PROVIS IONAL RULES OF PROCEDURE

I. COMPOSITION OF THE MEETING

Article 1: Delegates

1.1 Delegations of Member States and National Commissions for UNESCO of the following 50 Member States may participate in the proceedings of the Meeting with the right to vote:

1.2 Albania, Andorra, Armenia, Austria, Azerbaijan, Belarus, Belgium, Bosnia and Herzegovina, Bulgaria, Canada, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Latvia, Lithuania, Luxembourg, Malta, Monaco, Montenegro, the Netherlands, Norway, Poland, Portugal, the Republic of Moldova, Romania, the Russian Federation, San Marino, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, the former Yugoslav Republic of Macedonia, Turkey, Ukraine, the United Kingdom of Great Britain and Northern Ireland, and the United States of America.

1.3 The delegation of each Member State and National Commission for UNESCO should consist of not more than two delegates.

Article 2: Representatives of UNESCO

2.1 Representatives of UNESCO may take part in the working sessions of the Meeting without the right to vote.

Article 3: Observers

3.1 The following may attend the Meeting as observers without the right to vote:

3.2 Faroes, Associate Member of UNESCO in the Europe and North America Region, which has not yet established a National Commission for UNESCO;

3.3 The Permanent Observer Mission of the Holy See to UNESCO;

3.4 The Permanent Observer Mission of the Sovereign Order of Malta to UNESCO;

3.5 Member States, Associate Members, as well as National Commissions for UNESCO of Member States and Associate Members from the following other regions: Arica, Arab States, Asia and the Pacific, Latin America and the Caribbean;

3.6 The United Nations and Organizations of the United Nations System having an interest in the fields of competence of UNESCO;

3.7 Regional and interregional intergovernmental organizations with which UNESCO has concluded a mutual representation agreement;

3.8 International non-governmental organizations maintaining official relations with UNESCO, in accordance with the directives concerning UNESCO’s relations with these organizations;

3.9 The NGO-UNESCO Liaison Committee;

3.10 The Inter-Parliamentary Union;

3.11 Any other observer invited by the National Commissions of Austria, Hungary and the Slovak Republic.

II. ORGANISATION OF THE MEETING

Article 4: Elections

4.1 In the opening session, the delegates shall elect:A Chairperson, two Vice Chairpersons, a Rapporteur.

Article 5: Sessions

5.1 The work of the Meeting shall be based on the Open Space and World Café approach including a series of phases with delegates in multiple small groups of Member States and National Commissions and related plenary sessions and backed by operational information support. The Meeting can create subsidiary bodies, if need be (for a example a facilitator, group facilitators for working groups, etc.).

Article 6: The Bureau

6.1 The Bureau of the Meeting consists of the Chairpersons and the Rapporteur.

6.2 Representative of UNESCO may attend the reunions of the Bureau without the right to vote.

6.3 The Bureau is responsible for the co-ordination of the process and business of the Consultation and those of the subsidiary bodies.

Article 7: Drafting Committees

7.1 The Consultation may set up, if necessary, a Drafting Committee, which will consist of the Rapporteur, and delegates designated by its Bureau.

Article 8: General Powers of the Chairperson

8.1 In addition to the powers conferred by virtue of other clauses included in the Rules of Procedure, a Chairperson shall open and close each phase of the Consultation. A Chairperson shall conduct the discussions, ensure observance of the Rules of Procedure, give the floor to delegates, if necessary put questions to the vote and announce the decisions. A Chairperson shall rule on points of order and, without prejudice to the Rules of Procedure, control the proceedings and the maintenance of order.

8.2 A Chairperson does not participate in a vote, but may request a member of his/her delegation to vote on his/her behalf.

8.3 Should a Chairperson be absent for all or part of a session, he/she shall appoint a Vice-Chairperson to take his/her place. The Acting Chairperson has the same powers and responsibilities as the Chairperson.

8.4 The Chairperson of subsidiary bodies of the Meeting shall have the same duties in respect of those bodies.

III. CONDUCT OF BUSINESS

Article 9: Publicity of Reunions

9.1 All reunions shall be held in public decided except where otherwise provided in these rules, or unless otherwise.

Article 10: Quorum

10.1 In plenary session, the quorum is formed by the majority of the participants mentioned in Article 1.

10.2 At sessions of subsidiary bodies, the quorum is formed by the majority of participants listed in Article 1 who are members of the body in question.

10.3 No decision can be taken on any item by the Meeting or a subsidiary body in the absence of a quorum.

Article 11: Order of Speeches and Time-Limit

11.1 A Chairperson shall call upon speakers in the order in which they signify their wish to speak.

11.2 A Chairperson may limit the time allowed to each speaker.

11.3 Representatives listed in Articles 2 may take the floor with the prior agreement of a Chairperson.

Article 12: Points of Order

12.1 In the course of the debate, any Delegation may raise a point of order on which a Chairperson/Facilitator immediately makes a ruling.

12.2 An appeal may be made against the ruling of a Chairperson. It shall be put to the vote immediately and the Chairperson’s ruling shall stand unless overruled by a majority of delegates present and voting.

Article 13: Procedural motions

13.1 During a session, any Delegation may propose the adjournment or closure of the debate, or the suspension or adjournment of the session.

13.2 The motion shall be put to the vote immediately. The following motions shall have precedence in the following order over all other proposals or motions: a) to suspend the session; b) to adjourn the session; c) to adjourn the debate under discussion; d) to close the debate under discussion.

Article 14: Recommendations and Amendments

14.1 The Member States and National Commissions listed in Article 1 may present draft recommendations and amendments, in writing, to the Meeting Secretariat which shall circulate copies to all delegations.

14.2 As a general rule, no draft recommendation or amendment shall be discussed or put to the vote, unless it has been circulated in advance to all delegations, in the working languages of the Meeting.

14.3 Recommendations are addressed, in the first place, to the invited Member States and National Commissions, which may transmit them to their respective Governments. Recommendations may also be addressed to the Director-General of UNESCO.

Article 15: Working Language

15.1 The working languages of the Consultation shall be English and French.

15.2 As far as circumstances permit, the Meeting documents shall be provided in English and French.

15.3 Statements delivered in plenary sessions in one of these languages shall be interpreted simultaneously into the other working language.

Article 16: Voting

16.1 A Chairperson/Group facilitator of a session shall sum up the general orientation of the discussion. If one or several participants listed in Article 1 do not subscribe to his/her conclusions, they may have their opinions and the reasons which justify them summarized, on their request, in the Final Report of the Meeting.

16.2 Each Delegation listed in Article 1 of the present Rules shall have one vote at any time in the proceedings and in any of the subsidiary bodies in which it is represented.

16.3 The Recommendations for the preparation of the draft programme and budget for 2014 – 2017 (37 C/5), the Recommendations concerning the new Medium-Term strategy of UNESCO (37 C/4), amendments of the Final Report and the Final Report of the Meeting should be adopted by consensus.

16.4 If consensus is not reached, the Recommendations for the preparation of the draft programme and budget for 2014 – 2017 (37 C/5), the Recommendations concerning the new Medium-Term strategy of UNESCO (37 C/4) and the Final Report of the Meeting should be taken in plenary reunions, by a two-thirds majority of the delegations listed in Article 1 present and voting.

16.5 For the purpose of the present Rules, the expression “delegations present and voting” means delegations casting an affirmative or negative vote. Delegations abstaining from the vote are considered “non-voters”. Consensus is defined by the absence of any objection.

Article 17: Meeting Secretariat

17.1 The Meeting Secretariat is assured by the Austrian, the Hungarian and the Slovak Commissions for UNESCO, with the support of the UNESCO Secretariat.

17.2 The Meeting Secretariat shall carry out any tasks necessary for the success of the proceedings. It is responsible for receiving, translating, typing, duplicating and distributing all working documents and official documents of the Meeting. It shall also participate in the drafting of the reports of the Meeting.

Article 18: Final Report of the Meeting

18.1 The conclusions resulting from the proceedings of the Meeting shall be included in a Final Report that will be presented by the Rapporteur. The Final Report should reflect opinions expressed and conclusions reached during the discussions.

Article 19: Amendments to the Final Report

19.1 When an amendment to the Final report is moved, the amendment shall be voted on first. When two or more amendments to the Final Report are moved, the Meeting shall first vote on the amendment deemed by the Chairperson to be furthest removed in substance from the original and then on the amendment next furthest removed there from, and so on, until all the amendments have been put to the vote.

19.2 A motion is considered an amendment to the Final Report if it adds to, deletes from, or revises part of that proposal.

IV. ADOPTION AND AMENDMENTS OF THE RULES OF PROCEDURE

Article 20: Adoption and Amendments of the Rules of Procedure

20.1 These rules of procedure shall be adopted by the Meeting, which may decide to modify them.

Consultation meeting venue

The official opening of the consultation with the informal dinner hosted by the “Troika” will take place on Sunday 9th September at 19.00 at the Carlton Hall at the Radisson Blu Carlton.

On Monday 10th, Tuesday 11th and Wednesday 12th September, the consultation will take place in the Harmony Hall at Radisson Blu Carlton.

11th September: A cultural visit and a dinner have been arranged at the castle Červený Kameň on the evening of Tuesday 11th September 2012. A bus will take all the participants from Radisson Blu Carlton to the castle, departing at 16.00. A bus is arranged to take the participants back to the hotel at 23.00.The dress code for this occasion is smart/casual.

12th September: A reception hosted by the Mayor of Bratislava with a visit of the Primatial Palace has been arranged for the participants of the 16th Quadrennial Meeting of National Commissions for UNESCO on the evening of Wednesday 12th September 2012. All the participants will gather in front of the hotel Radisson Blu Carlton at 19.00, the palace is within a walking distance. The dress code for this occasion is smart/casual.

CULTURAL VISITS

River Cruise with Wine Tasting and Buffet

The cruise on the Danube River is an opportunity to take a truly different view of Bratislava. During the sightseeing cruise, which will take the participants to the ruins of Devín Castle and to the confluence of the Danube and the Moravia rivers, you will get a special panoramic view of the Slovak capital from the deck of excursion boat.

Castle Červený Kameň

The first mention of the Castle Červený Kameň was in the first half of the 13th century. The castle was built at a request of Queen Konstancia Uhorska, the widow of the Czech king, on her own land before 1240. At the same time the castle got the name – Red Stone (Červený Kameň in Slovak, Rothenstein in German, Vorosko in Hungarian) or Beaver Castle.

The castle was originally held by the Crown and later passed into the ownership of Matúš Čák Trenčiansky and a number of families including Zapolski, Turzo and the counts of Svätý Jur and Pezinok. According to the heir ship the castle and estate passed from the hands of Queen Maria Habsburg, the wife of the Austria-Hungarian King Ludovit II Jagel to the Fugger family.

Anton Fugger, the head of the family decided to utilize the strategic position of Red Stone, situated close to Bratislava and Vienna and transform the old gothic castle into a safe storehouse for goods traded across the whole Europe. Since 1537 the castle was gradually demolished as to clear an area for construction of four defensive bastions connected with walls and a single residential wing. It was adapted for an effective protection of everything hidden in spacious storerooms (cells).As the business plans of the Fugger family grew weaker, due to an increasing danger of Turks´ attacks, they decided to sell the castle.

In 1588, the young Baron Mikulas II Palfi finally became the owner of the whole estate. Descendants of Mikulas took a hold over the estate until 1945. Thereafter, the castle was proclaimed a national cultural property.

The Primatial Palace

The Primatial Palace (1778-1781) was built on a property originally belonging to the archbishop of Esztergom. The facade of the palace is in strictly classical style. On the roof, there are allegorical statues by J. Kögler and F. Prokop, as well as vases by J. A. Messerschmidt. Atop the tympanum is the coat of arms of Cardinal Jozef Batthyányi, the first occupant of the palace; an iron model of his hat, weighing 150kg, crowns the building.

The palace contains a rare collection of English tapestries from the 17th century. They were produced at the royal tapestry works in the English town of Mortlake, but were only rediscovered during a reconstruction in 1903, and are undoubtedly worth a visit. The exquisite fountain of St George, depicting the legendary knight slaying the dragon, stands in the square inner courtyard of the Primatial Palace. According to one legend the figure of St. George represents the archbishop, and his fight with the dragon symbolizes the efforts of the Catholic Church to banish the Reformation from the city. Legend has it that St George saved the virgin Dubravka from the dragon, and as a reward gained her hand in marriage. Each year, on St. George’s Day, the stone statue is supposed to come to life, turn around on his horse and bow to the inhabitants of the city.

CURRICULUM VITAE

Key-note speaker Prof. Thomas G. Weiss

Thomas G. Weiss Thomas G. Weiss is Presidential Professor of Political Science at The CUNY Graduate Center and Director of the Ralph Bunche Institute for International Studies, where he is co-director of the United Nations Intellectual History Project and editor of Global Governance.

He was Research Director of the International Commission on Intervention and State Sovereignty, Research Professor at Brown University’s Watson Institute for International Studies, Executive Director of the Academic Council on the UN System and of the International Peace Academy, a member of the UN secretariat, and a consultant to several public and private agencies.

He has written or edited some 35 books and numerous scholarly articles about multilateral approaches to international peace and security, humanitarian action, and sustainable development. His latest authored volumes are: Humanitarianism Intervention: Ideas in Action (2012); What’s Wrong with the United Nations and How to Fix It (2012); Thinking about Global Governance, Why People and Ideas Matter (2011); Humanitarianism Contested: Where Angels Fear to Tread (2011); Global Governance and the UN: An Unfinished Journey (2010); and UN Ideas That Changed the World (2009).

Christoph Mandl is Professor at the Faculty of Business, Economics and Statistics, University of Vienna. Further, he is Director of Mandl, Luethi & Partner based in Vienna, Austria and Zurich, Switzerland.

Prof. Mandl has extensive experience in supporting and assessing projects and programmes in innovation. He was member of the Expert Panel for the Five Year Assessment 1999-2003 of the European Union’s Research and Development Programmes.

His conceptual background is how to make best use of ideas and methods from Innovation Management, Knowledge Creation and Organizational Learning to firmly establish the capacity to create radical innovations as a core competence in enterprises and institutions. Within this domain he uses team and large group learning processes like Bohmian Dialogue, Open Space Technology and Future Search Conferences.

Christoph Mandl studied at the Vienna University of Technology and is a PhD graduate from the ETH Swiss Federal Institute of Technology Zurich. He was assistant professor at the ETH Zurich and department head at the Institute for Advanced Studies in Vienna. Furthermore, he was a Postdoctoral Fellow at the MIT School of Management, research scholar in the Management and Technology Area of the International Institute for Applied Systems Analysis, and visiting professor at universities in Brazil, Switzerland and Austria. He worked and works in India, Lebanon, United Arab Emirates, Central Europe, Eastern Europe and Palestine.
