The research team developed a Web-based pavement marking management system through the development environment of Microsoft Visual Studio 2005 ASP.NET in conjunction with ESRI’s ArcGIS Sever Enterprise 9.2 SP4 functionalities to manage and produce the GIS map resources. The web site hosting itself was done on a Windows based server operating Internet Information Services (IIS). The resulting web based mapping tool provides Mn/DOT staff the ability to map and query pavement marking retroreflectivity information and serves as a significant resource to both district and central office staff in developing short and long-term pavement marking plans.

Executive Summary The work described in this document, Phase I - Mapping Tools, is part of an overall project titled “Developing and Implementing Enhanced Pavement Marking Management Tools (PMMT) for the Minnesota DOT”. This project developed a scalable, reliable, and practical process for viewing, querying, understanding, and making consistent, objective, and cost effective decisions regarding pavement marking needs, durability, and quality. The tool graphically displays pavement marking retroreflectivity data, collected by either mobile or handheld devices, using a web-based application which resides on Mn/DOT’s GIS web server. Phase I – Mapping Tools provides Mn/DOT staff with the ability to map and query pavement marking retroreflectivity information and serves as a significant resource to both district and central office staff in developing short and long-term pavement marking plans. The research team worked with Mn/DOT staff to retrieve, sort, and analyze various pavement marking data sources to be included within the mapping tool. Data items such as retroreflectivity, location (route and milepost), date, and line type were integrated with geographic location (as established by Mn/DOT staff). A standard format was developed for retroreflectivity and paint data which is compatible with the location component of Mn/DOT’s GIS server. Based upon the developed standard format, a prototype mapping tool, using ArcIMS/ArcServer as a platform, was developed. The prototype tool was demonstrated to the project task force consisting of Mn/DOT Office of Traffic, Security and Operations staff, Central Striping, District staff, and other interested parties. Feedback on functionality, practicality, ease of use, the graphical user interface (GUI), and other features was obtained from the group resulting in minor modifications to the tool. For the PMMT to become fully operational, the additional steps which need to be completed by Mn/DOT staff were identified. These include establishing standard ORACLE data tables, developing retroreflectivity data flow requirements (central and district office), and determining web server and enterprise related needs. Once the PMMT becomes fully operational, further enhancements to the PMMT include:

1. Paint Data - Incorporation of paint data from both Central Office and Contract Striping which will give staff the ability to match marking performance with installation information.

2. Standardize Handheld Data Collection - Developing data collection protocols for district staff to use when colleting retroreflectivity information using the handheld devices.

3. Standardize Mobile Data Collection – Identify opportunities to improve the Laserlux data in terms of data quality (less variability), location information (GPS), and incorporation of this information into the PMMT database.

The research focus is to develop a scalable, reliable, and practical process for viewing, querying, understanding, and making consistent, objective, and cost effective decisions regarding pavement marking needs, durability, and quality. Phase I – Mapping Tools will provide the Mn/DOT staff with the ability to map and query pavement marking retroreflectivity information (based on data availability) and will serve as a significant resource to both district and central office staff in developing short and long-term pavement marking plans. Phase I was divided into five tasks as described below.

Task 1.1 Data Sources – This includes working with Mn/DOT staff to retrieve, sort, and analyze the various data sources needed and desired for display in the mapping tool. Data items such as retroreflectivity, location (route and milepost), date, and line type will be integrated with geographic location (as established by Mn/DOT staff). With an established reference system, the pavement marking information and performance will be referenced for inclusion in the GIS database used by the mapping tool. Task 1.2 Other Data - The research team will explore the availability of other pavement marking data such as the paint application databases and the possibility of making that data part of the GIS mapping tool. Task 2. Prototype Tool – This task will format the information from Task 1 to the mapping tool (focusing on the referencing component), will develop the data associations and relationships required for GIS based retrieval and display, and will develop the prototype mapping tool using ArcIMS/ArcServer as a platform. The tool (web based) will be developed utilizing tools that MN DOT can support and would not require additional licensing. Task 3. Feedback – This task will demonstrate the prototype tool to Mn/DOT Office of Traffic, Security and Operations staff and other interested parties. The demonstration will cover the basic functions and capabilities of the tool. Feedback on functionality, practicality, ease of use, the graphical user interface (GUI), and other features will be sought from the group. The information and perspective from this task will be used to finalize the development of the tool, user manual, and actual data queries and other examples to be included within the user manual. Task 4. Training – This task includes effort to provide a half-day training session on the mapping tool. The training is assumed to be at a Mn/DOT facility which can provide a computer work station for each participant. The training will cover mapping tool functionality, options, and other features and will provide participants the opportunity to use the tool to analyze and query the developed Mn/DOT database.

Task 5.1 Draft Final Report – Project deliverables include a technical memorandum on the project findings, the mapping tool which will be a web-based with a one-year product warranty and a brief user’s manual. The technical memorandum will outline future phases of the project to enhance pavement marking decision making and performance. Future phases will discuss data maintenance and updates, potential enhancements to the mapping tool, calibration of mobile retroreflectivity, different material demonstration studies, and other issues deemed important by Mn/DOT staff. Task 5.2 Final Report – Project final report edited by MN DOT staff.

This final report, along with the software tool, serves as documentation on project findings and tool development.

Chapter 2: Project Findings

Task 1.1 Data Sources The research team worked with Mn/DOT staff to retrieve, sort, and analyze the various data sources needed and desired for display in the mapping tool. This included retroreflectivity measurement data, GIS format and platform information, and paint information. Retroreflectivity – Mn/DOT collects pavement marking retroreflectivity with both the hand-

held and mobile van equipment. Mobile Van – Mn/DOT has operated the van for the last 6 years. Seasonal operations typically begin in May and continue through the first snowfall. The coverage includes all state roadways. District requests are completed first then the other state roadways are on an approximately 3 year rotation. The Van relies on floppy disks to transfer the data and there is no GPS unit on-board. The Van collects retroreflective data every 1/10th mile. Figure 2.1 provides an example of the raw Mobile Van data. Figure 2.2 shows the summarized information by roadway segment.

Hand Held – Mn/DOT recently purchased 3 additional hand held units which will allow each district to have one machine. These units are used to verify marking retroreflectivity where mobile van information is not available or as part of contractor applied inspections. Figure 2.3 provides an example of the form used to summarize hand held information.

Database – Currently both the Mobile Van and Hand Held retroreflectivity data are summarized and stored on a project by project basis (there is no established central database for this information). The pavement marking management tool developed as part of this research effort will establish a database for both the Mobile Van and Handheld data.

hese data will then be accessible through a web based platform. Should Mn/DOT desire to integrate historic (past) retroreflectivity data into the new pavement marking management tool the research team will provide formatting guidelines to Mn/DOT staff.

Data Structure – Mn/DOT provided CTRE with their recommended format for retroreflectivity data storage (shown in Figure 2.4). The pavement marking management tool will utilize this recommended format as a basis for building the interface. CTRE will develop a similar format for paint data (trucks equipped with Skip Line controllers) using this same recommended location format.

Task 1.2 Other Data Paint Information – As part of the project the research team is going to assess the feasibility

of incorporating other data (such as paint information) into the new tool. Pavement markings are currently applied by both Mn/DOT crews and by Contactors. All paint activities are reported manually in spreadsheet format. Additionally, two Mn/DOT truckare equipped with Skip Line controllers which automatically record and format paint datalong with location. Spreadsheet Format – Figure 2.5 shows a portion of the spreadsheet format which providdate, location, company, paint material, and quantity information. In future tasks, the research team will assess the feasibility of including this paint data into the new tool.

quired for GIS based retrieval and display, and developed the prototype mapping tool using ArcIMS/ArcServer as a platform. Prototype Tool – The software design was based on the need to have a web-based graphical

information system (GIS) for pavement marking evaluation that would allow Mn/DOT personnel to access specific information concerning pavement marking history without having to install additional client-side tools. These specifications directed development to use supported web authoring and database warehousing tools supported by Mn/DOT.

The development environment used was Microsoft Visual Studio 2005 ASP.NET in conjunction with ESRI’s ArcGIS Sever Enterprise 9.2 SP4 functionalities to manage and produce the GIS map resources. The web site hosting itself is done on a Windows based server operating Internet Information Services (IIS). Web implementation was explicitly done by revising an ArcGIS Server Web Mapping Application template in Visual Studio 2005 using both C# and VB.NET programming languages. The initial data used for testing and development was created in ArcGIS using shapefiles retrieved through the Mn/DOT Basemap website. An ESRI ArcMap Document, also known as a MXD file, was produced from these data and the initial GIS resources defined in ArcGIS Server point to this MXD file residing locally on the server. In the future a Mn/DOT enterprise database will replace the MXD file based GIS resource defined in ArcGIS Server and all map data and layer references will point to and be maintained on this enterprise level repository. The prototype tool was presented to Mn/DOT staff for review and comment. Based upon feedback from these reviews and testing, the tool was finalized. Figures 2.7 through 2.12

Figure 2.8 shows a zoomed in view. The left frame provides the Chart Query Attributes which in this example are defined by:

Map Layer – White Lines (user can select either white or yellow) Year – 2007 (range of years based upon available data) Direction – All (user can select all, increasing, or decreasing) Line Type – Right Edge Line (user can select from a variety of types)

The Chart Query Attribute window also displays a legend which defines retroreflectivity levels. s shown for white lines with green > 145 mcd, yellow between 100 and 145 mcd, and red being

< 100 mcd. This also provides an estimate of the number of miles for each level. For example, the number of lane miles highlighted in red (retroreflectivity < 100 mcd) is equal to 255 miles.

Figure 2.12 shows the items defined under the Help screen. These standard Mn/DOT web page menu items have been modified for the PMMT functions. The major help items related to the PMMT are included within the Appendix.

Task 3.0 Feedback The prototype tool (Task 2.0) was presented to Mn/DOT staff (April 16th, 2008) for comment and input on tool format, features, and integration. The group identified future enhancements to the tool and discussed the need to begin other work, not part of this contract, in automating the process for data (from the field to the database) viewed using the tool.

Task 4.0 Training The prototype tool (Task 2.0) was presented to a larger Mn/DOT staff group for both training and feedback purposes (May 7th, 2008). The group discussed use of the tool at multiple staff levels and implementation of the tool within Mn/DOT. Based upon the positive feedback from these discussions the tool was considered fully completed.

Mn/DOT Next Steps: For the PMMT to become operational, the following steps need to be completed.

1. Build ORACLE Tables (this will be completed by CO – EGIS based upon the standard format and naming convention established for the PMMT.

2. Develop retroreflectivity data flow requirements.

i. Laserlux data from central office (does not currently include GPS)

ii. Handheld data from districts (some of this will not have GPS)

b. Data Formatting – putting the above data within the standard PMMT format for location, pavement marking and installation information. This will be completed

d. Location Formatting – CO-EGIS will use the Route Location Converter (RLC) convert location information into the Mn/DOT GIS web server format.

3. Implementation – Determine web server needs, number of users, and other features/business rules to support access to the PMMT.

Future Research: Further enhancements to the PMMT will include:

1. Paint Data - Incorporation of paint data from both CO and Contract Striping which will give staff the ability to match marking performance with installation information.
