DISADVANTAGED BUSINESS ENTERPRISE (DBE)

PARTICIPATION IN FEDERALLY FUNDED PROJECTS

The Mississippi Department of Transportation has issued a proposed goal of 10.3

percent for DBE participation in the Federal Funds appropriated to the Department and

pending approval by the Federal Highway Administration for FY 2017, 2018 and 2019 in

accordance with 49 CFR Part 26.

The goal and its rationale are available for inspection and comments during

normal business hours at the Mississippi Department of Transportation Administration

Building located at 401 North West Street, Jackson, Mississippi, for 45 days following the

date of this notice.

Written comments should be directed to the Civil Rights Director, Carolyn Bell, Post

Office Box 1850, Jackson, Mississippi 39215-1850, phone number (601) 359-7466 before

close of business at 5:00 P.M. on August 19, 2016.

The Mississippi Department of Transportation does not discriminate on the basis of

Why You Need Bonding Capacity and How to Establish It

Bonding capacity shows to a potential owner that you can perform the work and guarantees a project owner against project default. Your abilitiy to be bonded proves that you have been thoroughly vetted by the surety and they are confident in the risk, or lackthereof, that you will perform the project in question. Establishing bonding capacity before you need it is key to succesful and timely project bidding. Getting your boots a little muddy on the front end to get your capacity established will prevent scrambling to get approval for a bid when it comes down to the time that you need to bid a project that requires bonding. To establish bonding capacity a surety company will do a thorough review of both you personally as well as your company. They will look at items such as your tax returns, profit and loss reports, balance sheets, and CPA prepared financial reports (if you have any) as well as current work load both bonded and unbonded. You will be asked to complete an application which asks some basic questions about your business. Most of the information requested will include a resume covering you and your key employees and your work experience along with references for your largest projects completed. If you have a bank line of credit established you will be asked to submit a letter of credit from your bank. All of these items will be utilized to establish your capacity as well as your rate. BIDDING & ESTIMATING TIP OF THE MONTH

CONCRETE FORMWORK WOOD FORMS

Forms for concrete footings, foundation and retaining walls should be estimated by the square foot. Take the actual area of the concrete that comes in contact with forms, except in the case of ribbon footing forms which are usually measured by the lineal foot of form placed. Example: Find the number of square feet of forms required for a wall 50’-0’’ long and 4’-0” high. Forms will be required for both sides of the wall which is obtained as follows, 50 times for two equal 400 sq. ft. of forms. Column footings and wall footings are two types of footings used most in construction. Column footings are usually square or rectangular masses of concrete designed to spread the column loading over an area to accommodate the soil bearing value. They are located at the column centers of the structure. Wall footings are usually ribbons of concrete, somewhat wider than the walls they carry in a similar design, to spread the load over a large area than the actual wall bottom. Forms for footings, which are formed completely, are usually simple and rough, using 2 inch planking for size, 2x4s stakes to hold the sides in place and 2x4s struts for braces to the banks. This material may be used five or six times in the course of the work. Ribbon forms for partially formed footings usually consist of 2x4 lumber in as long lengths as practicable. They are secured at the correct elevation to 2x4 stakes and tied across the top at intervals of 4 feet to 6 feet with 1 x 2 spreader ties. The exception to this is in the case of column footings which are usually diagonally tied at the corners with 1 inch boards and tied transversely, if required with strap iron. The following are itemized cost of the walls footings found in the average simple job. Complicated or cutup jobs require up to 25% more material and up to 50% more labor. Cost of hundred square feet of wall footing forms are based on footings 1’-0” deep completely formed. -Material Sides, 2” planking sq. ft., stakes and bracing, meals, strap on, etc. 200 sf x 0.75 = $ 150 .00 -Labor Placing and Stripping Forms- 6.75 Labor MH cost per 100 sf. 6.75 x $ 20.00= $ 135.00 -Material Cost per sq ft $150.00/200= $ .75 -Labor Cost per sf ft $ 135.00/100= $ 1.35

Heat Exhaustion Symptoms and First Aid

A healthy body temperature is maintained by the nervous system. As the body temperature increases, the body tries to maintain its normal temperature by transferring heat. Sweating and blood flow to the skin help us keep our bodies cool. A heat-related illness occurs when our bodies can no longer transfer enough heat to keep us cool. During hot weather, especially with high humidity, body temperatures can rise to dangerous levels.

Any worker exposed to hot and humid conditions is at risk of heat illness, especially those doing heavy work tasks or using bulky protective clothing and equipment. Some workers might be at greater risk than others if they have not built up a tolerance to hot conditions, including new workers, temporary workers, or those returning to work after a week or more off. All workers are at risk during a heat wave.

Here are a few tips on recognizing the symptoms of heat exhaustion and first aid procedures.

Under OSHA law, employers are responsible for providing workplaces free of known safety hazards. This includes protecting workers from extreme heat. An employer with workers exposed to high temperatures should establish a complete heat illness prevention program.

The Mississippi Department of Transportation (MDOT) proposes to execute a Master Contract(s) with consultant right of way/real estate firms (CONSULTANTS) for the purpose of providing a full range of services, concerning all of the following: appraisal, appraisal review, acquisition, relocation, property management, and title services for Right -of-Way projects, Statewide.

Any qualified CONSULTANT that is interested in providing these services may obtain a copy of the Request for Information (RFI) at the following web-address:

The Jackson Municipal Airport Authority ("JMAA") will receive sealed bids at the Jackson-Medgar Wiley Evers

International Airport ("JAN"), Main Terminal Building, Suite 300, in the City of Jackson, Rankin County, Mississippi,
