PREFACE
The following note gives brief particulars with regard to the origin, composition and datesof the sessions of the Preparatory Commission for the Disarmament Conference and of the Com-missions, Sub-Commissions and Special Committees mentioned in the present index.

The Preparatory Commission for the Disarmament Conference, which was set up in virtueof a resolution of the Council of the League of Nations of December 7th, 1925, consisted of re-presentatives of States Members of the Council and of representatives of certain countries Mem-bers of the League which, by reason of their geographical situation, occupied a special position asregards the problem of disarmament and which were not otherwise represented on the Commis-sion. Further, three countries not belonging to the League were represented: the United Statesof America, the Union of Socialist Soviet Republics (since November 1927) and Turkey (sinceMarch 1928) 1
The Preparatory Commission for the Disarmament Conference held six plenary sessions:
First session, May 18th-26th, 1926.Second session, September 22nd and 27th, 1926.Third session, March 21st-April 26th, 1927.Fourth session, November 30th-December 3rd, 1927.Fifth session, March 15th-24th, 1928.Sixth session, April 15th-May 6th, 1929 (first part).Sixth session, November 6th-December 9th, 1930 (second part).
All the sessions were presided over by M. LOUDON (Netherlands), with the exception of cer-tain meetings during the first part of the sixth session, which were under the chairmanship ofM. POLITIS (Greece).

At its first session, the Preparatory Commission set up two Sub-Commissions:
Sub-Commission A (military), composed of a military expert, a naval expert and an airexpert for each of the countries represented on the Preparatory Commission.
Sub-Commission B, composed of a representative of each delegation, to deal with all non-military questions submitted to it by the Preparatory Commission. It was authorised to obtainthe opinion on these questions of any organisations or persons it might think fit to consult, and inparticular that of the Joint Commission (see below).
Sub-Commissions A and B were under the chairmanship of the Vice-Presidents of thePreparatory Commission, and held three and four sessions respectively:
Sub-Commission A.
First session, May 28th-July 6th, 1926 (from May 28th to June 1st, under the chairman-ship of M. COBIAN (Spain) and from June 1st-July 6th under that of M. BUERO(Uruguay)).
Second session, August 2nd-September 9th, 1926 (August 2nd-23rd under the chairman-ship of M. COBIAN, and the meeting on September 9th under that of M. BUERO).
Third session, September 27th-November 5th, 1926 (September 27th-October 2nd underthe chairmanship of M. DE BROUCKERE (Belgium), October 2nd-7th under that ofGeneral DE CEUNINCK (Belgium) and October 8th-November 5th under that ofM. DE BROUCKERE (Belgium)).

First session, May 26th, 1926 (Chairman : M. BUERO (Uruguay)).Second session, September 27th, 1926 (M. VEVERKA (Czechoslovakia)).Third session, November 29th, 1926 (M. VEVERKA).Fourth session, March 16th-17th, 1927 (M. VEVERKA).

Belgium, Bulgaria, Canada, China, Cuba, Czechoslovakia, Finland, France, Germany, Great Britain,Greece, Irish Free State, Italy, Japan, Netherlands, Norway, Persia, Peru, Poland, Roumania, Spain, Sweden,Turkey, Union of Socialist Soviet Republics, United States of America, Venezuela, Yugoslavia.
The following States which had been invited to send delegates to the Commission were not represented duringthe second part of the sixth session: The Argentine, Chile, Colombia, Guatemala and Uruguay.
The Joint Commission, already mentioned in the report adopted by the Council on Decem-ber 7th, 1925, as designed to co-operate with the Preparatory Commission in respect of the econo-mic aspect of the questions under review, was composed of two members each of the Economic,Financial and Transit Organisations appointed by the Council of the League of Nations after consult-ation with the Chairman of the respective Committees, and of two members of the Employers'Group and two members of the Workers' Group of the Governing Body of the International LabourOffice appointed by the Governing Body. The Joint Commission was further authorised to callin other experts.
The Joint Commission held three sessions, the first of these being under the chairmanshipof M. BUERO (Uruguay), and the 2nd and 3rd under that of M. VEVERKA (Czechoslovakia):
First session, June 28th-July 1st, 1926.Second session, September 30th-October 5th, 1926.Third session, October 19th-27th, 1926.

In accordance with a resolution adopted by the Assembly at its eighth session (September1927), the Preparatory Commission set up a Committee for Arbitration and Security to consider,on the lines indicated by the Commission, the measures capable of giving all States the guaranteesof arbitration and security necessary to enable them to fix the level of their armaments at thelowest possible figures in an international disarmament agreement.
This Committee was composed of the representatives of all the States represented on theCommission which were Members of the League of Nations, the remaining States being invited toparticipate if they so desired.
The Committee held four sessions, all of them under the chairmanship of M. BENES (Czecho-slovakia):
First session, December lst-2nd, 1927.Second session, February 20th-March 7th, 1928.Third session, June 27th-July 4th, 1928.Fourth session, April 28th-May 9th, 1930.

Finally, the following Committees of Experts were set up by the Preparatory Commis-sion to consider certain special questions:
(a) The Committee of Experts on Civil Aviation, which sat at Brussels from February7th to 12th, 1927, under the chairmanship of M. DE BROUCKERE (Belgium).
(b) The Committee of Experts on Budgetary Questions, which held five sessions on thefollowing dates:First session, February 21st-27th, 1927, under the chairmanship of M. VEVERKA

(b) Contents and Arrangemenet.
The index is chiefly composed of headings relating to the questions examined by the Prepa-
ratory Commission for the Disarmament Conference and its Sub-Commissions and of a table show-
ing the articles of the various draft texts with tables annexed. There is also a general heading
Draft Convention, which appears in the index in its alphabetical order; under this will be found
in synoptic form all information relating to articles, parts, chapters, etc., as well as to the final
report of the Preparatory Commission.
Each question examined by the Preparatory Commission and its Sub-Commissions or
expert committees is represented by a heading under which will be found references to the work
concerning the questionnaire drawn up by the Committee of the Council, to the reports of the
Sub-Commissions and to the subjects dealt with in the articles of the Draft Convention.
The headings of names of persons and of countries permit one to estimate the views of
delegates and the attitude of governments towards the different questions.
With a view to accelerating the distribution of the index in spite of the fact that the last
series of documents of the Preparatory Commission were published very recently, the plan adopted
differs slightly from the original project in that it provides greater detail for the general questions
dealt with during the earlier discussions and for the reports of the Sub-Commissions; from the
opening of the 3rd session, however, that is to say, from the beginning of the establishment of
the Draft Convention, it has been principally based upon the definite questions which became the
subjects of individual articles of the Convention.
A table of draft texts has been drawn up to enable the reader to follow the amendments,
modifications and additions undergone by the various draft articles of the Convention until the
adoption of the final articles. This is placed as a folded inset at the end of the subject headingDraft Convention, page 51.
In the eighth column of this table, the sixty articles of the Convention appear in their finalform arranged in numerical order. By referring to the preceding columns, the reader can conve-niently see which parts of the various draft texts are included in the article in its final form. Thereader desirous of finding rapidly the text of any given article of one of the draft texts with thediscussion relating to it should first find that column in the tabe which refers to the draft text inquestion, and then, turning to the eighth column in the same line, he will see the number of thearticle in its final form. Finally, he should look up the article in question under the general headingDraft Convention.
(c) References.
References to the documents which constitute the Series I to X are indicated by the num-ber of the series in roman numerals followed by the number of the page in arabic figures.
References to the reports of the Sub-Commissions A and B are indicated by the letters Aand B respectively followed by the page numbers.References to the report by the Committee of Experts on Budgetary Questions are indicated
