The sound you hear (that sounds like small arms fire) is actually a pneumatic nail gun, used by the Family Safety Center construction team. For those of you who missed the ground breaking (or wall breaking) ceremony, you missed an opportunity to recognize the importance of the work we do at this division. At the ceremony, we heard tales from victims and survivors of family violence incidents who lauded TPD and our partners for making safe their environment, and setting them on the pathway to healing. As we move towards creating the new facility downstairs, please try to tolerate the noise and traffic congestion. I know this is an inconvenience, but it will be worth it in the end. As a reminder, parking is at a premium at this complex so I ask those of you with parking passes to park in the basement during the construction period. We have reduced the number of available parking spaces on 6th Street and under the canopy. Since this also limits available spaces for officers visiting this complex for court and other business, please park in the basement during normal business hours. Mondays-Fridays, 0700-1600. Let me take a minute to congratulate two of our detectives who were selected for new assignments. Effective Sunday, April 14th, Detective Rob McCoy will transfer From Burglary to the Cyber Crimes Unit and Detective Kathy Still will transfer from the Child Crisis Unit to the Family Violence Unit. I also wish to give a special thanks to Detective Demita Kinard for temporarily filling in at the Family Violence Unit to enable us to meet the terms of the GTEA. Finally, let's welcome our newest additions to the Division. Detective Debbie Crisp and Detective Robert Guardiola will both be assigned from the Operations Bureau to the Financial Crimes Unit on April 28th. I look forward to working with the both of them. Please continue to do the excellent work you have done all this time. I thank you for all you do for the department and the community. For those of you who missed the ground breaking (or wall breaking) ceremony, you missed an opportunity to recognize the importance of the work we do at this division. At the ceremony, we heard tales from victims and survivors of family violence incidents who lauded TPD and our partners for making safe their environment, and setting them on the pathway to healing.

As a reminder, the following detectives will be reporting to In-Service this month:

Rape DefinitionOn January 1, 2012 the FBI updated the definition of Rape for the UCR (Uniform Crime Reports), which hadn't been done since 1929. Now, all forms of rape are now classified as 'Rape' in the UCR.

TPD's Records Division could not start recording the incidents by the new definition until OSBI (Oklahoma State Bureau of Investigation) had updated and authorized them to proceed. As of today, Records is now recording incidents by the new definition,

Oklahoma statutes (and most other states) had already been using the broader definition of rape, so TPD's numbers will only change slightly when reviewing past statistics. However, the numbers from UCR, which is what TPD provides to the public, should spike considerably.

On April 11th, Baker's Squad Officers responded to a car stripping in progress at 807 N Birmingham. They confronted two suspects in the process of towing off a vehicle from that location. The two suspects, Jacob Hignite and Floyd Edwards were detained. When the vehicle did not check to be stolen Auto Theft Detectives were called to assist.

Detectives were able to locate the victim and complete an original auto theft report. Working off of a Bill of Sale in the possession of Hignite another stolen vehicle was located at Hilltop Recyclers in Sapulpa and recovered before it was crushed. A victim of the second car was located and both suspects were charged with two counts of Possession of a Stolen Vehicle.

Hignite and Edwards are known auto thieves specializing in stealing older cars and taking them to the recyclers for quick cash. These two are very active car thieves in the Gilcrease Division as well as along I244.

On 03/17/2013 at 1340 hours, Officers responded to a shooting at 4845 S. Victor Ave. The victim stated she was walking outside to check the weather. As she opened the front door of her apartment to walk outside with her walker, she was shot in the left thigh. She described two individuals leaving an apartment just after she was shot and asked them for help. They were last seen leaving in a white Mercury Cougar and possibly a blue Blazer. Officers and Detectives found that the shot came from inside this same apartment, through the adjacent apartment, and into her apartment striking the victim.

Later in the evening, Major Crimes Detectives returned to the scene in attempt to locate the suspects seen leaving the apartment. At approximately 1950 hours, a BM, Akpo Ovie Oruru returned in a blue Ford Explorer. He was transported to the Detective Division and interviewed. The suspect stated when he was removing the firearm from its case, he was unaware it was loaded and the gun discharged. Oruru was arrested for Reckless Handling of a Firearm.The cartridge casing was recovered from the suspect’s person and the Springfield XD-40 was recovered from the suspect’s vehicle.
