  • Executive Summary

    THE CHALLENGE

    State Board of Education staff, at the suggestion of University of Idaho President Chuck Staben, developed a plan designed to spur higher go-on rates. The premise was that if we remove the uncertainty surrounding the admissions process and the anxiety students might have about being rejected by a particular institution by simply accepting them before they ever apply, we might see enrollment rates at our postsecondary insti-tutions increase. The State Board, using a certain threshold determined by a high school seniors GPA and test scores, would send to all seniors one of two letters: a letter announcing the students acceptance at all eight public universities and colleges or a letter announcing acceptance at the states five colleges and ISUs College of Technology. Once all the institutions of higher ed were on board with the proposal and the State Board of Education passed the Direct Admissions initiative in August, the clock started ticking on delivering the news to students, families, and educators that Idaho seniors were about to receive surprising news in early November about their post-graduation options. Everything from drafting clear and concise letters for both students and parents (and sending nearly 40,000 of them), to alerting the media and providing families with information about what they needed to do next, required careful planning and coordination for a suc-cessful roll-out of this unprecedented initiative.

    THE STRATEGY

    Strategies 360 worked with State Board staff on a communications and outreach plan that sought to ad-dress the many questions that the Direct Admissions initiative prompted from counselors, educators, ad-ministrators, colleges and universities, the public and media. The letters to students and parents (and the envelopes in which they were sent) were carefully crafted and vetted with the many stakeholders involved. We also leveraged the recently launched Next Steps Idaho website as a destination and information source for students and parents who had received the letters. Simple, eye-catching inserts were included with the letter that provided explicit instructions on what to do next and where to find more info, how to pay for col-lege, and a map showing where Idahos colleges and universities are located. Spanish versions of the letters were also made available on the Next Steps web site. Information regarding Direct Admissions directed at educators was also provided on the Next Steps site. Sample copy and images for email newsletters and social media was shared with partners and stakeholders to amplify the message using their communications vehicles. And finally, we sought to publicize Direct Admissions through earned media throughout the state.

    THE SUCCESS

    The rollout of Direct Admissions, with all its logistical complexity, went off without a hitch. Heavy traffic was directed to Next Steps Idaho as high school seniors who received letters turned to the site for more informa-tion about their options. PR efforts yielded 33 TV stories throughout the state and various mentions in news-paper feature stories and editorials. National publications such as Lumina Foundations newsletter and Inside Higher Ed also ran feature stories on Idahos Direct Admissions initiative. Idahos colleges and universities wont know the impact Direct Admissions will have had on enrollment for several more months, but at this early juncture, most are reporting an increase in inquiries and commitments.

    STATE BOARD OF EDUCATION APPROVES

    DIRECT ADMISSIONS PLAN TO ADMIT STUDENTS INTO IDAHO COLLEGES AND UNIVERSITIES

    (Boise). The Idaho State Board of Education has approved a new admissions initiative to provide more Idaho students with the opportunity to obtain a postsecondary certificate or degree. The initiative, called Direct Admissions, will proactively admit Idaho public high school seniors to the states public higher education institutions based on each students grade point average (GPA) and college entrance exam score. At its meeting last week, the Board approved the benchmark GPA and college entrance exam score that will determine a students admission eligibility. Students at or above the benchmark will be conditionally admitted to Idahos eight public universities and colleges: Boise State University, Idaho State University, the University of Idaho, Lewis-Clark State College, Eastern Idaho Technical College, College of Southern Idaho, College of Western Idaho and North Idaho College. Students not meeting the benchmark will be conditionally admitted to the six public higher education institutions that offer certificate or associate degree programs: Idaho State University College of Technology, Lewis-Clark State College, Eastern Idaho Technical College, College of Southern Idaho, College of Western Idaho and North Idaho College. This is an initiative that provides graduating high school students with access to a postsecondary certificate, associate or bachelor degree program, said Don Soltman, President of the State Board of Education. Each Fall, high school seniors and their parents or guardians will be notified of their admittance and encouraged to research the academic and professional-technical programs offered throughout the states community colleges and four-year institutions. They will also be provided with financial aid information and facts regarding benefits of higher education. Students will be required to complete an admission application to the institution of their choice as a next step in the admissions process.

  • Direct Admissions 2 Direct Admissions takes advantage of two features of Idahos public education system. First, the State Board of Education supervises and governs public education in Idaho from elementary to higher education. As a result, the administrative structure is in place to identify where high school students can be admitted and send them an admissions packet. Second, Idaho State University (ISU) and Lewis-Clark State College (LCSC) offer two-year technical and academic associate degree programs, as well as four-year bachelor degree programs. These institutions can consider the interests and academic achievement of incoming students and advise them on the most appropriate route to meet their higher education goals. Students in an associate degree program at LCSC may want to continue on in pursuit of a bachelors, and they will be at a campus that already provides that opportunity. Students in the same scenario at ISU may decide to continue studies in the undergraduate and eventually graduate programs that a research institution can offer, Soltman said In 2010, the Board set a goal that 60 percent of Idaho citizens between the age of 25 and 34 will have a postsecondary degree or certificate by the year 2020. The Direct Admissions initiative has been developed to support this goal, as well as in support of the Boards vision of an accessible, seamless public education system that results in a highly educated citizenry. We want our students to attend our great Idaho colleges and universities. The Direct Admissions initiative can help our state reach the 60% goal and better prepare our students to enter the workforce, Soltman said.
