercise caution in the area.

I-74 Replacement Bridge; One hour advance notice is requested to transit worksite by contacting M/V KAREN RENEE HAMM via VHF-FM Channel 13or 16, or by telephone (309) 232-7227. At times, horizontal clearance may be reduced to 350 feet or less. Mariners are urged to use the helper boat while transiting the worksite. For most up-to-date conditions at the bridge, call (715) 329-0024.

Two can buoys have been reported missing between approximate Miles 414.8 and 414.7. Mariners are urged to exercise caution in the area.

Burlington Railroad Drawbridge; Due to repairs, mariners shall provide a 1-hour advance notice, prior to transiting the bridge, between 7:30 a.m. and 4:30 p.m., Monday through Friday, by contacting the M/V DENISE RAE via VHF-FM Channel 16 or 11, or by calling Hall Towing at (319) 470-4002.

Cross channel shoaling has been reported in the vicinity of Mile 397.0. The navigation channel has been reduced to approximately 260 feet, at flat pool. Mariners are urged to exercise caution in the area.

Due to a mechanical failure, L/D 21 in the vicinity of Mile 324.9, is open with restrictions. Vessels are requested to contact L/D to make locking arrangements and vessels may need the use of an assist boat. Mariners may contact the L/D via VHF-FM Channel 14 or by calling (217) 222-0918.

Shoaling has been reported between approximate Miles 305.3 and 305.0, LDB. The navigation channel has been reduced to approximately 265 feet. Mariners are urged to exercise caution in the area.

Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 65 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077.

Douglas MacArthur Bridge; Two suspended platforms are located in the center navigation span. Each platform measures 9 feet wide and hang 5 feet below low steel. One platform is located 60 feet channelward of the right descending pier and the other platform is located 120 feet channelward of the left descending pier. There are also 3 platforms located at various locations in the Illinois span. Mariners are urged to transit the bridge with caution.

Multiple buoys have been reported missing between approximate Miles 99.0 and 47.0. Mariners are urged to exercise caution in the area.

I-57 Bridge; Mariners are advised that the green lights marking the alternate span, have been permanently extinguished. Mariners are advised to use the main channel span until further notice.

Shoaling has been reported between approximate Miles 280.0 and 280.0, RDB, towards the sailing line. The shallowest water, less than 8 feet, is reported at Mile 280.8 and 280.4, RDB, towards the sailing line. The channel width is less than 300 feet in this area. Mariners are urged to exercisecaution in the area.

The gate opening at Braddock L/D, vicinity of Mile 11.3, is greater than 15.0 feet. The COTP Pittsburgh has issued the following Safety Advisory; Exercise caution when transiting under the McKeesport - Duquesne Highway Bridge, in the vicinity of Mile 14.0 and the Union Railroad Bridge, in the vicinity of Mile 14.2, due to the narrow channel and the short distance between these two bridges.

Mascaro Construction Co., LP., has installed four (04) Temporary Lighted Danger Buoys with White flash characteristic Fl 2.5s, to mark a turbidity curtain around the perimeter of the construction area located at the Allegheny County Sanitary Authority (ALCOSAN), in the vicinity of Mile 3.6, RDB. The Temporary Lighted Danger Buoys were installed in the following approximate positions: 40-28-42.82N 080-02-51.39W, 40-28-47.97N 080-02-55.63W, 40-28-55.90N 080-03-03.99W and 40-29-00.91N 080-03-09.91W. Any questions, inquiries or navigation safety concerns, should be directed to Mascaro Construction, Mr. Steve Senchesen, via telephone at (412) 321-4901 or email to [email protected], or you may contact U.S. Coast Guard Sector Ohio Valley at (502) 779-5422 or via email at: [email protected]. Neville Island Bridge (Main and back channels); Maintenance and repairs to the bridge will be performed, through October 31, 2021. A containment system will reduce the vertical clearance to 63.0 feet and a barge in the channel will reduce the horizontal clearance to 656 feet.

The gate opening at Montgomery L/D, vicinity of Mile 31.7, is greater than 40 feet. The COTP Pittsburgh has issued a Safety Advisory. Mariners are urged to exercise caution when transiting under the Newell Highway Bridge, in the vicinity of Mile 44.5, due to strong set and water currents in the area. Up-bound towing vessels are advised that when performing a set over or knock out through the Montgomery L/D, to secure the head of theirtows to the lock wall using the closest pin possible, before the set over or knockout is initiated and ensure that tows are fully secured prior to leaving the vicinity of the locks. Down-bound towing vessels performing a double lockage, are strongly advised to have a helper boat assist the tows in keeping alongside the guidewall while entering the locks.

Continuing until approximately May 28, 2021, Amherst Madison L.L.C., will install a diffuser at a facility in the vicinity of Mile 257.0, RDB. The contractors floating plant will consist of the M/V ANDY MULLINS, a barge mounted crane and 3 material barges. Work will be conducted from 7:00 a.m. until 5:00 p.m., Monday through Saturday. During non-working hours, the contractors floating plant will be moored at the worksite and lightedaccordingly. The M/V ANDY MULLINS will monitor VHF-FM Channel 13 or 16. Mariners are urged to transit the area at their slowest safe speed and proceed with caution.

The City of Columbus, Ohio, has installed (02) Unlighted Danger Buoys to notify the recreational mariner of approach to dam and spillway structures. The Unlighted Danger Buoys were installed in the following approximate positions: 39-56-31.87N 083-00-15.01W and 39-56-30.04N 083-00-15.01W. this period the auxiliary chamber will be available to pass traffic. Mariners may contact the lockmaster via VHF-FM Channel 13, for additional information.

High water conditions reportedly exist in the vicinity of Mile 436.2, Meldahl L/D. Mariners are advised to exercise caution in the area due to hazardous conditions associated with strong currents, increased drift and severe outdrafts. Mariners are advised to consider horsepower capabilityand tow size. Fleet operators should regularly check their fleets and immediately report barge breakaways to the U.S. Coast Guard.

On May 21, 2021, from 9:00 p.m., until midnight, the Cincinnati Reds Fireworks Display will be held between approximate Miles 470.1 and 470.4. The COTP Ohio Valley has issued a Safety Zone for this event, extending 500 feet from the Ohio shoreline. Mariners are prohibited from transiting this area for the duration of the fireworks displays. For additional information regarding these events, mariners may contact the event manager at (513) 284-2144. The U.S. Coast Guard Sector Ohio Valley will monitor VHF-FM Channel 16.

Brent Spence Highway Bridge; A suspended containment system is being installed following the contour of the bridge and will reduce the vertical clearance approximately 3 feet. Mariners are advised to transit the bridge with caution.

Continuing until further notice, the north chamber (river chamber) at the McAlpine L/D in the vicinity of Mile 606.8, is closed for repairs. The south chamber (land chamber) will remain open to pass traffic. Mariners shall take direction from the McAlpine L/D Operators.

The wickets at the Olmsted L/D in the vicinity of Mile 964.6, have been lowered. The navigation lane has shifted to the navigation pass. The navigation pass is 900 feet wide and is marked with buoys. Down-bound tow maximum dimensions are 175 feet by 1,200 feet, including the towboat, with no more than 25 regulation barges and not to exceed 5 wide. No hip barges or other deviation that could degrade normal steerage characteristics are allowed for down-bound tows. Up-bound tow maximum dimensions are 140 feet by 1,600 feet including the towboat, with no more than 28 regulation barges and not to exceed 4 wide. Up-bound tows shall have adequate power to maintain speed. All mariners shall take direction from the Olmsted L/D Control Tower.

Shoaling has been reported in the vicinity of Mile 6.5, at the mouth of the Kinnickinnic River. Buoys in the area may not properly mark the channel orbe missing. Debris and snags may be present in the area. Mariners are advised to transit the area with caution and at their slowest safe speed.

Continuing until approximately May 29, 2021, Inland Pipeline Dredge INTEGRITY, and attendant plant will be conducting dredging operations in the vicinity of Mile 366.0, Aberdeen Lake. Work will be conducted 24-hours per day, 7-days per week. Dredge material will be disposed in the permittedupland disposal area AB-12. Inland Pipeline Dredge INTEGRITY, and attendant plant can be contacted via VHF-FM Channel 16. On June 12, 2021, from 11:00 a.m. until 5:00 p.m., and on June 13, 2021, from 12:30 p.m. until 5:00 p.m., the Demopolis Parks and Recreation will sponsor the Rumble on the River Boat Race between approximate Miles 216.0 and 214.5, Demopolis City Landing. Marine police will monitor traffic during the time of the event; however, traffic will not be required to stop. Mariners are urged to exercise caution when transiting this area. TD 2020-6(1) COVID-19: LOCK PROTOCOL CHANGES (Update to SWL 20-13 and TD 2020-6) MCCLELLAN-KERR ARKANSAS RIVER NAVIGATION SYSTEMDue to the ongoing COVID-19 concerns, mariners are required to follow the below procedure for crew change out at all MKARNS Locks in Little Rock and Tulsa Districts: Industry shall contact the Lock 4 hours in advance of anticipated crew change. Number and names of the crew will be provided along with delivery of supplies. No industry personnel shall be allowed inside USACE control houses or buildings during crew changes, except in the case of medical emergency. Crew changes will still be allowed on the lock wall but industry must go directly from the vehicle to the motor vessel. Industry personnel will be required to use their own facilities while navigating through the lock. The physical exchange of trip tickets from crew members to lock staff members will still not be allowed and must be communicated by some other means prior to transiting the lock. These changes are effective immediately and will remain in effect until further notice.
