Account• Off-budget funding (e.g. Lesotho Highland Water

Project, Komati Basin Scheme)• Donor funding (minimal)In future:• Objective is to implement the Act’s requirements

without substantial increases in Exchequer funding• Revenues from water use charges will fund water

management institutions• Off-budget funding for infrastructure wherever possible,

but some infrastructure will continue to require Government funding
