1. WHAT IS DOABLE GRAM PANCHAYAT
DEVELOPMENT PLAN OF THE STATE?
Bihar is politically active State. However, it was only recently that the focus of the political parties has shifted to the PRIs.
If the political parties have perceived that the PRIs are to play key role in determining the political faith in the state and national politics, we should not forget that they have an extremely important role in rural development.
Bihar must, therefore, focus on Capacity Building from the point of view development oriented leadership for the members of PRIs, especially at the level of GP.

Village Panchayat Development Plan
Tamil NaduThere are 12524 Village Panchayats and 79394 Habitations in Tamil Nadu.
For effective bottom up planning, Govt of Tamil Nadu have adopted Habitation as the development unit.
Need assessment for Village panchayat Development plan will be under taken through habitation level survey
on existing level of basic services, infrastructure and Socio economic status such as employment and poverty
level, etc
Village panchayat Development plan will focus on

Village Panchayat Development Plan
Tamil Nadu
PRI representatives, panchayat Level Federations of SHGs, Village Poverty Reduction Committees,
Standing Committiees of panchayat,Govt. officials belonging to RD & PR Dept, Social welfare dept,
TWAD board, Health Dept, School Education dept participate in the Planning process for Convergence of development
initiatives.
Handholding support for preparation of village development plan will be provided by the CBos, CRPs,CPs , who will act as ToTs
and technical support will be provided by the experts, retired officials, volenteers, RD & PR dept and Line Dept officials
Habitation Level priorities will be considered and consolidated at the village panchayat level for prioritization of works on the
basis of availability of funds such as own sources of revenue,SFC& CFC Grant, assigned revenue, development grants for
centrally sponsored and State sponsored schemes.
Plan will be appraised by Village panchayat standing committee and placed before Grama Shaba for approval
After consideration and approval of the plan, final approval will be given by Village panchayat Council.
The plan will also be submitted to Block panchayat and District panchayat for further suggestions and final approval will be
given by the DPC
