Part I. Detail Work Program (DWP) for Irrigation Intake

Mouth Construction

1. General Information

KCP Construction Co., Ltd has been engaged with Nam Ngiep 1 Power Company

Limited (NNP 1PC) under the contract signed on 16th November 2016 for the Works

of Mount Intake Construction in the Resettlement Site “Houay Soup”. Nam Ngiep 1 Power Company Limited (NNP1PC) has received the concession agreement from the Government of Lao PDR (GoL) to Build, Operate and Transfer the “Nam Ngiep 1 Hydropower Project (NNP1)” in Bolikhamxay Province. Among Resettlement Action Plan (RAP) and Social Development Plan (SDP) for Project Affected Peoples (PAPs), PAPs residing at Zone 2LR at Hom District Vientiane Province and Zone 3, Hatsaykham, which is the sub-village of Hat Gniun Village, Bolikhan District, Bolikhamxay Province needs to be resettled at “Houay Soup” on the opposite bank of Hat Gniun Village.

Under the contract agreement No.: NNP1PC-CF-ESD-SMO-INFRA-2016-10, KCP Construction Co., Ltd (the Contractor) shall perform the land preparation of the Mount Intake under the supervision of the Environmental Social Division (ESD) of the NNP1PC. Prior to commencing the Works. Prior to commencing the Works, the Contractor shall prepare and submit a Detailed Work Program (DWP) and Site Specific Environmental and Social Management and Monitoring Plan (SSESMMP) for NNP1PC comments and approval. The Contractor shall coordinate closely with NNP1PC-Infrustucture team leader, authorities from Bolikhamxay Provincial Irrigation Office and RMU office to assure the works are conducted with full accountability of environmental, social and safety aspects and meet the Lao National standards and guidelines and Asian Development Bank (ADB).

The Contractor shall coordinate with ESD to cooperate with Resettlement Management Unit (RMU) of Bolikhamxay Province, in order to assure the Works are to be conducted according to the standards and guidelines of Government of Lao PDR (GoL) and Asian Development Bank (ADB).

2. Reference document

In performing tasks assigned, the contractor shall refer to contract agreement No. NNP1PC-CF-ESD-SMO-INFRA-2016-10 between NNP1 and KCP Construction Co., Ltd

came into force on 16th November which includes:

3. Material

The works assigned under the contract do not need any material, only machines, equipment and manpower will be needed for executing all works.

5. Construction Procedure

5.1 Site works and coordination

Before mobilization of machine and manpower and starting the works, the

contractor will coordinate with NNP1 Infra Team to verify the construction plan,

camp location and facilities to be provided by the contractor.

5.2 Construction method and consequence

The contractor shall follow the steps below to execute the Works.

Step 1: Mobilization of construction machines, staff

Construct temporally facilities at the site. After receive notification to commence

the Works, no later than 8 working days, the Contractor will mobilize construction

machines to the construction site. Before mobilization, the Contractor will

coordinate with the Client to get confirm from the client on site accessibility and

ensure that all necessary facilities are arranges by the client for machine

mobilization such as river crossing, guardians to keep safety for mobilization of

machine at river bank.

Upon arrival and complete of construction machines mobilization, the Contractor

shall immediately issue a Notice of Arrival of construction machines. (Mobilized

machines will be inspected and justified before consequence step be executed.

Step 2: Land clearance and alignment setting

Land clearance will be commenced from tree cutting and removal, continue with

alignment setting for the intake mouth construction. The Total Station surveying

equipment will be used for the setting out of alignment.

Step 3: Earth Excavation

- Formation shall be executed at the excavated embankment position.

- The excavated road formation shall be according to the elevation and

geometrical dimensions accompanies with munities of acceptance for

formation level before next step is done.

- Road formation shall be done by using excavator in combination with

bulldozer to excavate. The excavated soil shall be hauled to the disposal

area.

- At the excavated embankment locations, before construction of

wearing course, the Contractor shall scarify to the depth of 30cm

afterwards use compactor to roll to the required density

- Unsuitable soil excavation is executed at locations of fill embankment;

top soil shall be removed by excavator.

- After removal of unsuitable soil layer, do cleaning the surface

acceptance of elevation prior to filling soil for embankment. A tractor

some location where embankment is widened, quantity of unsuitable

soil excavation is not concentrated, thus the Contractor shall use main

power excavate and load it up to truck to transport to the specific area.

- During construction, if any soft soil area is not shown in the design its

treatment method is not thorough, the Contractor shall prepare

report to submit the Consultant and the Project Management Unit

for the common settlement of the purpose of works quality control.

- Construction of embankment at locations including both excavation and

fill: construction is mainly done by excavator. Firstly, we shall execute

construction of the half excavated and followed by the half-filled.

Excavation materials shall be put onto trucks hauled to the stipulated

locations.

- Quantity of embankment construction shall be mainly composed of:

excavation of soil, rock, organic matters and benching. In process of

construction the Contractor shall choose the option based on specific

situation, buy basically mechanical equipment shall be mainly used,

manpower shall be combined only for construction of finishing works with

small quantity in order to save cost, speed up the progress to early put

the works in operation.

- Excavation of the whole embankment completely (at locations of L or

trapezium shaped cross section).

- In principle of construction, embankment shall be excavated in layers each

layer is excavated longitudinally on the whole width of the embankment

cross section and excavation gradually and deeply to the designed

elevation.

- Excavator of high capacity shall be used to excavate in layers and put the

excavated material onto dump trucks for hauling to the disposal area at

the same time, excavator is used for finishing to surface.

Step 4: Concrete Work

Preparing for the pour

1. Pre pour checks and check sheet (if part of your QA system) must be

completed prior to the pour, check line and level, check the steel

reinforcement against the agreement issued drawings, if you not experienced

then ask the sub or site agent to check this section of work.

2. When all formwork has been checked and that support props are correctly

installed, check built and items (for example box-out) then you may sign any

relevant QA document giving permission to pour, not after the pour!

3. Verify that the calculated M3 and correct concrete grade and slump has been

ordered.

4. Ensure that the correct method of discharging the concrete has been

confirmed (pump ordered if required).

5. Check that the concrete delivery vehicles have suitable access and that a

Banksman will be available during the pour.

6. Check that all persons that will be involved in the work have full personal

protective equipment, this should include wellington boots, eye protection, hi-

vis vests, gloves and hard hat.

During the pour

1. Surveying instrument and level must be setup during the pour, checks are to

be made to ensure that the formwork is not moving, or if a problem occurs,

adjustment can be carries out.

2. It is vital that fillets are checked to ensure a uniform level on structures.

3. Slump tests are an important check, ensure that this is done.

4. Cubes are to be taken at the correct intervals, and made correctly, ensure

that cubes are numbered correctly with the pour location and reference

number and that they are store properly prior to collection by the testing

company.

After the pour

1. The structure should be checked after the pour, verification of the line and

level, and checking walls are plumb.

2. Its good practice to store the coordinates and heights when doing the post

pour check to verify position and height against the design, and in addition

the as built data will be available (A QA form for post pour check should be

available).

3. Any deviations must be recorded and should be reported as a non-

conformance.

Curing of Concrete

1. After the initial set of the concrete and when the concrete hard enough to

not be damaged by such an action, the exposed concrete surface shall be

covered with drenched hessian sacks. These sacks shall be left in position

and maintains in a soaked condition for seven days. For formed surfaces the

curing shall be applied as described above after the formwork has been

removed, or a curing compound shall be applied.

2. Laitance may be removed once the concrete is hard by light chipping wire brushing.

3. Preparation of construction joints shall be done by mechanical chipping taking care not to dislodge the coarse aggregates. This is to be done at least 24 hours after the completion of placing or a concrete surface retarder may be use.

4. Concrete have to be cured by sweet water as instruction by client/consultant all the surface of foundation will be covered by wet sacks cloth to maintain this. Construction joints Construction joints shall be in the locations as indicated in the drawings, or

as submitted in a proposal and always at right angles to the structural

member’s axis.

Form works

All materials used for form-works should be clean strong and clear

from any deflection.

Install form-works to its dimension correctly and ensure that

alignment and level of form-works are within the tolerances.

The shutters will be side supported by steel bar to maintain the proper

alignment to the forms.

Level guide shall be install for the level maintenance of concrete.

Construction concrete Box by cast in place method

- At locations passing the culvert flow, the Contractor will relocate the flow

or place temporary culvert to ensure smooth flow.

- Box culvert is constructed by cast-in-place technology.

- Define location, centerline of box culvert, install traffic safety devices.

- The Contractor will construct each half of culvert. If it is in convenient

condition, the Contractor will construct the whole length of the box

culvert.

- Excavated foundation hole by equipment in combination with manual.

- The excavated materials are transported by dump-truck to the

specified disposal area approved by the Engineer.

- Shape foundation hole to the design dimension and elevation, if water

is occurred at bottom it shall be dried out.

- Determine location of Canal to be built.

- Install sign board to ensure traffic safety.

- Structure excavation for Canal and re-compact for the base.

- Install formwork, fabricate reinforcement of bottom.

- Place concrete for bottom.

- Install formwork, fabricate reinforcement for wall of canal.

- Place concrete for wall.

- Removal of formworks and curing.

For the concrete mixing test and quality control pursuant to Division 8

concrete works of technical specification.

Install Reinforcement:

- Reinforcement is transported to the site and stockpiled at the specified

area.

- Invite the Engineer to inspect reinforcement prior to installation.

- Use labor to fabricate and install reinforcement in accordance with design

document. Other relevant requirements are complied with the

specification.

- Install form work and reinforcement for bottom slab.

- Pour concrete for bottom slab and make roughness for surface where

joint with web concrete.

- Install from work and fabricate reinforcement for body and top slab and

box culvert.

- Pour concrete for body and top slab of box culvert.

- When concrete mixture reached to the required strength and approved by

the Engineer, the Contractor will backfill 2 slots of box culvert by suitable

material to the bottom level of wearing course. The thickness of each fill

layer is 15cm, firstly use hand tamper, then used light compactor to

compact.

- Build headwall, wing wall.

- Finish a half of culvert and then move the remaining half.

Step 5: Backfill Work

Backfill materials

Structural backfilling materials shall be free from vegetable matter and

other deleterious substance.

Materials excavated and stocked in the stockyard may be used for

backfilling with suitable gradation of the materials and shall be approved

by the Owner’s authority in advance. Compaction work

- Finishing embankment and slope: Embankment slope will be trimmed

and shaped to the required slope and density by suitable tool. The

surface of fill embankment slope shall be smooth, free from crack

meeting the requirements shown on drawings or as instructed by

the Engineer.

- Inspection and acceptance work will be executed following the sequence.

- Inspect elevator of fill embankment by level machine.

- Inspect geometrical dimension by steel tape.

- Inspect smoothness by 3m straight edge.

- Inspect density on site.

- Prior to construction on the large scale, the Contractor will perform a

trail section with the length of approximately 100m. The result of trail

section to be submitted to the Engineer are included:

- Construction equipment.

- Design of rolling diagram, rolling sequence: Rolling speed of

various stages, number of passes on one point with the moisture for trail

section.

- Test result of density attained with the designed rolling diagram for

material used.

- The parameters attained from the trial section, if satisfied the

requirement, will be applied to construct on a large scale on site.

6. Safety and security program

Health and Safety poster and/or instructions will be made available and

be visible at construction site;

First aid facilities will be provided and appropriate located at the

construction site;

Ambulance will be contacted in case of accident or health emergency;

Safe water will be provided for personnel use at construction site;

Fire-fighting equipment will be provided;

Provide safety equipment such as safety boots, helmets, gloves,

protective clothes, mask, goggles, etc. must be worn as required by

work.

In case of identifying dangerous or potentially dangerous arising or

occurring during the performance of the work, the work will be

immediately suspended and will be reported to the employer’s representative;

24 hours/7 days’ security will be provided for the construction site.

7. Quality assurance program

All personnel executing the work will be instructed to strictly follow the work

procedure, drawings and specification set forth in the contract and scope of work;

Site manager will closely monitor every step of work execution to ensure good

workmanship and work quality;

Any doubt arises relating to method, drawings or work procedure, the contractor

will immediately contact to employer representative or engineer to clarify the doubt

to void potential mistake of the work;

Quality of the work and workmanship of each step of the work executed will be

checked by contractor’s site engineer, employer’s engineer and committee to

ensure correct quality;

When there is defection of quality of work or workmanship, the root cause will be

investigated and appropriate corrective measure will be applied.

8. Introduction

This Site Specific Plan has been prepared to highlight environmental and social

conditions prior to the beginning of each construction activity and will be used as a

tool to ensure the particular activity follows the correct management and mitigation

procedures. Sub-Plans will be used to detail mitigation methods for each of the

activities associated with the construction or excavation works.

This site specific plan will cover environmental and social mitigations related to the

construction of Intake until completion of the work.

Table below shows the referential linkages of documents regarding environmental

matters in the NNP1PC Project. The Owners (NNP1) documents use references

and information from the Concession Agreement. This SS ESMMP (Contractor) uses

references and information from Owners EIA/ESMMP and Owners ESMMP-CP.

The Contractor documents are; Contractors EMP (Item 4) and SS ESMMP (Item5)

which have used applicable information extracted from the Owners documents

which are Concession Agreement (Item 1), NNP1 EIA/EMMP (Item 2) and ESMMP-

All obligations of the contractor are stated in the Contract and is the only governing

document for the Contractor.

9. Environmental and Social Pre-Construction Description

Land use in the area to be Mount Intake construction was mainly used for irrigation

system for agriculture practice which include shifting cultivation and seasonal

cropping: rain -fed rice, corn and other cash crops. Recently, the land was

compensated and there were less agriculture practice and the land was covered by

forest.

The closest village to the project site is Ban Hatxaykham, about 3 km to the east of

Intake Mount construction area. There will be no record of PCR sites within the

vicinity of the Intake Mount construction site.

Table below is a checklist used to assess pre-development work description of the

detailed Mount Intake construction of 1 ha, this checklist will be used to determine

what sub-plan will be used.

10. Sub-Plan Detail for Intake Mount Construction- Environmental

All Sub-Plans in this section refer to construction activities unless otherwise

mentioned.

SP-01 Erosion and Sediment Control

An open ditch will be installed around the camp to collect and divert run-off;

Initial erosion and sediment controls, such as se dement ponds shall be

installed prior to or as early a s possible after t h e commencement of

vegetation clearance / earthworks;

Areas within the construction areas which is not required to be disturbed

by construction activities will be maintained in their existing condition.

SP-02 Water Availability and Pollution Control

Oil storage with impermeable flooring shall be set up at camp site away from rain

for small amount of oil products of less than 5 m3,

Implementation of solid and septic system waste, management systems,

such as proper location, containment and construction worker camp trash,

and appropriate location (at least 30 m from drainage courses or other sensitive

areas) and containment of septic systems;

The contractors shall provide sanitation facilities /toilets with septic tanks with

sufficient capacity, waste sludge from septic tanks shall be pumped that treated

at approved site at spoil 6 by following the owner’s procedures for black water disposal.

SP-03 Emission and Dust Control

Speed limits (30 km/h or less) will be imposed at time of mobilizing machine to

minimize dust;

The burning of cleared vegetation shall be done on site and only take place

under the following conditions:

(i) Burning will only be undertaken in the presence of a trained

fire protection officer;

(ii) Burning will not be undertaken during severe wind conditions;

(iii) Appropriate fire protection equipment will be available on-site during

the burn;

(iv) Burning will be undertaken at a safe distance from vegetated

areas; (v) Burning will not be undertaken near a village.

SP-05 Waste Management

Solid waste must be separated, collected and kept at existing worker camps

until disposal area is available.

Dumping of waste into watercourses, agricultural land and surrounding areas is

highly prohibited;

A sufficient number of waste containers or similar one will be made available

at the survey site;

Waste containers will be marked clearly for “Hazardous Waste” and for “Non-

Hazardous Waste” for separation and sorting of waste; Construction waste will be minimized by applying the waste minimization

hierarchy principles of ‘Avoid/Reduce/Re-Use/Recycle/Dispose’. Any waste material that is unable to be re-used, re-processed or recycled will be

disposed at a facility approved to receive that type of waste;

Waste will be stored in appropriate facilities (e.g. bins, stockpiles), with

hazardous waste stored away from streams and rivers in secure areas;

Secure lids will be fitted to bins that store food waste to prevent scavenging by

birds and animals.

SP-06 Hazardous Material Management

All chemicals and waste considered as potentially hazardous materials will be

registered in order to follow up type, quantities stored, quantities used or

generated;

Personal protective equipment (PPE) will be provided to all workers and the use

of equipment will be enforced;

All re-fueling of machinery will be undertaken by a service vehicle, with

appropriate safeguards and protection measures to prevent any spillage or

contamination by chemical wastes or maintenance oils, lubricants etc.

Safety procedures regarding fire and accidental spill management to be posted

on-site; “No Smoking” labels and posters will be placed when river fuel is handled or stored;

All the fuel and hazardous material storage will be in adequately bundled areas

to minimize the risk of spillage;

Only minimal chemicals, hazardous substances and fuel will be stored on site

works, within an enclosed and covered secure area that has an

impervious floor and impervious bund around it (with capacity at least 120% of

the total capacity of the tanks). The storage area will be located away from

watercourses, flood-prone areas, accommodations, and danger areas.

The hazardous materials and chemical used in the construction shall be

separated and kept in a suitable storage and the Material Safety Data Sheet

(MSDS) shall be in place;

Firefighting equipment will be kept available next to each storage facility;

Ensure availability of spill clean-up materials (e.g., absorbent pads, etc.)

specifically, designed for petroleum products and other hazardous

substances where such materials are being stored and used. If spills or leaks do

occur, undertake immediate clean up.

SP-07 Vegetation Clearing

Vegetation mainly young fallow and bamboo forest has to be cleared for area to

be developed as Intake Mount;

Cleared biomass, bush will be piled at the center of the intake alignment. The

small size of vegetable will be burned in separated pile with 10 meters’ distance

for each pile. If larger size of vegetable identified such as tree branch. The

contractor will consult with client or community for proper utilization;

If there are value trees found in the clearing area, PoNRE of Bolikhamxay

district and province shall be informed for removal permission;

Clearing outside the Intake Mount Boundary is prohibited.

SP-13 Construction Work Camps

A temporary worker camp will be established for Intake Mount construction.

Layout can be referred to Figure 1-5 in the Detailed Work Program. Layout for

temporary camp includes:

1) Temporary staff camp

2) Kitchen

3) Temporally storage for equipment

4) Wash room

5) Fuel station

6) Toilet

Grey/Black Water Treatment System (SP02 Water Availability and

Pollution Control):

Kitchen and washrooms will have waste water retaining pond installed at

discharge points.

Septic tanks will be installed as part of each toilet facility, these will be

closed systems, with no effluent being discharged into the environment.

Site Drainage (SP01 Erosion and Sediment Control):

The worker camp will be surrounded by an open ditch, which will collect rain

water runoff and treated waste water from kitchens and washrooms. All will

drain into a sediment pond before being discharged.

Covered drains from kitchens and bathroom discharge should be

considered, as odors can be significantly reduced.

Waste Collection (SP05 Waste Management):

Waste bins will be distributed around the camp site at main locations such

as; kitchen and lunch areas, accommodation building and wash rooms.

A minimum of two bins will be provided for each location; (1) recycling

(2) general waste. A central point will then be used to collect all waste for

later disposal at landfill.

Dumping of waste into watercourses, agricultural land

and surrounding areas is highly prohibited.

Workshop/Hazardous Storage Area (SP06 Hazardous

Material Management)

The workshop and hazardous storage areas need to be undercover and

should include adequate flooring and roofing. Hazardous storage areas will

have concrete or similar flooring with bundling to minimize the risk of

spillage. All items will be accompanied with relevant documents or MSDS.

11. Sub-Plan Detail for Intake Mount Construction- Social

SP-04 Noise and Vibration Control

Stationary noise sources (e.g. generators) that generate noise levels well above

background levels (i.e. 45 db(A) and above) shall be set back as far as possible

from main construction areas;

The sitting of noisy activities and equipment shall consider natural buffers (e.g.

hills) and/or the potential to install barriers around the source to reduce noise

levels at nearby receptor sites where sitting options exist;

operating heavy machinery.

SP-14 Traffic and Access

Employ flag persons to control traffic when mobilizing of machines into or

leaving the work area to guide vehicles to regulate traffic movements, and to

lead traffic through potentially hazardous areas;

Provide sufficient lighting at night within and in the vicinity of

construction sites.

Implement suitable safety measures to minimize risk of adverse

interactions between construction works, traffic flows and

pedestrians/public through provision of temporary signals or flag controls,

adequate lighting, fencing, signage and road diversions, traffic cones, and

barricades to alert vehicle and pedestrian traffic of potential hazards including

lane closures, equipment use or crossing areas, and excavations.;

Safety issues and regulations regarding traffic and site access will be included in

the training plan for construction personnel (refer to SP16);

To reduce materials falling onto the road, trucks may use tarpaulins or sheets to

cover their loads;

Speed limits will be 30km/h outside villages and 10km/h in the vicinity of each

village.

SP-15 Training and Awareness

All new employees will be required to complete Induction Training from NNP1

prior to commencing any work on site;

In this training, the Contractor will highlight site regulation/rule, and safety

&environmental issue especially waste management, hazardous material and

waste management & spill responses and wildlife conservation.

A register of induction training will be maintained and can be provided to NNP1

on request;

Monthly safety mass meetings will be conducted with all employees, and will

cover all relevant health and safety issues on site;

Weekly meetings are also conducted to bring further awareness to

environmental health and safety issues.

SP-16 Project Personnel Health Program

Health and safety related posters covering; disease, drug use, waste disposal,

PPE, use of toilet facilities and site rules will be provided in visible locations

around the construction site;

First aid kits will be provided and will be appropriately located at the

construction site;

The Project ambulance will be contacted when an accident occurs;

Vector control of mosquitoes and other pests will be managed according to

the following actions:

i. Effective s torm water dra inage systems implemented to

avo id stagnant water;

ii. Storm water drains and borrow pits will be kept free of vegetation;

iii. Minimizing the presence stagnant water within containers and other

pools of water;

iv. Removal of discarded items that could contain water.

Adequate drainage at construction site will be provided to avoid water

logging/accumulation of stagnant water and formation of breeding

sites for mosquitoes.

Training in general housekeeping and sanitation facilities for all workers at

the workers’/construction camps will be provided; Reliable supply of water for drinking, cooking and washing purposes at the

workers’ camps; Wastewater emanating from worker’s camps, construction camps and other

project- related activities and facilities will be treated according

to Lao National Regulations;

Ensure proper collection and disposal of solid wastes within the

workers’/construction camps consistent with local regulations; Provide fire-fighting equipment at the work areas;

Appropriate safety equipment such as safety boots, helmets, gloves, protective

clothes, breathing mask, goggles, ear protection, etc. must be worn when

required.

SP-17 Emergency Preparedness

Emergency response procedures, emergency contact numbers and

communication and reporting procedures will be clearly displayed and each

staff always carry it;

Hazardous materials will be stored in the permitted area only and according to

the instruction by the authorities;

Facilities and equipment for firefighting shall be prepared for the construction

site (locations of fire extinguishers, smoke detectors emergency exits and

assembly areas will have detailed separately in the architectural design

reports);

Hazardous materials will be stored on-site with the MSDS in

accordance with the requirements of SP06;

In the event of a spill of any hazardous materials, work will be ceased in the

immediate vicinity and the area will be cleared of all construction personnel

except those involved in the clean-up activities, if necessary;

In the event of a spill of any hazardous material, the following response

hierarchy will apply and will be used at development of the detailed emergency

response procedures:

i. Seek medical attention for any injured personnel;

ii. Prevent further injury to personnel;

iii. Prevent environmental damage;

iv. Clean-up spill;

v. Remediate area of spill;

vi. Complete reposting requirements.

At each construction site, information on emergency response

procedures, including fire prevention, emergency contact numbers and

communication procedures will be clearly displayed on notice boards;

All construction workers should be trained in basic emergency response

procedures including communication and reposting procedures to be

implemented in case of an emergency situation;

In the event of a personnel emergency implement the Emergency

Response Procedure. All staff will be made aware of the procedure during

project induction;

The communication processes will include the following information in relation to

accidental releases or spills:

i. Location of spill;

ii. Nature of material spilt;

iii. Amount of material spilt;

iv. Clean-up processes to be implemented;

v. Any injuries to personnel;

vi. Need for emergency or external assistant;

vii. Any safety/evacuation requirements to be implemented on

the construction site.

Within 48 hours of the completion of a spill clean-up, a report will be submitted

to the Owner. The report will be used to identify any required corrective or

preventive actions and emergency response procedures and training programs

will be modified accordingly;

First aid kits will be readily accessible by workers;

Prior to the rainy season, all construction site will be reviewed for slope stability

and stability of infrastructure and management measures identified to

prepare for incidents that may arise as a result of flash flooding for example

machinery being dislodged or landslip;

Include clearly marked exclusion barriers around hazardous areas around

construction site required to exclude access from non-working staff and the

public.

SP-18 Cultural Resources

If the Contractor is to find any new physical or cultural resources during

construction activities, the Contractor shall stop the works and inform the Owner

immediately and follow the Chance Find Procedures outlined below.

The Environmental mitigation plan will be changed and revised in

accordance with the occurrence of adverse impact to the surrounding

environment and social environment and the Owner’s comments.

Chance Find Procedures

Objectives of Chance Find Procedures are to; (a) minimize impacts to resources

from all NNP1 related activities and (b) to ensure that any artifacts

uncovered are appropriately recorded, documented and reported to the

appropriate line agencies.

If any fossil or cultural item of significance is found the Contractor will

promptly give notice to the owner. This follows the guidelines stated in the

Civil Works Contract “CWC” Clause 4.25 regarding Fossil and Artifacts. The

Contractor will work with Owner to ensure safe removal of the artifacts, as

directed by the Owner who will implement Chance Finds Procedures with a

variation order.

Chance Find Procedures mentioned in the Contractors SSESMMP, Sub-Plan for

Civil Works contract, “18: Cultural Resources” also states the following steps

will be implemented in the event that previously unidentified artifacts are

identified:

(i) The contractor shall immediately cease the construction of the Intake

Mount at Houysoup resettlement area where artifacts/archaeological

finds are unearthed and immediately inform NNP1

Site Manager;

Tourism

Administration Office to obtain advice regarding the next steps.

The contractor to recommence work only after the Culture and Tourism

DRAFT Guideline on the Preparation of a Preliminary Site Decommissioning

1. Introduction:

A Preliminary Site Decommissioning Plan must be filled out during the submission of a Site Specific Environmental and Social Monitoring and

Management Plan (SS-ESMMP) by the Contractor and revised for NNP1PC review and approval at least 3 months before each Contractor or sub-

contractor complete their work and/or move out from the sites. These include labor camps, workshops, warehouse and other facilities. The

enclosed guideline (SP08: Site Decommissioning and Rehabilitation in the Final Draft ESMMP-CP update 2016) shall be used to guide the

Contractor on site decommissioning activities. Disposal of solid waste and construction waste as well as the sewage sludge/black water need prior

approval from NNP1PC-EMO with submission of relevant forms.

2. Preliminary Site Decommissioning Plan:

The following section describes the types of information that need to be filled in by the Contractor/Sub-contractor indicating the timeframe and

proposed management measures for the removal of wastes and building structures. NNP1PC-EMO reserves the right to make further changes on

the tables below at a later stage.
