Short Term RentalsA total of 14 complete applications have been submitted. Two STR application operating permits have been approved. Two require additional information and one waiver application was denied by the Board of Adjustment; the Board will hear another waiver request on November 18, 2020. Six properties have passed property inspection, with six others ready for inspection. Six applicants are working on the final stage of obtaining tax and lodging licenses. Ninety-five property owners have logged onto the STR permitting site to review the application process and submittal requirements; of those, 26 have begun to submit items for a STR application.

Title 16 Community Assessment• An Englewood town hall was held on September 2, 2020 with

424 participants.

• 693 survey questionnaires have been returned and staff is evaluating the results.

• Nine small focus groups were held the week of September 14 with 60 people attending.

• Public outreach events were held in 5 community parks with 51 people participating.

Alliance for Commerce in Englewood (ACE)• At the September 9 meeting the Alliance for Commerce in

Englewood (ACE) received an update from Marcia McGilley, Executive Director of the Aurora South Metro Small Business Development Center. Ms. McGilley discussed the following: updates on COVID small business resources; PPP loan forgiveness and the Commission’s small business survey.

Board of Adjustment and Appeals• The Board held a study session on October 14 to discuss the

Unified Development Code Assessment.

Keep Englewood Beautiful• The annual Leaf Recycling Event is scheduled for October 31

and November 7, 8 am - 1 pm, at 2300 West Radcliff Avenue.

Historic Preservation Commission• Work continues on creating a revised demolition permit in

partnership with the Building Division.• The Commission is reviewing potential landmark protections

for property owners wanting to participate in a landmark review process with the potential of being granted landmark status.

• A non-competitive historic structure assessment grant opportunity, with a maximum award of $15,000, is available through the Colorado State Historic Fund. Staff is contacting consultants for estimates to use this potential grant to conduct for a city-wide historic strategies survey.

Planning and Zoning Commission.• Swedish Medical Center’s request for the vacation of a portion

of South Pennsylvania Street and an associated alley for the proposed tower expansion project was reviewed on October 6, 2020. The Planning and Zoning Commission unanimously recommended that City Council approve the vacation request.

• On October 20, 2020, the Planning and Zoning Commission will consider a vacation of right-of-way from Kevin Fasing at 3649 South Grant Street and will provide a recommendation to City Council. Staff will also provide an update on the CityCenter Redevelopment.

Live Local, Learn Local, and Work Local Displaced Worker Career Boot CampThe City of Englewood, in partnership with Arapahoe Community College (ACC) and the Greater Englewood Chamber of Commerce, is sponsoring a career boot camp for displaced workers residing in Englewood. The Live Local, Learn Local, and Work Local Displaced Worker program will provide 40 Englewood participants with a variety of career-building skills.

Participants who successfully complete the program will receive a $200 gift card and an additional $1,145 future scholarship to be used for additional training or education through Arapahoe Community College.

The program, which will be hosted by ACC, will cover a wide range of subjects over three days of in-person learning and several hours of virtual personalized advising including: digital and virtual work ready skills necessary to succeed in a post-COVID economy, an overview of regional industry education and job pathways within Englewood as well as Englewood history and government structure. In addition, the boot camp will incorporate career assessments, job-shadow and pre-apprenticeship opportunities and comprehensive career counseling.

The Boot Camp began on October 14 and is funded by proceeds from the CARES Act.

Business Training• Englewood partners with the Aurora-South Metro Small

Business Development Center to offer training workshops, and free one-on-one consulting to assist startup and operating small businesses. The 2020 webinar series is available at www.aurora-southmetrosbdc.com (click on workshops/training)

Business Initiation Grant• Pending: Brewability, 3445 South Broadway, is interested in a

grant to support energy efficient lighting enhancements and interior tenant finish. Building plans for tenant finish are approved.

• Pending: Game 7 Barbershop, 2837 South Broadway, is interested in a business acceleration grant to fund tenant finish expenses associated with an expansion in services.

• Approved: Colore Italian Restaurant, 2700 South Broadway, was approved for a business acceleration grant to fund a permanent patio expansion.

• Approved: A&A Commissary, 4695 South Windermere, was approved for a business initiation grant to support a new gravity grease interceptor for the new commissary space.

COVID-19 Business Recovery and Assistance ResourcesThe City of Englewood is here to help businesses that have been affected by the current health crisis. COVID Recovery and Assistance Grant for Home-Based BusinessesEnglewood has applied for CARES Act approval for grants to support home-based businesses. Stay tuned for more details.

Outdoor Seating – Patio ExpansionsThe City of Englewood has created a temporary program to allow restaurants (to include coffee shops, bakeries, food trucks, etc.) and bars to operate in outdoor settings adjacent to their businesses. The intent of the program is to allow for greater physical distancing and safety for patrons until the State’s public health orders allow restaurants and bars to resume sit-down service.

Reopening and Marketing Grant A $500 grant is available for non-home based City of Englewood businesses that were closed due to the COVID-19 pandemic and are re-opening in the near future. Eligible use of funds includes: marketing business re-opening, personal protective equipment, cleaning supplies, signage/stickers for social distancing, products to promote social distancing, etc. Businesses are encouraged to incorporate the “We’ve Got This” branding in their signage and marketing campaign.

Expanded COVID-19 Small Business Support and Recovery Grant This $4,000 grant is open to all non-home based, small businesses in the City of Englewood, but the priority is for businesses that have frequent and/or close contact with customers. Home-based businesses, food trucks, national chains and franchises are ineligible.

Grant for Non-Profits Impacted by COVID-19 ($2,000 to $4,000) This grant is open to City of Englewood non-profits holding a 501c(3), 501c(4) or 501c(6) status. These types of non-profits may include: human services, arts, non-religious charitable organizations, fraternal organizations, schools, and business organizations. Eligibility criteria include: temporary closure; reduced hours of operation; employee layoffs; inability to host events; etc. Religious institutions, political organizations, and home-based non-profits are ineligible for the grant. Grant amounts are based on the organization’s annual revenue/budget.

Englewood CityCenter • In a letter to the City Council, dated September 17, 2020, SKB updated their

redevelopment planning progress for the city-controlled property at CityCenter, shown in blue. A copy of this letter can be found at: www.englewoodco.gov/home/showdocument?id=27327. SKB was selected by the Council early this year as the preferred master developer for the city to partner with in redeveloping the city-controlled property at CityCenter –the property owned or controlled by the city and/or the Englewood Environmental Foundation (EEF).

• The SKB/Tryba team updated their progress addressing the opportunities and challenges associated with the major parcels of the CityCenter, including portions of the adjacent former Weingarten property in orange (Parcels A, B, BB, C and D).

• The SKB/Tryba team continues to implement outreach steps to gather public input during the replanning process, including a recent update to the CityCenter webpage (www.englewoodco.gov/CityCenterredevelopment). With the participation of city staff, SKB and Tryba hosted the first of several online open houses on Thursday, September 10, 2020 at 5:30 pm. Additional online open houses are planned (visit the website for specifics).

Former Weingarten Property• Staff continues to engage with LNR Partners about their plans to sell the former Weingarten property. LNR represents the

bondholders that foreclosed on this property in 2018. Recently, LNR has engaged in more detailed explorations with the city about an approach which would involve EEF terminating the underlying ground lease (55 years remain). Ownership would then be conveyed to third parties selected as a result of LNR’s marketing efforts to sell the property. SKB would agree to purchase four key subparcels.

• Referred to as the “Redevelopment Approach,” this option would encourage the redevelopment of a larger portion of CityCenter with an updated mix of uses and in locations that would better ensure CityCenter’s long-term success. This approach was discussed with Council in the October 12, 2020 online City Council Study Session. The Redevelopment Approach was contrasted with the “Status Quo Approach.”

• Under the Status Quo Approach, LNR would lease the current vacancies and extend several other leases and then market the property for sale. The new and extended leases would likely take the former Weingarten property out of play for redevelopment for the next 10-25 years. In addition, the Status Quo Approach would limit the redevelopment potential of the City Property. City Council supported Community Development staff’s recommended Redevelopment Approach direction and authorized staff to begin drafting a “Framework Agreement” between the City/EEF and LNR for Council’s formal review and approval. The Framework agreement would also generally commit the City to processing a multifamily project on the southern half of Parcel C and sponsoring a rezoning process for the CityCenter area from PUD to MU-B-1 (the general mixed-use zoning that exists in the downtown area).

“Downtown Matters” Initiative • Staff and members of the Downtown Matters consultant team provided an update to the City

Council at the October 5, 2020 Study Session. This was a follow-up to the Council’s July 6, 2020 approval of a Downtown Development Authority (DDA) organizational ordinance and DDA formation special election. The mail-in ballot election is scheduled for November 3, 2020 for qualified electors within the proposed DDA boundaries shown here (this matter will not appear on the City’s general election ballot).

• Qualified electors in the DDA special election include Downtown property owners as well as business and residential tenants (all must be registered Colorado voters). Council was updated on the education-based outreach plan that has been implemented to communicate with the DDA qualified electors. Outreach efforts include an update to the City’s Downtown Matters web page to explain the election and ballot questions in detail: w w w.englewoodco.gov/government/englewood-downtown-matters.
