    Our squadron is, for the first time, opening a new watch year without a Com-mander. This comes as no surprise to many of us who have served in recent years as squadron officers and on committees,

    The trend over the last 15—20 years has been for fewer and fewer members each year who are willing to volunteer as little as 2 –3 hours monthly to serve on committees or as officers on the Bridge.

    If we are to continue as a viable or-ganization, able to accomplish our mission of “Safer Boating Through Education” we must have more participation from our members.

    Please consider your experience as members...Have you benefitted from your membership? Have you participated in ac-tivities? Do you have skills and talents im-portant to improving the squadron for all of us.

    Major changes in USPS educational program All courses now available to public Recent communication from Bob Sweet, , NEO, reporting changes to By-Laws and Ops Manual will allow for sweeping pol-icy changes in the administration of our Advanced and Elective courses. In short, all courses will now be available to non-members of USPS. On The Water Policy – Now that we have moved aggressively into on the water training, it is essential that we maintain the highest standards to assure safety of all involved and mini-mize any liability or property loss. From this point forward, any on the water activ-ity must use a program approved by the Boat Operator Certification and On The Training Committee and be pre-scheduled

    by the involved squadron or district. Please see EDN -90 on the national web-site for details.

    News Flash – The National By-Laws have been amended to remove the restriction against instructing courses to the public. Now, you have the option of instructing any USPS program to anyone. We ask that

    you charge market prices for non-members and retain deep discounted costs for members as an inducement to join. We also ask that you consider our partner organizations for discounts in-cluding U.S. Sailing, Coast Guard Auxil-iary, Boat/U.S., corporate members, and others. Pricing is a squadron prerogative. Please see “ Guidelines: Squadrons/Districts Offering Educational Programs” on the national website for details. The squadron already offers a Seaman-ship Course to the public for $125 (The first class graduated in January, 2010. Further pricing strategies will be consid-ered at the next EC meeting on March 8. 2010 at 1930. All members are encour-

    Piloting Class Scheduled

    Reservations for the next Piloting class will close soon to allow for suffi-cient lead time to get manuals from National for the class…. We presently have reservations for 6 members. Room for many more! Those of you who took Piloting prior to 2005 will find this course much different (Dead Reckoning now secondary to Electronic nav tools) and you should consider taking it as an update to the original course.     Dining Out Our monthly “Dining out” in February was at LaBrisa’s in Hollywood on the beach. The cuisine was Argentinian and very good. The Seabass dinner on the special was among the best I’ve ever tasted. We were fortunate that among those attending was our newest mem-ber, Lori Jenkins, S, and a long-time member, Gordon Boisseau and wife Pole from Canada. We haven’t seen them for several years and we hope they will continue to join us at our monthly “Dining Out” when you are in town. Next month we’re going to the Isla Mo-rada Fish Co. at Bass Pro Shops. They have a great cracked conch sandwich which is my favorite...Hope you can join us.

    On October 28, 2009, the President signed into law the 2010 Department of Homeland Security Appropriations Act.

    The Act allows for the termi-nation of the Loran-C system subject to the Coast Guard certi-fying that termination of the Lo-ran-C signal will not adversely impact the safety of maritime navigation and the Department of Homeland Security certifying that the Loran-C system infrastructure is not needed as a backup to the GPS system or to meet any other Federal navigation requirement.

    Those certifications were made; and the U.S. Coast Guard will, commencing on or about February 8, 2010, implement plans to terminate the transmis-sion of the Loran-C signal and commence a phased decommis-sioning of the Loran-C infrastruc-ture.

    These plans include ending transmissions at 18 Loran stations located in the contiguous United States and 6 Loran stations in Alaska.

    The Department of Homeland Security anticipates that all Loran stations will cease transmitting the Loran-C signal by October 1, 2010.

    This termination does not affect United States participation in the Russian-American or Cana-dian Loran-C Chains.

    United States participation in these chains will continue tempo-rarily in accordance with interna-tional agreements.
