Dissemination Strategy
of Gender Statistics:
Effective dissemination strategy is very important to ensure that
gender statistics are not only produced, but are fully utilised, and
they continue to be produced and improved in the long term.
The legal framework is crucial:
According to The Law on Equal Opportunities of Men and Women
adopted in 2006, NBS is responsible for collection, processing and
compilation of gender statistics, but central and local public
administration, political parties and other socio-political
organizations, legal entities and individuals involved in
entrepreneurial activities, will provide to NBS all the needed data
disaggregated by sex (art.22).
Annual Program of Statistical Work includes provisions related to the
level of data disaggregation.

The goal
• to identify the need of current and potential users (areas and indicators), to assess the level of usage and access of gender statistics;
• to assess the content of statistical publication Women and Men

•paper based interview, more than 100 respondents from different target groups (public administration, academia, NGOs, international organisations)

•in depth interview with NGOs representatives and main focal gender points
User satisfaction survey results (2008):
•data are widely used by users (85%), mainly for research purposes (56%) and policy making (50%);
•the main source of data are printed statistical publications (77%) and NBS website (73%);
Use of data, main source
•the main difficulties are lack of indicators disaggregated by sex and other criteria, such as residence area, etc., timeliness and availability of time series, lack of specific indicators;
Access to data
•publication should contain more data disaggregated by sex;
•data should be presented in a user friendly way, including explanation of indicators;
•the list of new indicators and new area have been identified in order to be considered in further publications;
•there was a confusion of what means gender statistics and how to identify the appropriate indicators for policy making;

The goal
• to assess the level of satisfaction with statistical products in order to improve the policy and practices of NBS, including institutional functionality in the framework of quality management;

•paper based interview, 400 respondents from different target groups (public administration, academia, NGOs, international organisations, media, private sector);
II •4 focus groups and 10 in depth interview;
Main results user
satisfaction survey 2012:
•NBS is the main source of information for more than 85% of users;

•Users are more interested in data from population domain, labour force, prices and salary data, AND gender statistics are still one of the area underused by users; •Users would prefer to have more data available online (76%) and only 23% - printed publications;

• short set: 118 indicators, of which 15 were partially available (data collection mechanism should be adjusted
In 2008 a harmonized set of indicators in a gender sensitive

To present data in a user friendly way taking into account the need of
different group of users, to disseminate data to a wide range of users;
To maintain and expand online database on gender statistics;
To develop an effective communication plan for different statistical

To promote statistical literacy overall and including on gender statistics;
