1.0 Introduction
1.1 AspartoftheNationalManufacturingCompetitivenessProgramme(NMCP),theofficeofDevelopmentCommissioner(MSME),MinistryofMicro,Small&MediumEnterprises,GovernmentofIndia,willbeimplementingtheDesignClinicSchemeforDesignExpertisetoMicro,SmallandMediumEnterprises(MSME)Sector(here-inafterreferredtoastheDesignClinicScheme)duringthe11thPlanPeriod.
1.2 TheobjectiveofDesignClinicSchemeistoenhancetheunderstandingandap-plicationofdesignandinnovationinMSMEs.Itaimstopromotedesignasavalueaddingactivityandintegratingthesameintothemainstreambusinessandindus-trialprocessesofMSMEs.TheschemewillbeimplementedinpursuanceofthelongertermgoalofhelpingthemanufacturingsegmentintheMSMEsmoveupthevaluechainfrom“originalequipmentmanufacturing”through“originaldesignmanufacturing”to“originalbrandmanufacturing”.
1.3 TheoverarchingapproachinimplementingtheschemewillbetobringIndianMS-MEsandthedesignexpertsonacommonplatform.ThiswillenabletheMSMEstoaccessexpertadviceandcosteffectivesolutionsfortheirrealtimedesignprob-lems,withsomefinancialsupportfromtheGovernment.Theexpectedoutcomeofsuchinterventionsarenewproductdevelopmentordiscernibledesignimprove-mentandvalueadditionforexistingproducts.ThetotalschemebudgetwillbeRs.73.58crore,outofwhichRs.49.08crorewillbeGoIassistanceandthebalanceamountwillbecontributedbythebeneficiaryMSMEs.
1.4 TheNationalInstituteofDesign(NID),Ahmedabadhasbeendesignatedasthenodalagencyforthescheme.
2.0 Overview
2.1 Designisastructuredcreativeprocess.Inmanufacturing,designiscommonlyas-sociatedwithindustrialproductdesign-specificallythe“look”ofaproduct.How-ever,theapplicationofdesignismuchbroader,forexampledesigningforaestheticappeal,foreaseofmanufactureandforsustainability.Designingmaybedoneforreliabilityorqualityorbusinessprocessesthemselves.Servicedesignsaffecthowcustomerswillexperiencethedeliveryofaservice,suchasabankorafastfoodrestaurant.
2.2 Thelargerpurposeofdesignistodothingsbetter,toimproveasituationandtomakeapositivedifference.Theroleofdesigninbusinessistocreatevalue.Acompanycanusethedesignprocesstoaddvaluetoproducts,services,andtotheorganizationitself.Awell-designedproduct,service,ororganizationismorevalu-ablethanaproduct,service,ororganizationthatisnotwell-designed.

2.3 Design,innovationandgrowtharelinked.Innovationanddesignarenotsimplyaboutnewproductsortechnology.Theyarealsoabouthowtoimproveproductsineverydayuse,leadingtoreducedcosts,increasedusabilityandnewbusinessopportunities.DesignisrecognizedasaninnovativedisciplinethatcanhelpMS-MEstosustainandgrowinanincreasinglycompetitivemarket.
2.4 IndianMSMEsproduceadiverserangeofproducts-fromthesimpleproductstothosethataretechnicallycomplex.Withtherapidchangestakingplaceinthebusinessandtechnologicalenvironments,itiscriticalfortheIndianMSMEstokeeppacewiththesechanges.This,inter-alia,requiresaninnovativeproductdevelopmentapproachthatensuressustainability/growthbyretainingcompetitiveadvantage.ThewiderapplicationofdesignbytheMSMEsisexpectedtoincreasethevalueandcompetitivenessoftheirproducts.
2.5 TheDesignClinicschemewillhelpMSMEstoavailindependentandprofessionaladviceonallaspectsofdesign.PracticalsupportwillbeprovidedtoMSMEsthroughseminars,workshopsandone-to-oneadvicebydesignexpertsfornewproductdevelopmentaswellasenhancingexistingproductportfolio.
3.0 TheScheme
3.1 TheDesignClinicSchemewillbeguidedbythefollowingkeyprinciples:x Rigorous,yetapplicantfriendly,process;x Promotionanddisseminationofdesignconceptsinregional/locallanguagesunderstoodbytheMSMEs;
x EstablishingbenefitswithoutoverwhelmingtheMSMEs;x Learningfromothersuccessfuldesignsupportprograms;x EstablishingsystematicprocessesfordesignandproductdevelopmentinMS-MEs.
3.2 Thepurposeoftheschemeistwo-fold:* increasetheawarenessofthevalueofdesignandestablishdesignlearn-ing5inthemicro,smallandmediumsizedindustries,and
* increasethecompetitivenessofMSMEproductsandservicesthroughdesign.
3.3 ThelargerobjectiveoftheschemeistocreateasustainabledesignecosystemfortheMSMEsectorthroughcontinuouslearningandskilldevelopment,andtopromoteuseofdesignbyMSMEsfordevelopingproductsandserviceswhicharemarketled.
3.4 ThefocusoftheschemewillbeonbuildingthedesigncapabilityofMSMEstoen-ablethemtoimprovebusinessperformanceandtocompeteintheglobalmarket.

3.5 Theschemedescriptionisdividedintwomajorparts,viz.,DesignAwarenessandDesignProjects.
3.5.1 DesignAwareness:Thiswillbedonethroughseminars,workshopsandDesignNeedAssessmentSurveyfortheparticipantmembersoftheselectedclusters.Theseactivitieswillhelpcreategeneralawarenessandsensitizationaboutthevalueandpowerofdesignforbusinesses.
3.5.2 DesignProjects:TheDesignNeedAssessmentSurveywillformthebasisforfur-therdialoguebetweenprofessionalconsultantsandindividualunits(orgroupofunits)intheclusterforthepreparationofprojectproposalsforfunding.Thefund-ingassistancewillbeprovidedtotheMSMEsforengagementofdesignconsultantsandprofessionalsandotheradmissibleitemsundertheprojectaspertheguide-lines.
4.0 DesignAwareness-SeminarsandWorkshops
4.1 ThepurposeoftheseactivitiesistosensitizeMSMEsabouttheusageofdesigninvariousfacetsoftheirindustry.
4.2 Aseminarwillcoverthedesignrelatedtopicsinabroadway,withtheintenttocommunicatetheimportanceofdesign,itsusefulnessanditsroleindeliver-ingbusinessvalue.Itwouldbedeliveredinlecture-stylebyoneormoreexpertsdeliberatingonatopic.TheseminarwillbefollowedbyaQuestionandAnswersession.Atypicalseminarwouldbeofonedayduration.
4.3 Aworkshopconnotesamorefocusedstudyondesign,withawell-defined“take-away”fortheMSMEs.Thetotaltimeallocatedforeachworkshopis3-5days.Thiswillbeginwiththeexpertsvisitingtheclusterunitsandunderstandingtheissuesconcerningthecluster.Thereafter,therewillbeatrainingondesignclinicsolutionsdeliveredbyanexpertoragroupofexpertsinaninteractivemanner.ThiswillbefollowedbypreparationofaDesignNeedAssessmentSurveyReportbythedesignatedexpert.
4.4 TheDesignNeedAssessmentSurveyreportwillreviewthepresentstateofthecluster,willidentifyareasofimprovementandwithinthatwillidentifyspecificareaswhichcouldbeservedbydesignintervention.Thereportwillpresenthowthedesignsolution(s)willfinallyconverttoabusinesssolutionsandwillspecifyapreferredsequenceofactionsforthesame.Thereportwillalsocontainthedetailsofworkshopproceedings.
4.5 Theconductofseminarsandworkshopswillbeentrustedtoindustriesassocia-tions,technicalinstitutionsorotherappropriatebodies.Theinterestedorganiza-tionsmayapplytotheDesignClinicCentre.Theapplicantorganizationmustdem-onstratetheexpertisetodeliversuchaseminarorworkshopandshouldsupportitsapplicationwithsimilarpreviousexperience.

4.6 Onreceivingtheapprovalfromthedesigncliniccentre,theorganizationshallconducttheworkshoporseminarandshallsubmitareportoftheeventattheendofittothecentre.
4.7 MSME-DIsoftheMinistryofMSMEwillassistinorganizingtheseworkshopsandseminars.MSME-DI'sprimaryrolewillbetofacilitateidentifyingclusters,advocacywithunitsintheclusterandmotivatingthemtoattendtheseworkshopsandsemi-nars.
4.8 GoIcontriution,notexceedingRs60,000(RsSixtyThousandOnly),willbeadmis-siblefortheconductofeachseminar.
4.9 TheGoIcontributionfortheconductofaworkshop(includingpreparationoftheDesignNeedAssessmentSurveyreport)willbetotheextentof75percentofthecostincurred,theadmissiblecostsbeingrestrictedtoRs4,00,000(RsFourLakhOnly),(i.e.maximumassistancebeingrestrictedtoRs3,00,000only).Theremain-ingamountwillbecontributedbytheparticipatingMSMEs.
4.10 Thefundingprovidedfortheconductoftheseseminarsandworkshopswillcoverallorganizational,incidentalandoutofpocketexpensesrequiredforconductoftheseevents.TheGovernmentcontributionundertheschemewillbereleasedin2installmentstotheimplementingorganisation/institution.Initially,50%ofthesanctionedamountfromGoIwillbereleasedafterapprovaloftheproposal.ThebalanceGoIcontributionof50%amountwillbereleasedafterreceivingthefullcontributionfromtheprivateunitsandbasedonthereceiptoftheAudited-state-mentofexpenditure;finalreportetc.fromtheorganizationwhoconductedtheworkshop/Seminar.
4.11 NIDwillprepareastandardtemplatefortheseminarsandworkshopswithclearidentificationofdeliverables.
4.12 InadditiontoworkshopsandseminarsbeingorganizedfortheMSMEs,aboutfiveorientationworkshopswillbeorganizedforthedesignconsultants.Thedurationoftheorientationworkshopwillbeofoneday.ThepurposeoftheorientationworkshopistosensitizeandorientthedesignconsultantstowardsthepurposeofdesignclinicschemeandissuesconcerningtheMSMEs.NIDwillmakeneces-saryarrangementstoorganizetheseworkshopsfordesignerswiththeassistanceofexpertsandprofessionals.

5.0 DesignProjects
5.1. Objectivesx TofacilitateaccessofMSMEstodesignexpertiseintheformofconsultancy;x TofacilitateMSMEstodevelopnewdesignstrategiesand/ordesign-relatedproductsandservicesthroughprojectinterventions;
x Createvisibleimpactandeffectivelydevelopthecapabilitiesofthelocalenterprise
5.2. Applicabilityx TheapplicabilityofdesignprojectfundingistoanindividualMSMEoragroupofMSMEs.Inotherwords,theschemepermitsagroupofMSMEsbasedinanindustrialclusterstocometogetherandseekprojectfundingfordesignimprovementconsultancy.Forthesakeofconvenience,herinafterintheseguidelines,thetermMSMEshallincludeagroupofMSMEsalso.
5.3. FinancialAssistance
TheDesignClinicSchemeshallprovidefinancialassistancetosupportdesignworkundertakenbyindividualMSMEs,groupofMSMEsandstudentprojects.
5.4 Thebeneficiaryunit(s)musttypicallybemicro,smallormediumenterprisesasperthedefinitioninMSMEDAct2006.Itmustbenewtousingdesignandpreferablyshouldnothaveusedinternalorexternaldesignexpertisebefore.Thedesignerthataunitemploysinthisschemeshouldbeselectedfromapoolofqualifieddesign-ersempanelledforthisscheme.
5.5 NeedAnalysis
MSMElevelneedanalysiswillhavetobeconductedeitherasafollow-upoftheclusterlevelworkshoporasastand-aloneone-to-oneexercisebyexpertandMS-MEs.TheMSMEsdesirousofdesigninterventioncouldgettheDesignNeedAnaly-sisconductedfromadesigner/designcompany/academicinstitutionapprovedbyDesignClinicCentre.Incasetheycannotlocateadesigner/designcompany/academicinstitution,theycancontacttheDesignClinicCentreforhelp.DesignClinicCentreonreceivingtheintentshallsuggestdesigner/designcompanies/ac-ademicinstitutionsfromwhichtheMSMEcanchoosefromandconsequentlyalsonotifysuggestedcompanies/institutions.AtemplatefordesignneedanalysiswillbepreparedbyNID.Theexpertsshallsubmitthereportusingthegiventemplate.
5.6. Consulting
Consultingdevelopsdetailedsolutions,andhelpstheunitstodoandtolearnbydoing.Themostimportantpartoftheconsultingaspectistoconvertdesignsolu-tionintoabusinesssolution.Nodesignactivityiscompletewithoutgoodbusinessunderstandingorinputsrelatingdesigntobusiness.Inspecificcases,anindepend-entbusinessevaluationcouldbecommissionedtoactasinputfordesignconsult-ant.Helpfrombusinessconsultant/managementstudentscouldbeincorporatedatthisjuncture.

5.7. ProjectProposal
Basedontheneedanalysisandconsultingoutcomeadetailedprojectproposalshallhavetobeprepared.Thisproposalshallincludeallaspectsoftheproposedprojectandthefinancialdetails.TheproposalshallbesubmittedintheprescribedformatforapprovalbytheassessmentpanelofthedesignclinicCentre.
5.8. DesignprojectFundingforprofessionalsx AllapplicationsforfundingsupportfordesignprojectsundertheSchememustbeincollaborationbetweenaMSMErequiringassistanceindesignandadesigner/designcompany/academicinstitutionwhichwillprovidethatassistance.
x Thefundingsupportwillbegivenbywayofagrantuptoamaximumof60%ofthetotalapprovedprojectcostorRs.9.0Lakh,whicheverisless,incaseofaindividualMSMEoragroupofnotmorethanthreeMSMEapplicants.
x Thefundingsupportwillbegivenbywayofagrantuptoamaximumof60%ofthetotalapprovedprojectcostorRs.15Lakh,whicheverisless,incaseofagroupoffourormoreMSMEapplicants.
x TheapplicantMSME(s)intheprojectisrequiredtocontributeatleast40%oftheapprovedprojectcostasamatchingfund.
x ThematchingfundfortheprojectcontributedbytheapplicantMSME5shouldbetraceableandverifiable,suchasintheformofchequeand/orbankpay-inslip.
x Thefundinggrantwillbereimbursedin4stagesin4equalamounts.Itshallbedoneinthefollowingmanner:
* Stage1–Strategy-25%* Stage2–Concept-25%* Stage3–DetailDesign-25%* Stage4–SuccessfulImplementationandcompletionreport-25%
5.9. DesignProjectFundingforStudentsMostofthedesigneducationinthecountrybeingprojectbasededucation,aportionoffundingisearmarkedtosponsor/supportthestudentdesignprojects.Eachoftheseprojectswouldresultindetaileddocumentincludingfinaldesignspecificationsandamodel/prototype.x TheDesignClinicSchemeshallsupportdesignworkbyreimbursing75%ofexpensesincurredsubjecttomaximumofRs1.5lakhforfinalyearstudentprojectsdoneforMSMEsunderthesupervisionofparentDesignInstitutions.MSMEunitscontributionshallbe25%oftheadmissiblecost.
x Theadmissiblecost(estimatedtobeRs.2lakh)wouldincludestudentdesign-er'sstipend(whereverapplicable),conveyancerelatedtotheproject,docu-mentationandmodelmakingcosts.
x Studentsinthefinalyearundergoingfull-timeundergraduateorpostgradu-ateprogramfrominstitutionsrecognizedbydesigncliniccentreareeligibletoapplyforthisfunding.
x Thefundingshallonlybeavailableforfinalyeardissertationprojects,forunder-graduate/postgraduateordiplomacourse.

x Thestudentwillhavetoapplyinaspecifiedformatthroughhis/heracademicinstitutionandwiththeconsentofMSMEwherehe/shewillbedoingtheproject.
x Theprojectworkmustculminateintoareportapprovedbytheparentaca-demicinstitutionofthestudentandtheMSMEforwhomtheprojectworkisdone.
x ThedeliverablesforthestudentprojectwillbespecifiedclearlybytheDesignCliniccentre.
x Thefundinggrantwillonlybereimbursedtothestudentsthroughinstitute.x Thefundinggrantwillbereimbursedin3stages,inthefollowingmanner:
* Stage1–Applicationapproval-25%* Stage2–MidStage(about50%periodcompletion)-25%* Stage3–FinalReportSubmission-50%
5.10. ProjectDurationx DesignProjectdurationwillbelessthanoneyear.
5.11. EligibleApplicantx Thelocaldesigner/designcompany/academicinstitutionandthelocal 5MSMEincollaborationareeligibletoapplyforfundingsupportasco-appli-cants.AnMSMEwiththeconsentoftheDesigncompanyoracademicinsti-tution,maysubmitanapplicationastheprincipalapplicant,subjectto thefollowingconditions:
* Thedesigner/designcompany/academicinstitutionandtheapplicantMSMEhavetobebodiesorcompaniesestablishedorincorporatedinIndiaundertheIndianLawswithon-goingbusiness;
* Theapplicantdesigner/designcompany/academicinstitutionwillberesponsibleforcarryingoutthedesignproject;
* Theapplicantdesign,designcompany/academicinstitutionandtheapplicantMSMEinaprojectapplicationmustnotbeanassociateorassociatedpersonoragentoremployeeoftheotherofthembefore5submissionoftheapplication;
* Theprojectteammembersrepresentingthedesigner/designcompany/academicinstitutionmustnotbedirectors/shareholders/managementteammembersoftheapplicantMSME.
x FollowingarethecriteriaforqualifyingtheapplicantMSMEunderDesignClinic
* TheMSMEshouldbeaprofitableentityinthelast3yearsofitsopera-tions
* TheMSMEmustdemonstrateeitheranexportperformanceorpotentialtoexport
* PMACcanstipulate/relaxcriteriaforthispurposex Followingarethecriteriaforqualifyingtheco-applicantDesigner/DesigncompanyunderDesignClinic
* TheDesignerortheDesigncompanyoracclaimedinstituteshouldhavedemonstratedexpertiseandqualificationintheproblemareathatitseekstosolvefortheapplicantMSME

* Itshallbetheresponsibilityofthedesigner/designcompanytocom-pletetheprojectontimeandasperagreedscope.
x Iftheapplicationisapproved,theapplicantdesigncompany/academicin-stitutionwillbecometherecipientofthegrant,andboththeapplicantdesigncompany/academicinstitutionandtheapplicantMSMEhavetosignanagreementwiththeDesignClinicCentretoensurethatbothpartiesarefullyawareofthetermsandconditionsunderwhichthegrantwillbeoffered.
x Foradministrationpurpose,theMSMEwillbecalledthe“principalapplicant”andtheDesigner/DesignCompany/academicinstitutionwillbecalled“co-applicant”.
5.12. ProjectBudgetx Theprincipalapplicantisrequiredtosubmitabudgetproposedfortheproject,showingallexpenditureandtherelevantdocuments,suchasquota-tion,projectbrief,orcontract.
x Whenpreparingtheprojectbudget,theprincipalapplicantisrequiredtopro-videabriefdescriptionoftheworkstepsinvolved,andthecostbreakdownforsuchsteps.Otherinformationsuchasdurationoftimeandmanpowerrequired(e.g.inman-days)willalsobehelpful.Unspecifiedcostitemssuchasmiscellaneous,sundryandcontingencyetc.willnotbeaccepted.
x Alistofunallowablecostitemswhichcannotbechargedtotheprojectac-countissetoutinanotherpointbelow.
x Boththeapplicantdesigncompany/academicinstitutionandtheapplicantMSMEarerequiredtodeclareintheapplicationwhetheranyorbothofthemhavesoughtorareseekingfundingsupportfortheprojectfromotherpublicfundingsources.Doublesubventionwillnotbeallowed.
5.13. PlanfortheProjectOutcomex TheprincipalapplicantisrequiredtoprovideintheapplicationabriefplanonhowitwillcommercialisetheprojectdeliverablesandpreserveIPRssub-sistingintheprojectdeliverablesandotherprojectmaterialswhendischarg-ingtheproject.
5.14. ProjectCoordinatorx Ineachapplication,theprincipalapplicantshouldnominateaprojectcoordi-nator.
x Iftheapplicationisapproved,theprojectcoordinatorisresponsibleforover-seeingtheprojectgenerally;monitoringitsexpenditureandensuringtheproperusageofprojectfundsinaccordancewiththeapprovedprojectbudg-et,thisGuideandotherinstructionssetfortheprojectandansweringenquir-ies.
5.15. TimingforApplicationx TheDesignClinicSchemeisopenforapplicationsthroughouttheyear,unlessnotifiedotherwise.
5.16. ApplicationProceduresx Applicationsfortheschemecanbemadeinmultiplewaysx ApplicationcanbemadebytheMSMEwithrequestforgrantwithoutade-signcompany.InsuchcasesDesignClinicCentrewillsuggestthepossibledesignconsultantstotheMSMEfromwhichtochoosefrom.

x ApplicationcanbebytheMSMEalongwithaDesignConsultancywhichsatisfiesthecriteriagiveninhere.
x ApplicationcanbebytheSMEalongwithanacademicinstitutionwhichsat-isfiesthecriteriagiveninhere.
x ApplicationsmaybesubmittedtotheDesignClinicCentrebywayofelec-tronicsubmissionviatheinternetatthewebsite.
x Eachapplicationcanonlycoveroneproject.x Applicationsnotfulfillingrequiredconditionwillnotbeconsidered.x Theapplicantswillbeinformedoftheassessmentresultwithin50clearwork-ingdaysafterreceiptoffullinformation.
x Itisrecommendedthattheapplicantsshouldplanaheadwhensubmittingtheirapplicationsandmakesurethatallrequisitedocumentsaresubmitted.
x Noapplicationfeewillbecharged.
5.17 ApprovalofApplicationsx Approvalofapplicationsdependsontheirindividualmerits,andthefundinglimitsetoutabove.
x ThePMACreservestherighttorejectanapplicationongroundsincluding:* apetitionispresentedoraproceedingiscommencedoranorderismadeoraresolutionispassedforthewindinguporbankruptcyoftheprincipalapplicantortheco-applicant;or
* afalseinaccurateorincompletestatementorrepresentationiscon-tainedintheapplicationorapromiseoraproposalismadeknowinglyorrecklesslythatitwillnotbeabletofulfilordeliversuchpromiseorproposal;or
* intheeventofaclaimallegingortheGovernmenthavinggroundstobelievethatanything(s)ormaterial(s)tobedesignedorconceivedorproducedaspartoftheprojectdeliverablesinfringeorwillinfringeanyIPRsofanythirdparty;or
* theprincipalapplicantortheco-applicantisindefaultofitsobligation(s)underothergrantagreementwiththeGovernmentwhetherornotinrelationtotheDesignClinicScheme.
5.18 Resubmissionx Adeclinedapplicationmayberesubmittedonlyifithasbeenrevisedsubstan-tiallyorifithasbeenabletoproduceadditionalinformationtoaddressthecommentsmadebytheAssessmentPanelinitsearlierreview.Thedifferencesoftheresubmittedapplicationshouldbesetoutclearlyvis-à-visthepreviousone.
x Anyrevisedapplicationwillbetreatedasanewapplication.
5.19. VettingProceduresx Uponreceiptofanapplication,theDesignClinicCentrewillconductapre-liminaryscreeningandmayseekclarificationorsupplementaryinformationfromboththeapplicantdesigncompany/academicinstitutionandapplicantMSME.
x Afterscreening,theDesignClinicCentrewillsubmittheapplicationtogetherwithitscommentstoanAssessmentPanelforconsideration.

x TheAssessmentPanelwouldcompriseofficials,professionals,industrialists,businessmen,designers,academicsorotherexpertindividuals.Itsfunctionsaretoassessapplications,makerecommendations,andmonitorapprovedapplications.
x Theapplicantdesigncompany/academicinstitutionandapplicantMSMEanditsprojectteammembersmayberequiredtoattendassessmentmeetingstopresenttheirapplicationsandanswerquestions.
5.20 AssessmentCriteriax Inconsideringanapplication,dueconsiderationwillbegiventothefollow-ingfactors,whereverapplicable:

* theoverallplanningandorganisationalstructureoftheprojectandcapabilityoftheprojectteami.e.theprojectteammembers'expertise,experience,qualifications,trackrecord,andtheresourcesavailablefortheproject;
* whethertheproposedbudgetisreasonableandrealistic,andwhethertheprojecthasbeenfundedorshouldbefundedbyothersources;
* howthedesignconsultantwillmaintainrelationshipwithMSMEafterthecompletionoftheproject;and
* anyotherrelevantfactors.x TheoverallassessmentcriteriawouldbebasedonthemeasurablepositivedifferencethatadesigninterventionwillbringtotheMSME,eitherinabsoluterevenues(indicatinghigherprofits)orinpercentageterms.
x TheAssessmentPanelwillsubmititsreporttoPMACthroughNIDgivingrec-ommendationsontheapprovalorotherwisefortheproject.PMAC'sdecisionwillbecommunicatedtotheapplicant(s)byNID.
5.21. NotificationofResultsx Theapplicantswillbeinformedoftheassessmentresultwithin50clearworkingdaysafterreceiptoffullinformation.
x Ifanapplicationisrecommendedforgrant,boththeprincipleapplicantandco-applicantconcernedwillbeinformedoftheresulttogetherwithanytermsandconditionsthatmaybeimposedbytheAssessmentPanelinadditiontothestandardtermsandconditions.Theymayneedtorevisetheirapplicationaccordinglybeforetheapplicationisapproved.
x Ifanapplicationisdeclined,reasonswillbeprovided.

5.22. WithdrawalofApplicationx Theprincipalapplicantandco-applicantcanwritetotheDesignCliniccentretowithdrawanapplicationatanytimebeforesigningthegrantagree-ment.
5.23. GrantAgreementx Foreachsuccessfulapplication,theco-applicantdesigner/designcompany/academicinstitutionwillbetherecipientoftheapprovedgrantbutboththedesigncompany/academicinstitutionandtheapplicantMSMEhavetoenterintoagrantagreementwiththeNID.ThegrantagreementwillbesignedbetweentheNIDandtheapplicants.NIDwillprepareanappropriatelegaldocument(dulyincorporatingGFRprovisions)forthispurpose.Thegrantagreementshallcontain(a)thetermsassetoutintheapprovalletterfromtheNID;(b)thetermsandconditions;and(c)theprojectproposalintheformatattachedtotheapprovalletterfromtheNID.
x Aspartofthedocumentsrequiredtosupportanapplication,theprincipalapplicantfortheprojecthastosubmitthecontractenteredintobetweentheapplicantdesigner/designcompany/academicinstitutionandtheapplicantMSMEcertifyingthatthelatterhasengagedtheformertocarryouttheproject(“projectcontract”).Theprojectcontractshouldcontainthetermsandcondi-tionsoftheengagement.
5.24. DisbursementofApprovedGrantx Disbursementoftheapprovedgrantwillbemadeateachstagedependingupon
* thesubmissionoftheperiodicassessmentreport,* evidenceshowingthattheapplicantMSMEhasdulypaidupthematch-ingfundasrequired,
* successfulattainmentofthestageasperthecompletiondatespecifiedorsuchotherdatethattheNIDmayapproveinwriting,
* finalcompletionreportandthefinalauditedfinancialstatementinformandsubstancetothesatisfactionofNIDandcomplyingwiththere-quirementssetoutbefore,within2monthsaftertheprojectcompletiondatespecifiedintheprojectproposalorbysuchotherdateastheNIDCentremayapproveinwriting,and
* duecompliancewiththegrantagreementandtheprojectcontractbyboththeapplicantdesigner/designcompany/academicinstitutionandtheapplicantMSME.
5.25. PublicityandAcknowledgementx TheprincipalapplicantshallprovidetheNIDwithdetailsoftheprojectachievements,ifany,includingcreationofintellectualpropertyinwhichIPRssubsist,successfulmarketingandcommercialisationoftheprojectdelivera-blesandawards.TheNIDmayfromtimetotimedisclosetothepublicdetailsofsuchprojectachievementsincludingannouncingthemontheweborpub-licationsorshowcasingatexhibitionsforpublicityandreference.
x TheapplicantsshallacknowledgethefundingsupportundertheSchemeinpublicity/mediaeventsaswellasinpublicationsissuedtopromotetheproject.However,theNIDreservestherighttorequiretheprincipalapplicantand/ortheco-applicanttoimmediatelyceaseanddesistfromusinganypro-motionalmaterialsinwhichanyreferencetotheNID/GovernmentorDesignClinicSchemeisfound.

5.26. ReportingRequirementsx Theprincipalapplicantwillberequiredtosubmit3interimreportsduringtheprojectincludingthedetailsofperformanceoftheprojectinaspecifiedformat.Specificdatesofinterimreportsubmissionshallbeidentifiedbytheapplicantinthefundingapplication,andacceptedbyNID.
x Theprincipalapplicantwillberequiredtosubmitacompletionreportinclud-ingdetailsoftheresults,performanceandevaluationoftheproject.

x Bothapplicantsintheprojectwillberequiredtocompleteandreturnapost-projectevaluationquestionnairefortheirprojecttoreportontheachieve-mentsoftheprojectintermsofbringingcommercialopportunitiesfortheap-plicantMSME,enhancingitscompetitivenessandaddingvaluetoitsproductsandservices.
5.27. ProcurementProceduresx Thefundrecipientshallensurethatallprocurementsforgoodsandservicesfortheprojectwillbecarriedoutinanunbiasedandfairmanner.Allquota-tionsshallbekeptfortheDesignClinicCentre'sinspection,ifnecessary.

5.28. ProjectVariationx Anapprovedprojectisrequiredtobecarriedoutstrictlyinaccordancewithitsproposalappendedtothegrantagreementandtheprojectcontract.Anymodification,amendmentoradditiontotheprojectproposalortheprojectcontract,includingchangeoftheprojectcommencementorcompletiondates,keyprojectstaff,scope,methodologyandbudget,willrequirepriorspecificwrittenapprovalbyDesignCliniccentre.FailuretocomplywiththeprojectproposalandtheprojectcontractwillentitletheNIDtoabstainfromreleasingthegrantmoneytotheapplicantdesigncompany/academicinstitu-tionregardlessofwhetheritortheMSMEapplicantorbothareatfault.
6.0 SchemeImplementation

* generaladministration,officeandoverheadexpensesnotdirectlyre-latedtotheproject;

* otherincidentalexpenses,e.g.videoconferencing,local/overseastrav-elling,photocopying;
* entertainmentexpensesandanyprizes,eitherinformofcashorothertypesofsouvenir;
* costsrelatedtoprior/subsequentyear(s)/period(s)adjustment(s);and* capitalfinancingexpenses,e.g.mortgageandinterestonloans/over-drafts.
x ThefundrecipientsshouldconsultDesignClinicCentreiftheyhaveanydoubtsaboutwhethergrantmoniesshouldbeappliedindischargeofapar-ticularexpenditure.
6.3. ApexBody
AnapexbodyProjectMonitoringandAdvisoryCommittee(PMAC)willbeformedwithAS&DC(MSME)asChairperson.Inaddition,expertswillbedrawnfromareasincludingacademia,VCs,financialinstitution,management,administration,concernedgovernmentdepartments,etc...Theapexbodywillcompriseofper-sonswhoarenotlikelytobethebeneficiariesofthisprogram.PMAC,ingeneral,willhavethefollowingconstitution:-

6.4. NodalAgencyx Foreffective,efficientandinformedimplementationofthescheme,NationalInstituteofDesign,AhmedabadhasbeendesignatedastheNodalagencyforthescheme.
6.5. RoleofNationalInstituteofDesign(NID),Ahmedabadx NIDwillbetheNodalagencyfortheschemeandwillfunctionasalinkbetweentheMSMEsandtheGovernment(officeoftheDC(MSME).ItwouldalsoactasasinglepointofcontactfortheofficeoftheDC(MSME).
x NIDwillsetupdesigncliniccentreatDelhi,fortheeffectiveimplementationofthedesignclinicscheme.Thecentrewillfunctionastheheadquartersandaninitiatorofallactivitiesunderthescheme.
x NIDwillfacilitatesettingupof4regionalcentresinassociationwithsuitabletechnicalinstitutions/agenciesfordeliveryofthescheme.
x TheprimaryroleoftheNIDwouldbetospreadawarenessandfacilitatematchmakingbetweentheDesignCompanies/ConsultantsandMSMEs.
x NIDwillempaneldesigners/designcompanies/academicinstitutionsandsubmitthesametoApexBodyforapproval.

x ForfacilitatingthesmoothandfasterrolloutoftheschemeatNationallevelthetotalamountofGoIgrantenvisagedundertheschemewillbeperiodicallytransferredtoNIDontherecommendationofthePMACafterassessingtheprogressofthefundsalreadyreleasedandrequirementsubmittedbytheNID.
