A Regional Forum on Transparency and AccountabilityILOILO CITY – In pursuance to

the advocacy of DILG Biyaheng Pinoy program recognizing the gains of local autonomy in the country, the DILG Region VI conducted a Tapatan Roadshow on July 5, 2011 at the Iloilo Grand Hotel wherein a regional forum on transparency and accountability was held.

The said program is in line with President Aquino’s battlecry “Kung Walang Corrupt, Walang Mahirap” in which the Department in its effort to meet the challenges in this call for good governance, initiatives and reforms were introduced and carried out under a new slogan “Biyaheng Pinoy: Tapat na Palakad, Bayang Maunlad” where the theme of the forum was derived.

The purpose of the activity was to provide deeper understanding and appreciation on the initiatives and reforms introduced particularly on the Full Disclosure Policy and to ensure compliance and commitment of the local government units to the said policy.

What is PCF?

The Performance Challenge

Fund (PCF) is a facility envisioned to

help stimulate local governments to

put premium on transparency and

accountability to enable them to

avail themselves of financial support

to jumpstart and sustain local socio-

economic development initiatives

supportive of national government

goals and priorities.

Basically, it is an incentive fund to

eligible LGUs in the form of counterpart

funding for local development projects

in the Annual Investment Program

(AIP) and funded out of the 20% Local

Development Fund (LDF).

PCF aims to encourage

convergence of local development

projects with the government’s

priority programs for the achievement

of the Millennium Development Goals

(MDGs); tourism and local economic

development thru road network

maintenance; and compliance to the

objectives of the Philippine Disaster

Risk Reduction and Management

Act of 2010 and the Ecological Solid

Waste Management Act of 2000. It

recognizes LGUs exhibiting good

performance in internal housekeeping

ILOILO CITY - The 17th National Crime Prevention Week (NCPW) celebration culminated with the awarding of the Outstanding Tanods last September 7, 2011 at the Amigo Mall, Iloilo City.

The 17th NCPW celebration aimed to strengthen the bond between and among the youth, children, law enforcers, and other sectors of the society not only in the fight against crime but also in its prevention through awareness campaigns and other noteworthy activities. In line with this, the 6th Annual Search for Outstanding Barangay Tanods was conducted.

The search has two categories and these were the group and the Individual categories. The winners in each category were Brgy. Polo, New Washington, Aklan for the group category and Juvy Galon from Brgy. Concordia, Sibunag, Guimaras for the Individual category.

Iturriaga, Regional Director Honey F. Paredes and PSSUPT Rolen D. Balquin attended the awarding ceremony. Regional Director Evelyn A. Trompeta of DILG Region 6 and PCSUPT Cipriano E. Querol of PNP Region 6 were represented by the OIC Assistant Regional Director Margie A. Biligan and PCSUPT Ernesto A. Tesoro, Jr., respectively.

The search is a pioneering project of the RMCC - 6 starting in year 2005. Joining the members of the RMCC in the awarding ceremony was Iloilo Provincial Governor, Arthur Defensor, Sr. who served as the Guest in Keynote Speaker.

Barangay tanods are considered to be the agents of persons in authority who act as the front liners in the preparation and response to

BUENAVISTA, GUIMARAS — CSOs, local officials, PRMF and the DILG took part in the Provincial Road Stewardship Summit held on October 26, 2011 at Neptune Pittman’s Garden Resort, Buenavista.

The Summit was a product of the series of consultations and sessions done by the core members of Provincial Partnership for Road Stewardship (PPRS). It was envisioned to encourage maximum participation of all partners in the pursuit of promoting the practice of transparency, accountability and participatory decision-making in good governance.

Promoting the tagline, “Dalan Ko, Amligan Ko”, PPRS believes that this is the first grand step to elicit commitment and contribution of each one towards building roads to good governance. This has become a symbolic vision of total development deriving from good road infrastructure programs in the Province.

The one-day activity kicked off with the presentation of the PRMF overview and status of implementation by Engr. Evan Anthony Arias. It was highlighted by the presentation of the keynote address delivered by DILG Regional Director Evelyn A. Trompeta in behalf of USEC Austere Panadero. The speech was full of commendation for the Province of Guimaras focusing on its celebration of the LGCode Anniversary to draw attention to the gains of greater

CSO participation and their role in the promotion of transparency and accountability in local government service delivery.

Along this line, it was also mentioned that DILG has signed a Memorandum of Agreement with CODE-NGO and PHILDHRRA for the implementation of the Vigilance to Volunteerism:Program Intensifying People’s Engagement in Local Governance (V2V PIPELOG) to effectively mobilize and engage CSOs as partners in governance.

Other invited guests were Mr. John Alikpala, the Portfolio Manager of AuSAID-Manila, who talked on Strengthening Public Engagement and CSO Participation in Road Sector Governance. Mr. Davin Goodwins, technical Director of the PRMF, thanked the province for the collective support and encouraged the partners that at the end of the PRMF program, given tools and techniques shall aid in improving the economic conditions and quality of life in Guimaras.

Forging of commitments through covenant signing took place and CSO representatives, the Provincial Government represented by the Provincial Governor Hon. Felipe Hilan A. Nava, with the DILG headed by Director Trompeta and the PRMF as witnesses, inked their commitments to uphold the provincial partnership for road stewardship.

Noteworthy was the response delivered by Gov. Nava who said, “There’s something really nice today, your motive really fascinates me and I’m very grateful that you’re all getting involved. We must leave a legacy, something that people will remember us for.” /rbquintana

DILG conducts two-day training for change agents

ILOILO CITY – A province, a capital town and a fourth-class municipality recently shared their strategies in coping with disasters and climate change during the Basic Orientation on Disaster Risk Reduction and Management (DRRM) and Climate Change Adaptation (CCA) for local government units held in Iloilo City. Conducted by the DILG-6 in three schools on October 17-18, 20-221 and 24-25, 2011, the orientation covered the Provinces of Iloilo and Capiz, which were earlier identified to be among the most disaster-prone areas in the country. Participants were further briefed on the salient features of the DRRM and CCA laws, Republic Act Nos. 10121 and 9729, respectively, and were exposed to LGU Best Practices in the region.

Sharers were Guimaras Governor Felipe Hilan A. Nava, San Jose, Antique DRRM Officer Engr. Alex S. Crespo and Guimbal, Iloilo Mayor Christine S. Garin. The Municipality of Guimbal was recently conferred with the Gawad Kalasag 2011

for its excellent disaster preparedness program.

“There is no development without a price”, said Governor Nava. “Eventually you have to pay in terms of social and environment.” He emphasized on legal and institutional arrangements within the LGU to ensure good administration especially during calamities. Nava demonstrated that political will and a clear vision is a big contribution towards LGU preparedness during calamities. For Guimaras, employing technology and scientific governance helped mitigate the effects of Typhoon Frank in June 2008 which paralyzed almost all of Panay Island.

For San Jose, Antique, being surrounded by moving tectonic plates and trenches necessitates institutionalizing an early warning system that is understood by all. “Once an earthquake strikes, our people know that they have to go into higher ground previously determined

The 1st and 2nd School were all conducted at Grand Tower Hotel in Iloilo City while 3rd school was held in Check Inn Hotel, Bacolod City. Said activities were facilitated by no less than the Regional Director Evelyn A. Trompeta, CESO II and assisted by the Asst. Regional D i r e c t o r , Provincial/City

Directors, Division Chiefs and Regional Program Focal Persons.

A total of two hundred three (203) participants actively participated during the two-day training to include all Local Government Operations Officers of eight DILG field offices and Senior Staff at the Regional Office.

For the 1st day of the training, the participants were oriented on the Department’s Change Agenda, that is, PART (Performance, Accountability, Respon- siveness, Transparency) and the Organizational Outcomes Framework. A discussion on the Theory of Change and Pathways of Change ensued that allowed the Regional Management and the participants to share their experiences and insights on matters affecting internal governance in

the Department. The 2nd day was devoted to the discussions of the Department’s major programs for the year 2011 and 2012 by the different regional program focal persons.

As an output of the 2-day activity, the provinces/HUCs were able to formulate their own Pathways of Change to be able to achieve the outcomes that their team identified towards Strengthened Internal Governance. Also, each of them prepared their action plans wherein they identified their short and medium term goals to achieve their long-term goal, together with the assistance that they need from the DILG provincial, regional and central offices and the target dates of implementation. A combination of workshops, l e c t u r e - d i s c u s s i o n , interactive exercises, open forum and presentations were utilized to achieve the objectives of the training. /GG Gerial

by our LGU,” Engr. Crespo explained. “We have no time for early warning, so we conducted information and education campaign among our constituents on what they should do. The strong earthquake itself serves as our warning against tsunami,” he added.

Mayor Garin, meanwhile, said that her constituents have such a high awareness of calamity response that even grade school pupils participate in the Kiddie Fire Brigade. “Some of our Kiddie Fire Brigade members are grade one pupils,” she said. The kids help prevent fire by educating their households on fire prevention, and are also capable of helping out in case fire breaks out.

All three sharers recognize that a holistic approach is necessary in disaster risk management. Their action plans include maps, land and sea analyses, directory of responders, a list of high-risk families in every barangay, a system of how the locality can respond, and how they can manage post-disaster situations.

Also, they recognize that the LGU can best prepare by tapping even non-government and international organizations that offer help along this area, if not through direct financial assistance, then by sharing technical knowledge and expertise.

“LGUs should be efficient, creative and resourceful in using the 5% DRRM Fund so that its use in the LGU is maximized,” Governor Nava said.

Abaca, that municipality, passed Ordinance No. 15, s. 2011, entitled, “AN ORDINANCE ESTABLISHING A BARANGAY TALIPAPA OR BARANGAY ABACA, TOBIAS FORNIER, ANTIQUE,” and the same is pending review with the sangguniang bayan. Mr. Cazenas would like to be clarified on the issue as to whether or not he can legally interpose objection to the approval of the said Barangay Ordinance based on the grounds as stated therein.

Anent thereto, please be informed that in the case of Moday vs. Court of Appeals, February 20, 1997, the Supreme Court had already ruled that the extent of the powers of the sanggunian as a reviewing authority in this wise:

“The only ground which a provincial board may declare any municipal resolution, ordinances or order invalid is when such resolution, ordinance, or order is ‘beyond the powers conferred upon the council or president making the same.’ Absolutely no other ground is recognized by the law. A strictly legal question is before the provincial board in its consideration of a municipal resolution, ordinance or order. The provincial (board’s) disapproval of any resolution, ordinance, or order must be premised specifically upon the fact that such resolution, ordinance or order is outside the scope of the legal powers conferred by law. If a provincial board passes these limits, it is usurps the legislative functions of the municipal council or president. Such has been the consistent course of executive authority.”

Foregoing premises, we believe that the only issue have to be considered in the exercise of power is whether or not the Sangguniang Barangay of Barangay Abaca has the power and authority to establish a Barangay Talipapa within its territorial jurisdiction. If the answer is in the affirmative, then the sangguniang bayan has to pass the ordinance on review, precluding the determination of the propriety or impropriety of the action of the sangguniang barangay members. However, if the answer is in the negative, there must have a legal basis to support the same.

Some officials of DILG top management also attended the activity headed by Secretary Jesse Robredo. The heads of the DILG Family coming from the PNP, BJMP, BFP, NAPOLCOM and PPSC-Regional Training School were also at the activity and they were the panelists during the press conference held at noon time.

Part of the activity was the launching of the Seal of Good Housekeeping for local government units recognizing localities with good governance performance in their internal housekeeping particularly along the areas of planning, fiscal management, transparency and accountability, and performance monitoring.

There was a showcase of the LGUs that were recipient of the SGH to open possibility of replication of good governance practices by other LGUs in the region as well as encourage other local governance stakeholders to commit themselves to sustain the achievement. Conferment of the Seal of Good Housekeeping followed then.

The activity also served as venue for the oath taking of Iloilo City Mayor Jed Patrick Mabilog as Chairman of the Regional Peace and Order Committee, appointed and administered the oath by SILG Robredo.###
