Dear Ms. Campbell:
DFHC Corporation, Inc. (DFHC) respectfully requests an increase in the bulk water availability and consumption charges for the commercial tenants at Gardner Hill Station (GHS) in Jamestown, NC for which DFHC purchases water from the City of Greensboro. This request is prompted by the notice of a water rate increase, newly imposed by Greensboro and effective July 1, 2021, from whom DFHC obtains wholesale supply to serve its commercial tenants at GHS. DFHC also respectfully requests an increase in sewer consumption charges for the commercial tenants at GHS in Jamestown, NC for which DFHC purchases sewer service from the Town of Jamestown. This additional request is also prompted by the notice of a sewer rate increase, newly imposed by Jamestown and effective July 1, 2021.
Based upon the Public Staffs recommendation and the Commission's decision in Docket No. W-1315 Sub 0, DFHC has previously received approval to submeter the commercial tenant's water usage at GHS and charge a water availability and consumption rate based on the wholesale charges for the water from Greensboro, plus a gross-up for the NCUC-Public Staff regulatory fee, currently set at 0.13%. DFHC has also previously received approval in this same Docket (Docket No. W-1315 Sub 0) to charge for sewer service based on the sub-metered water consumption by each commercial tenant at GHS.
Greensboro's availability charge of $51.10 for GHS (effective July 1, 2019) is the basis for DFHC's current availability charge of $12.79 for each of the 4 commercial tenants ($51.16) at GHS. Greensboro's consumption charge of $7.83 per CCF unit ( effective July 1, 2019) is likewise the basis for DFHC's current consumption charge

of $7.84 per CCF unit (or $10.48 per 1,000 gallons) to each of the 4 commercial tenants at GHS. These charges were instituted pursuant to the Commission's Order issued July 15, 2019 in Docket No. 1315, Sub 4.
Greensboro's availability and consumption charges for water is increasing 4.5% ($53.40 per month and $8.18 per CCF, respectively), effective July 1, 2021. See Attachment A for the email from Aimee Walker indicating that these rates are effective July 1, 2021 for the City of Greensboro. The increased rates were approved yesterday at the City of Greensboro Council Meeting. The Rates Outside City Limits/Non-Residential Rates are highlighted in yellow that apply to GHS.
Jamestown's consumption charge of $3.65 per CCF unit ( effective July 1, 2020) is likewise the basis for DFHC's current consumption charge of $3 .65 per CCF unit ( or $4.89 per 1,000 gallons) to each of the 4 commercial tenants at GHS. These charges were instituted pursuant to the Commission's Order issued July 13, 2020 in Docket No. 1315, Sub 5.
Jamestown's consumption charges for sewer are increasing 8.22% ($3.95 per CCF), effective July 1, 2021. See Attachment B. See page 1 of Attachment B for the email from Tammy Salyards indicating that these rates are effective July 1, 2021 for the Town of Jamestown. The increased rates were approved yesterday at the Town of Jamestown Council Meeting. See page 5 of Attachment 8 for the Rates In Town highlighted in blue that apply to GHS.
Therefore, DFHC requests a tariff revision to allow DFHC to pass the current water rate increases and the sewer rate increase through to the commercial tenants who use the water and sewer services at GHS. Specifically, DFHC requests an increase in water usage rates from an availability charge of $51.16 to $53.47 ($13.37 per commercial tenant) and an increased consumption rate charge from $7.84 per CCF unit to $8.19 per CCF unit ( or $10.95 per 1,000 gallons), effective July 1, 2021. DFHC also requests an increase in sewer rates from $3.65 per CCF to $3.95 per CCF ( or $5.28 per 1,000 gallons), effective July 1, 2021.
