Update on Local Plan documents

Local Plan to 2O3O and Community Infrastructure Levy (CIL)The Local Plan is a critical document, setting out the land that needs to be provided in the borough to accommodate new homes and jobs up to 2030.

The Local Plan will address housing, employment, retail, leisure, transport, community infrastructure and environmental issues such as adapting to climate change and ensuring high quality design. The Local Plan will be an important document that will make site allocations for different development uses and will set out criteria-based policies to provide the basis for making decisions on planning applications.

In parallel with the new Local Plan, a draft Community Infrastructure Levy (CIL) charging schedule will also be produced. The CIL is a new mechanism introduced which aims to provide a more consistent approach to determining financial contributions from developers of new developments towards local infrastructure provision. The existing process of securing Section 106 contributions will be scaled back but will remain for ‘on-site’ infrastructure provision and affordable housing. The council will progress the CIL charging schedule alongside the development of an Infrastructure Delivery Plan to support the Local Plan 2030.

The council continues to progress with the production of the draft Local Plan and CIL charging schedule, but have been delayed slightly from the original planned publication date of April 2016. The consultation on the draft plans is now set to begin in mid-June and will run for 8 weeks. The consultation will be open for everyone to view and make comments through our online portal www.ashford.gov.uk/consult.

The council will also hold public exhibitions across the borough during this period for local residents and business’ to view the proposals.

Town Centre SitesFormer site of Ashford Market, Elwick Road, Ashford – application approved (15/01195/AS) - POLICY TC3Planning permission has been granted for a mixed use development comprising of restaurants and cafes (Class A3), a hotel (Class C1), leisure and assembly, including a cinema (Class D2), a car park, associated highway works, vehicle access, infrastructure, plant, car and cycle parking and landscaping (Phase 1).

Land opposite, 1-8 Elwick Road, Ashford – application received (15/01282/AS) - POLICY TC3Outline planning application received for development of up to 200 residential units with access to be considered at this stage (Phase 2).

Former Powergen site, Victoria Road, Ashford – application received (15/01671/AS) - POLICY TC12 and TC13Hybrid application received for five plots comprising: (1) Full and detailed application for plots 1 and 2 comprising: erection of 400 dwellings, a retail kiosk/cafe unit (Use class A1/A3) and associated parking, public surface car park, plant and storage; together with landscaping and access works. (2) Outline application with appearance and landscaping reserved with parameters for plots 3, 4 and 5 comprising: demolition of existing buildings/structures and erection of up to 260 dwellings, associated parking, plant and storage together with landscaping and access works.

Major Sites UpdateUpdate on Chilmington Green planning application (12/00400/AS) The planning application was reported to the Planning Committee on the 15th October 2014 where it was resolved to be granted subject to conditions and a S106 Planning Agreement. The Planning Agreement will be an extensive and complex document which is necessary to achieve all the physical and social infrastructure related to this major development. It is anticipated that it will be agreed and signed late spring/early summer 2016.

Cheeseman’s Green The marketing name of the development being constructed is Finberry. Crest Nicholson is the developer appointed by the site owners, the Church Commissioners for England.

• Application 15/01435/AS for the development of a foodstore, three retail units and a public house/restaurant was received

• Application 15/01586/AS for the construction of 67 new dwellings including nine live-work units, Class B1 (office) floorspace, with associated parking, landscaped areas, internal roads for the development, details of distributor roads D, D1 and part of C, and surface water drainage measures was received

• Application 15/01663/AS for the construction of an 80 unit extra care facility with associated parking, landscaped areas, surface water drainage measures and associated works was received.

• Application 16/00124/AS (Bilham Lawn phase) for the construction of 86 new dwellings with associated access, parking, landscaped areas, internal roads for the development, details of part of distributor road C and surface water drainage measures was received

• Application 16/00125/AS (land south of Captains Wood phase) for the construction of 326 new dwellings, including a neighbourhood play area, details of distributor roads E and F, Waterbrook link road and a district play area north of Captain’s Wood was received
