1. Disaster History and Back ground: Flood is a common phenomenon during heavy rainfall in the capital city Agartala. The shape of the centre of the catchment area being like a saucer, the rain water deposits easily to cause flood and water logging. Also, the water logging problem in the city is adding up frequently due to blockage of drainage system and free outlet of rain water through Katakhal and Haora Rives, for which regular cleaning and de – silting is going on with a plan of reconstruction in near future. There are also threats from storms and cyclones every year, which occasionally occur during the month of April to July usually. And rainfall occurs mostly during the period of June to September every year. The city also remains vulnerable in respect of earthquake, as it lies in the seismic zone V. The earthquakes as recorded earlier, usually lies between 6 to 8.7 magnitude. Foresight, forecast, awareness and preparedness are the factors to deal effectively with any kind of unforeseen natural as well as manmade disaster.

2. Objectives: The purpose of preparing the plan may be summarised as follows: a) To provide help and support to the disaster stricken people and minimise the effect

of disaster in time. b) Assessment of the deficiencies, inadequacies if any in rendering effective services in

disaster and post disaster situation. c) Suggesting in institutional infrastructural strengthening, technological support, up

grading and updating of information and data base for overall improvement of administrative and community responses to disaster at the municipal level.

d) For implementation of an effective and smooth co- ordination between various departments and relief agencies involved.

3. Demographic Details: Agartala Municipal Corporation is presently divided into 49 Wards and 4 zones. The population of Agartala is 5.22 lakhs approx (as on May’ 2015). The present area of the city is 62.02 sqm, with a number of 60,000 houses approx.

4. Rain Recording Station: There is one rain recording station under Meteorological Department, at Agartala Airport.

25. Conclusion: The Disaster Management Plan (2019-20) of Agartala Municipal Corporation has been prepared, keeping in mind the following aspects of Disaster Management. The plan is likely to be updated and reviewed every year, except for emergencies or any other special situations.

i) Preparedness for crisis management and response during disaster. ii) Planning for effective response at all levels. iii) Ability to support and recover at disaster and post – disaster periods. iv) Proper planning of and implementation of materials, manpower resources

and equipments during and after disaster. v) Arrangement of proper training and publicity campaigns for capacity

ANNEXURE-I

Disaster Management Control Room:

For smooth running of the Municipal activities and relief measures to the citizens during any kind of disaster like flood/ cyclone etc a control room has been opened in Agartala Municipal Corporation (AMC) Head Office, 2nd floor, for running 24 x 7 on all days (both working days as well as holidays).

The Control Room will function in the AMC Head Office, 2nd floor with the following phone numbers:
