Declining Child sex ratio:

Project background

The child sex ratio (CSR) in various part of the country is continuously declining, which shows discriminatory mindsets of community against girls and misuse of technology. It shows that current efforts made for addressing the decline in child sex ratio are not enough. CSR reflects both pre birth and post birth discrimination against girls. As per the census 2011, the CSR for India has decreased from 927 girls per 1000 boys to 919 girls per 1000 boys. In M.P. CSR is 918 as per the census 2011 that dropped down by 14 points between 2001 t o2011 and 16 districts in the state is below the state average of (918). Out of these 16 districts CSR has declined at alarming levels. These districts are Morena, Gwalior, Bhind and Datia. Here is a short review;

District Sex Ratio Sex ratio at

birth

Child Sex Ratio ( CSR)

Gwalior 864 804 840

Morena 840 855 829

Datia 873 841 856

Bhind 837 880 843

as per census 2011

Addressing declining CSR requires rigorous community and societal interventions with strengthened implementation and compliance of existing legal provisions such as the PC PNDT act, 1994, focusing on care and protection of the girls which create value for the girl child and address deeply entrenched gender discrimination more comprehensively. Longer term interventions includes girls education, nutrition, health, protection against violence and exploitation, female literacy, skill development, work participation, maternity protection, women security, empowerment and their participants in local governance.

UNFPA has been supporting interventions in the state for capacity building of various stakeholders with multi-pronged strategies for addressing sex selection issues and PC PNDT Act implementation. Strict action for ensuring implementation of the PC PNDT act is required and at the same time community mobilization for changing mind sets of community towards the girl child is needed. In order to complement government effort’s for addressing the gender based discrimination and declining CSR in the 4 districts launches BBBP Abhiyan.

Page 14: Dharti Gramotthan evam Shabhagi gramin vikas samiti · Trainings for Swachhta DOOTs and volunteers : 3 training was conducted to train 92 members (89 village Volunteers and 3 staff)

BBBP Abhiyan is a flag ship program launched by government of India so as to make coordinated and convergent efforts for ensuring survival, protection and education of the girl child. It aims at addressing the gender based discrimination and declining CSR through a mass campaign across the country in 100 gender critical districts. The key focus of the BBBP abhiyan is improving CSR and ensuring girl education towards ensuring gender equality. The major strategies is focusing on implementation of the PC-PNDT

Act, strengthen community action, improve retention of girls in elementary and secondary schools, ensure the availability of functional toilets for girls, capacity building and sensitization of government officials and grass roots functionaries. Several community initiatives are also emerging including those involving panchayati raj institutions. UNFPA provides technical support at state level for planning and monitoring of the initiative and support complementary initiatives for strengthening of the planning and roll out of BBBP interventions in selected district of the state.

UNFPA proposes a comprehensive intervention from September 2015 to June 2017 for addressing the gender based discrimination and declining CSR in the 4 districts of M.P. namely Gwalior, Bhind, Morena and Datia. Dharti organization is authorized by UNFPA to implement the Beti Bachao Beti Padhao Abhiyan in association with Ministry of Women and child Development Department and Women Empowerment department, Bhopal. The major objectives of the program are as follows:

Objectives

To mobilize community to address declining child sex ratio and gender based discrimination in 4 districts of Madhya Pradesh having the lowest CSR in the state.

To promote collective advocacy and action by different stakeholders to change discriminatory mindsets and demand side factors that fuels the gender based discrimination and sex selection.

To complement the efforts of government departments for effective planning, implementation and monitoring processes related to the PC-PNDT Act and BBBP scheme as well as to address social and structural determinants of gender based discrimination.

To strengthen the planning, implementation and monitoring processes related to the BBBP for effective roll out of the BBBP interventions in 4 districts of M.P.
