SECTION I

Introduction:

Directorate General Of Lighthouses & Lightships is a subordinate office of the Ministry

of Shipping and provides service to enable the mariner to know the position with respect to a fixed

point on the land with the help of Visual Aids to Navigation such as lighthouses(193), Lightships(01),

Lighthouse tender vessels(03), Deep Sea Buoys(22), Wreck Marking Buoys(04) beacons and Radio

Aids to Navigation like Differential Global Positioning System (DGPS-23), Radar Beacons (Racons-

64), Automatic Identification System (AIS Base Stations-87) and Vessel Traffic Service in GOK and

Lightships etc. DGLL functions under Lighthouse Act 1927. For the purpose of effective

superintendence of Lighthouse and other aids to marine navigation, the Indian coast is divided into

seven regional directorates known as Lighthouse Districts with their headquarters at Jamnagar,

Mumbai, Cochin, Chennai, Visakhapatnam, Kolkata and Port Blair. A VTS Directorate at

Gandhidham, Gujarat is also functional.

1. Vessel Traffic Services:

Vessel Traffic Services is a service implemented by a competent authority, designed to

improve the safety and efficiency of navigation, safety of life at sea and the protection of the

marine environment. VTS is governed by SOLAS Chapter V Regulation 12 together with the

Guidelines for Vessel Traffic Services [IMO Resolution A.857(20)] adopted by the

International Maritime Organization on 27 November 1997. The VTS traffic image is

compiled and collected by means of advanced sensors such as radar, AIS, direction finding

and VHF or other co-operative systems and services. A modern VTS integrates all of the

information in to a single operator working environment for ease of use and in order to allow

for effective traffic organization and communication. All sensors are connected in single

network.

2. Vessel Traffic Service –Gulf of Kachchh: Directorate General of Lighthouses & Lightships has established VTS in Gulf of Kachchh in Feb,

2012. The Gulf of Kachchh stretches from 06816’ to 07030’ on the Eastern Longitude and 2214.5’

to 23 34.0’ on the Northern Latitude. VTS-GoK has been rendering services to mariners in Gulf

of Kutch on 24*7 basis. In terms of area of coverage, VTS-GoK is one of the largest VTS systems

with a setup of 9 Radars, 4 AIS Base stations, 2 Direction Finders in addition to Hydro and

Meteorological Sensors at suitable locations with Master Control Station at Kandla. It is catering to

requirement of 6 Ports with capability of extension to 10 Ports. The VTS-GOK serves the maritime

traffic of the Kandla Port Trust and various state owned/private ports of GMB. For this purpose 6 Port

Monitor stations are provided at Okha, Sikka,Vadinar, Navlakhi, Rozi Bunder and Kandla. VTS

Monitoring System has also been provided to the Indian Navy at Okha and Indian Coast Guard at

Okha & Jakhau for monitoring the movement of vessels plying in GoK waters.

5. Communications between different VTS stations in GOK. IN VTS-GOK there are 9 Radar stations (RS), 6 Port Monitor Stations (PMS), 1 Master

Control Center (MCC), a total of 15 hops 7GHZ MW links in tandem and spur which includes

3 repeater stations and 5 OFC links. All VTS sites are linked in a network to Master Control

Center at Kandla.

Port Monitoring Stations (PMS) are located at:

Okha, Sikka,Vadinar, Navlakhi, Rozi Bunder and Kandla

Radar stations (RS) are located at:

Koteshwar, Chachhi, Mandvi, Navinal, Balachadi, chudeshwar, Okha Jakhau and Kandla

Repeater Stations are located at:

Bhadreshwar, Harudi and Vanku

Important role of existing Microwave link in VTS-GOK:

- All Radar Stations and Port Monitoring Stations are linked to the Master Control Center at

Kandla via microwave link.

- Information from MCC flow back to PMS and Radar stations via microwave link.

- Master control center at Kandla, all 9 Radar videos are available through digital microwave

link.

- Data from Radio direction finder at Okha and Jakahu is made available to MCC through a

Microwave link.

- Data from Meteorological equipments from VTS sites is made available to MCC through a

Microwave link.

- AIS data is integrated with tracked data of Radar and is made available at MCC

- Interactive Microwave Radio Link among all Radar Stations, Port Monitor Stations and VTS

Master Control Center for data and voice transfer.

- For communicating with a vessel entering VTS area, a separate VHF channel is used

- Data from Hydro sensors is to be made available in specified format via VHF link to

nearest VTS site i.e. Okha, Mandvi and Kandla. The data from hydro sensors will be

transferred to MCC Kandla via existing microwave link.

Supply, installation, interface commissioning of the following items are proposed to be as

integral part of VTS-GoK

- Design, development, supply, delivery, installation, integration, testing, commissioning of

Hydro sensors with buoys at suitable locations in Gulf of Kachchh on turnkey basis along

with maintenance of the system during warranty period of one year and subsequently to carry

out Comprehensive AMC for the next five years.

• 03 Hydrographic Sensor System (buoy based platform) at suitable locations (near to

Okha, Mandvi and Kandla) to provide hydro data for entire Gulf of Kachchh to provide

following data:

- Current (stream) speed and direction

- Wave Height

- Water Level

- Tide

- Wave including directional wave summary & energy spectrum

Tide The sensor shall provide tide measurement with

accuracy of at least 3 cm in range of up to 30 m

Current profiles The sensor shall provide water current profiling with

minimum cell size of 40 cm having accuracy of 0.5%

with a range of 5 m/s.

Waves The sensor shall provide wave height accuracy of

minimum 2.5 cm with resolution of 1 cm and wave

direction accuracy of 2 degrees with resolution of 0.1

degrees.

The sensor shall provide complete directional wave

summary including parameters like - mean water

height, tidal slope, significant wave height, max / min

elevation, max wave height, wave period, significant

wave period, total energy plus analysis of amount of

energy at each wave frequency

Buoy mooring

configuration and

sensor mounting

The buoy mooring should be designed with 3 or 4

mooring configuration.

The sensors shall be suitably mounted to provide

uninterrupted monitoring of hydro parameters. The

ADCP (Acoustic Doppler current profiler) is to be

mounted on a specially fabricated minimum 1 ton

concrete mount with gimbal.

Design of the buoy prepared as per IALA guidelines

shall be submitted for approval by DGLL prior to the

installation of the system.

Power supply

The buoy station should be solar powered with

intelligent power management and rechargeable

batteries for long term unattended autonomous

operation.

On-site processing

The buoy station shall be capable for on-site data

processing including summary statistics and spectral

analysis of wave data prior to transmission

Data telemetry

The buoy station shall be capable of VHF data

transmission to the VTS tower.

Remote

Diagnostics and

management

The hydro sensor system shall support remote

diagnostics of all the station components like sensor,

data logger, power and communication system.

The system shall be capable of remote management

of the monitoring stations like ;

• Remote diagnostics of monitoring station errors,

• Quality control of measured data

(limits, internal consistency)

• Early warning operational alarms

(user-defined thresholds and limits)

• Communication errors

Data configuration

The data acquisition should be capable to be user

configurable to either on-line (near real-time) or

hourly/daily/weekly.

Quality Control

The system shall have the capabilities for quality

control and verification of measured hydro data.

Data processing

and visualization

The hydro sensor system shall have capabilities for

data processing, recalculations, statistics and should

have real-time displays with visualization of

measured data in multiple formats like ;

• Text

• Table

• Graphic representation & displays

• Time series

• Statistics

Data export

The hydro sensor system shall have data archiving

and export to various standard text form (ASCII,

CSV, Excel, Access, log-files) for export of hydo

sensor data to VTS system.

Intrusion detection

system

The buoy station installation location being at

unattended sites in sea shall need a system for

intrusion detection and warning.

Alarms &

Notification

An alarm notification must be sent by the system via

SMS or email in case of events like;

• User-defined thresholds and limits for tides and

other met-ocean parameters

• Station component failure

• Communication errors

7. OPERATION & MAINTENANCE (O&M) CONTRACT

The Contractor requires operating and maintaining the hydro system during the warranty period of

one year and thereafter CAMC for another five years including spares, by the qualified trained

personals on 24x365 hours. It is requested to indicate the charges for the same in the offer. The

contractor is required to take into account the period of warranty issued by the OEM while quoting

the charges for O&M (Operation &Maintenance) i.e. CAMC.

The contractor should have experienced/well trained maintenance engineer who should visit at least

every quarter to carry out maintenance as and when required.

The maintenance would be on a comprehensive basis which would include total spares, labour,

chain, mooring, anchor etc. including hardware and software upgradation as required.

The contractor has to provide a local base for maintenance that would provide trained manpower and

stock of essential spares. The contractor has to ensure that the local setup have adequate stock of

spares so that there is no downtime. The contractor has to provide details of the setup in the

technical bid. The offer should account all the expenses such as manpower, Medical/logistic support/

accommodation/insurance charges and other facilities applicable.

If the contractor fails to carry out the repairs/ maintenance works under the Contract satisfactorily

and not rectify the same within the prescribed time, DGLL will be in all liberty to get the same

rectified by any other Agency/resource available to DGLL at the full risk and cost of the contractor.

The contractor will be charged 125% of the total cost incurred by DGLL in this regard and same

recovered from contractor’s bills.

NOTE: - It is requested to note the following while submitting the budgetary offer for Supply,

operation and maintenance contract.

(a) All the items for routine maintenance of buoys with hydro senor will be arranged by contractor at

his own cost.

(b) In case of major overhaul of the buoys periodically as per the manufacturers guidelines (which is

not breakdown maintenance), the contractor has to ensure overhauling works carried out by the

authorized dealer of the OEM during the period of CAMC contract. However, the cost of the spares

and overhauling charges will be reimbursed to the contractor by DGLL as per actuals on production

of bills of the authorized service dealer.

(c) Telephone charges, satellite usage charges, royalty/license fees payable to the Ministry of

Communication WPC wing, is the responsibility of the contractor.

Interested Applicants of repute, having international exposure on the subject work are

hereby invited to submit their “Expression of Interest” (EOI) for participating in global competition

for “Design, Development, Construction, Supply, Delivery, Installation, Integration, Testing,

Commissioning of Hydro Sensors with Buoys for “Vessel Traffic Service-Gulf of Kachchh” (VTS-

GoK) on Turn Key Basis alongwith Operation and Maintenance of the Sensor with Buoy in VTS-

Gok in India.

Parties interested in the project are required to submit their Expression of Interest in writing. It is

also requested to submit the budgetary offer as per the format attached.

Note: The amount indicated shall include Packaging, freight, labour, insurance charges. For VHF

transmitters it will be responsibility of the contractor to obtain frequency allotment and WPC license

from Ministry of communication; however necessary letter will be issued by the DGLL.

Submission of the Expression of Interest: Parties interested in the Project are required to submit

their Expression of Interest in writing before 1600 hours on or before 27th
