1. Panic in the United States 2. Before it all happened 3. Late in the twentieth century, The United States of America and otherworld superpowers came into an agreement to end the huge cashes ofnuclear weapons that each country sustained in case of global war. Afterthe superpowers of the world agreed on diminishing their nucleararsenal to basically nothing, there were still a few smaller, less powerfulcountries that simply refused to eliminate their nuclear weapons. TheUnited Nations placed an embargo on these countries to force them intothe Cold War so no nation would any longer have the necessaryweaponry to singlehandedly destroy the world. 4. Terrorists were always interested in obtaining the few and far betweennuclear weapons or any other means to create world-wide massacre. Inthe early twenty-first century, the United States and its allies vowed tobreak up these terrorist organizations and end the global threat ofterrorism completely. This action was appropriately named The War onTerrorism. This took many years to accomplish the task of fishing for theleaders of these terrorist groups and bringing them tojustice, consequently destroying any framework of the organization inwhich that leader was involved. 5. As these organizations were brought down one by one, the UnitedStates and its allies began to feel a sense of security, not felt for morethan four decades.Naturally, the funding for fighting theseorganizations was something that most taxpayers and governmentofficials believed to be overpriced and no longer necessary so taxeswere lowered and anti-terrorism funding was greatly reduced. Thisreduction meanta majordecrease inmilitarypersonnel, equipment, and endeavors into smaller countries whereharboring terrorist groups and activities was a common practice. Theseterrorist groups brought well needed money into these countries inexchange for a safe haven for the groups to carefully plan out theirfuture attacks. Along with the reduction in spending for theseprograms, an overall tax reduction greatly applauded the newpresident with only a few members in the cabinet against the reductionin spending for anti-terrorism. 6. A few members of the presidents cabinet attempted over and over topersuade the president to not fall away from the current programs.Their theory was that if the United States backs down, it would onlyopen doors and breed new and more hostile groups of terrorismactivities and procedures. The United States has always been on the top both financially andmilitarily. With the onslaught of terrorism in the late twentieth centurygone and done away with, there was no need to frivolously spendanymore funding on something that is of the past. With nuclearweapons under control, it would take an unheard of, extremely high-tech weapon of mass destruction to bring a nation like the United Statesto its knees. 7. One method to take The United States into complete disaster was toinitiate a single infection that would bring down the entire infrastructureof the nation therefore eliminating basic necessities such as food; water;transportation; communication; security, and of course, the financialsystem. 8.
