Mayor’s MessageWhat a hugely successful festive and holiday season we have had, with record crowds enjoying the warm weather and great events, heralding a positive start to 2012.

Employment is such an important issue to all of us. Over the summer I’ve had a chance to visit many local businesses so as to become familiar with their operations, opportunities and importantly employment. It was enlightening and very positive to see many businesses in the midst of expanding or having plans well under way to expand. The visits will continue as it is vital to keep in touch with our local businesses, to identify issues, find solutions and where possible provide support.

In this newsletter we are providing updates on major projects like the Devonport Indoor Aquatic Centre, Art Collection storage facility and cycleways. There are further updates on a range of projects which continue to build a welcoming and thriving City.

The next three months promises to attract immense interest, commencing with culinary delicacies from Taste the Harvest and the Food & Wine Festival; a range of shows at the Devonport Entertainment and Convention Centre, including the Melbourne Comedy

Festival, plus Men in Pink Tights to entertain you. Not to be missed is the exhibition of The Good, The Bad, The Ugly at the Devonport Regional Gallery; additionally, with the Regatta, Triathlon, Run Devonport, the Motor Show and Targa, Devonport is certainly the place to be.

Devonport Food and Wine Festival Announces World Renowned Chef As AmbassadorInternationally recognised chef Tetsuya Wakuda is bringing his skills and flair to Devonport as the Devonport Food and Wine Festival’s ambassador.

The acclaimed chef is the owner and creator of Sydney’s most celebrated restaurant, Tetsuya’s, which is a regular in the prestigious S. Pellegrino’s list of the world’s 50 best restaurants.

This major coup will see Tetsuya putting his vast knowledge, sublime style, exotic charisma and breath-taking skills on display at the festival, which is now into its second year.

Tetsuya is Japanese born but now lives in Sydney and is widely recognised as one of Australia’s most original, creative and successful culinary talents.

To secure a chef of this calibre as ambassador gives the festival an enormous injection of clout on the local, national and international cuisine fronts.

Tetsuya’s eponymous restaurant is celebrated both nationally and internationally where his dishes are based on Australian, Japanese cuisine and classic French cuisine. He also makes full use of Tasmanian ingredients, including ocean trout to form his signature dishes.

Organisers have also secured award winning singer and former Sherbert front man Daryl Braithwaite to open the month-long festival with a five hour concert at Ghost Rock Vineyard on 3 March.

Already many tickets have been sold, so don’t miss out on enjoying Daryl’s performance, which kick starts this fast growing event for Devonport.

Building a Vibrant CityCouncil’s capital works programme for 2012 is in full swing with several major upgrades now completed, almost complete or about to commence. Oldaker Street’s reconstruction near the William Street intersection is now complete. Council has appreciated the cooperation of local residents, businesses and the travelling public throughout the construction phase. The Stewart Street/Rooke Street intersection upgrade was on hold over the busy Christmas/New Year period to avoid any unnecessary disruptions in the CBD. Work recommenced in late February to complete this project.Best Street‘s reconstruction from Griffith to Gunn Street is planned to commence in March. This project will include new kerb and channel, excavation and replacement of the old gravel pavement and new hotmix surfacing. A wider shared pathway will also be incorporated on the northern side of the street.Tasman Place and Bridge Road’s reconstruction work started in February.The Sheffield Road kerb and channel, footpath and drainage has unfortunately been delayed

for several months. A colony of endangered Central North Burrowing Crayfish has been identified within the project site. Council’s plans need to be assessed and approved by both the State and Federal Government Environment Departments before a permit for the work to commence can be given.

Reporting of Dumped WasteThe entire community has a role to play in protecting our environment and Council encourages everyone to report illegally dumped waste to the appropriate authorities.

The Squeaky Wheel Gets the Best ResultsLong time Devonport resident Keith Burley has been a staunch supporter of the new cycleway that links the Central Business District with the Quoiba/Spreyton area.

With the impressive waterside pathway almost complete, Mr Burley regularly walks the length of the project and quietly smiles with satisfaction at its progress, knowing he had a part in its initiation and growth.

“Deldon Baldock and I first raised the idea to the Council back in the early 1980’s when we lived in Quoiba. We wanted them to build a pathway to circumnavigate Devonport and provide a link to the city and outlying areas,” he said.

“We also had concerns that there were people who had to walk on the roadside to get between Quoiba, Spreyton, and town. I kept at Council to get the project started and I guess after all this time, the old saying that ‘the squeaky wheel gets the best results’ has rung true.”

Mr Burley added that he is so pleased

people will soon be able to use the pathway as a relaxing and safe means of getting in and out of the city.

“The pathway will also increase the number of families using the river foreshore and will really open up the river area as well. I think it is just brilliant.

I want to thank the Devonport City Council for taking this fabulous project up and whilst it has taken some time, I think they have done a superb job with it to date.”

The Tasmanian Government assisted in the project with a grant to the tune of $498,000. A copy of Council’s Cycle Strategy is available at www.devonport.tas.gov.au.

Recent Council DecisionsCouncil adopted at its November meeting:

Council resolved to change the scheduling of its Council meetings, with ordinary meetings starting at the approved time of 6.00pm. The session will be closed to the public in order to consider agenda items of a confidential nature. The meeting will be adjourned at 6.30/40pm for the evening meal break and reconvene at 7.15pm for the session open to the public.

Council resolved to advise the Local Government Board that it wishes to be specifically included in the Board Review of Councillor numbers.

2012 Australia Day Award Winners:Citizen of the Year – Bob VellacottBob was nominated for his involvement with the Devonport Historic & Maritime Museum having been a volunteer, member and President for 12 years. Bob was also Secretary/Treasurer of the Institute of Plumbing Aust. Tasmanian Chapter for many years and was made a Fellow of the Institute, and a member of Rostrum.

Junior Citizen of the Year – Macey StewartMacey was nominated for her outstanding dedication and achievement in the sport of cycling. Macey has been a competitive cyclist for 6 years and has had a great deal of success. She recently won the Advocate Female Junior Sports Award for 2011 and has been offered a scholarship to the Tasmanian Institute of Sport.

Community Event of the Year – Taste the Harvest – Lions Club of City of Devonport Inc. The Lions Club of City of Devonport Inc has been associated for many years with food festivals and held a food tasting festival in the Mall which outgrew that area and subsequently moved to Roundhouse Park.

Taste the Harvest has grown to be the biggest event of its kind in Tasmania with funds raised flowing back to benefit the community.

Community EngagementGet Involved!!To keep up-to-date with everything that is happening around Devonport, our Facebook pages:

In March 2011, the Devonport Community Engagement survey was opened to the public for a period of two months. The survey aimed to gauge the extent to which Devonport residents feel they ought to be involved in Council decisions, and the ways in which residents would like to be involved.

Of the 104 persons who completed the survey, 69.2% felt that members of the general public should contribute significantly to Council’s decision-making processes, as the decisions ultimately affect everyone in the community, while only 3% felt decisions should be left up to Council. Most respondents keep up-to-date with Council decisions via the newspaper, Council’s Community Newsletter, or Council’s website.

The Devonport City Council aims to increase opportunities for the public to be informed, involved and heard by Council. A Community Engagement Policy has been drafted and places a greater emphasis on community participation.

The Council already uses various methods to encourage community participation, but community members often feel that their input is not heard, or is sought too late in the

process. The policy sets out a more pro-active approach, which increases the opportunities for meaningful input from start to finish.

Coinciding with the policy is the launch of our online engagement site, Speak Up Devonport. Residents are invited to register on the site and get involved by joining our online discussions or taking part in a short survey. Residents comments will be considered in making important decisions which shape the future of our community. Speak Up Devonport will officially launch early this year. Watch this space!

The new Devonport Indoor Aquatic Centre will include a 25 metre, eight lane lap pool; a combined warm water programme pool/infant awareness/leisure pool; foyer and reception area; a fitness gym; cafe; fitness programme and mutli-purpose rooms; change rooms; storage and a first aid room.

The existing 50 metre outdoor pool, learn to swim pool, and the waterslide will remain in the upgraded facility.

Did You Know?The Julie Burgess is 64 foot long and weighs 40 tonne.

She was built in 1936 in Launceston.

During World War II, the Julie Burgess was used to service the Bass Strait undersea cable.

She is the last of nearly 150 ketches built by the Burgess family.

She was a fishing ketch with a large wet well to hold the catch, that is now being replaced by a saloon.

It was with the help of the Australian Government that Devonport City Council could purchase and restore the vessel.

Once completed the Julie Burgess will undertake both short and long cruises.

All Hands On DeckDevonport’s David Pinkard is living proof that the old adage “you can’t teach an old dog new tricks” is nothing more than an old wives tale.

Mr Pinkard, 81, was a former marine and diesel engine repairer for most of his working life and is now retired. But Mr Pinkard spends a fair bit of his spare time volunteering on the soon-to-be-completed Julie Burgess, but not in the role many would suspect.

“I have learnt heaps since I started and it’s funny because despite having a diesel background I am not doing anything on the motor but just helping out as a general offsider to the shipwrights,” he said.

“I started volunteering when she was slipped in February 2010 and spend three or four days each week doing a bit. Some days I am there four or five hours and some days only two or three. They are a great bunch working on her and I have really enjoyed my time doing everything from caulking, putting planks on and just about anything else they want done.”

The project has enabled many people to share skills and knowledge, and grow a real sense of community.

Caring for Our Past, Present & FutureFor over 40 years Devonport’s Art Collection has sparked interest and debate, and has enriched the lives of many residents and visitors.

Beginning in 1966, the founder of The Little Gallery, Mrs Jean Thomas purchased one work from each exhibition she held that supported emerging, contemporary Tasmanian artists. In 1979, the Devonport City Council gained custodianship of the Art Collection through the purchase of The Little Gallery.

The Collection is now managed by the Devonport Regional Gallery, held in trust for the community and is very much a part of Devonport’s journey - assisting in building community identity; preserving the City’s heritage and reflecting its culture and interests; and providing an important educational reference for students, curators, researchers and residents.

Today’s Collection of over 1600 items, plus the Robinson Collection of an estimated 40,000 photographic negatives is growing in national and international

significance which is partly due to the strong focus on contemporary Tasmanian works. To house this valuable asset, a new facility is being constructed to international standards.

Opening on Friday 16 March, 6pm, and continuing until 22 April 2012 is The Good, The Bad, The Ugly. Works spanning over 40 years have been selected from the Collection which cover a range of genres, media and themes. Visitors will be asked to rate their response to individual art works and weekly results will appear on the Devonport Regional Gallery website featuring images of the most popular and the least popular selection.

Mobile MusterRecycling your old mobile phone is now easier, with the Devonport City Council joining the nationwide MobileMuster program.

Collection points have been established in the area and local residents are encouraged to clean out their drawers of unwanted mobile phones, batteries and accessories.

MobileMuster is the official recycling program of the mobile phone industry.

Living GreenerThe Spreyton Transfer Station’s TROLL (Together Reducing Our Local Landfill) Shop is to be upgraded courtesy of a joint effort between Lifeline North West Tasmania, Jobfind, the Devonport City Council and a $30,397 grant from the Tasmanian Community Fund.

The plans for the TROLL Shop include the construction of a new shed to further enhance recycling efforts, as well as an investigation into new ventures in resource recovery that will encourage community collaboration and support, whilst creating employment opportunities.

It is anticipated the extension will be completed in May 2012.

The Troll Shop was established in mid 2010 when Lifeline North West entered into a long-term partnership with the Devonport City Council for the purpose of undertaking resource recovery operations at the Spreyton Waste Transfer Station, and re-selling these waste materials to the public through the establishment of a TROLL Shop. The shop services the Mersey area comprising of Latrobe, Devonport and Kentish (population 45,000).

The land and the site for the TROLL Shop are provided rent-free from Council. The cost of goods sold is significantly reduced as there is effectively

no purchasing of stock or raw materials, all materials are either donated by the public or local businesses. Surplus made from the TROLL Shop is part of the business unit which funds Lifeline’s 24 hour telephone counselling service. Volunteers and employment placements are engaged to recover, reprocess and sell these materials.

Recycling TipsReduce: Many of the problems created by waste can be addressed by reducing the amount of waste we produce in the first place. Reducing waste includes rethinking what you buy and refusing things you don’t need.

Re-Use: It’s amazing how many things can have a second or even third life. If you can’t re-use something, there may be someone else who can. You might find innovative ways to re-use old bags, containers, building materials, clothing and unwanted things.

Recycle: When you buy recycled products, you are saving resources and reducing the impacts of pollution.

When disposing of products make sure only the items accepted for recycling go in your recycling bin. These usually include glass, hard plastics, aluminium and steel, paper, cardboard and milk or juice cartons.

National Youth WeekNational Youth Week is a celebration of and for young people aged 12-24 years and will be taking place in towns and cities across Australia in the week of 13-22 April 2012. The theme this year is Imagine, Create, Inspire and that is exactly what we’ll be doing in Devonport with our “Reclaim the Lane” youth arts and music festival.

The event will offer local service providers a chance to host a stall and engage with Devonport’s youth, as well as free food for all participants. The event will take place in Rooke Lane on Friday 13 April and will showcase a variety of local youth talent, as well as offering skill development workshops. Another way that Devonport City Council celebrates Youth Week is our involvement in the North West Youth Expo. This event brings together service organisations, youth relevant clubs and many other groups to host interactive stalls. Schools from across the entire region are provided with buses to bring their students along, so the students can learn all about the opportunities available in their own backyard. The event is in its third year and each Expo seems to get bigger and better.

Living Lightly for Your Pocket and the Planet – Sustainability ExpoOn Saturday 31 March Devonport City Council in partnership with the Devonport Community House is hosting a free expo focussed on saving money and the environment. With kids entertainment, food vendors, stalls and workshops there’s sure to be something for the whole family. The event will take place at Devonport Community House & Garden (Morris Ave) and aims to highlight the simple (and affordable) things we can all do to live a more sustainable lifestyle. The ZoneThe Zone, a Devonport City Council facility located at 64 Stewart Street, provides a central safe location where the City’s youth, aged between 12 & 25, can access a wide range of services and assistance to suit their needs.

The Zone’s mission is to encourage young people to create positive futures for themsleves and the community in which they choose to live, study, work and visit.

Community organisations may also access Zone facilities to hold meetings, workshops and training.

Total Performance Sports Devonport TriathlonMarch is a big month in Devonport and adding to the hype will be one of Tasmania’s biggest sporting events, the Total Performance Sports Devonport Triathlon.

The Total Performance Sports Devonport Triathlon is a major race on the Australian calendar as highlighted by it being an OTU Oceania and Australian Junior and Age Group championships race.

“This year is a big year for the Devonport Triathlon. The committee is delighted to be working alongside the Devonport City Council and our community partners; and we have a fantastic new home at the recently redeveloped Mersey Bluff. This venue is arguably the best triathlon venue in Australia,” said Kerry Stubbs, Event Manager, Devonport Triathlon.

Is it also the Australian and New Zealand Olympic qualifier, guaranteeing that the very best triathletes from the Oceania area will be competing.

The Devonport Triathlon is one of Australia’s oldest triathlons with an honour roll featuring legends Emma Carney, Brad Beven, Loretta Harrop and Craig Walton. Now, at its

spectacular new home at the Devonport Surf Life Saving Club on Mersey Bluff, and its challenging new course, it truly is a real triathlon for real triathletes. As well as seeing some of the world’s best triathletes in action, there will be races for the juniors with the McDonald’s Trikids Schools Challenge being run on Friday 9 March acting as a major prelude to the big event on Saturday 10 March.

Total Performance Sports Run DevonportAfter the outstanding success of last year’s inaugural Run Devonport, organisers are expecting new attendance records to be set when the ‘Peoples Run’ gets underway on Sunday 18 March.

Everyone from littlies to adults can compete in the family friendly format with distances including 1km, 2.5km, 5km and 10km.

Everyone who competes will receive a medal and cap. If you and your mates wish, you can enter a team in the Fairbrother Corporate Cup. Your team can take away the trophy and secure its place on the honour roll that features on the back of the Fairbrother Corporate Cup Winner’s t-shirt, issued annually to the winning team.
