3 Funding options

Quick info:The Better Start for Children with Disability initiative 0-7 yrs provides funding for early intervention services.Self referral: Ph 1800 242 636Children registered with Better Start can access up to $12,000 (max $6,000 annually) to pay for early intervention services. Servicesinclude:

• audiology, occupational therapy, orthoptics, physiotherapy, psychology and speech pathology

A child must be under the age of 6 years and diagnosed with one of the following disabilities to be eligible for Better Startfunding. A child will have until they turn 7 to access funding.Eligibility thresholds for specific conditions

• Cerebral palsy - All children with a confirmed diagnosis of cerebral palsy will be eligible for Better Start.

• Deaf/blindness - All children with a diagnosis made by a specialist multidisciplinary team which includes an ophthalmologicaland audiological evaluation (therefore application of a threshold is not necessary) will be eligible.

• Down syndrome - All children with a confirmed diagnosis of Down syndrome, including those with mosaic Down syndrome, willbe eligible.

• Fragile X syndrome - All children will be eligible if they have a confirmed diagnosis of Fragile X syndrome with full mutation.

• Hearing impairment - Children will be eligible if they have a hearing loss in both ears that meets either of the following twocriteria:

• A permanent conductive or sensorineural hearing loss that has a four frequency average hearing loss* of 40dBHL or greaterin the better-hearing ear

• Auditory Neuropathy Spectrum Disorder diagnosed in both ears.

• The four frequency average hearing loss represents the average of hearing thresholds at 500 Hz, 1000 Hz, 2000 Hz and4000 Hz.

• Sight impairment - Children will be eligible if they have vision of less than or equal to 6/18 or equivalent field loss, in the bettereye with correction.

• Microcephaly - All children will be eligible if they have a confirmed diagnosis of Microcephaly based on a head circumferenceless than the third percentile and a functional level at or below two standard deviations below the mean for age on the GriffithsMental Development Scales or the Bayley Scales of Infant Development.

• Prader-Willi, Williams, Angelman, Kabuki, Smith-Magenis, CHARGE, Cornelia de Lange, Rett’s disorder

• Children will be eligible if they have a confirmed diagnosis of these conditions

Autism Spectrum Disorder Package 0-7yrsMust apply for by the age of 6.Children diagnosed with Autism Spectrum Disorder may be eligible for up to $12,000 for early intervention therapy and services. If a child has already accessed the Helping Children with Autism package, they won't be able to register for Better Start. This document describes the provenance of the Developmental Delay in Children pathway.

This pathway was created in March-July 2016.

The Peninsula Pathways Program aims to improve the continuity of patient care between primary,

community and hospital care settings in the Frankston-Mornington Peninsula region. Work groups

comprising of experienced health professionals (GPs, specialists, nurses, allied health professionals)

were established to review and localise pathways.

This comprehensive pathway has been developed to improve access to appropriate and timely

services for children who present with developmental delay. It provides clinicians with a

comprehensive list of assessment tools, management strategies and linkages to services (clinical

and community based) to support the holistic care for the child and their families.
