Successful Business Process Re-engineering (BPR) initiatives must be closely tied to an overall business transformation approach that looks at all aspects of current programs. This includes your strategic initiatives and the people, processes, and technology affected by potential transformation. First Data has done this for numerous government programs and agencies, including several large Health and Human Services, Labor, Public Health, Mental Health, Attorney General and Law Enforcement Departments across the county.

As a result of our experiences and lessons learned, First Data can successfully reengineer your business processes, reviewing all aspects of service delivery:

As an example of best practices, First Data uses its reference Health and Human Services Business Architecture (HHSBA) to guide our health and human services (HHS) efforts, providing a comprehensive and consistent view of the business of the HHS enterprise. Our architecture reflects the three-tier hierarchy established by the latest Medicaid Information Technology Architecture (MITA).

For all BPR projects, First Data possesses an arsenal of qualified resources that have experience in best practice methodology, tools, and templates to bring to the table. This allows all clients we partner with to hit to hit the ground running.

Discover the Path to Your Future.

J Position Your Project for Success from the Start – we position the project effectively from the beginning, preparing your leadership for the potential impacts of change and creating a commonality of purpose within your organization, and then we prepare the project team and other resources to implement the BPR process;

J Discover the As-Is Environment – we apply our “progressive discovery” model to document a baseline of process, statistical, financial, structural and policy information, allowing for validation of existing models and identification of immediate improvements to the organization;

J Create Your To-Be Business Processes – we draw on best practice research and partner with your business and technical subject matter experts to do “realistic visioning”, establishing Business Process Models that fit your organization;

J Complete a Gap Analysis – we conduct a Gap Analysis, which can include an assessment of the Commercial Off-the Shelf (COTS) products in the appropriate client market space, and we collect functional and technical requirements for the To-Be state;

J Present the Final Business Case – we utilize our previous work to build a compelling case for a new process or technology, including expected outcomes and value added, to lay the foundation for a proposed solution. When desired, we provide Organizational Change Management plans to collaborate on the transition to the new business model.

Understanding the Current State Through Progressive DiscoveryFirst Data uses our proven Progressive Discovery methodology designed to provide an accurate and efficient assessment of your current business processes and the supporting technology systems. Progressive Discovery keeps your business and technology visions aligned. We will work with the functional and technical teams in parallel, with frequently scheduled interaction points, to make sure the functional teams understand where technology can add significant value (and where it cannot), and the technical teams understand the business drivers and process issues shaping future technical requirements.

As we capture existing business process and technical systems, we utilize our subject matter expertise to guide your staff through an honest assessment of the opportunities for improvement and the capacity for change. Often staff can fluctuate between thinking too far “outside-the-box” and being “stuck” in the constraints of the current technology and the inertia of the current environment. The First Data Team draws on its experience to provide the balance that brings them together to define a To-Be process model and technology architecture that is both transforming and realistic. We call this Realistic Visioning and use it as a complement to the Progressive Discovery process.

Defining the Future Through Realistic Visioning We apply our Realistic Visioning method along with best practice research to develop an honest assessment of your opportunities for improvement and your organizational capacity for change. First Data will define both your opportunities and constraints in multiple dimensions, including budget, policy, human capital, and the political landscape that provide the full picture of the BPR process you need for business transformation.

Identifying the Gaps and the Path to TransformationFirst Data’s approach to BPR includes evaluating the gap between the leadership’s vision for future outcomes and the overall As-Is state of current outcomes. Understanding these gaps are key to determining the change strategies most effective in building your future To-Be business model. The goal is to effectively deliver the management and

service outcomes envisioned while maximizing organizational benefits. As we plan for your future, we will give particular attention to your short-term needs and obvious opportunities for improvement.

The Gap Analysis also addresses the degree of change that must occur for new processes to be fully integrated into the business structure. This includes potential barriers as identified by the project team and critical success factors for achieving success.

First Data continues to draw on Realistic Visioning as we define requirements for your new business process models. We know how to help you focus on both the “what” needs to change and “how” it needs to change in defining requirements, avoiding the tendency to jump to answer or dictate a solution and providing you suggestions for the right technology at the right cost.

Proposing Project SolutionsAs a result of our BPR process, we provide you a Target Environment Report that serves as documentation, supporting information, and a transition plan from the As-Is environment to the defined To-Be environment. The report will identify your strategic direction encompassing people, process, and technology as it lays the foundation for any Business Case/Project Proposal desired.

First Data understands a compelling case must be made before a new technology project can be selected for initiation. If needed, we have proven experience creating a Business Case/Project Proposal that can support all aspects of your project decision-making process for the future.

Let First Data work with you to guide you down the path toward your future business transformations!
