Regional Municipality of Waterloo Overview

The Regional Municipality of Waterloo, located in southwestern Ontario, consists of the Cities of Kitchener, Cambridge, and Waterloo (Collectively called the Tri-Cities), and the townships of Wellesley, Woolwich, Wilmot, and North Dumfries.

There are an estimated 600,000 people living in the Waterloo Region. This includes university and college students temporarily living in the region. Among the region's major private sector employers are Blackberry, Toyota Motor Manufacturing, Sun Life Financial, Manulife Financial, Challenger Motor Freight, Home Hardware Head Office, Loblaw Companies Ltd. and Automation Tooling Systems (ATS).

Major public sector employers include Waterloo Region District School Board, Region of Waterloo, University of Waterloo, Grand River Hospital, Waterloo Catholic District School Board, City of Kitchener, St. Mary's General Hospital, Cambridge Memorial Hospital, Wilfrid Laurier University, Conestoga College and City of Waterloo.

Waterloo Region is home to some of the largest technology companies in Canada and the world. It is the headquarters for eight of Canada’s largest technology companies: BlackBerry, Christie Digital Systems, COM DEV, Descartes, D2L, OpenText Corporation, Teledyne Dalsa and Sandvine. With the second highest density of startups in the world, there are over 1,400 tech companies that employ 23,000+ people.

The Region of Waterloo International Airport (YKF) is a full service, customer friendly facility. Located in neighbouring Breslau, the airport supports commercial, corporate and general aviation and the Waterloo Wellington Flight Centre is one of the largest professional flight training schools in Canada.

Spring, 2019 saw a new rapid transit solution in the Region of Waterloo, called ION and has:

• Light rail transit (LRT) between Conestoga Mall in the City of Waterloo and Fairview ParkMall in the City of Kitchener (19 km),

• Bus rapid transit (BRT) between Fairview Park Mall in the City of Kitchener and the AinslieStreet Terminal in the City of Cambridge (17 km), and

• 22 stops along the 36 km transit corridor.

As well, a high-speed rail system is in the planning stages between Toronto and Windsor, with a stop proposed for Kitchener, as one of the seven stops.

The Position: Director, Information Technology Services

Position Summary

Ensures the efficient and effective use of technology resources to help meet corporate, departmental, and divisional goals and objectives. Provides leadership and strategic direction to the corporation in the management, selection, use, and security of information technology assets. Directs policies and standards for service delivery and project prioritization, legislative compliance, acquisitions, and system integration. Balances resources to ensure optimal service delivery and technical support, as well as innovation. Builds relationships with ITS staff, program areas, and community partners (including area municipalities) to enhance service delivery and identify opportunities for technical innovation and business transformation.

Duties/Responsibilities:

• Supervises a Manager of Application Development & Support; Manager of InfrastructureManagement; Manager of Client Relations, Planning & GIS; and a program assistant. Indirectlysupervises unionized and non-unionized staff. Administers contracts with consultants andcontractors.

• Evaluates and develops technology strategies, operational plans, and investment plans thatalign technology with the service priorities and goas of the Region.

• Directs operation of the Division and ensures efficient use of resources while meeting themanagement performance standards of Council and the Corporate Leadership Team. Developsperformance, issue resolution, and effectiveness standards for the Division, and measurescompliance. Identifies and implements continuous improvements. Provides direction tomaximize and maintain efficiency of corporate technology resources.

• Works effectively in a collaborative manner with Senior Management Team peers, theCorporate Leadership Team, and regional staff. Effectively communicates informationtechnology strategies and plans to the organization.

• Directs project management, project portfolio/capacity planning, and project prioritization andrisk standards to ensure a corporate focus.

• Directs the planning, design, procurement, installation, supervision, and project administrationof new technology systems and applications. Directs maintenance and operational support fornetwork and infrastructure.

• Identifies/assesses new technologies to determine potential value for the corporation andmakes recommendations regarding integration and introduction.

• Reviews and approves major contracts for information technology services, hardware,software, and equipment. Identifies and provides recommendations to improve operationalefficiency and effectiveness through technologies that meet client needs and promotecorporate interests.

• Oversees the creating and implementation of policies related to security, software acquisition,information management, network access, telephony, voicemail, and internet use. Developsstandards to control the proliferation of systems, ensure effective use of resources, and enforcesystem security policies and standards. Ensures technology acquisitions and business processescomply with corporate information management and privacy standards.

• Directs the design and implementation of technology components of the corporate businesscontinuity plan.

• Leads/participates in technology and economic development partnership initiatives involvingprivate and public sector organizations. Develops technology proposals for grants. Leads/workson teams to design and implement innovative initiatives.

• Participates on and provides technical and strategic advice to the Corporate TechnologySteering Committee (CTSC).

• Develops and monitors the Division’s operating budget ($13M) and 10-year capital plan ($11M).Assists program areas to prepare budgets for new technology, and maintenance/service fees.

• Provides recommendations/advice, writes reports, makes presentations, andnegotiates/champions ideas and concepts to the Commissioner, Corporate Leadership Team,Council and Committees, CTSC, other senior management, and related groups.

• Responds to requests for information from the public, professionals, politicians, and the media.Has contact with other levels of government when developing technology proposals andrepresents the Region on technology projects. Provides leadership on community-wide teamsto design and implement information technology solutions.

• Performs related duties as required.

Working Conditions:

Works in a standard office environment. Travels to meetings and work sites. Work is subject to deadlines and peak periods. Some contacts are resistant to change and upset regarding service levels.

Sensory, Mental, Physical Effort:

Spends 30% of the time using a computer. Spends 65% of the time in meetings or communicating with others. Spends 5% of the time travelling.

The Ideal Candidate for Director, Information Technology Services

Overview

The Director, Information Technology Services at the Region of Waterloo requires a dynamic leader with strong political and technical acumen, exceptional interpersonal skills, and the ability to build and support collaborative teams, inspire loyalty amongst staff, as well as foster strong relationships with elected officials and government agencies.

Qualifications, Experience, Skills and Abilities:

The Ideal Candidate must have:

• Bachelor's degree/ Diploma in Computer Science or related field.

• Minimum 7-10 years progressive experience working in an IT Management capacity within theMunicipal / Broader Public Sector/ large multi-site unionized organization.

• Knowledge of information technology, data management, and communications principles andsystems, including business theory, government business processes, business risk and impactassessment methodologies, and laws and regulations as they relate to information technologyoperations and planning,

• Knowledge of and ability to comply with policies, procedures, collective agreements, andrelated legislation (e.g., information and privacy, accessibility, security, health and safety).

• Knowledge of corporate security policies, procedures, standards; server hardware andoperating systems design and development, business recovery systems, and corporate services(e.g., email, directory, content management, enterprise resource planning).

• Knowledge of demand and capacity planning, strategic alignment, resource management, andsupplier management. Knowledge of project management techniques, change management,business transformation, and strategic and technical planning.

• Knowledge of database technologies, architectures, operational requirements, andimplementation strategies, as well as application development platforms and methodologies,and system administration practices.

• Technical knowledge of current network architectures, personal computer and mobileoperating systems, network communication protocols and telephony technologies, enterprisearchitecture.

• Leadership, human relations, facilitation, negotiation, and continuous improvement skills todirect, develop, motivate, and support staff; present issues and reports to Corporate LeadershipTeam, Corporate Technology Steering Committee (CTSC), staff, Committee and Council;represent the Division on committees; conduct meetings and deliver high quality presentations;balance priorities and objectives in a political environment; and participate as an effective teammember.

The Timeline

The position of Director, Information Technology Services is currently vacant, and the Regional Municipality of Waterloo is looking to make an appointment at the earliest opportunity. It is anticipated that shortlisting of candidates for interviews will take place around middle of March 2020 with interviews being conducted at the end of March 2020/ First week of April 2020.
