EU support to cluster internationalisation
• Clusters are effective springboards for accelerating SMEs internationalisation.
• - SMEs can join forces for accessing international markets more successfully
• - SMEs need to establish long-term cooperation with strategic business and research partners worldwide to access global value chains
• Such cooperation is often facilitated by clusters, which are going more and more global
- - Cooperation between European clusters is also key for developing common international strategies
• to better support SMEs in global competition, reach critical mass and reinforce their leadership in global technology and innovation
• Objective of the "Clusters Go International" Call

Cluster Internationalisation Programme for SMEs (COSME, €19m)
European Strategic Cluster Partnerships – Going International (ESCP-4i)
• "Clusters Go International" call promoting SME internaliationalistion towards 3rd countries
• 1st call 2014 (3,75M€): 24 partnerships established (incl. 15 co-funded projects)
• 2nd call – early 2017 (5,79M€)
European Cluster Collaboration Platform
• The European hub for cluster cooperation & internationalisation
• Re-launched in March 2016 – Renew your cluster profile !!!
International cluster matchmaking events in third countries and Europe
• 6 Events in 2016 with: US, Taiwan, Iran, Mexico, Brazil & EU stakeholders
• 5 events planned in 2017
Promoting cluster cooperation for industrial leadership in global markets
• Support the establishment of European Strategic Cluster
Partnerships - Going International (ESCP-4i)
• "ESCP-4i" main characteristics:
minimum 3 cluster organisations from minimum 3 EU MS or COSME countries
to develop and implement a joint internationalisation strategy fostering complementarities in a
thematic area, promoting notably cross-sectoral cooperation
to facilitate internationalisation of SME members in third markets in view to support growth and
employment in Europe
to set up a partnership agreement to develop common actions and implementation roadmap with a
L.T. cooperation agenda
• Award of the "ESCP-4i" label based on results of the "Cluster Go International" call
all consortia to be funded and put on a reserve list under phase 1 and 2 of this action;
• 1st round of ESCP-4i launched in Brussels, 8 March 2016

o Phase 1: Preparatory phase - tailored to support the establishment of
European Strategic Cluster Partnerships for Going International
=> Joint strategy and roadmap for implementation
o Phase 2: Implementation phase - aimed at supporting the further development
of the European Strategic Cluster Partnerships for Going International
=> Cooperation building with international partners
o Next call planned for early 2017 (Total budget: 5,79M€)
Phase 1: - 2 partnerships reserved on dual use technologies in the defence and
security sector
- 2 partnerships reserved on the Earth Observation downstream market
and various application domains
