Bad government $ il l kill the soul of any community. It shows up at first in outrageous tax bills. Then it shows up in decay and rust of the spirit. The good people flee. The vandals move in. The poor have no place to go but down. And they city goes down with them.
A ll of the virtuous prating of the municipal promoters can’t disguise what one sees with his own eyes in a short ride around any of the stricken communities.
