Mission of the District

We build new clubs and support all clubs in achieving excellence.

Rules of Order

In accordance with the District Bylaws of Toastmasters International, the governing rules of order and final authority will be "Robert's Rules of Order, Newly Revised," insofar as it does not conflict with the official Toastmasters International Articles of Incorporation, the District Administrative Bylaws, the District 101 Policy Guide and the published policies of Toastmasters International.

As noted in Robert's Rules, it is permissible for a deliberative body to adopt "special orders" for a given session to facilitate business. Since time is limited for the May 30th business meeting of the District 101 Council, we will vote at the outset of the business meeting on the adoption of the following procedures (a 2/3 vote is required). Most of these procedures are already institutionalized in Robert's Rules or in Toastmasters International policy statements. Specifically:

• Any new motions to come before the council will be presented in writing to either the District Director or the District Administration Manager at least two weeks prior to the District Business Meeting.

• Debate on any one item of business will be limited to no more than 10 minutes per item. The Chair may extend the time if necessary to ensure fairness and completeness.

• The maker of any motion will be given the opportunity to speak first. All speakers on any motion will be restricted to a maximum of one minute each time they have the floor. No member who has already spoken on an issue will be allowed to speak a second time until all who wish to speak have spoken a first time.

Participation Authority:

Only council members may make motions, participate in discussions or vote. There is no proxy for this online meeting. Before addressing the assembly, a voting delegate shall type in the chat window

their name and the name of the Club they are representing.

Dave Spence, DTM reviewed the instructions for online voting. All ballots were emailed to registered voting members before the meeting.

Parliamentarian Michael Chojnacki, DTM reviewed the meeting rules according to Robert's Rules of Order.

Determination of Quorum was made by Credentials Chair, Immediate Past District Director, Francoise

Muller, DTM. Today, we have 154 paid clubs in District 101 for a possible total of 308 club votes. One-third

of club votes (103) are needed to reach quorum. Today, 127 club officers and 31 district officer votes were

counted for a total of 158 votes. Quorum has been met.

District Council Meeting Minutes from May 18th, 2019 (Addendum I of the handout) were presented by

Meeting Minutes Committee Chair, Faye Yang, DTM. The minutes were approved by the committee and

hence no motion on the floor was required for approval. Dave Spence, DTM, was appointed to head the

committee to review the minutes of today’s District Council meeting.

District Audit Committee Chair, Christine Mamuad, DTM presented the Year-End Audit report (Addendum II

of handout) which has been completed and filed with Toastmasters International. The committee members

were Jim Hicks, DTM, Lorraine Myers, DTM and Christine Mamuad, DTM.

Eddie McMorrow presented the PR report (page 3 of the handout).

Discussion:

Q: Jane Kenny, VPE of Next Step TM -- Is a 27-31% open rate acceptable? Ans: 30% rate is actually a good rate because people are busy. If anyone has any ideas to improve the newsletter to get a higher hit rate let me know. Our open rate is higher than the industry rate. Q: Barbara Sotiriadis, President, Classy Toasters: Does the District need help with media and are these paid positions and how much time is involved? Ans: These positions are not paid since TM is a non-profit org. If you have interest in building the skills contact us. Time commitment depends on the role.

Q: Should I take this back to my club? Ans: Yes Q: Carrie Glen, President, Naval Postgraduate School Club. To improve our conversion rate on newsletter have you considered playing with different subject lines and lead sentences? Do a test. Try one subject line and then try another subject line with another smaller group. Whichever gets a higher open rate we go with that subject line. Ans: We can definitely try this to see what works best. Let me know if you do have recommendations on subject lines. Q. Lorraine Myers, DTM,VPE, Adlibmasters -- What does open rate mean? Is the email opened or recipient just sees it Ans: Open rate is when someone clicks on the email and opens it. They don’t necessarily read the email.

Q: Carlos Puig, President, Next Step TM - What is the typical range of renewal for District? Ans: 75% for the Stellar September deadline renewal target, So far, to date, 32% of members have renewed this year since July 1st, 2019. Our target for membership payments by the end of September 2019 is 50% Vaibhav Singh, Program Quality Director, presented the Program Quality report (page 5 of the handout).

Q: Ruchi Sethi, Area C2 Director -- Since elections for officers happen in December usually why would you have COT in Dec? Ans: Only limited training takes place in December. Q: Lorraine Myers, DTM, VPE, Adlibmasters -- Why are we looking for different venues for the annual conference? Ans: Biltmore is being renovated due to which it will be unavailable. Q: Carlos Puig, President, Next Step TM -- What percent of members are Pathways enrolled? A: Don’t have the latest stats. During the International Conference it was mentioned as 76% or above. Officers are more in the high 70s (78%). 65-70% for members

Budget for the 2019-2020 year. The budget Summary has been posted on our website by TI’s deadline.

Finance Manager, Vinod Nagarajan, presented the report. The District is in good financial health. We plan

to use all available funds as we are a nonprofit.

Leadership 101 President Dave Spence, DTM, moved to adopt the budget. It was seconded by Past

District Director, Francoise Muller, DTM.

Discussion:

Q: Jane Kenney, VPE, Next Step TM -- What are travel expenses? Ans: They are expenses that account for annual training for the Top 3 to attend the annual conference and mid-year training in Jan. Q: Anna Garcia, VPE, Toasters R Us -- Is the travel expense enough for the convention in Paris next year? Ans: This line item is for the recently concluded training TMI conference in August and the mid-year training in January. Q: Ken Braly, President, 831 Storytellers: Which category does the District Credit payments to clubs come from? Ans: Depends on which recognition program it is. Comes from that part of the budget. Q: Lorraine Myers, DTM, VPE, Adlibmasters: If we do a sum of all the policy max, it is over 100% A: The policy max will definitely be over. The budget for each category has to be within the policy max and the overall % sum of all categories will be 100%.

The motion to approve the budget was passed by online vote.

The list of District officer appointments from page 8 was presented.

Q: Carlos Puig, President, Next Step TM: What positions are still vacant? Ans: There are no vacancies at the district level for appointed positions. If you want to volunteer contact us. Q: Barbara Sotiriadis, President, Classy Toasters: When you appointed these people did you provide any information to us or just gave our directors the information? How did these people become Directors? Did they need a certain # of years of experience? Ans: Officers have to go through a nomination process. TMI has criteria. Once the District Committee Chair reviews them and accepts their nomination we go through a District nomination process. Q: Carlos Puig, President Next Step TM: Why are there only 2 Division Directors listed? Ans: These Division Directors were appointed since there were vacancies that needed to be filled post the 2019 Annual Business Meeting in May.

The motion was made by Program Quality Director Vaibhav Singh to approve the officer list, and was

seconded by Leadership 101 Toastmaster, President Dave Spence, DTM. The motion was approved by

online vote.

Date: May 30, 2020 Audit Period: July 1, 2019 to December 31, 2019 District 101 Audit Committee: Parthiv Doshi, DTM Christine Mamuad, DTM Meera Ramesh Overview & Purpose District 101, including all the areas and divisions, are legally considered part of Toastmasters International. Therefore, regardless of the source, district funds are considered funds of Toastmasters International. Members of the Audit Committee have a fiduciary responsibility to determine if district funds have been spent in accordance with the mission and policies of Toastmasters International. The purpose of the audit was to review the district’s financial records to ensure the financial records accurately reflected the district’s incomes and expenses for the first half of the Toastmasters Year 2019 - 2020. The review included examining the monthly Finance Manager’s reports, bank statements, PayPal Statements, district reserve statements, bank reconciliation, receipts and payment registers. The audit also included verification of supporting documents for expenditures and reimbursements. Audit Observations • Checking and Paypal accounts were reconciled to statements monthly • All deposit entries had supporting documentation • All checks/payments had supporting documentation • All disbursement requests were approved by the District Director • A great deal of effort was expended to provide the supporting documentation in an orderly fashion • Each question asked by the audit team was quickly and thoroughly answered to our satisfaction Audit Recommendation It is apparent that a great deal of time and effort is spent in obtaining the reports and supporting documentation from division and area representatives. Our special thanks to Vinod Nagarajan, Finance Manager, and Pavan Datla, District Director, for their help in preparing for the audit on a timely basis. Our recommendation to the Finance Manager is to ensure entries recorded in the accounting system match individually (or at least daily) to cash and check deposits in the bank account; this will simplify the effort to reconcile the deposits during the year-end audit.

District 101 Realignment Proposal for 2020-2021

Each year, District 101 is required by Toastmasters International to review the distribution of its clubs

within Areas and Divisions. Currently our District has 157 active clubs distributed among 32 Areas

with four to six clubs per Area and 6 Divisions with five to six Areas per Division. Each year, we

charter a number of new clubs, some clubs stop meeting and disband, and some clubs move to new

locations within and outside the District. We review the location and the health of our clubs and with

this information, Area and Division boundaries may change as clubs are moved to balance and

strengthen each Area and Division. This process is known as alignment.

The team used the following criteria when considering the alignment of clubs for 2020 - 2021:

• guidelines presented in Protocol 7.0 of the Toastmasters bylaws

• geographical locations of the club

• balance of aspiring and strong clubs within Areas; an aspiring club is one working on

building membership, educational and leadership growth and is below 20 members

• workload for the Area Director

• meeting days and times of clubs

Proposals were generated and voted on by the District Executive Committee on March 14, 2020.

The outcome of that vote is presented here.

Please review the proposed alignment for the 2020 – 2021 year prior to the Business Meeting and

discuss it with your Area or Division Director. A proposed map of the D101 alignment may be viewed

as well. Keep in mind, this is a snapshot of District 101 as of March 14, 2020. Some additional

changes may be proposed as a result of growth or loss of clubs between now and the start of the

new Toastmasters year on July 1, 2020.

The District Leadership Committee (DLC) met on March 7th, 2020 to interview candidates for elected

District leadership positions for the term July 1, 2020 - June 30, 2021. The committee consisted of

six District 101 members equally representing each division in the District, plus the Chair.

We all join Toastmasters to improve our public speaking and then find out the other amazing avenues Toastmasters provides to us as leaders. Today digital communication skills are more important than ever. The District uses the latest tools to promote education, inform our members of upcoming training and contest events, and encourage member participation. The Public Relations team focuses on three areas: Website, Email Campaigns, and Social Media to help our clubs achieve success. District 101 Toastmasters Website Members and non-members alike can learn about and stay informed on District activities through our www.d101tm.org website. We post upcoming events, the latest District recognition programs, as well as resources to help you integrate as a member and be a more effective leader. Our website captures anywhere from a few thousand views up to 10k views per month. Thank you to our Webmasters David Singer, Faye Yang, Lydia Lee, and Angie Le for keeping our website updated. This year we added a Blog section to our website which included new articles and member spotlights by our blog writer Ramya Ramachandran.

PR Club Recognition Award: Club Website or Page People need to know details like when and where the club meets, and easily find information about Toastmasters. We had Five clubs participate to win prizes of $101 and $50.

Email Campaigns Information about our upcoming events and on-going incentive programs are distributed to all members by email through our newsletters email campaigns. At the beginning of the month, we send out a Message from our District Director entitled Pavan’s Pavilion; and around mid-month, our District 101 Newsletter is sent to all D101 members. Both DD’s Message and the District Newsletter are distributed via our Mailchimp service which reports an average open rate of 21%. To encourage members to learn more about our programs, the DD’s message and the District Newsletter are linked on the D101TM homepage.

PR Club Recognition Award: Club Newsletter Newsletters help keep current members engaged while keeping the not-so-active members in the loop. We had Four clubs participate to win prizes of $101 and $50.

Social Media We were very excited to add Instagram and LinkedIn to our other Social Media channels which include Facebook, Meetup, YouTube and Twitter. For the year we expect to have over 150 posts on each of our social media channels. District 101 actively uses these channels to promote programs and events. Our social media posts included Club Open Houses, Online Zoom Gallery shots, as well as fun new graphics to bring excitement to our district programs. Currently, we have more than 50 clubs promoting their regular meeting via D101 Meetup using our Wufoo Meetup request form. We have over 500 followers on our Facebook page where we continue to promote programs events and celebrate member achievements. Thank you to our Social Media coordinators Mathi Mohan (Meetup) and Suma Manjunath (Instagram).

New and Prospective Clubs Please join Club Extension Chair Dave Spence, DTM, PDD and me in welcoming 8 new clubs to District 101. We are working with potential news leads including at Apple, Facebook and FSCN.

Club Growth Programs

Club Ambassador Program: This program encourages our District members to get engaged, involved and support other clubs in the District by visiting other clubs led by Elena Baryshnikova, IP2.

Club Coaching: Anna Garcia, DTM leads our devoted team of Club Coaches who collaborate with clubs with 12 or fewer members to help them become Distinguished.

Club Fitness: Janet Hebert, DTM provides guidance for the clubs with 12-19 members that can benefit from recommendations.

Club Health Check: Diane Bair, DTM works with clubs with membership 20 and over and promotes sharing knowledge and experience with other clubs in the district.

Club Mentoring: Vinay Agarwala, DTM leads a team of dedicated Toastmasters who work with brand new clubs to ensure they adopt Toastmasters’ best practices from the start.

Club Open Houses: Faye Yang, DTM promotes Open House recognition programs twice a year and also during the club anniversary month. These programs help clubs add new members and thrive.

Membership Renewals: Mythili Prabhu, DTM, PDD proactively works with Club and individual membership renewals in September and April through personal outreach as well as on programs to reward and help Clubs strengthen their membership.

Youth Leadership Program/Gavel Program: Patricia James, LD5 works the Youth Leadership Program (YLP) and Gavel clubs to promote Toastmasters programs with youths in our community.

Membership Programs

Open House Challenge: 60 clubs held an Open House and earned $20, and up to $60 for also adding 3 or more new members.

New Year's Challenge: 53 clubs won the New Year's Challenge with an Open House and earning $20 (up to $60 for adding new members.

March Madness: 40 clubs earned $75 or $101 in District Credit for renewing 75% or 100% of their membership base.

Stellar September: 54 clubs earned $75 or $101 in District Credit for renewing 75% or 100% of their membership base.

Shoot For The Moon: Min-Sun Son of Speaking From the Heart Toastmasters for starting a new Club by September 2019.

Ongoing & Upcoming Recognition Programs

Jump Start: Clubs chartered by Friday, June 19 can select a Professional Development program designed to develop members' skills and strengthen their job performance.

Bring Back your Base: Clubs that grow their Club strength to their base or higher earn $50 in TI gift certificates.

Amazing Anniversary Extravaganza: Clubs that hold an Open House during the month of their Club anniversary earn an amazing gift basket (valued up to $75).

Program Quality ensures that we get the maximum value for our Toastmasters membership. A quality club inspires members to bring their best to the meeting and quality club is made possible by inspired members. The District as an ecosystem seeks to facilitate a culture where this virtuous loop is possible, and our members become the best version of themselves. In the face of COVID-19, ways in which meetings are held might have changed, it is an exceptional time that mankind will remember, but the heart of a quality membership experience remains the same. Worldwide Toastmasters community has adapted itself through the use of online media. Skills practiced at Toastmasters will now be more relevant than ever before and so has the importance of Program Quality.

Distinguished Club Program (DCP) Status

We recognized clubs that achieve 5 or more DCP Goals by October 31 st as Early Achievers because these clubs are striving to provide more opportunities for their members to achieve their educational goals. Congratulations to 30 Toastmasters Club for being Early Achievers this year. Similarly, we have 29 clubs that have achieved the President’s Club program distinction. This program recognizes clubs that achieve 9 or more DCP Goals by April 30th, 2020.

Club Officer Training

Clubs that have all 7 officers trained provide a better membership experience for the members, so we recognize them as Lucky 7 Clubs. Clubs that have 4 or more officers trained during both training periods also meet one of the Distinguished Club Program Goals. Details from the spring training are shown below:

GREAT Events & Fall Fusion GREAT Events provide additional educational opportunities for our members throughout the year. So far this year we have had two Train the Trainer events. One exciting GREAT Event this past year was our Comedy Workshop which saw over 150 attendees. This year's Fall Fusion Event was another success story! The Fall Fusion event entailed Educational sessions, Townhall meeting, Speaker Showcase, and even a costume contest. This event brought together over 150 members.

TLI This year's TLI was able to reach ~300 members. It showcased the world champion speaker Darren LaCroix and phenomenal educational sessions from speakers across the District and beyond.

During these unprecedented times, our ability to communicate and lead is of utmost importance. This is an opportunity for each one of us to bring to the forefront, the transferable skills that we have developed as part of our continuous engagement with Toastmasters. These are unique circumstances – more so than ever requires us to focus on Expanding Our Horizons by exhibiting resiliency and learning to adapt to new changes and at the same time leading those around us.

As we enter the month of June, it is a good time to reflect on what we have achieved this Toastmasters year and see where we are headed. It gives us an opportunity to be thankful to those around us, especially our fellow club members who have been instrumental in helping us sharpen our skills. I am extremely proud of all the member and club accomplishments and I truly appreciate all the effort that has gone towards enabling online club meetings.

It was a great delight to see the extensive participation during the various District events – COTs, TLIs, and most recently online Area and Division Contests. It was encouraging to meet many new leaders and learn from their experience on how Toastmasters has helped them get better.

Our District Officer team, including your Area and Division Directors, has been relentlessly supporting all clubs in achieving excellence. Together with our amazing Club Growth team, we have chartered an impressive number of new clubs with more to follow in the near future. If you would like to spread the love of Toastmasters, and have the slightest idea for a new club, do not hesitate to reach out to us. We will bring it to life! Below is a snapshot of District goals, as of May 25th.

We are 30 days away from the close of the current Toastmasters year. What do you plan to do in these 30 days? Will you push yourself a LEVEL UP and go beyond (Expand) your set goals (Horizons)? Will you help your club achieve better recognition? Will you help your fellow club members realize their full potential? The choice is Yours. Plan the 30 days. Make them count. Lead from the front.
